A very early usage of the Chungking Local Post postal stationery card. Of exquisite design, these postcards were viewed as novelties at the time and, consequently, were often used later as Christmas or New Year greeting cards. Interestingly, the sender notes : “It strikes me that these cards are…like the paper sugar bags are made of. And the design looks different - it seems some much more Japanese than Chinese.”

Rex & Co. were the agents for Archibald Little, the founder of the Chungking Local Post, and for the Chungking Local Post itself in Shanghai. The Chungking Transport Company operated its own postal agency in Shanghai under the auspices of the Chungking Local Post, and it was not a part of the Shanghai Local Post at the time.

The domestic postcard rate for the Chungking Local Post and the other Treaty Ports within China was 2 candarins.

To the best of our knowledge, the only recorded example of a Hankow bisect on cover.

Prior to the introduction of a registered handstamp, registration was usually denoted in manuscript. Nevertheless, many covers were sent at the registered rate without other markings, yet were presumably handled as registered mail matter. In his book (p. 124), Charles Dougan illustrates a cancelled by favour bisect on small piece, which he wrote was probably the only known example of a Hankow bisect; however, when Mr. Dougan wrote his book, he did not consult Mr. Bartlett.

As mentioned in Charles Dougan’s book, Ichang’s original plan was for the Ichang Local Post service to commence in November. This document is consistent with that plan, as its wording makes no mention of a later opening date, with obvious intent that the Local Post Office would have been fully operational as of 12 November 1894.

    British Leasehold Territory

After the withdrawal of Japanese occupation troops on 23 May 1898, British Forces under the command of Sir E. H. Seymour took control of Wei-Hai-Wei the following day. Since there was no postal service during this period prior to 15 March 1899, mail matter was originally sent or received on a provisional and irregular basis by passing steamers or by naval ships, and it was held at the nearest Imperial Post Office, which was located at Chefoo. On 12 December 1898, a courier service was established between Wei-Hai-Wei and Chefoo under the supervision of Captain W. A. Harrison. It was operated by G. K. Ferguson, who was a partner of the local branch of the Chefoo firm Cornabe and Company.
