RULEVIII-LIGHTANDVENTILATIONSECTION801. GeneralRequirementsofLightandVentilation1. SubjecttotheprovisionsoftheCivilCodeofthePhilippinesonEasementsofLightandView,
andtothespecificprovisionsoftheCode,everybuildingshallbedesigned,constructed,andequippedtoprovideadequatelightandventilation. (RefertoGuidelinesonEasements,ViewCorridors/SightLinesandBasementsattheendofthisRule)
2. Allbuildingsshallfaceastreetorpublicalleyoraprivatestreetwhichhasbeendulyapproved.(RefertoGuidelinesonStreets/RROWandSidewalksattheendofthisRule)
3. NobuildingshallbealterednorarrangedsoastoreducethesizeofanyroomortherelativeareaofwindowstolessthanthatprovidedforbuildingsunderthisRule,ortocreateanadditionalroom,unlesssuchadditionalroomconformstotherequirementsofthisRule.
4. Nobuildingshallbeenlargedsothatthedimensionsoftherequiredcourtoryardwouldbelessthanwhatisprescribedforsuchbuildinglot.SECTION802. MeasurementofSiteOccupancy1. Themeasurementofsiteoccupancyorlotoccupancyshallbetakenatthegroundleveland
shallbeexclusiveofcourts,yards,andlightwells.2. Courts,yards,andlightwellsshallbemeasuredclearofallprojectionsfromthewallsenclosing
suchwellsoryardswiththeexceptionofroofleaders,wallcopings,sills,orsteelfireescapesnotexceeding1.20metersinwidth.
SECTION803. PercentageofSiteOccupancy1. Themeasurementofthepercentage(%)ofsiteoccupancy(orlotoccupancy)shallbetakenat
thegroundlevelandshallbeexclusiveofcourts,yardsandlightwells. Courts,yards,andlightwellsshallbemeasuredclearofallprojectionsfromthewallsenclosingsuchwellsoryardswiththeexceptionofroofleaders,wallcopings,sills,orsteelfireescapesnotexceeding1.20metersinwidth.
2. Incaseofproposedadditionalconstructiononalotonwhichanotherbuilding/structurealreadystands,thePercentageofSiteOccupancy(PSO)arisingoutofsuchexistingbuildings/structuresmust
be
included
in
the
computation
of
the
PSO
for
the
Total
Lot
Area
(TLA).
In
case
of
discrepancybetweenthespecifiedMaximumAllowablePSOandtheotherlightandventilationprovisionsunderthisRule,theresultinglesserbuilding/structurefootprintorgrossfloorareaatthegroundfloor(oratgradelevel)mustprevail.
3. Maximumsiteoccupancyshallbegovernedbyuse,typeofconstruction,andheightofthebuildingandtheuse,area,natureandlocationofthesite;andsubjecttotheprovisionsofthelocalzoningrequirementsandinaccordancewiththefollowingtypesofopenspaces:a. Publicopenspaces-streets,alleys,easementsofsea/lakeshores,rivers,creeks,esteros,
railroadtracks,parks/plazas,playgrounds,andthelike.b. Total Open Spaces within Lot (TOSL) - courts, yards, gardens, light wells, uncovered
driveways,accessroadsandparkingspacesconsistingoftwo(2)types:

i. Paved or tiled (hardscaped areas); sub-classification of open space shall fall underMaximumAllowableImperviousSurfaceAreas(ISA)withintheTotalLotArea(TLA);and

v. Abutmentsshallbeallowedontwo(2)sidesonlyoronone(1)sideandtherearpropertyline/boundaryforanyR-5lottype/location.ThereshallbenoabutmentsonthefrontpropertylineforanyR-5lottype/location.

Onlyseven(7)typesoflotsandtheirrespectivelocationsaredescribedunderthisRule.(FiguresVIII.2.throughVIII.8.)
e. VarianceWhenthelotsasdescribedinFiguresVIII.2.throughVIII.8.aretoonarrowortooshallowsuchthatthepublicopenspace,e.g.,RROW,alleyorthelikeonwhichtheyabutcanadequatelysupplylightandventilationtoeveryroomthereinsubjecttotherequirementsonwindowopening,therequirementsontheminimumTotalOpenSpacewithinLot(TOSL)above may be waived (Figures VIII.9. through VIII.11.), provided however, that forlotsabuttingononlyone(1)publicopenspace,thedepthoftheopenspacetobeprovidedshallnotbemorethan8.00meters;andforthoselotsabuttingtwo(2)ormorepublicopenspaces,thedepthoftheopenspacetobeprovidedshallnotbemorethan12.00meters.

Annotation:Forallfirewalls(particularlythoseabove3.0minheight),greatcareshouldbetakenwhensuchfirewallsfacethesouthorsouthwesti.e.facingthesouthwestmonsoon(habagat)windswhicharewetanddestructivei.e.thefirewallsmayalsobegenerallysubjectedtorainforuptosixtoeight(6-8)monthsannually.Insuchasituation,firewallguttersarestronglysuggestedtopreventthefirewallwater
from
flooding
the
adjoining
properties.
A
better
option
is
to
set
back
the
firewall
by
up
to
0.60
m
to
createadrainagechannelaswellasafirewallmaintenancespacei.e.forpaintingandgeneralrepairwork.Whenthelattersolutionisadopted,anendwalliscreatedinstead.
4. ThesetbackrequirementsinTableVIII.3.abovearefornewly-developedthoroughfares.Forhighlybuilt-upurbanareaswithdulyestablishedlinesandgradesreflectingthereinproposedroadwideningandelevation,therequirementsinTableVIII.3.abovemaynotbeimposedandthefaceofthebuildingmayabutonthesideand/orrearpropertylinesprovidedthatalltherequirementsonopenspace,windowopening,artificialventilation,ifany,andfirewalls(RuleVII)arefirstfullycomplied
with.
5. Everycourtshallhaveawidthofnotlessthan2.00metersforone(1)ortwo(2)storeybuildings.
However,ifthecourtistreatedasayardorviceversa,thismaybereducedtonotlessthan1.50metersinclusterlivingunitssuchasquadruplexes,rowhousesandthelike,withadjacentcourtswithanareaofnotlessthan3.00sq.meters. Providedfurther,thattheseparationwallsorfences,ifany,shallnotbehigherthan2.00meters.Irregularlyshapedlotssuchastriangularlotsandthelike,whosecourtsmaybealsotriangularinshapemaybeexemptedfromhavingaminimumwidthofnotlessthanwhatisrequiredinTableVIII.3.andasshowninFiguresVIII.16.,VIII.17.,VIII.18.andVIII.19.
6. Forbuildingsofmorethantwo(2)storeysinheight,theminimumwidthoftherearorsidecourtshallbeincreasedattherateof300millimetersforeachadditionalstoreyuptothefourteenth(14th)storey(FigureVIII.20.showingincrementalsetbacks). Forbuildingsexceedingfourteen(14)storeysinheight,therequiredwidthofthecourtshallbecomputedonthebasisoffourteen(14)storeys.
7. UncoveredDriveways,AccessRoadsandParkingSpacesmaybeconsideredpartoftheopenspaceprovidedthattheyareopenandunobstructedfromthegroundupwardasincourtsandyards.
8. AcarportshallnotbeconsideredpartoftheTotalOpenSpacewithinLot(TOSL)particularlyifitisentirelyroofedorroofedwithoverhangs. Insuchacase,itmustbecountedasanintegralcomponentoftheAllowableMaximumBuildingFootprint(AMBF).
9. Afrontyardmaybepartlypaved/hardscaped(convertedintoacourtyard)toserveasacarportbutonlyforabasicR-2orbasicR-3orR-4(individuallot)useoroccupancy,i.e.,allforsingle-familydwellingunitsonly. Allotheruses/occupanciesshallnotbeallowedtousethefrontyardforacarportnorforparking.
10.ForBasicR-3,abutmentsontwosidesandrearpropertylinesmaybeallowedprovidedthefollowingrequirementsarefirstcompliedwith:a. OpenspaceasprescribedinReferenceTableforMaximumPSO,TOSL,andTableVIII.2.of
thisRulearesatisfied.b. WindowopeningasprescribedinSection808ofthisRulearesatisfied.

SECTION805. CeilingHeights1. Habitable rooms provided with artificial ventilation shall have ceiling heights not less than
2.40 meters measured from the floor to the ceiling;providedthatforbuildingsofmorethanone(1)storey,theminimumceilingheightofthefirststoreyshallbe2.70metersandthatforthesecondstory2.40metersandthesucceedingstoriesshallhaveanunobstructedtypicalhead-roomclearanceofnotlessthan2.10metersabovethefinishedfloor. Above-stated rooms with natural ventilation shall have ceiling heights of not less than 2.70 meters.
2. Mezzaninefloorsshallhaveaclearceilingheightnot less than 1.80 metersaboveandbelowit.
SECTION806. SizesandDimensionsofRooms1. Minimumsizesofroomsandtheirleasthorizontaldimensionsshallbeasfollows:

SECTION807. AirSpaceRequirementsinDeterminingtheSizeofRooms1. Minimumairspaceshallbeprovidedasfollows:
a. SchoolRooms-3.00cu.meterswith1.00sq.meteroffloorareaperperson;b. Workshop,Factories,andOffices-12.00cu.metersofairspaceperperson;andc. HabitableRooms-14.00cu.metersofairspaceperperson.

c. Viewcorridorsorsightlinesfrombuildings/structuresonahigherorlowerlotshallnotbeentirelyblockedbytheinterveningpropertytoallowsomesightlinestoexist.

i. Tomaximizetheuseofthesidewalkarea,thesurfaceofthesidewalkandthedriveway

the
drivewayconnectingtheroadwaysurfacetothesidewalksurfaceshallhaveasloperangingfrom1/3to1/4.(Figs.VIII.G.19.andVIII.G.20.)

Whenevertheheightofthecurbismorethan200millimeters,drivewaysmaybeconstructedacrosstheentirewidthofthesidewalk,providedthatthedrivewayshallbejoinedtothesidewalkbymeansofarampofroughfinishhaveaslopeofnotmorethan1/8. F. BASEMENTS1. MaximumConfigurationofBasementLevels
Whilebasementsmaybedevelopedformediumtoveryhighdensityresidential,commercial,institutional
and
mixed-use
developments,
its
planning,
design
and
construction
shall
observe
thefollowinglimitations:a. The minimum road right-of-way (RROW) width that services the lot on which the
basementcanbeconstructedshouldbeatleast10.00meterswide;b. Forbasementstobeallowed,theprescribedsetbacksandyardsmustbesatisfiedforthe
building/structureabovegradeinasmuchastheverysamesetbacksshallapplybelowgradetodeterminethemaximumdepthorwidthofthebasementlevel;
c. IftheCodeprescriptionsforintroducingnaturallightandventilationintoallbasementlevels
are
first
satisfied
(refer
to
Fig.
VIII.G.23.),
the
maximum
depth
of
the
basement
can
then be made equal to one-half of the height of the building above grade; if theprescriptionsfornaturallightingandventilationaresatisfied,thebasementdepthcanthereforebeasmuchasone-thirdofthecombinedheightofthebuildingtobeconstructedabovegradeandbelowgrade;
d. Thecenterportionofallbasementlevelsshallbereservedforthesatisfactionofthebasement level may extend by a minimum clear distance of 1.40 meters from theoutermostfaceofthebuilding(OFB)atgradelevel;
e. TheOFBatthesecondandlowerbasementlevelsshallfollowthelineoftheOFBatgradelevel;and
f. AlldrainagestructuresbelowgradeshallnotexceedtheOFBbelowgrade.2. MinimumProvisionsforNaturalLightingandVentilationatBasementLevels
Ifbasementsaretobedeveloped,thefollowingminimumprovisionsfornaturallightandventilationshallbesatisfied:a. Aprimaryormainnaturallightandventilationshaft(vertical)withacleardistanceofat
least3.00metersshallbelocatedatthecenterofthebuildingandshalltraversetheentirecombinedheightofthebuildingaboveandbelowgrade;(refertoFig.VIII.G.23)
b. Secondaryorsupportnaturallightandventilationshaft/s(angular)withacleardistanceofatleast1.20metersshallemanatefromthefrontandrearperimetersofthebuildingandshalltraversetheentiredepthofthebasement;theangularshaft/sshallbeatanangleof60fromthehorizontal,consistentwiththemaximumPhilippinesolarangle;separateangularshaftsemanatingfromthesideperimetersofthebuildingareencouraged;and
c. Boththeverticalandangularshaftsshallonlybeusedfornaturalairandlightintakeandshallnotbeusedforanyformofexhaustorairexchangetokeepthetemperatureinsidetheshaftsataminimum.

G. DESIGN OF PUBLIC BUILDINGS/STRUCTURES1. General
a. Publicbuildings/structuresarepermanentedificesownedbythegovernment,whethernational
or
local,
its
agencies,
including
government-owned
and/or
controlled
corporations.
b. Designofpublicbuildings/structuresshallconformtotheapplicableprovisionsofthe
preceding rules andregulations.Aside frombeing logically functionalandstructurallysound,shouldpromote,enhanceandexpresstheaestheticpresentability,customsandtraditions,socio-economicvaluesenvironmentalqualityandculturalheritageoftheregionconcernedtowardsevolvingadistinctFilipinoArchitecture.
c. Thearchitecturalcharacterofpublicbuildings/structuresmustfullyexpressthenatureoftheir function, use or occupancy and should reflect their identity as publicbuildings/structurescompatiblewiththeirtotalmacroandmicroenvironment.
d. Public buildings/structures should be designed for permanence but with maximizedflexibilitytoallowforfutureadjustmentsintheiruses/occupancies.
e. Useofindigenousand/orlocallymanufactured/producedmaterialssuchasmarble,stone,adobe, clay tiles, wood, coco wood, kapis shells, should be maximized unless theirproductionorusagearebannedorregulatedbythegovernmenttopromotetheeffortstoconservenaturalresources.
f. Use ofnaturallightand ventilationby meansofproperorientation, cross ventilation,convection,suncontroldevicesandthelikeshouldbemaximized.
g. Choiceoffinishesshouldaimtominimizemaintenancecosts.h. Thearchitecturalplananddesignmustbasicallyreflectthefunctionalmannerorspatial
utilizationand/ortheevolvingFilipino,AsianorInternationalusageofspacesthatneedtobeprojectedifrequiredorused,morethanjustattentiontopureforms/images.
i. Only the use of good to high quality materials, labor, technologies and constructionmethodswithintheapprovedbudget,mustbespecifiedbyitsplannersanddesignerstoensurepermanence,longcontinueduseandlowmaintenancecostofpublicbuildingsorstructures.
j. Plansanddesignsofallpublicbuildingsmustfullycomplywithalloftheplanninganddesign requirements under the Code and this IRR including the Fire Code of thePhilippines(PDNo.1185)andtheAccessibilityLaw(BPBlg.344).
k. Strictlyconsiderproperlandscapinganalysisanddesignnotonlyforaestheticsbutmoresoforthepreventionoferosionofitssiteandimmediatevicinity,andforecologicalbalance.
l. TheserequirementsarenotintendedtolimitthecreativityofthedesignernorprecludetheuseofadvancedorinnovativetechnologyparticularlyininstanceswhereinmandatedcomplianceunderthisGuidelineshallpresentamajordifficultyinorhampertheproperexecutionoftheplan,designorarchitecturalconcept.

2. SiteSelectiona. Whereaprojectsiteisyettobeselected,thepotentialsitemustbecompatiblewiththe
projectusage. Thesiteshouldbeaccessible,andnearpower,water,sewerage,drainageas well as transportation, communication and solid waste management system forpractical
and
economic
considerations.
b. Siteanalysisshouldshowanaccurateandthoroughunderstandingofthesite. Itshould
include, but not limited to, consideration of topography, point of access, existingbuildings/structures/utilities/services,trees,soilcharacteristics,existingandapprovedlanduses,viewsandvulnerabilitiestoflooding,erosion,seismicactivityorotherthreats.
c. The site must be properly and completely described, clearly defining its technicalboundaries, showing access thereto such as highway, road or alley and indicatingeasements,encroachments,approvedbuildinglines,proposedroadwidening,existingbuildings/structures,utilities/servicesandtrees. Forsiteonrollinggroundsorsteepslope,its
contour
lines
must
be
shown
at
convenient
intervals.
3. SiteDevelopment
a. LocationandOrientation - Locateandorientthebuildingstomaximizetheuseofnaturalventilationandlightingandminimizeenergyconsumptionwithintheconstraintsofthefunctionalrequirements,thetopographyandsiteconfiguration. North-southexposureofbuildingshastheadvantageofmaximizingthecoolingeffectofprevailingwindscomingfromthesoutheasterlyandsouthwesterlydirections. Suchexposuresminimizetheeffectofafternoonsolarheatatthesametime.
b. SiteDrainage - Drainageisabasicsitedesignconsiderationandmustbedoneinconjunctionwithsitingandorientationofbuildings,locationofparkinglotsandroads,considerationoftopographyandcompliancewithfunctionalsiterequirements. Parkinglots,roadsandwalksmustbegradedtoassurepositivedrainageforeachmajorsiteelementandmustbecoordinatedintoatotaldrainagesystem. Existingdrainageways,ifany,shouldbeutilizedtoretaintheoriginalcharacterofthesiteandtoavoidunnecessaryearthwork.
c. GradingDesign - Balancethecutandfillfortheentiresiteascloselyaspossibletoeliminatetheneedforhaulingearthonoroffthesite. Iftopographyforareasrequiredforparking, roadways and other site features require cut and fill, selection of finishedelevationsforbackfillingoftheentiresiteshouldbewellstudiedandappropriate.
d. VehicularandPedestrianAccessandCirculation-Accessandcirculationpatternstoandwithinthesitemustbestudiedintheprocessofsiteplanning. Easyanddirectaccessandsmoothcirculationshouldbeprovidedforvehiclesandpedestriansincludingfordisabledpersons.
e. SiteUtilitiesandServices - Provideadequateundergroundutilitiesandservicessuchasconcreteormasonrytrenchwithretractablecoversformaintenanceandavoiddiggingsofnew roads. The trench alignments shall be coordinated with paving of roads andlandscape, including future extensions, to avoid conflicts with these site elements.Providemosteconomicalrun,andminimizethepossibilityofutilityrelocation. Coordinatethe location of underground site utilities and services such as power, water supply,seweragecommunicationsanddrainagesystemstoreducethepossibilityofutility/servicecrossingandcontamination.
