1.0 INTRODUCTION : _______________
On March 9, 1995, U.S. Environmental Protection Agency (EPA) On-SceneCoordinator (OSC) Gerald Heston requested Resource Applications, Inc. (RAI)8(a) Technical Assistance Team (TAT) Zone I to prepare a sampling plan andconduct a sampling assessment at the Westinghouse-Sharon NPL site located inSharon, Mercer County, Pennsylvania.
2.0 BACKGROUND _______________________________' -:"" y :
The Westinghouse-Sharon NPL site is located at 469 Sharpsville Avenue inSharon, Mercer County, Pennsylvania. Industrial areas are located to the north,west and south of the site, and commercial/residential areas are to the east. TheShenango River is less than 1,000 yards to the west.
Westinghouse purchased the site in 1922 from Savage Arms Corporation. Thesite was used by Westinghouse from 1922 until 1985, primarily for themanufacture of transformers and transformer components. Westinghouse utilizeda mixture of polychldrinated biphenyl (PCB) oil and 1,2,4-trichlorobenzene as adielectric fluid in less than 2% of the transformers manufactured at the sitebetween 1936 and 1976. The transformer plant was shut down in 1985. Themain manufacturing area was located in the Middle Sector Building. A materialsand manufacturing laboratory was operated by Westinghouse until 1991 in thebasement of the accounting building. Laboratory operations were kept separatefrom the accounting offices. .
3.0 SITE ACTIVITIES _______ ,. .___________________
'. An initial assessment of the Middle Sector Building was conducted on March 15,1995, by OSC Gerald Heston, Remedial Project Manager David Turner and TATmembers Lisa Strissel and Bob VanGorder. Pennsylvania Department ofEnvironmental Resources (PADER) representative Chuck Tordella, Westinghouserepresentatives Sam Messina and John Zuemie and a Westinghouse contractorwere also present for the initial assessment. This assessment was used to gatherinformation on the current site conditions and to aid in preparation of a sampling

McGlade and Sam Baughman at 1115 hours on Monday, June 26, 1995.Westinghouse representative Sam Messina granted access, to the building for thesampling event and two Cummings-Riter (Westinghouse contractor)representatives were present to observe sample collection. TAT members walkedthrough the building and divided the building into 13 sampling areas (see MiddleSector Building Sampling Areas map). The sampling plan had identified twelveareas, however, the I Building had not been included at that time. One sweepand numerous wipe sample locations were tentatively identified within each area.OSC Heston arrived on site at 1645 hours and arrangements were made to meeton site at 0800 hours on June 27 and commence sampling activities.
3.1 Site Conditions' < ' , • - , • • • • _The Middle Sector Building is approximately 1,440 feet by 540 feet, and wasdivided into 13 areas for the purpose of this sampling event. The building isgenerally structurally sound and the majority of the floors are in good condition.There was a notable amount of dust and debris (paint chips, ceiling tile pieces,etc.) on the floors throughout the building. The majority of the floor in Area #13is made up of wooden bricks that have buckled or been removed in many places.. ' • " • - " ' ' . • ' W , " • ' : - ' , " . '
During the March 15,1995 assessment, an excavated area was observed in Area#1 where an underground-storage tank had been removed. The sump pit locatedin Area #8 was filled with approximately two feet of liquid that appeared to bewater; These areas were marked, one with caution tape, the other with a fence,but they were still easily accessible and posed a trip and fall hazard.
3.2 Meteorological Conditions
Weather conditions during the sampling event ranged from overcast to mostlysunny skies with temperature highs in the low S0*s and high humidity. A severethunderstorm, with heavy downpours, passed over the site Tuesday afternoon.Due to deteriorated conditions in some locations of the building (broken windows,cracked pipes), rainwater leaked into the building and pooled in several locations.At least one previously sampled area (Sweep 9) was covered with water followingthe storm.
3.3 Sampling Activities" '' , ' . • •"' , ^' ' • • :
TAT began sample collection at 0830 hours on Tuesday, June 27 and completedsampling at 1600 hours 911 Wednesday, June 28. During the sampling event,TAT collected 55 wipe (including 2 field blanks), one water.and 13 sweep

. . . '•• - • .'.-• . "- -• -., - Osamples. The Westinghouse contractor (Cummings-Riter) representatives wereprovided with split samples for the sweep and wipe samples. They declined splitsamples for the wipe samples receiving dioxin/furan analysis and at first declinedsplits for the water sample, but they eventually accepted splits for TAL, cyanideand VOA analysis. Five of the wipe samples will receive dioxin/furan analysisand 53 will receive PCB analysis. One Meld blank was sent for PCB analysis anda second field blank was sent for dioxin/furan analysis. All of the sweep sampleswill receive PCB lead analysis. The water sample will be analyzed for targetanalyte list (TAL) metals, fCBs, volatile organic compounds (VOCs), totalcyanides, base neutral acid extractables (BNAs) and dioxin/furans.
The wipe sampling was not conducted entirely as outlined in the sampling plan.The plan called for the collection of 5 - 10 wipe samples per area. Thelaboratory was to retain the extract from the wipe samples to conduct dioxin/furananalysis on approximately 10% of the samples. The laboratory that was procuredwas unable to conduct bcth PCB and dioxin/furan analysis from one wipe sample.As a result, the total number of wipe sample locations was reduced and six
\. distinct wipe sample locations were selected for dioxin/furan analysis.
As stated in the sampling plan, this was a biased sampling effort. Samplelocations were chosen based on a visual inspection of the building areas.Obviously stained areas were selected, as well as visually "clean" areas. Allsweep samples were obtained from dust and debris that had collected on the floorof the building. The majority of the wipe samples were also taken from floorlocations due to the prevalence of painted wall surfaces in the high-contact areas(to a height of six feet), All wipe and sweep sample locations were measuredfrom a reference point and documented.
For die wipe sample collection, a sterile 4" x 4" gauze pad was soaked withhexane using a pipette. The pad was wiped over a 100 cm2 area using a standard-size template (10 centimeters by 10 centimeters). The pad was first wiped fromtop to bottom and then turned over and wiped from left to right and put into a 4-ounce glass jar. Four-ounce jars were used in place of 8-ounce jars because theywere available and more practical. "Split" samples were collected adjacent to the.first wipe sample. (As noted in the sampling plain, wipe samples can not be split
. equally, therefore, "splits" for the wipe samples were collected from an adjacentarea.)
Collection of the sweep samples was conducted in Level "C" personal protectiveequipment (full-face air purifying respirator) due to a potential dust hazard.Natural bristle drafting brushes and plastic scoops were used to collect the dustinto 8-ounce glass jars. New brushes and scoops were used for each sample.The sampling plan had indicated that dust pahs would be used, however, it wasdecided they were not necessary and the scoops were then used to transfer dust

into the 8-ounce jars. Sufficient quantities of dust were collected to provide splitsat each sweep sample location. The dimensions of each sweep sampling areawere carefully measured and documented (see dimensions table in attachments).
During collection of the water sample from the sump pit, TAT personnel noticedan odor and the appearance of a milky-yellow layer of oil (approximately 1millimeter thick) on top of the clear, yellow-brown layer of water. The water inthe pit was approximately 2-4 feet deep at the time of the sample collection. One64-ounce amber jar was filled with water repeatedly and used to fill the othersample jars. .
All samples were handled and packaged for shipment as stated in the samplingplan. The samples were dropped off for Federal Express delivery to Ecology &Environment in Lancaster, New York, for analysis.
3.4 Air Monitoring .
TAT personnel performed air monitoring during the site visit of March 15, 1995. with a combustible gas indicator, photoionization detector, radiation survey meter,and a flame ionization detector. Monitoring was conducted throughout theinterior of-the Middle Sector Building. No levels above background weredetected. ,
4.0 FUTURE ACTIONS/RECOMMENDATIONS _____
* Analytical results should be received by OSC Gerald Heston in late July 1995.Future actions will be determined by the OSC and RPM based on these results.
