Parliamentary Terms:
Parliament:
Consists of President and two Houses
Though President is constituent part of Parliament, he does not sit
or participate in discussions of either of the house
Rajya Sabha at present consists of not more than 250 members
(including 12 members nominated by President)
Maximum strength envisaged for Lok Sabha is 550 apart from two
nominated members(Anglo-Indians)

Parliamentary Terms:
Summoning of House:
From time to time President summons each House of Parliament to
meet& transact business
Gap between last sitting of one session and next session should not
exceed six months
Sitting of the House:
Assembly of members at House to transact the business allotted
on a day during session is termed as sitting & works as follows:

Chairman/Vice-ChairmanConduct proceedings for Rajya
SabhaSession:
A series of sittings of House over a period during which certain
pre-determined business are to be transacted
Normally there are 3 sessions in a year namely, Budget Session,
Monsoon Session & Winter Session

Parliamentary Terms:
Quorum:
It is minimum no. of MPs whose presence in the house necessary
Quorum for sitting of Lok Sabha is 1/10
th
of total membersExisting of quorum ascertained before Speaker takes chair
Speaker takes chair only after there is quorum
Same procedure followed when House reassembles after lunch
break or after adjournment
During rest of the sitting of the day, the question of quorum isusually not raised by any member
Even if a single member raises it any time, proceeding have to be
interrupted & quorum bell rung. Proceeding can then be resumed
only after there is quorum

Adjournment:
Means postponement of sitting of the house
Postponed for an hour or part of the same day or sine die(indefinite period)
Power to adjourn sitting vests with Presiding Officer
Sitting of the House adjourned may be called any time
Adjournment has no effect on business pending before House
Prorogation:
It is termination of session of house on order of
president
House after prorogation can be held only when

Dissolution:
Means end of life of Lok Sabha
Takes place
on expiry of term of 5 years, on expiry of extended term during proclamation of emergency,
by exercise of Presidents power under Art 85(2)
Powers to dissolve Lok Sabha is vested in President
All business pending before Lok Sabha & in ParlimentaryCommittees lapses with dissolution except:
Bills originating in Rajya Sabha which have not been passed by
Lok Sabha
Assurances given by Minister on floor of house yet to be

Minister means member of Council of Ministers
Leader of house:
Prime Minister is leader of house in Lok Sabha if he ismember of House. Otherwise Minister nominated by him
Rajya Sabha leader is appointed by PM among members
of his cabinet
Leader of house is responsible for arrangement of Govt.business in the House
Private memberAny member of Lok Sabha or Rajya Sabha
who is not member of Council of Ministers

Questions on public importance of urgent nature can be asked under this
Answered orally
Discretion of Minister either to accept or not to accept questions under this
If Minister does not accept the question and the question is of sufficient public
importance, Speaker may admit the question as Starred Question & place as first
question in the list of Starred Question
Parliamentary committee:
Committee appointed/nominated/elected by Parliament
Reports to Presiding Officer
Works under the directions of Presiding Officer of the House

Time immediately following the Question hour in both Houses(1200 hrs)
Matters are raised without prior permission or prior Notice of Presiding
Officer Normally Presiding Officers do not encourage such interruptions of the
regular business of the House

Drafting a reply:
Prepare tentative draft reply immediately on receipt of
provisionally admitted list of questions
Prepare draft note for supplementary in case of Starredand short Notice Question
Review the drafts on receipt of printed list of question & if
necessary revise reply
In preparing the draft reply, re-produce the parts of thequestions and set out their replies in parallel columns
against each part
If Starred Question, indicate the position of the question
in the printed list on the top right hand corner17

Drafting a reply:The draft be precise, unambiguous and complete. Avoid evasive
expressions
As far as possible answer each part of question separately
As far as possible avoid interim reply
Place a copy of document whether published under authority of
Govt. or otherwise
If a question is on printed list, it has to be answered even though the
reply may be that it would not be in the public interest to give
information asked for
When question is in Hindi, the reply will be in Hindi and it will be
treated as authentic version. English version is treated as its
translation
Add Note for Supplementary for use of Minister to all draft replies
to starred questions and short notice questions 18
