action plan becomes the actual strategic assignments for the school board and administration/staff to
address during the school year. Once strategic goals are established, the strategies for achieving these are
developed. These strategies are generally 3-5 year strategies, depending upon the arc of the strategic plan. It
is unrealistic to create an implementation plan for 3-5 years, as specific accomplishments and conditions can
change. Therefore, a one-year operational action plan, integrated into the operating strategy of a school
district, becomes the actual strategic assignments for the school board and administration/staff to address
during the school year. It becomes the agenda for the coming year and emphasizes both operating and
strategic needs. This integration provides the proper balance between planning and acting to assure

Jonathon Paul, Johnson Controls Inc, For years we have known that indoor air quality has a direct correlation to the health and performance of the
staff and students. Now is a good time to do something about it. This past year we have had to face the facts
that the indoor air that our students and staff breathe can easily spread a virus if we do not put proper
precautions in place. The ventilation systems in our schools can either play a part in spreading or stopping
the virus. During this session we will dive into the science of how we can use the ventilation systems and
equipment to improve the indoor air quality for our schools. We will study the air quality standards that each
school can be working toward achieving. We will begin an assessment that your district can utilize to help
you determine a path to improving the health of your building spaces.

innovative minds-on course of instruction promoting civic competence and responsibility among upper
elementary and secondary students. During this breakout session, teachers and state coordinators will share
their experiences as well as the impact this program, which culminates in a simulated congressional hearing,
has had on students. Our purpose is to expand civic education throughout the state of North Dakota by
providing research-based professional development to teachers and providing textbooks and supplemental
materials (at no cost to districts) that promote critical thinking, collaboration, and communication. The
information in this session aligns with the new ND Social Studies Content Standards while focusing on the
history and principles of the US constitutional democratic republic. The program enjoys active support from
the ND Humanities Council, the ND Bar Association, funding through the state legislature and private
donations.
