From City Hall: The following minutes are from the July 14th business meeting. As of print time the minutes have not been approved by the council.

CALL TO ORDER / ROLL CALL: Meeting called to order at 7:00 p.m. by Mayor Dustin Wright. Council members present were NUESSEN, BURTON, HINRICHS, BIRK and HAMLIN. Also present were City Clerk Marcia Johnson, Police Chief Jody

Meyers and maintenance Nick Gadino.

VISITORS/PUBLIC COMMENT PERIOD: No visitors present.

APPROVAL OF MINUTES: June 9, 2020 business meeting. Moved by HAMLIN to approve the minutes of June 9th

. Motion

seconded by NUESSEN, 5-0 vote.

BILLS TO PAY: Moved by HINRICHS to pay the July bills in the amount of $12,671.76. Motion seconded by BURTON, 5-0

vote.

REPORTS OF STANDING COMMITTEES: HINRICHS reported on Project Playscape. HINRICHS has been updating the Project Playscape Facebook page. Fundraising for the ball field complex has reached the $40,000 mark. Cow patty Bingo is coming up on July 25

th. 52 of the 99 spots have been spoken for. HINRICHS did an on-air interview for the ball field project with

KVOE. The Poker Run that was held on July 4th raised $1,900. There were 42 vehicles and over 100 people that participat-

ed. There are currently a couple other fundraisers ongoing.

Maintenance is monitoring the water usage at the park due to high usage readings. There has been damage to the toilets, parts have been replaced. A new cork board has been placed in the Project Playscape message board. Maintenance has been keeping the bathrooms clean and disinfected. The limb dump is going well. With commercial dumping not allowed,

maintenance has been able to keep up. Maintenance has also been filling potholes and paint parking stalls. Sewer clean-ing was done this past month. Several problem areas were identified. A sewer clean-out had been mowed over, mainte-nance has replaced the cap and place a post by the cleanout to prevent getting hit again. A lot of the infiltration of water into the system is from open cleanouts and manholes. The manholes will need rehab work. There were several residents

that reported smoke in their homes.

ADOPT THE AGENDA: Moved by HINRICHS to adopt the agenda with the addition of #9 USD 251 staff picnic. Motion se-

conded by NUESSEN, 5-0 vote.

1. 2021 BUDGET: Approve for publication. The final budget has a slightly higher tax levy than the draft budget, 2.3 mils

higher than the 2020 levy. This is the result of the estimated valuation being $55,000 lower than the amount used in the draft budget and levying taxes for lease payments on the backhoe and increased police expenditures. The general fund was the only budget changing from the draft budget. Based on additional information from the state estimated sales tax collection was reduced $5,000 and franchise tax was reduced $1,000. The transfer for utility truck replacement was re-duced to $3,000 from $10,000. These charges resulted in the street budget for commodities going from $45,000 to $40,000, leaving $70,000 for chip and seal work. The final budget was adjusted to include $4,000 for community center utilities, insurance and the annual payment to the food pantry. Moved by NUESSEN to approve the 2021 budget for publi-

cation. Motion seconded by HAMLIN, 5-0 vote.

2. FILED COMPLAINT: A filed complaint along with pictures has been received on the condition of the mobile home park

at 115 Main from several residents. The complaint mentioned there is no overall upkeep, partially torn down mobiles homes with debris left lying around, mobile homes falling apart, vacant mobile homes, trees, tall grass and weeds growing up by the mobile homes, furniture and appliances sitting outside. The council will address the issues during the next agen-

da item.

3. CONDEMNATION: Consideration of properties to be condemned. The council was given an updated list of properties

of concern. The list includes vacant mobile homes in both mobile home parks, homes that are uninhabitable, vacant hous-

es and properties that are a blight to the community, also on the list are properties that have not paid property taxes over a 3-year period. A letter has been sent out to the owners of the properties with the most concerns. City Hall is researching to determine and locate the owners of the mobile homes in the mobile home parks. There is concern, the house at 7 Fourth has broken windows and is open to the elements. A letter will be sent to the owner to have the property secured. 401 Main Street was discussed as a blight on Main Street, a letter is to be sent notifying the owner that the property is on the

watch list for condemnation.

4. COMMUNITY CENTER: Rental policy and application. Approval of sign. A draft of the rental policy and application were

considered by the council. The utilities are all scheduled to transfer over on the 31st of July. Hooks would be placed for

renters to use for decorations, no use of tape or adhesives are to be used on the walls. At this time all kitchen utensils, pots, pans and dishes would be up to the renter to provide. Long term use groups would be required to make a request to the council. A checkoff list would be done prior to the rental and after the rental to check for cleanliness. A draft of a Communi-

ty Center sign was given to the council, the sign would be 73” x 12”.

5. CITY LIMB DUMP: Ordinance no. 600 and approval of purchase of sign. Letters were sent to local tree services letting them know we no longer allow commercial dumping. Section 3 of the ordinance would be used for a sign stating what is not allowed to be dumped at

the site. Moved by HAMLIN to approve ordinance #600. Motion seconded by BIRK, 5-0 vote.

6. CHIP & SEAL PROJECT: Approval of purchase of materials. The cost of the oil and rock would run $16,000. Moved by HINRICHS for Larry (Councilmember BIRK) to sign off on the bid, not to exceed $16,000. Motion seconded by NUESSEN, 5-0 vote. Moved by HINRICHS to

purchase up to $3,000 of rock for the chip and seal project. Motion seconded by BIRK, 5-0 vote.

EXECUTIVE SESSION: Preliminary discussions relating to the acquisition of real property. Moved by HAMLIN to go into executive session for 10 minutes with council and clerk present at 8:30 p.m. for preliminary discussions relating to the acquisition of real property. Motion se-

conded by HINRICHS. 5-0.

HAMLIN moved to extend the executive session for 5 minutes at 8:40 p.m.. Motion seconded by BURTON, 5-0 vote. Moved by

HAMLIN to go back into regular session at 8:47 seconded by NUESSEN, 5-0 vote.

NHHS PROM: Request for use of the park and shelter house for prom. July 25th

. NHHS would like to hold prom on July 25th

at the park. The committee has received approval from the county health department with stipulations. The prom is pending depending on interest. Moved by HAMLIN to approve the use of the park and shelter house on July 25

th and to wave the curfew hour. Motion

seconded by HINRICHS, 5-0 vote.

USD 251: Staff picnic at the park. USD 251 is requesting the use of the city park on August 13th

for a staff picnic. Consensus of the council to

approve the use of the park on Aug 13th

by USD 251.

Moved by NUESSEN to adjourn at 8:51 p.m. Motion seconded by BURON, 5-0 vote.
