Preservation
Executing the Vision
Alderman Roddy has charged two organizations with
executing this vision: Cortex and Park Central Development
Corporation. Cortex is responsible for building our innovative
economy, while Park Central interprets, guides, and implements
plans to achieve and protect our neighborhood’s shared values,
assuring that those values are reflected in our policies.
How policy reflects our values
Our values are reflected in policy, and it shows. Examples include:
• The expansion of historic districts, which allow for the use of
historic tax credits to encourage preservation and investment
• Requiring preservation review for all building demolitions in the
17th Ward
• Fostering the establishment of the Grove, the region’s most
diverse entertainment district
• Supporting and encouraging the large number of affordable
housing units
• Supporting car optional living, environmentally sustainable
development and increasing density by creating the region’s first
form based plan and securing funding for a new MetroLink
station
Cortex
The Cortex Innovation Community is home to a vibrant 200-acre innovation hub and technology district integrated into St. Louis’ historic Central West End and Forest Park Southeast residential neighborhoods, surrounded by nationally ranked universities and medical centers and abundant cultural and recreational assets
Cortex is a tax-exempt 501(c)3 formed in 2002 by Washington University in St. Louis, BJC Healthcare, University of Missouri – St. Louis, St. Louis University, and the Missouri Botanical Garden to capture the commercial benefits of university and regional corporate research for St. Louis.
Since its inception, Cortex has completed or has under construction 1 million square feet of new and rehabilitated space totaling $350 million of investment, while generating 4,000 technology-related jobs. The Cortex master plan projects $2.1 billion of construction, over 4.5 million square feet of mixed-use development (research, office, clinical, residential, hotel, and retail), a new MetroLink light-rail station and 13,000 permanent technology-related jobs.*

Park Central Development
The Mission
The mission of Park Central Development is to promote quality residential
and commercial development in the neighborhoods of the 17th Ward, implement
infrastructure and beautification projects, plan for future development, improve
security, market the area to new residents and visitors, and find funding sources
for neighborhood improvement projects.

Park Central Governance
Park Central Development is governed by a Board of Directors made up of residents and
institutions from around the ward. Neighborhood commi5ees help guide plans for
development, infrastructure, security, and marketing, built upon their shared values of
diversity, historic preservation and car optional living. Park Central Development’s target area
includes all of the 17th Ward, including all or parts of the Central West End, Forest Park
Southeast, Botanical Heights, Midtown, Cheltenham, and Kings Oak neighborhoods.
Park Central Development is funded in part by Cortex, Washington University and Saint
Louis University. Representatives of each institution, along with residents and property owners
in the 17th Ward, sit on the Park Central Board of Directors. Park Central Development in turn
works with several neighborhood organizations, such as special taxing districts including the
Central West End South Special Business District, Central West End Southeast Special Business
District, Euclid Community Improvement District and Grove Community Improvement
District, which all work to improve business and security in the area.
Park Central is also working to start other neighborhood based Community Improvement
Districts. Park Central Development works with neighborhood associations such as West Pine-
Laclede, Botanical Heights, Cheltenham, and Forest Park Southeast Neighborhood Associations.
Finally, Park Central Development helps staff the Forest Park South Business
Association. Within Park Central Development, the organization facilitates commi5ees in the
17th Ward including the Forest Park Southeast Development, Forest Park Southeast
Infrastructure, Central West End Midtown Development, and Central West End Midtown
Infrastructure commi5ees.

Development From 2011 to 2014, over $645.5 million has been invested in development/construction
projects in the 17th Ward including new residential, commercial and institutional
development as well as historic
renovation. Development revives
neighborhoods, increases
property values, and brings in
revenue to the City. Park Central
Development works with various
neighborhood organizations and
residents to ensure development
projects have a positive impact for
the community.
Projects in residential neighborhoods are reviewed by either the FPSE Development
Commi5ee, CWE– Midtown Development Commi5ee , or the Garden District
Commission. These organizations make sure our values are considered when they are
making decisions.
Park Central Development coordinates the efforts of the organizations and
commi5ees in the functional areas of development, infrastructure, security and
marketing.
Rise
Over the last decade and a half, Rise – a
nonprofit affordable housing development
organization – has completed the historic
rehabilitation of 37 apartment buildings into
100 affordable rental units and the historic
rehabilitation of 11 market rate single family
homes in Forest Park Southeast. Their total
investment in the neighborhood to date has
been over $16 million, contributing to the
preservation of the historic built environment
and diversity of the community.
GroveProperties
Many private developers are adding value to
our neighborhoods. One successful developer
is Grove Properties, which renovates historic
homes and apartments in Forest Park
Southeast, returning them to their turn of the
century glory. With the help of tax credits, they
are able to maintain the architectural style and
integrity that makes these homes as distinctive
as they are beautiful. To date, they’ve
rehabbed 12 single family homes and 40
apartment units with several more buildings
currently under construction. Their office is
located within the FPSE neighborhood on
Manchester and Tower Grove Avenue.

Building Permit activity increased each year from 2011-2014. In 2014 the $340.7 invested
in Ward 17 development represented 50% of the construction value for the entire City. The
chart below is a summary of the construction value totals in the 17th ward between 2011–
2014. For a more detailed list of specific projects, please see the appendix:

Infrastructure The 17th Ward is constantly working to improve infrastructure in our
neighborhoods. Projects include sidewalk repair, alley and street repaving,
streetlights, tree planting and other projects designed to improve safety and
beautify the area. To pay for these high-dollar projects, funds are gathered
from the City of St. Louis as well as other institutions and government and
nonprofit organizations. Committees consisting of neighborhood residents
prioritize budget and select our infrastructure projects.
Chouteau Park
In 2014, the 17th Ward completed Phase I of developing the
2.8 acre Chouteau Park on the formerly vacant block at
Chouteau and Newstead. Infrastructure improvements in-
cluded removing Donovan Place, environmental remediation,
regrading and sodding, planting trees, and installing light-
ing, seating, play structures, and other park features.
Manchester Avenue Streetscape In 2011, the 17th Ward completed the $2 million Manchester
Streetscape project which included the reduction of car lanes,
widening sidewalks and pedestrian curb outs, installing pedes-
trian lighting, planters, bike racks, and public art pedestals. The
Manchester Streetscape project has been integral to the revival
and success of the Grove entertain district.
Euclid Avenue Streetscape Currently, work is underway on the Euclid Streetscape pro-
ject to incorporate new sidewalks, lighting, landscaping, and
public art in between Forest Park Ave and Lindell.
Additionally, rain gardens will be installed to reduce storm
water overflows, improve tree growth and reduce water
pollution from runoff.
Security
Several security initiatives are under way within the 17th Ward to ensure our
communities are safe places to live and visit. Residents regularly meet with
representatives from the Saint Louis Metropolitan Police Department, the
Central West End Neighborhood Security Initiative (NSI), and private security
forces in Forest Park Southeast and the Grove to discuss safety issues at
meetings throughout the ward.
NSI and The Central West End Security Forum
The Neighborhood Security Initiative (NSI) was created in 2007 to serve the
community with a comprehensive plan for security in the Central West End.
This program works closely with the Police Department, supplemental security
companies, the Central West End residents and businesses to unify prevention
efforts and respond more efficiently to crime as a community. The CWE Security
Forum meets bimonthly at the Mahler Ballroom. Please visit the NSI website for

CWE South SBD and CWE
Southeast SBD work with the NSI to
hire TheCity~sFinestto patrol and
heighten security in the area. Grove
CID also hires off-duty patrol
of!icers to improve security along
Manchester and the surrounding
area.
GPS Tracking Devices To ensure supplemental patrols are performing their
assigned duties, private security patrols are equipped with GPS devices, which
allows for live tracking, printable maps, and historical display of where the
patrols have been for a particular time period.
Mapping Software The NSI administrative staff is trained to operate Geograph-
ical Information Systems mapping software, which creates detailed maps to
inform supplemental patrols and Saint Louis Metropolitan Police Department of
recent activity and trends.
Street Lighting Projects The Central West End Southeast Special Business
District (CWE SE SBD) and Alderman Joe Roddy most recently provided
funding for a pedestrian lighting project on the 4100 and 4200 blocks of Laclede
Avenue in the Central West End. The project was completed July 2015.

Marketing A number of marketing efforts by Park Central Development are under way to
promote the neighborhoods of the 17th Ward.
Social Media
The Park Central Development website (www.parkcentraldevelopment.org),
blog, Facebook Page and Twitter offers a wealth of information about the
neighborhoods of the 17th Ward and the activities of the development
corporations and neighborhood organizations working to improve our
community. The social media outlets offer updates on neighborhood events,
organizations, development, and infrastructure improvements within the 17th
Ward.

Events Indihop The Grove and Cherokee Street co-host
this annual independent brewery
festival. Craft beer enthusiasts from all
around come to sample a wide variety of
local beers while browsing through our
neighborhoods’ bars, restaurants, and
businesses. In addition to offering our
region’s finest craft brews, Indihop is also
a way to showcase the Grove to
thousands of new visitors from all over
the St. Louis region.
The Grove Criterium
Grove Fest Grove Fest celebrates the diverse community
and businesses of the Forest Park Southeast
neighborhood. The street festival spans along
Manchester Avenue from Tower Grove to
Sarah. Over 25,000 visitors from all over the
region enjoy food and beverages provided by the
many Grove establishments. Grove Fest also
features a variety of entertainment including
live bands, art, fashion shows, and much more.
The Grove Criterium bicycle race winds
throughout the Grove and Forest Park
Southeast neighborhood. The race consists
of multiple laps and many tight turns mak-
ing strategy, strength, and speed crucial to
a riders performance. For spectators, these
races are an exciting site to see. You can en-
joy a beverage from a local establishment
and watch the riders come through right
along Manchester Avenue.
