Venia Vergou, Director, HELLENIC FILM COMMISSION

Welcome to Greece. The country with the friendliest light in the world. Blessed with stunning locations, versatile both in terms of landscapes as well as architecture and monuments of different historical periods within short distances, Greece has been attracting foreign film productions ever since the beginning of the 20th century; when Joseph Hepp was shooting THE ADVENTURES OF VILLAR (photo) on location at the Temple of Olympian Zeus overlooking the Acropolis in Athens back in 1924. Almost a century later, we are proud to have welcomed one of the most acclaimed filmmakers, Park Chan-wook, to direct THE LITTLE DRUMMER GIRL, a mini TV series based on John le Carre’s best-selling espionage masterpiece. Shot at the Acropolis (for the first time by night) and the Temple of Poseidon in Sounio, this production is one in a list of many to be privileged by breathtaking locations in “Greece, the birthplace of Western drama, which offers filmmakers a canvas of unique resonance”, as director Park tells us on page 6. Oscar winner Costa-Gavras, currently filming his latest film ADULTS IN THE ROOM in Athens, a film with heavy political undertone, has commented “the locations we found here in Athens are so wonderful as people’s hospitality is”. However, it is not only Athens that provides a unique backdrop. From north to south and from the Ionian sea (west) to the Aegean sea (east), Greece offers an infinity of choices to location managers. Among them, the islands of Mykonos and Delos which attracted the attention of Michael Winterbottom for his latest feature GREED.Check out what producers and filmmakers tell us about their experiences working with Greek crews at the UNESCO protected old town of Corfu island (winner of the European Film Location Award 2018 -pp16, 17) and its countryside for the TV mini-series THE DURRELLS season 4 (p 8);

about the beautifully executed dance sequence on Naxos island for the Bollywood box office hit TIGER ZINDA HAI, starring Salman Khan, which captured the imagination of audiences worldwide and broke the internet with million views (p 7); about the once in a lifetime experience of filming within the crater of a volcano for the Greek-Spanish co-production SUMENDIA which is currently filming on Nisyros island (p 11).Considering that Greece now offers 35% cash re-bate to feature films, documentaries, TV drama se-ries, animated films and digital games (pp 14,15), it is no wonder that you will keep this PRODUCTION GUIDE and navigate to our Industry Guide (pp 43-54) in order to connect with the Greek professionals who will support you in telling your story. Welcome to Greece.

The camera lens can capture more shades of blue in Greece than anywhere else in the world. With its stunning locations and backdrops, and its amazing Mediterranean climate with plenty of sunshine throughout the entire year, Greece offers far more than a unique and physical décor. From classical Athens and the mountainous hinterland to the gems of the Aegean and Ionian Sea, the whole of Greece provides a vast range of landscapes: picturesque traditional villages, amazing beaches, forests, gorges, snow-capped mountains, even volcanoes. Plus, architecture that spans the millennia with examples from different eras; historical landmarks with ancient temples and ancient theatres, fortified Byzantine cities, monasteries and medieval fortresses, neoclassi-cal mansions and sophisticated lofts in big cities. Athens is a multi-facet capital city privileged by its proximity to the Attica serpentine coast line. Thessaloniki, the second largest city in Greece facing Thermaikos Gulf, boasts twenty three cen-turies of fascinating history in its architecture. The list of thousands of islands and islets, out of which

227 are inhabited, is endless; from the medieval impulses of Rhodes and the sui generis culture and breathtaking locations of Crete to the Fjord-shaped beaches and underwater caves of Paxi, the in-between choices in style are innumerable. Islands might be the first word that comes to every-one’s mind when thinking of Greece, but it has a lot more to offer. Greece is one of the safest and most extrovert countries in the region with English-speaking Greek crews who have the expertise to collaborate flaw-lessly with international productions. From outstanding drone operators and post-pro-duction facilities equipped with high-end industry technologies to world-class production service companies, the Greek Industry Guide provides dream teams of “dedicated maniacs”. The HELLENIC FILM COMMISSION of the GREEK FILM CENTRE is your primary contact point when filming in Greece. We support interna-tional audiovisual productions planning to film in Greece as an intermediary in providing information, advice and guidance, free of charge.

“It has been an incredible experience to film THE LITTLE DRUMMER GIRL in the very locations described in John le Carré’s book. The immense privilege of shooting at such historically and cul-turally important places such as the Acropolis or Temple of Poseidon cannot be understated. Greece, as the birthplace of Western drama, of-fers filmmakers a canvas of unique resonance and, for me, it is the perfect place to tell the sto-ry of Charlie (Pugh)”.

PARK CHAN-WOOK, Director

The Little Drummer Girl

“The variety and scope of filming locations avail-able in Greece has made it the perfect place in which to bring THE LITTLE DRUMMER GIRL to life. We were able to shoot not only extraordinary scenes set in Greece, but scenes set in the Leba-non, Israel, Yugoslavia (as it then was) and Rome as well. The stunning locations we were able to choose would have justified coming to Greece under almost any circumstances, but on top of that, the generous support of numerous arms of government, and the highly-talented crew and support team at our wonderful partners Faliro House, has made the shoot one to remember and repeat”.

SIMON CORNWELL, Executive Producer and The Ink Factory co-CEO

“It was just extraordinary. You could tell that for everyone this would be one of the most memora-ble nights of their life”.

ALEXANDER SKARSGÅRD, Lead Actor

“Like many Bollywood films, a big part of TIGER ZINDA HAI’s appeal is its song-and-dance routines. The end number, which runs alongside the credits, was shot on the Greek island of Naxos. What we couldn’t anticipate at the time was that the scene would prove so popular on YouTube. It was released on November 20, 2017 [just ahead of the film] and has had more than 600 million views by now. The director [Ali Abbas Zafar] made a request to shoot the number among architectural ruins. But that’s not easy, because it’s tough to find somewhere where, (a), you can get permission and, (b), there aren’t holiday-makers wandering all over the location. It was Christos Alex Giotis at the production-services company Film Greece who sug-gested the island of Naxos. The shoot went very well so I wouldn’t be surprised if Greece benefits from word-of-mouth across India.”

“To be able to film in the location so loved by Gerald Durrell and his millions of fans made a huge dif-ference to the success of the show. We have been hugely impressed by the willingness, hard work and skill of the Greek crew and have made a lot of friends for life. The locations are beautiful and if not easy to service then every effort is made to help facilitate filming in a sensitive and thoughtful manner. We adore filming in Corfu and Greece”.

SALLY WOODWARD GENTLE, Executive Producer

“Shooting THE DURRELLS in Corfu has been a to-tal joy from start to finish. We have all fallen in love with the island; its stunning landscapes, the beauty of the architecture the friendliness of its people. More than that the experience of a mixed crew of British, Athenian and Corfiot film technicians working together has made for a very harmonious, dare I say it, European shooting experience”.

“It is a dream to be here in Nisyros where the sto-ry was born, under the same setting sun where it was conceived. The emotion we feel by being here matched only by the emotional truths our wonderful actors breath into each character, as well as the craft the crew brings to the set each day, makes our beloved script come alive. With the unique support of our Greek co-producers, Here-tic, coupled with this emotional environment, I am inspired to reach for hope and honesty in each frame of this personal, and of course, universal love story. Like Maria [Emma Suárez], I dare to be brave and go all the way.”

The Greek Film Centre (GFC) provides several public funding programs aiming at the total protec-tion, support and development of film production and art in Greece. GFC funds fiction, documentary and animation projects, both feature and shorts, for established and upcoming filmmakers. 34 fiction and documentary feature films (23 national and 11 international co-productions) were produced in Greece within 2017. GFC provides a solid foundation for extrovert Greek film professionals. International co-produc-tion projects, proposed by Greek delegate pro-ducers can be hosted under the umbrella of the GFC and take advantage of a variety of programs (http://www.gfc.gr/en/funding/programs.html).A special mention should be made to the “Program of Incentives to Attract Foreign Productions to Greece with a Greek producer as a minority partner”, open to applications all through the year, which provides funding for projects originating out-side Greece, but with Greek participation. Since 2016, within the framework of this program GFC has funded 23 films, many of which have gained in-ternational awards and recognition. The program refers to two (2) distinct categories of feature length fiction film works, with a minimum running time of 70 minutes:a) International co-productions originating from member states of the Council of Europe or states that Greece has concluded a transnational treaty. Films supported through this program must be able to qualify as official co-productions, either under bilateral treaties, or under the European Convention on Cinematographic Co-production. The amount of funding by the GFC is set at up to €50,000.

Greek Film Centre Funding Programs

b) International co-productions originating from the rest countries of the world. In these works, the Greek co-producer must par-ticipate as a minority partner with at least 5%. Foreign works are accepted in this program -through the Greek co-producer -provided that either a significant part of the films is shot in Greece or Greek technicians and possibly artists participate in them or Greek laboratories are being used. The amount of funding by the GFC is set at up to €80,000 and cannot exceed 20% of these expenses. The Greek Film Centre and the Centre National du Cinéma (CNC) have signed a convention that aims to support French – Greek co-productions. The annual budget for 2019 is 450,000 Euros. The Greek Film Centre is founding member of the South Eastern Europe Cinema Network (SEE CINEMA NETWORK), a well-established film institution that seeks to develop collabora-tion between cinema professionals in its member states (currently 13 member states). To this end, it supports a) the Development of international co-productions and b) the Production of short films.Greece is a signatory of the European Conven-tion on Cinematographic Co-production, which was ratified in 2002, and has already signed the Council of Europe Convention on Cine-matographic Co-Production (revised), which is subject to ratification. Greece has also bilateral co-production agree-ments with Canada and France. It is a member of the European co-production fund EURIMAGES and the EU Creative Europe Program / MEDIA sub-program.

The implementation of the cash rebate system for the production of audiovisual works in Greece is a decisive step towards attracting film, television, documentary, animation producers and digital games developing companies to invest in the Greek creative sector. The Greek cash rebate amounts to 35% on the eligible expenses incurred in Greece for all beneficiaries. Producers will have access to state aid once they pass the cultural test and spend at least €100,000 in the case of feature films or documentaries and €60,000 in the case of digital games in eligible expenses in Greece. Moreover, the updated legislation provides a more flexible floor for television series, starting at €30,000 per episode, with a minimum of all eli-gible expenses at €100,000, while projects are financed without a cap. The cash rebate will be available to producers no later than six months after the completion of production, provided that all prerequisites of the law have been met.The cash rebate for the audiovisual industry in Greece is administered by the National Centre of Audiovisual Media & Communication (EKOME S.A. www.ekome.media). Financing of the rebate is guaranteed through the Greek Public Investment Programme and amounts to a total of €75m available for the years 2018 to 2022.

What is eligible for cash rebate? The cash rebate for audiovisual works production supports feature films, documentaries, TV drama series, animated films and digital games that choose Greece as location in either principal photography and production development and/or post-produc-tion stage. The rebate does not apply to commer-cials, reality TV shows, TV games, sports or current affairs shows. Applications may be made for international and domestic productions and/or co-productions to obtain a 35% cash rebate on the sum of eligible expenses incurred in Greek territory.

Who is eligible for the cash rebate?Eligible to apply for cash rebate in Greece are undertakings which are established or have a branch in the Greek territory and operate in order to produce audiovisual works, foreign producers of audiovisual works who are contracted with an undertaking established or having a branch in Greek territory and operating for the purpose of producing audiovisual works and undertakings for the production of audiovisual works in the context of cross-border production.

Important Note: Applications should be submit-ted only by the Greek partner company. Howev-er, beneficiary and applicant may not necessarily coincide. Namely, a beneficiary may be the Greek producer, co-producer or production service pro-vider, or their foreign partner.

The Greek cash rebate can now serve as a col-lateral for producers to obtain funds through the Greek banking system (please consult www.ekome.media)

When is the cash rebate payable? The cash rebate is paid to producers no later than six months after the completion of the production and/or post-production in Greece, provided that all prerequisites of the law have been met.

The general policy in Greece is that any audiovi-sual work (feature, documentary, commercial, TV series, animation etc.) can be produced as long as all required filming permits are secured and all measurements of safety and security are under-taken. We strongly advice international produc-tions to start scouting and connect with Greek professionals (producers, location managers, pro-duction managers, fixers etc.) as early as possible in pre-production, particularly if these projects in-clude demanding scenes, since they are the ones who know all necessary procedures with the rele-vant authorities. If you are interested in filming on archaeological monuments and historical places we strongly reco-mmend that you apply for filming permits at the Ministry of Culture and Sports at least a month priorto filming. These locations are of high demand and you need the expertise of Greek producers and location managers to handle their permits. Filming Permits are issued by archaeological, municipal, police, military, and other competent authorities and relevant ministries. There is no central, nationwide body responsible for issuing filming permits. The application and issuing pro-

Filming Permitscedures required and the fees vary from location to location. Filming on private property requires a permit issued by the owners of that property.DOCUMENTS provided by the HELLENIC FILM COMMISSION. The HELLENIC FILM COMMISSION does not is-sue filming permits. It does, however, provide information relating to the various authorities that issue permits. It also provides you with the LETTER TO FACILITATE FILMING addressed to the competent departments and local authorities from which you request a filming permit. Finally, in accordance with Decision B1138 (Gov. Gazette: 10.4.12) relating to filming of fiction films and TV series in archaeological and historical sites, the HELLENIC FILM COMMISSION provides a CERTIFICATE from the GREEK FILM CENTRE (GFC) which confirms that the script of the film/TV series in question does not promote violence, racism or sexism and is not in breach of any legis-lation in force in Greece. The CERTIFICATE has to be submitted to the Ministry of Culture and Sport as part of the filming permit application process.Find out more on Filming Permits in our website www.filmcommission.gr
