On May 4th next year, voting age citizens in the seven

‘metropolitan authorities’ will get to elect a Mayor for the

West Midlands Combined Authority (WMCA).

These are known as the ‘constituent authorities’.

The leaders of the constituent authorities each hold a portfolio in the WMCA Cabinet. Until the

Mayor is elected, the Cabinet will be chaired by Bob Sleigh

(Leader, Solihull).

• Health & Wellbeing;• Economic Growth;• Public Service Reform;• Skills & Productivity;• Housing & Land; • Transport;• Finance &

Investment*;• Midlands Engine*;

However, the WMCA covers a much larger area.

The non-metropolitan areas are known as the

‘non constituent authorities’.

• Shropshire County Council;• Warwickshire County Council;• North Warwickshire Borough Council;• Rugby Borough Council;• Nuneaton & Bedworth Borough Council;• Redditch Borough Council;• Tamworth Borough Council; • Telford & Wrekin Borough Council; • Stratford-on-Avon District Council;• Cannock Chase District Council;

Under the first devolution deal, the Government agreed to pass certain

powers and budgets to the Mayor and the

WMCA.

• Consolidated, devolved transport budget;

• Responsibility for franchised bus services;

• Responsibility for ‘key route network’ of roads;

• Planning powers to drive housebuilding and improvement;

• Growth funding: £36.5m per year over 30 years;

• Devolved 19+ adult skills funding from 2018/19, responsibility for chairing Area Based reviews of 16+ skills provision;

• Joint responsibility with the government to co-design employment support for ‘hardest-to-help’ claimants;

• Responsibility to work with the government to develop and implement a devolved approach to the delivery of business support programmes from 2017 and deliver more integrated working together on investment and trade;

The consultation – largely multiple choice – wants to

get your views on the following…

• Responsibility for ‘key route network’

of roads;

• Planning powers to drive

housebuilding and improvement;

• Devolved 19+ adult skills funding from

2018/19, responsibility for chairing

Area Based reviews of 16+ skills

provision;

• Cross-boundary low emissions and

clean air zones;

• Creation of a HS2 Development

Corporation;

• Mayoral precept and business rate

supplement;
