The Multiannual Financial Framework 2014-2020: European Council Conclusions, 8 February 2013

Key challenge: stabilise the financial and economic system while

taking measures to create economic opportunities

1. Smart & inclusive growth (€451 billion)

2. Sustainable growth, natural resources (€373 billion)

3. Security and citizenship (€16 billion)

4. Global Europe (€58 billion)

5. Administration (€61.6 billion)

HORIZON 2020

TOTAL €960 billion

Investment in R&D is part of the solution to exit from the economic crises

What is Horizon 2020?

• A core part of key European policy initiatives (Europe 2020, Innovation Union, European Research Area):

− Responding to the economic crisis to invest in future jobs and growth

− Addressing people’s concerns about their livelihoods, safety and environment

− Strengthening the EU’s global position in research, innovation and technology

• Budget of just over €70 billion in constant prices

(79 billion in current prices including inflation)

What's new

•A single programme bringing together three separate programmes/initiatives*

•Coupling research to innovation – from research to retail, all forms of innovation

• Focus on societal challenges facing EU society, e.g. health, clean energy and transport

• Simplified access for all companies, universities, institutes in all EU countries and beyond

The 7th Research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT)

Three priorities

Excellent science

Industrial leadership

Societal challenges

Priority 1 Excellent science

Why:

• World class science is the foundation of

tomorrow’s technologies, jobs and wellbeing

• Europe needs to develop, attract and retain

research talent

• Researchers need access to the best

infrastructures

European Research Council (ERC)

Frontier research by the best individual teams

Objectives for 2020:

• The best researchers are participating in the ERC’s competitions

• ERC funding has led directly to scientific publications of the highest quality and to the commercialisation of innovative technologies / ideas

• ERC has contributed significantly to making Europe a more attractive environment for the world’s best scientists

Excellent Science – European Research Council

Will continue: • to operate on a ‘bottom-up basis • to have ‘research excellence’ as sole criterion • to fund ‘individual teams’ • to provide funding for starting researchers to

make transition to independence • to support new ways of working with

potential to create breakthrough results

New for Horizon 2020: • Higher budget to build on success of FP7

grant schemes • Improved governance with a full-time

president based in Brussels

Excellent Science – Future and Emerging Technologies

• Expanded from ICT to be used as cross-cutting instrument

• Supports frontier research: • alternative ideas, concepts or paradigms of

risky or non-conventional nature

Three strands:

• FET Open

• fostering novel ideas

• FET Pro-Active

• nurturing emerging themes and communities

• FET Flagships

• tackling grand interdisciplinary science and technology challenges

New for Horizon 2020: • Simplification and rationalisation of activities: Goes from 9 actions to 4 broader lines of

activity… • Improved participation of businesses and other

socio-economic actors • Increased possibility of portability of grants • Stronger emphasis on communicating results

and on outreach activities • New name …

020

1. Developing European Research Infrastructures for 2020 and beyond • Developing new world-class Research

Infrastructures • Integrating and opening national and regional

Research Infrastructures of pan-European interest • Development, deployment and operation of ICT

based e-Infrastructures

2. Fostering the innovation potential of Research Infrastructures and their human resources

3. Reinforcing European RI policy and international cooperation

Excellent Science – Research Infrastructures

Example: Developing new world-class Research Infrastructures • Support the conceptual design of new research

infrastructures, which are of a clear European dimension and interest:

• Support the preparatory or pre-implementation phase of projects suggested by ESFRI (European Strategy Forum on Research Infrastructures)
