Valorisation =
Dissemination andExploitation of Results
3
Why do it?
To increase the impact of successful LdV results on VET systems in Europe: better employment, better growth, meeting Lisbon & Barcelona targets
4
Ex-post = linear model of innovation
Valorisation
• Too late
• Users’needs not properly taken into account
Innovative work
by promoters
Dissemination Exploitation by users
• No/limited involvement of users
5
Ex-ante = interactive model of innovation
•Interactivity between promoters & users•Valorisation plan from the start of the project•Greater chances of success

VALORISATION
=
Ex-ante and Compulsory
For all education and training programmes (not only LdV)
8
Valorisation LdV 2000-2002
Valorisation “ex-post” of LdV I projects
Difficult where project results :- Potentially obsolescent- Not developed in line with user needs- Not developed beyond prototype- Partnership no longer active
9
Valorisation in LdV2003-2004
Thematic Monitoring (ex-ante valorisation)
Valorisation Conferences (2 x 500.000€) in 2004 (finished projects)
Transfer of Innovation (700.000 + 1.500.000 €) in 2004
10
Valorisation in LdV 2003- 2004
Building on Thematic Monitoring
Thematic Monitoring:- Launched in 2002 for Exchange of
experience between promoters - Since 2003: introduction of ex-ante on
a voluntary basis (300 projects/1000)
11
Valorisation in LdV:2003-2004 Thematic Monitoring
Each ‘live’ project:1. To introduce focus on needs of end-users/ target groups
2. To involve “prescriptors” and decision makers
3. To elaborate a valorisation plan
4. To foresee piloting/experimentation
12
Thematic Monitoring
To promote synergies between project actorsTo develop exchanges of experienceTo improve quality and impact at individual project levelTo gain a better overview of project contentTo increase global impact at programme levelTo strengthen the networking between projects, practitioners and decision makers
13
Thematic Monitoring
2003-2004: 5 thematic groups were identified:- Integration into the Labour Market- Development of skills within SMEs- Adaptation of the training supply and new training methods (quality in training)- Transparency, assessment and validation of knowledge- E-Learning
14
Thematic Monitoring
Sectoral approach:
To be implemented in 2004
15
Thematic Monitoring National Agencies
5 “lead agencies” in 2003Thematic Monitoring : open to all AgenciesAgencies= expertise from the ground
NB: All agencies expected to promote ex-ante valorisation in all their projects
16
Thematic Monitoring All National Agencies
=Essential contributionExpertiseKnowledge of projects Synergy
17
Thematic Monitoring Thematic Seminars: in Brussels for cost-
effectiveness (5/7/04 – 17/9/04 – 28/10/04 – 8/11/04 – 26/11/04 – 3/12/04)
Bringing together project promoters belonging to the same thematic (or sectoral) groups and some potential end-users, experts, National Agencies, practitioners, decision makers etc
Annual valorisation Conferences (around Europe)
18
Valorisation Conferences (open to thematic monitoring and
other organisers)Bringing together successful promoters (innovative product/process) and potential usersFocus on meeting user needs
19
