The American Veterinary Medical Association’s Governmental Relations Division (GRD) advocates for federal legislative issues that will impact animal and human health and advance the veterinary medical profession. AVMA uses five classifications for its legislative priorities or issues:

Active Pursuit of Passage – This means that a high priority application of AVMA resources will be expended to pass the bill.

Support – This means that the AVMA supports the bill; however, it is not a high priority. A low priority application of AVMA resources should be expended on the bill. However, if asked, the AVMA is on record for supporting the bill.

Non-Support – This means that the AVMA does not support the bill as written, and it is not a high priority. A low priority application of AVMA resources should be expended on the bill. However, if asked, the AVMA is on record of not supporting the bill. If applicable and appropriate, the AVMA may identify areas of the bill that would need to be changed for support of the bill to be a consideration.

Active Pursuit of Defeat – This means that a high priority application of AVMA resources will be expended to stop the bill from becoming law.

No Action – This means that the AVMA has reviewed the bill but has not taken a position. The GRD staff will continue to monitor the legislation and advise AVMA’s Legislative Advisory Committee should the legislation's status change.

The legislative scorecard for the 113th Congress gives a snapshot of each Member of Congress’ support for the veterinary profession and AVMA’s high priority legislative initiatives, showing which issues are gaining and losing traction in Congress. It also shows the candidates that AVMA’s Political Action Committee has supported (guidelines for contributions are listed at the end of this document).

United States House of Representatives H.R. 1528 Veterinary Medicine Mobility Act amends the Controlled Substances Act (CSA) to allow veterinarians to transport, administer and dispense controlled substances outside of their registered locations. This is a companion bill to S. 1171. AVMA Position: Active Pursuit of Passage Resources: Learn more about this bill in AVMA’s issue brief and take action here. AVMA Contact: Dr. Ashley Morgan, assistant director, GRD, 202-289-3210, [email protected] H.R. 1125 Veterinary Medicine Loan Repayment Program Enhancement Act exempts Veterinary Medicine Loan Repayment Program (VMLRP) awards from federal taxation at a rate of 39 percent. VMLRP recruits livestock and public health veterinarians to practice in areas of the country where they are needed to promote food safety and assist communities with agricultural needs. This is a companion bill to S. 553. AVMA Position: Active Pursuit of Passage Resources: Take action here. AVMA Contact: Gina Luke, assistant director, GRD, 202-289-3204, [email protected] H.R. 1150 Preservation of Antibiotics for Medical Treatment Act of 2013 amends the Federal Food, Drug, and Cosmetic Act to eliminate certain uses of antibiotics in food animals. AVMA Position: Active Pursuit of Defeat Resources: Take action here. AVMA Contact: Dr. Ashley Morgan, assistant director, GRD, 202-289-3210, [email protected] H.R. 1518 Prevent All Soring Tactics Act amends the Horse Protection Act (HPA) to designate additional unlawful acts with relation to soring horses, strengthen penalties for violations, improve U. S. Department of Agriculture’s enforcement capabilities, and for other purposes. AVMA Position: Active Pursuit of Passage Resources: Take action here. AVMA Contact: Dr. Whitney Miller, assistant director, GRD, 202-289-3211, [email protected] H.R. 366 Animal Fighting Spectator Prohibition Act amends the Animal Welfare Act (AWA) to prohibit any person from knowingly attending an animal fighting venture or causing a minor to attend such a venture. It also sets civil and criminal penalties for violation. This is a companion bill to S. 666. AVMA Contact: Dr. Whitney Miller, assistant director, GRD, 202-289-3211, [email protected] H.R. 1094 Safeguard American Food Exports Act of 2013 amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale or transport of horses to be slaughtered for human consumption. Kurt Schrader (D-Ore.) and Ted Yoho (R-Fla.), both licensed veterinarians, established the Veterinary Caucus to educate Members of the House of Representatives and their staff on the importance that veterinary medicine has to research, public health, animal health and welfare, food safety, and the economy. The caucus will also keep the House informed about the opportunities and challenges facing veterinary medicine.

United States Senate S. 1171 Veterinary Medicine Mobility Act amends the Controlled Substances Act (CSA) to allow veterinarians to transport, administer and dispense controlled substances outside of their registered locations. AVMAPAC CRITERIA FOR CANDIDATE CONTRIBUTIONS AVMA’s Political Action Committee (AVMAPAC) is a bipartisan political action committee that was established in 1978 to help elect candidates to Congress who are responsive to the needs of the veterinary profession. There is a prioritization system to enable the AVMAPAC manager, AVMA Federal Legislative Team, and the AVMAPAC Board to effectively determine the importance of an incumbent/candidate to the veterinary profession. The criteria below are considered as general guidelines only.

The following criteria are used by AVMAPAC in evaluating distributions:

Is the incumbent/candidate, or his/her family member, a veterinarian?

Is the incumbent/candidate a pro-science and pro-veterinary medicine legislator?

Does the incumbent/candidate represent a district/state with veterinary schools?

Does the incumbent/candidate represent a district/state with a significant number of AVMA members, and does the incumbent/candidate have a strong relationship with AVMA’s members?

Is the incumbent on key congressional committees which consider legislation of importance to AVMA and are supportive of AVMA positions?

The AVMAPAC Suggested Guidelines for Contributions:

AVMAPAC supports Congressional Members who are veterinarians or who have a veterinarian in their families. AVMAPAC supports incumbents who serve in leadership positions or who are on key Congressional committees that consider legislation of importance to AVMA and who are supportive of AVMA’s policies and positions. AVMAPAC supports incumbents who understand veterinary concerns and who are supportive of AVMA’s positions. AVMAPAC’s priority is to Members of Congress who serve in leadership or who sit on committees of jurisdiction, but not limited to House and Senate Agriculture Committees; House Energy and Commerce Committee; Senate HELP committee; House Small Business Committee; and Senate Small Business and Entrepreneurship Committee. AVMAPAC will not generally contribute to a leadership PAC. In special circumstances, leadership PACs will be considered. AVMAPAC will not generally contribute to a Senate race out of cycle. In special circumstances, such races will be considered. AVMAPAC will not generally contribute to the retirement of campaign debt. In special circumstances, debt retirement will be considered. AVMAPAC will comply with the letter and spirit of all federal and state laws.

AVMAPAC will ensure that no contributions are made in a manner that suggests or implies that the contributions are in return for any legislative act. AVMAPAC, as a general principle, will allocate funds along the following guidelines for an election cycle: U.S. House of Representatives $1,000 Incumbents who are on key committees. $2,000 Candidates and incumbents who are in leadership. $5,000 Candidates and incumbents with proven records as key
