Topeka, Kansas --(Ammoland.com)- A 1905 court ruling from the

Kansas Supreme Court took the interpretation of Section 4 of the Kansas

Constitution to mean the Right to Keep and Bear Arms only exists as a

collective right for those in the militia or military and “NO INDIVIDUAL

RIGHT EXISTS.”

For that reason, the NRA has worked with the Kansas State Rifle

Association, Senator Mike Petersen and the Legislature, to pass a

Constitutional Amendment during the 2009 legislative session, which

provides new language that clarifies Section 4 and GUARANTEES an

individual Right to Keep and Bear Arms. The language reads:

“A person has the right to keep and bear arms for the defense

of self, family, home and state, for lawful hunting and

recreational use, and for any other lawful purpose.”

Our elected officials have done law-abiding Kansans a tremendous

service by passing this landmark Constitutional Amendment.

Now it is up to YOU to do your part on November 2, 2010 and vote this

provision into the Kansas Constitution.

Here’s what you can do right now to put our Right to Keep and Bear

arms back in the Kansas Constitution:

1. Immediately place a bumper sticker on your car or truck to help

encourage other gun owners and freedom-loving Kansans to

WEST POINT, MS --(Ammoland.com)- Melissa Bueker dreams of

conserving wildlife and habitat for future generations, and now with a

$10,000 National Wild Turkey Federation (NWTF) national scholarship

sponsored by Mossy Oak, the outstanding student can turn her dream

into reality.

Bueker plans to pursue a degree in wildlife conservation and

management through the agriculture department at Missouri State

University, and will be the the first in her family to attend college.

“I’m excited and honored to be recognized nationally as a

future leader in conservation, especially by such well-known

organizations,” said Bueker. “The scholarship money from

the NWTF and Mossy Oak will allow me to focus on

conservation opportunities and general school studies

without the burden of financial obligations.”

“Like Mossy Oak, Melissa is committed to conservation, and

we’re proud of her efforts and desire to continue on that path

while furthering her education,” said Toxey Haas, Founder

and CEO of Mossy Oak. “NWTF is active in getting young

people outdoors and supporting conservation efforts. We’re

glad to be a part of this scholarship program with such an

upstanding organization.”

An avid hunter and conservationist, Bueker volunteers her time helping

her community, is active in many organizations such as the Future

Farmers of America, the Conservation Federation of Missouri and the

National Honor Society. She also received $500 local and $2,000 state

scholarships from the NWTF.

Bueker will receive official recognition for her scholarship at the 35th

Annual NWTF Convention & Sports Show, February 17-20, 2011, at the

Gaylord Opryland Resort and Convention Center in Nashville, Tenn.

NWTF scholarships are set up to benefit youth with a commitment to

conservation and preserving the hunting tradition, and recipients may

pursue any type of degree they wish. To date, the NWTF has awarded

more than $3 million through the program.

Plan to Combat Deadly White-Nose Syndrome in Bats Seeks

Washington, DC --(Ammoland.com)- White-nose syndrome (WNS)

has killed more than a million bats in the Northeast and has spread to 11

or more states in less than four years since its discovery near Albany,

New York.

The U.S. Fish and Wildlife Service, in collaboration with other federal

and state agencies, and tribal governments, is proposing a coordinated

national management plan to address this critical environmental issue.

The proposed plan is available for review and comment beginning

October 28, 2010.

The proposed plan, a joint federal-state effort, provides a framework for

WNS investigation and response. A subsequent implementation plan will

identify specific actions, the entities responsible for implementation of

each action, and estimated costs.

December 26, 2010, to gather additional scientific and commercial

information for consideration before the plan becomes final.

South Dakota Fish, Game & Parks

PIERRE, S.D. --(Ammoland.com)- State and federal officials in South

Dakota are seeking information about a bald eagle that was recently shot

and killed in eastern Stanley County.

The dead eagle was recovered from the Fort Pierre National Grasslands

near the intersection of County Line Road and 302nd Avenue.

Officials believe it was killed with a shotgun about Oct. 23rd.

A reward is being offered for information that leads to the arrest and

conviction of the individual or individuals responsible for the bald eagle’s

death.

People with information may remain anonymous and are asked to call

the South Dakota Department of Game, Fish and Parks at the Turn In

Poachers (TIPS) Hotline at 1-888-OVERBAG (683-7224).

The chart below represents the Bureau of Alcohol, Tobacco, Firearms

and Explosives statistical records that exist on the total number of

National Firearms Act transfer stamps issued by state Form 4s for

approved silencers per fiscal year. States omitted from this report may

not allow the sale of silencers. Number of silencers processed per Form 4

not available. *Fiscal year is defined as October 1-September 30.

Texas leads states with 3,621 approved sales, followed closely by Florida,

think would be first to encourage hearing protection and reduced noise

pollution?

Silencers or Suppressors have long suffered from a negative image

among the general public due to having been used and abused by

gangsters, criminals, poachers, spies and assassins in both real life and

in the movies. This has given them a somewhat unsavory image and an

image that detracts from there value as a hearing protection device.

The general public are of the belief that silencers are illegal, when in fact

they are quite legal and in general usage as a noise reduction device in

much of United States. In the states where they are still illegal the Laws

and Regulations on Noise Polution, Health & Safety at Work etc are in

direct conflict with Firearms Legislation outlawing the use of

Suppressors on Firearms.

Bill White’s TX Campaign AWOL on Open Carry Issue

Petition for Texas open carry continues to attract supporters.

Texas --(Ammoland.com)- Texas is one of only 7 states still banning the

open carry of properly holstered handguns, but apparently that doesn’t

bother the Texas Democratic candidate for Governor, Bill White, or his

campaign handlers.

Over the last few weeks, White’s campaign staffers, including

Communications Director Ali Smith, have stiff-armed repeated inquiries

from OpenCarry.org regarding the restoration of open carry rights in

Texas.

The question put to White’s campaign was pretty straight forward:

“If a future legislature passed a bill restoring open carry

rights in Texas, would a Governor White be inclined to sign

it?”

Ali Smith took several calls on the matter but ultimately just empty

promised that “[s] omeone will call you.”

OpenCarry.org’s John Pierce says “we know that “Gov. Rick Perry

supports, at least in concept, . . . open carry,”

Therefore, “the choice before Texas gun owners on November

2nd is very stark. Voters must choose between a candidate

who runs from gun rights policy questions, or Rick Perry who

frequently carries a gun himself for self-defense, and is

prepared to stand his ground when necessary.”

Meanwhile, no matter who wins the Texas Governor’s race,

OpenCarry.org is driving on with its online petition to restore Texas open

carry rights at http://www.petitiononline.com/ texasoc.

This valuable tool allows voters to register that demand for open carry

rights, and at the same time allows gun rights organizers to collect tens

of thousands of pro-gun email addresses of Texas voters for future use to

promote open carry and other gun rights policy initiatives.

Trenton, NJ --(Ammoland.com)- The NJ DEP Division of Fish and

Wildlife and the Conserve Wildlife Foundation of NJ will be holding two

sessions of an exciting week long residential summer program at the

Sedge Island Natural Resource Education Center for motivated students

interested in exploring New Jersey’s salt marsh environment.

Session one will be held July 6-10, 2011, and the second session will be

held August 8-12, 2011. Both sessions are open to students entering

grades 7 to 9.

Students will stay at the “Sedge House,” a renovated duck-hunting lodge

located in Barnegat Bay in New Jersey’s only marine conservation zone.

Here they will explore the Barnegat Bay ecosystem with Fish and

Wildlife and Conserve Wildlife Foundation biologists using kayaks,

microscopes, water-testing equipment, nets, and other scientific tools.

While living a conservation lifestyle, students will gain a better

understanding of current environmental issues affecting the bay and how

the choices they make can have a positive impact upon their

environment.

The cost is $425 and includes all meals, equipment and instruction.

Space is limited and the application process will be competitive.

Applications are due by March 31.

Interested parents and students are encouraged to learn more by

attending an Open House at 10:00 am. on Saturday, February 26 at the

Island Beach State Park Interpretive Center in Seaside Park, NJ. This is a

great opportunity to meet the instructors and ask any questions you may

have.

Our Methodology

When we make candidate recommendations, we are primarily concerned

with the candidate’s position on 2nd Amendment issues. Unfortunately,

the political landscape rarely presents us with clear cut decisions,

especially when 2 or more candidates are equally qualified on 2nd

Amendment criteria. We are then compelled to consider other factors as

well.

There is probably no such thing as the perfect candidate. We must do the

best we can for our members with the candidates who are running for

election. Not recommending the best available candidate just because he

or she is not the perfect candidate does a disservice to our members.

In a race between equally pro 2nd Amendment non-incumbent

candidates, in addition to the candidate’s responses to our survey, any

personal knowledge we have of the candidate, information from our

members who bring their personal knowledge to our attention, related

political experience, electability (being pro 2nd Amendment is not

enough to get a candidate elected), the strength of the candidates

personality.

When a race involves an incumbent running for re-election to the same

seat or a different seat, the primary consideration is the incumbent’s past

voting record. Many candidates know how to answer a questionnaire in

order to gain the approval of this or that special interest group.

Therefore, we consider candidate surveys to be of limited value,

especially when an incumbent’s voting record is readily available. Talk is

cheap, votes are what count.

The very last and least consideration is the candidate’s political party

affiliation. Race, gender, creed and any personal connections or issues

we may have with a candidate are never considerations.

Difficult Decisions

This election, we were faced with difficult choices in many of the

Maryland General Assembly races. We ultimately recommended some of

the candidates District 8, District 30 because they are incumbents with

voting records.

We were very impressed with the following challengers and we believe

that they would serve equally well if elected:

• District 8 – Senate: Dee Hodges is a former member of Mt.

Washington Rod & Gun Club who spent many sessions in

Annapolis testifying in support of our 2nd Amendment Rights. As

President and then Chairman of the Maryland Taxpayers

Association, she has testified for passage of a Taxpayer Bill of

Rights.

• District 8 – House: Norma Secoura returned a perfect candidate

survey and has related experience which would benefit her as a

Delegate.

• District 30 – Senate: Ron Elfenbein combines strong support for

the 2nd Amendment with the energy and enthusiasm to make good

things happen for the citizens of Maryland.

• District 32 – House: Stephanie Hodges and David Starr, both

presented solid pro-2nd Amendment candidate surveys and both

are certainly worthy of serious consideration by gun owners in

District 32.

long attack on the Remington 700 rifle, rehashing decades-old

allegations about the popular rifle’s trigger system.

(Interestingly, the network’s “10-month investigation” aired

just a few months after a press release went out from a

Kansas City law firm that has sued Remington in the past,

seeking plaintiffs for new cases against the gun maker.)

While CNBC and plaintiffs’ lawyers claim the rifle will fire without the

trigger being pulled, Remington says that neither the company nor the

plaintiffs’ expert witnesses have ever been able to cause such a discharge

in a properly maintained, unaltered rifle.

The program also repeated the gun ban lobby’s longstanding complaint

that the Consumer Product Safety Commission doesn’t have the power to

order recalls of firearms and ammunition. Congress’s wisdom in refusing

to give CPSC that power was proven in the 1990s, when CPSC staff told

the Clinton White House the agency “would love to get into the gun

regulation business” and anti-gun Sen. Howard Metzenbaum (D-Ohio)

introduced legislation to remove the restriction.

The NRA is second to no one in supporting and promoting firearm

safety, and NRA publications have regularly published announcements

of voluntary recalls by gun and ammunition manufacturers. Yet since

long before “Dateline NBC” used rocket motors to blow up pickup trucks

in staged collisions, gun owners have rightly been skeptical of the

mainstream media’s ability to report fairly and accurately on firearms

issues.

fundamental, individual right to keep and bear arms for self-defense

nationwide.

The ruling reversed the decision of the U.S. Court of Appeals for the

Seventh Circuit, which upheld the bans, and requires that court to

reconsider McDonald in light of the Supreme Court’s ruling.

Chicago thereafter passed an ordinance imposing unreasonable

restrictions on gun ownership.

NRA is supporting Benson v. Chicago, challenging the ordinance.
