2018 COMPREHENSIVE PLAN AMENDMENTSDOCKETING | JANUARY 17, 2017

TONIGHT'S PURPOSE – SETTING THE DOCKET

Setting the docket is the first step of the annual comprehensive plan process. PMC19.40.050.B states that the Planning Department shall bring a list of suggestedamendments to City Council at a public meeting. The City Council shall review thelist and determine, which, if any, of the proposed amendments shall be processedfurther. When selected for further processing, a comp plan amendment shall be processed as a

Type IV application.

When not selected for further processing, the proposed amendment shall be removedfrom the docket, and any amendment fee submitted (not including any preapplication fees)shall be refunded. Resubmittal of an application removed from the docket may be made atthe next annual review cycle.

A request to re-designate and rezone a 2.68-acreproperty located at 20831 Bond Rd NE fromResidential High to Park. If the site-specificamendment is approved, map amendments to FigureLU-1 will be required (along with an update to theCity’s Zoning Map).

APPLICATION 1P-10-30-17-01 | SITE-SPECIFIC REQUEST

A request to re-designate and rezone a 1.85-acre property located at 20523 LittleValley Rd from Residential Low to Park. If the site-specific amendment is approved,map amendments to Figure LU-1 will be required (along with an update to the City’sZoning Map).

APPLICATION 2P-10-31-17-02 | SITE SPECIFIC REQUEST

A request to re-designate a .64- acre propertylocated at 19589 Front St NE from ShorelineResidential to High Intensity. If the site-specificamendment is approved, a map amendment to FigureNE-6 (Shoreline Master Program Map) will berequired.

Property is currently zoned C1-Downtown.

APPLICATION 2P-10-31-17-02 | TEXT AMENDMENT

Amendment to Poulsbo Municipal Code 16.02.240 C.2., to alleviate inconsistencesbetween the zoning designation and shoreline jurisdiction.

“In the SR-2 environment, residential density shall be a minimum of four dwelling units per acre anda maximum of five dwelling units per acre as permitted in the underlying zone.”

APPLICATION 3P-10-30-17-02 | TEXT AMENDMENT

Text amendment to Chapter 12, the Capital Facilities Plan, to update Table CFP-4 (theCity of Poulsbo 6-Year Capital Improvement Projects) to reflect the proposedprojects listed in the 2017-2022 Capital Improvements Plan

APPLICATION 4P-11-18-17-01 | TEXT AMENDMENT

Text amendment to Chapter 4, Transportation, to better integrate complete streetspolicy, non-motorized transportation goals, and regional transportation plans.

APPLICATION 5P-11-18-17-02 | TEXT AMENDMENT

Text amendment to Chapter 6 (Capital; Facilities), Chapter 10 (Utilities), Chapter 12(Capital Facilities Plan) and Appendix B (Functional Plans) to reflect the new SolidWaste Utility Plan.

2018 COMPREHENSIVE PLAN AMENDMENTS

Staff has evaluated the amendments and found them to be internally consistent withthe adopted comprehensive plan.

We have concluded that the amendments are based upon new information, change incircumstances, or due to an error.

We respectfully recommend advancement of this year’s 5 applications.
