A Message from President Breaux Reflecting on the notable achievements in the life of a
university in a year reveals the contributions of each member of
the campus community.
At Bowie State University, there were many examples of excellence
throughout the campus in the 2016–17 fiscal year. Faculty and
administrators, like Department of Counseling Chairperson Dr. Roslyn
Green, worked to ensure that our academic programs receive national
accreditations, signaling the strengths of our offerings. Students
like Jesuye David, together with his faculty mentor, demonstrated
excellence as David presented their research on a national stage. Staff
members like Robert Batten made us proud by winning the highest
award presented to staff of University System of Maryland institutions
by the Board of Regents.
The year also marked the opening of the $102 million Center for Natural
Sciences, Mathematics and Nursing, a transformational center for
innovation in teaching, research and scholarship. Our student-athletes
also gave us much to celebrate. Four teams made it to the championships
in their respective sports, and the women’s bowling and men’s basketball
teams won conference titles.
Our supporters like Timothy Adams continue to make long-term
investments in the future of Bowie State students and the viability of
the institution. He established an endowed scholarship over a decade
ago, which, through ongoing contributions, was valued at nearly
$180,000 in 2017.
Since July 2017 when I began as the 10th president of Bowie State
University, I have encountered countless individuals who represent
the pride and spirit of Bowie State University. I salute the faculty, staff,
students, alumni and supporters who make a difference at Bowie
State every day.

Specialized accreditation of academic
programs is a mark of institutional
quality, signaling that the curriculum,
faculty and administration meet the
rigorous standards of the profession.
Two of Bowie State University’s counseling programs
achieved that distinction when they received national
accreditation, making Bowie State one of three Maryland
universities and the only University System of Maryland
school with this honor. The recognition elevates the
profile of the already well-respected master’s degree
programs in mental health counseling and school
counseling. Dr. Roslyn Green, chair of the Department
of Counseling, led the team charged with managing the
accreditation effort.
The accreditation from Council for Accreditation of
Counseling & Related Educational Programs (w)
extends through March 2019. Both programs met the
requirements of a thorough evaluation of hands-on
learning experiences, faculty qualifications, academic
support and student selection, among other criteria.
Graduates from CACREP-accredited programs are highly
recruited by employers — in fact, three federal agencies
require counselors to graduate from programs with the
CACREP accreditation before they can work
with their populations.
The Bowie State programs require students to complete an
extensive curriculum of foundational and advanced courses,
as well as hundreds of hours of clinical work. Graduates are
prepared to become licensed or certified counselors.

UNIVERSITY WELCOMES HISTORIC FRESHMAN CLASSA growing number of people are recognizing the great
value of a Bowie State education. Freshman enrollment
increased by 71 percent, resulting in a record-breaking
958 first-time students arriving on campus in fall
2016. The surge came after an aggressive recruitment
campaign and improved internal processes led to more
students accepting admissions offers from Bowie State.
With the addition of the class of 2020, the university’s
overall undergraduate population grew by 9 percent
to 4,711, and the total student population rose by 4
percent to 5,669.
Assistant Vice President of Enrollment Management
Troy Miller explained that the university continually
strives to keep tuition costs down as operating costs
rise and competition with other schools increases.
“Given those challenges, having record-breaking
enrollment is huge for us,” Miller said. “We'll continue
to see an even greater impact of these recruitment
efforts in the coming years.”

Students Present Their Scientific Research on a National Stage Eleven science and technology students, attending
the Emerging Researchers National Conference,
presented findings from their faculty-guided
projects, funded by National Science Foundation
grants. Their research included designs of virtual
reality environments for emergency response and
building evacuation, identification of DNA barcodes
for a Nigerian fish species, and solutions for privacy
protection on social media. The students were:
biology majors Alexandria Brame, Chrysten Brown,
David Darko and Jarrett Davis; computer technology
majors Darren Sumpter, Akinyele Akinsanya and
Tarrell Fletcher; computer science majors Phillip
Devreaux and Emmanuel Ossuetta; and graduate
students Diliorah Arah (’16) (Master of Science in
organizational communication) and James Stigall
(Doctor of Science in computer science).
Student Presents Research on Capitol Hill Computer science major Jesuye David shared his research on the behaviors
of smartphone viruses to Congressional members at the 21st annual Posters
on the Hill in April 2017. Guided by Associate Professor Soo-Yeon Ji, David was
one of 60 students selected from hundreds of applicants to participate in the
showcase of federally funded research and education programs, sponsored by
the Council on Undergraduate Research.

FACILITIES
The 149,000-square-foot building features active
learning classrooms and labs, flexible instructional
spaces, a fully enclosed greenhouse and a nursing
simulation wing — all of which are geared toward
involving students more directly in the educational
process. Research shows that when students are
actively engaged in the classroom, they are better
able to retain and understand the material.
A hub of science education and research, the center
promotes innovation in teaching and learning
and represents the university’s new approach to
teaching science, technology, engineering and
mathematics (STEM). Students preparing for careers
in high-demand STEM fields have the opportunity
to learn in an open environment that reveals
science and mathematics education in action and
makes it more accessible for all.
With the expanded lab space, faculty can
involve more students in real-world research,
strengthening the university’s strategic efforts to
integrate hands-on research opportunities into
the undergraduate student experience.
After two years of construction, the center
opened with fanfare as Maryland Governor
Larry Hogan joined state and local officials,
educators and project partners at the formal
ribbon-cutting ceremony.
The center is a model of high-
performance, sustainable design, aimed
at achieving LEED Gold certification by
the U.S. Green Building Council.

The university recognized the late Bowie State
alumnus and Maryland delegate James E. Proctor
Jr.'s decades-long commitment to garnering financial
support for the institution, by renaming the Center
for Learning and Technology in his honor. The formal
ceremony in April 2017 marked the first time that a
campus building was named in memory of a supporter.
A faithful champion of education in Prince George’s
and Charles counties for 25 years, Proctor served as
vice-chair of the House Appropriations Committee
and worked to ensure state investments in Bowie State
construction and renovation projects. Those efforts
resulted in about $200 million in state allocations,
with some of those funds contributing to the
development of the university’s state-of-the-art Center
for Natural Sciences, Mathematics and Nursing.
The James E. Proctor Jr. Building houses the College
of Education, where Delegate Proctor earned two
degrees and sparked his passion for education.
Since Proctor’s passing in 2015, his wife and two-time
Bowie State alumna, Maryland Delegate Elizabeth
“Susie” Proctor, has been instrumental in keeping
his legacy alive. She worked to establish the James E.
Proctor Jr. Endowed Scholarship Fund, which provides
much needed financial support to students in the
College of Education.

ENGLISH PROFESSOR RION SCOTT TAKES NATIONAL LITERARY PRIZE

English lecturer Rion Scott received a
prestigious national literary award and
a $25,000 prize for his highly celebrated
first collection of short stories.
Scott was honored with the 2017 PEN/Robert W. Bingham
Prize for Debut Fiction for “Insurrections: Stories,” which
tells the experiences of African Americans in the fictional
town of Cross River, Maryland, founded in 1807 after the
only successful slave revolt in the United States. The award
recognizes an author whose debut work of fiction displays
literary brilliance and promise for a second work.
“As long as they keep distorting and keep flattening our
humanity, I want to keep responding with complexity,”
Scott said in his acceptance speech. “That’s my insurrection,
and I encourage you all to do the same.”
Since “Insurrections” was published in July 2016, Scott
had garnered critical acclaim from several prominent
national media outlets, including TheRoot.com.
In praising Scott’s work, the award judges, who represent
the nation’s foremost fiction writers, said, “These are hard,
humane stories, free of grand-standing yet full of grace, that
loom in the mind long after reading. We were better off for
having read ‘Insurrections.’ ”
Genetics Professor Selected as an Emerging Scholar In recognition of her commitment to
scholarship in the laboratory and the
classroom, genetics professor Dr. Tyesha
Burks was named a 2017 Emerging
Scholar by Diverse: Issues in Higher
Education. Burks — one of 12 professors
selected from a pool of hundreds of
academics nationwide — is working to
find a cure for sarcopenia, a condition
that ages skeletal muscles. Her research
expertise and thoughtful guidance are
preparing our students for successful
careers in STEM fields.

Theater Faculty Earned Coveted Regional Recognition Two theater professors were nominated for — and
one won — Helen Hayes Awards, a prestigious honor
that celebrates excellence in professional theatre
throughout the Washington metropolitan area.
Kathryn Kawecki, an assistant professor and set
designer, received a nomination for her design of the
1st Stage production of “Proof.” Adjunct professor
Psalmayene 24, also known as Gregory Morrison,
won the award for outstanding direction of the Theater
Alliance’s production of “Word Becomes Flesh,”
which blends spoken word, dance and live music.
Both faculty are using their creative expertise to train
Bowie State’s arts students.
Administrator Recognized for Outstanding Student Support International Student Services Director Robert Batten received a University
System of Maryland (USM) Board of Regents’ Staff Award for outstanding service
to students in an academic or residential environment. This honor is the highest
recognition given to exemplary staff by the Board of Regents.
A long-time student advocate, Batten has been a dedicated mentor and advisor
for several university initiatives. As a coordinator for the BSU Male Initiative
mentoring program, he helps to promote the advancement of male students
through mentor/protégé relationships between male employees and students by
organizing the program’s experiential activities.
Batten’s work with students extends beyond traditional business hours on
campus, often requiring travel and a sacrifice of personal time. He manages the
Honda Campus All-Star Challenge team, preparing study sessions and traveling to
regional and national competitions. Under his leadership, the team took second
place and won a $30,000 grant for the university during the 2017 competition.
He has also served as an advisor on the Student Athlete Advisory Committee,
organized intramural sports and chaperoned countless student trips.
The award, which included a $2,000 cash gift, affirms Batten’s unwavering
commitment to the success of Bowie State students.

ATHLETICS
WE ARE THE CHAMPIONS!Bulldogs fans had a lot to cheer about in the 2016–2017
season. In a year of outstanding accolades for Bowie State
athletics, two teams won championships and two other teams
scored runner-up trophies, while a head coach, the athletic
director and the university president achieved honors in the
Central Intercollegiate Athletic Association (CIAA).
Athletic Director Clyde Doughty said strategic investments in the Athletics Department,
including a comprehensive fundraising plan, and enhanced recruiting strategies have
helped to strengthen the university’s sports programs overall.

WOMEN’S BOWLING The team solidified its place in Bowie State sports history as the program with
the most championship wins. With this title, the team marked its seventh
overall and third straight CIAA championship victory. Each championship win
came under the leadership of head coach Kenneth Scott. Ashley Wade and
Sierra Davis were named co-MVPs of the 2017 Tournament, while Shannon
Weaver was selected to the All-Tournament Team.

MEN’S BASKETBALL The Bulldogs began the tournament as the fourth seed in the Northern Division — they
captured the championship title after winning four games in four days, under the leadership of
Darrell Brooks. Ahmaad Wilson was named Tournament MVP in the team’s first conference
crown since 2013 and the third overall. The team earned an automatic qualifying bid to the
NCAA Division II Regional Tournament, but fell to top-seeded and No. 3 ranked Fairmont State
in the opening round.

Cheer Team Places Third in National Competition The Golden Girls cheerleading team ended the 2016–2017 season on a high note, placing third in the annual
Reach the Beach All Star & College Nationals competition in Ocean City, Maryland. The two-day event was
only the third appearance for the Bowie State squad at the national level. With this achievement, our students
displayed their talent to teams from across the country and paved the way for future Golden Girls to do the same.

WOMEN’S SOFTBALL Returning to the championship for the first time since 2009, the team
fell to Chowan University in the title game. The team was named a
co-champion in the Northern Division. Jacqueline Pickering and

Ashley Cook was named CIAA Coach of the Year.

FOOTBALL For the second consecutive year, the Bowie State football team competed in the CIAA Championship
game. In a blowout against Elizabeth City State University, the Bulldogs clinched the Northern Division
title, automatically securing their spot in the championship bout. Despite losing to Winston-Salem
State in the final game, the team still had a successful year. Thirteen players, including quarterback
Amir Hall, were named to the 2016 All-CIAA Team and four players were listed on the 2016 CIAA
All-Rookie Football Team. Under the leadership of head coach Damon Wilson, the team ended the
season poised to dominate again in 2017.

Dr. Burnim dedicated over 30 years to higher
education through CIAA member-institutions.
He served on the CIAA Board of Directors, having
completed two terms as chair. He was chair of the
finance/budget committee and was a member of
the conference’s audit, long range planning and
membership committees. Under his leadership, the
Bulldogs secured 11 CIAA Championship titles.

COMMENCEMENT DAY BRINGS JOY AND MOURNING FOR CLASS OF 2017As the world watched, graduates of the class of 2017 received
their degrees, even as they remembered Second Lieutenant
Richard Collins III, who was killed just days before in a
senseless act of violence.
Television news crews and reporters
broadcasting around the world flocked to the
commencement ceremony. The university
livestream had thousands of views.
In the arena, an empty seat, draped with
a graduation gown, honored Lt. Collins
throughout the commencement ceremony.
He was posthumously awarded his
degree, a Bachelor of Science in business
administration, and President Burnim
presented it to his family.
The day before, hundreds gathered at a
candlelight vigil on campus to remember
Lt. Collins. Bowie State’s Army ROTC Bulldog
Battalion hosted the vigil, in partnership with
other student leaders, to provide a forum to
share memories and to reflect on his lasting
impact on the university community.
Giving his final commencement address as
Bowie State president, Dr. Burnim shared
lessons he learned over his life. “One’s most
significant growth is likely to come from
a failure experience,” he said, illustrating
how past failures set him on the course to
become Bowie State’s ninth president.

Hundreds gathered for a noteworthy spring
commencement ceremony. In addition to
celebrating more than 650 graduates, the
university recognized a few distinguished
guests as well. A civil rights legend was hailed
for his commitment to activism, a reputable
business leader received an honorary degree,
and Bowie State’s first lady was recognized for
her unwavering student support.
Presidential Medals of Excellence were given
to civil rights activist Ernest Green and first
lady LaVera Levels Burnim. Green’s award
marked 60 years since he and eight other
black students, known as the Little Rock
Nine, integrated Central High School in Little
Rock, Arkansas, following the U.S. Supreme
Court ruling to desegregate public schools.
First Lady Burnim’s medal, presented by her
husband President Burnim, was a surprise
honor for her years of commitment to Bowie
State and its students.
Timothy J. Adams, longtime donor and
former BSU Foundation chair, received an
honorary doctorate. Under his leadership,
the foundation’s endowment grew to more
than $6 million.

Early college exposure can
inspire youth to consider higher
education as a viable option and
learn how to achieve success
in college.
Programs developed through community
partnerships helped Bowie State make a
meaningful difference in young people’s lives.
Bowie State’s signature program, the Education
Innovation Initiative (EI2), collaborated with
Eleanor Roosevelt High School to teach a group of
10th graders how to integrate sensor technologies
into robotic cars in a three-month Robotics
Clinic in spring 2017. At the end, they presented
their projects to their peers at an EI2 showcase.

A partnership between the Department
of Computer Science and the Baltimore
YouthWorks employment program brought
about 40 youth to the campus in summer
2016 to learn technology skills in the Summer
Design and Think Technology Innovation
Capstone Project. For five weeks, the youth
worked in teams, guided by BSU faculty
and students, to develop tech innovations
that addressed problems in Baltimore and
presented their projects to a panel of expert
judges. As a result, Professor Lethia Jackson
said Bowie State became a top college
choice for many of the youth. The program
was funded by an extension of a National
Nuclear Security Administration grant for
the university’s participation in a federal
cybersecurity workforce pipeline.
Another partnership between the Department
of Social Work and the Prince George’s County
Department of Social Services introduced
about 40 teens in foster care to college life
through the Bowie at a Glance College Tour.
Department Chair Makeba Green said the
initiative shows youth in foster care that
attending college is possible by encouraging
them to take advantage of a free tuition waiver
available to them. President Burnim and
Provost Weldon Jackson welcomed the teens
to the campus before they were paired with
a BSU student from their academic area of
interest. The youth attended classes with their
student mentor, heard from financial aid and
campus life officials and toured the campus.
The next day, they returned for a Bulldogs
basketball game.

Bowie State has established an exciting partnership
with the Maryland-National Capital Park and Planning
Commission (M-NCPPC) to bring arts programming
to campus. Through this new collaboration, students,
faculty and staff — as well as Maryland residents —
now have access to an array of cultural activities held
at the Fine and Performing Arts Center.
Beginning in January 2017, M-NCPPC utilized
the university’s state-of-the-art center to host
workshops, small classes, children’s camps and
performances by renowned regional and national
artists. African dance classes, writing workshops
and live concerts were among the diverse creative
offerings available during the spring session.
Popular go-go band Be’la Dona and R&B duo
CrossRhodes — featuring Grammy-nominated vocalist
Raheem DeVaughn — drew significant crowds. Over
the summer, elementary-aged children attended
the four-week Junior Academy for the Performing
Arts where participants honed their acting, singing,
dancing and storytelling skills. With each event, BSU
has expanded its visibility in the region and created
more opportunities for the community to connect
with the campus.

In a show of determination and skill, a team of four Bowie State students took
second place and won $30,000 for the university in the 2017 Honda Campus
All-Star Challenge (HCASC), marking the first time Bowie State advanced to
the championships in the national quiz bowl tournament.
Bowie State competed for the title against 47 other
HBCU teams in the fast-paced, modified round robin
format, ultimately falling to Oakwood College. The
team members were computer science major Carroll
Reed III (team captain), mathematics major Ibukun
Ayo-Durojaiye, government major Jahlil Bennett, and
biology major Kayla Rayford.
In addition to being the runner-up team, Bowie State
coach Robert Batten was honored as Coach of the Year,
and Ayo-Durojaiye was named one of eight student All-
Stars for being the highest-scoring player in the division.
The annual tournament, held in Los Angeles, brings
together 48 HBCU teams to compete for grants for
their schools and bragging rights. The top two teams
in eight divisions advance to the Sweet 16 single-
elimination playoff, as they vie for the grand prize
of $75,000.

The Q & A game combines academic material, popular culture and
sports in a format emphasizing quick recall. African American history
and culture is prominently featured in the questions.

White House Initiative Names Doctoral Candidate an HBCU All-Star Donovan Blake, a doctoral
candidate in educational
leadership, was selected by
the White House Initiative on
Historically Black Colleges and
Universities to serve
as an HBCU All-Star, becoming the third student ambassador from
Bowie State since the program’s inception in 2014. The 73 HBCU
All-Stars were chosen for their outstanding academics, leadership
and civic engagement. Blake surpassed expectations when she
worked with North Carolina Congresswoman Alma Adams’s
office to coordinate the student voices panel at the inaugural
HBCU Braintrust event, which took place at the 2017
Congressional Black Caucus Foundation’s 47th
Annual Legislative Caucus.
Theater Students Address Social Injustice Theater students performed 18 one-minute plays to call attention
to racial inequality as part of the national movement, “Every 28 Hours Plays.”
BSU senior Octavia Morton wrote one of the plays and it was performed, along
with others, at campuses across the country. Most of the plays were penned by professional
playwrights. The project gets its name from the statistic that every 28 hours a black person is killed by a
vigilante, security guard or the police in the United States.

Graduate Students Honored at White House Healthy Campus DayThree Graduate Student Association
leaders were honored at the White
House for their efforts to encourage
students to sign up for health insurance.
Amina Ogundiran, Richard Onatunji and
Maureen Elias joined students from 60
other campuses for Healthy Campus Day,
where they learned new strategies to
boost healthcare enrollment and met First
Lady Michelle Obama. Bowie State was
the only Maryland school and one of five
HBCUs represented at the event.

CIVIL RIGHTS ICON JESSE JACKSON INSPIRES STUDENTS TO VOTEAhead of the 2016 presidential election,
hundreds of Bowie State students got a rare
opportunity to hear from civil rights icon
and two-time presidential candidate Jesse
Jackson at a campus rally on the importance
of exercising their political power.
In an event sponsored by the Democratic National Committee
and the BSU Student Government Association, Rev. Jackson
encouraged students to register to vote and get out to the polls
for the presidential election. “Nothing is more important than the
right to vote. The right to vote preserves all other rights,” he said.
“This November, we will rebuild our cities. We will expand the
domain of historically black colleges. We will get off our rumps
and defeat (Donald) Trump.”
After his 30-minute speech, Rev. Jackson invited students
who were not registered voters to walk toward the front of the
auditorium to complete registration forms at tables staffed by
election officials. He invited dozens of students to join him on
stage for pictures and greetings. Students largely embraced his
message of empowerment.
Rev. Jackson made a lasting impression on Charnell Ferguson,
business administration major and president of Bowie State’s
NAACP chapter. She says she’s “fighting for minority rights and
equality. ... That means advancing change and building change
within our generation and building civil rights leaders.”

THE IMPACT OF GIVINGFor more than 10 years, Southwest Airlines
has been a strong and avid supporter of
Bowie State University, donating airline
tickets to transport BSU students across the
country for educational opportunities.
One recipient of Southwest’s generosity is Ramonia
Morant (’06, ’17). In March 2017, she was eager to attend
the 2nd Annual HBCU Symposium in Miami, Florida,
the only national symposium that convenes HBCU
students, alumni, faculty and advocates. As president
of the Graduate Student Association, she wanted to
learn how she could personally impact Bowie State
and future Bulldogs. With an award of a roundtrip
Southwest Airlines ticket, Ramonia was able to
attend that symposium.
“I am so grateful to Bowie State University
and Southwest Airlines for giving me
the opportunity to attend the 2nd
Annual HBCU Symposium,” said
Ramonia.
“I learned how I can assist my
HBCU by giving back, donating
and serving.”

THE POWER OF ENDOWMENTSAn entrepreneur and philanthropist at heart,
Timothy J. Adams understands the power of university
endowments to create an enduring legacy and sustain
the institution, ensuring that generations of students
can access quality higher education.
As a former board chair of the BSU Foundation,
Adams’s leadership helped to grow the university’s
endowment to $6 million. Further illustrating his
commitment to the endowment, Adams led by
example by becoming a donor as well. With an
initial investment of $25,000 in 2005, he established
the Detective Byron A. Adams Sr. Scholarship Fund,
created in honor of his late brother to support
undergraduate students seeking a career in law
enforcement. Now, it has grown to nearly
$180,000, often bridging the gap in financial aid
for students in need.
Through his generous contribution, Adams has
invested in the future of Bowie State. As president
and CEO of Systems Application & Technologies, Inc.
(SA-TECH), he has used his business acumen to
further the mission of the university.
PHILANTHROPY
#BowieStateGives The Bowie State University community showed its commitment to
philanthropy on November 29, 2016, by rallying behind #GivingTuesday,
the global day of giving that encourages people to use social media to
promote philanthropy. Undergraduate students competed by class year to
inspire each person to give. Alumni and friends used social media to tag
#BowieStateGives and spread the word about why they support BSU. In the
university’s second year of the campaign, more than 100 donors gave more
than $5,000 toward student scholarships and institutional support.
