Ipreviouslyservedasamemberandthenco-chairoftwoSanFranciscoUni�edSchoolDistrictcommittees:thePublicEducationandEnrichmentFund(PEEF)CommitteeandtheQualityTeacherandEducationAct(QTEA)Committee.PEEFwas�rstauthorizedbySanFranciscovotersin2004,andprovidescriticalfundingforearlychildhoodeducation,sports,libraries,arts,music,wellnesscenters,andstudentsupport.LikePEEF,theQTEAwasavoterinitiative,adoptedin2008,whichprovidedfundingforimprovingteachersalaries,professionaldevelopmentforteachers,incentivesforteacherstoteachathigh-turnoverschoolsandinhard-to-�llsubjectareaslikespecialeducationandbilingualeducation,greateraccountabilitythroughthepeerandassistancereviewprogram,researchanddevelopmenttoimproveacademicinnovation,andtechnologyupgrades.Throughmyinvolvementinbothcommittees,Iworkedtomakesurethatparents,especiallythosetraditionallyexcludedfromdecision-making,hadavoiceintheprocess,andtoensurethatweengagedinequitableandeffectivedecisionmakinginourfundingdecisions.Myserviceonthe2010SanFranciscoRedistrictingCommissionisanotherrelevantexampleoftheprinciplesandvaluesthatguidemyorientationtowardsrepresentativegovernment.Ibelievethatinclusiveanddemocraticprocesses,particularlythosethatleadtoincreasedparticipationandleadershipofhistoricallyunderrepresentedgroups,arenecessaryformoreequitablerepresentationinpolicy-makingandtoaddressinstitutionalizedinequitiesinschoolsandtheirgovernance.

It'simportanttounderstandwhySFUSDspendsless,asapercentageofitsbudget,oninstructionthanthestatewideaverage(41%v.61%,accordingtoEd-Data),anissuethathasbeenraisedinthepressbutnotfullyanswered.AsaSFUSDparent,advocate,andengagedcommunitymemberovermanyyears,Ihaveservedastewardofpublicinvestmentsintheschooldistrict,includingthroughvoter-approvedinitiativeslikeQTEAandPEEF.Iwillbringthatsame�scalfocusandaccountabilitytothisissueinordertoprioritizetheallocationofdistrictresourcesinwaysthatprovidesthegreatestimpactforstudents.Further,Isupportexaminingandrevisingthedistrict'sstudentweightedformulawiththegoalofincreasingfundingforfocalstudents.

Myrelationshipwithcharterschooladvocatesissimilartomyrelationshipwithotherconstituents:IhaveanopendoorpolicyandwelcometheopportunitytoengagewithmembersofourSanFranciscocommunityabouthowtoimproveeducationalopportunitiesforthestudentswhoattendSanFrancisco’spublicschools,whetherdistrict-runschoolsorcharters.IamproudoftheextensiveschoolchoicesthatSFUSDisabletoofferstudentandfamilies,mostofwhicharepartofourtraditionalschooldistrictschools.Thisincludesextensivemultilingualprograms(over60languageprogramscoveringsevenlanguages,includingSpanish,Cantonese,Mandarin,Korean,Japanese,Filipino,andItalian),careeracademies,artsprograms,strongneighborhoodschools,andmagnetschoolssuchasLowellHighSchoolandSchooloftheArts.CharterschoolsarearelativelysmallpartofSFUSD’schoiceecosystem,representingjust14ofthedistrict’s126publicschools.Manyarelong-standingprogramsthathavebeenabletomeetaparticularneed,whetherre-engaginghigh-riskstudentsinschoolthroughproject-basedlearningandworkforcedevelopment,orservingstudentswithdisabilities.Inorderforthedistricttocontinuetoreauthorizeourexistingcharters,weneedtoholdchartersaccountableforachievingstrongoutcomesfortheirstudents,servingastudentpopulationthatre�ectsthediversityofSanFranciscoUni�edSchoolDistrictasawhole,andservingstudentsandfamiliesandequitably(includingwithrespecttoschooladmissionanddisciplineprocedures).IseethisaspartofmyjobasamemberoftheBoardofEducation.
DescribeyourrelationshipswithcharterschooladvocateslikeInnovatePublicSchools,theKIPPFoundation,OnePromise,andothers.
Giventheessentialrolethatstrongteachersandprincipalsplayinadvancingstudents’learning,Iwillprioritizeinvestmentsinhiring,supporting,andretainingastronganddiverseeducatorworkforceacrosstheschooldistrict,withaparticularfocusinschoolsservinghighproportionsoflow-incomeBlackandBrownstudentsandthathavehistoricallystruggledtoattractandretainastableandwell-preparedworkforce.ThisincludescontinuingtochampionalivingwageforSFUSDeducators,includingadditionalstipendsforeducatorsservinginthehighest-needschoolsandretentionbonusestoincentiveteacherstoremaininthedistrict.Iwillprioritizeinnovativepartnershipswithteacherpreparationprogramsthatprovidestrongclinicaltrainingwithinourlocaldistrictcontext,suchastheSanFranciscoTeacherResidencyProgram;programsthatseektotrainparaprofessionals,afterschoolstaff,andsubstitutes,whoarealreadyworkinginandcommittedtoourdistrict;andprogramsofferingapipelineintotheprofessionthroughhighschoolpathwayprograms,suchastheprogramatLincolnHighSchool.Thesetypesofpathwayshavebeeneffectiveinrecruiting,preparing,andretainingteachersofcolorforserviceinSFUSDschools,whomresearchshowscanbeparticularlyeffectiveinincreasingachievementandoutcomesforallstudents,butparticularlystudentsofcolor.AndIwillensurethatourmostcapableandcollaborativeschoolleadersareincentivizedtoleadinourhighest-needschoolsandprovidedthesupportandtimetosucceedthere.Toooften,weseehigh-ratesofprincipalturnoverinourhighest-needschools,whichresearchshowsoftenresultsinapauseorresetonpositiveschoolimprovementeffortsthatareunderway.Iwillprioritizeexpansionoflanguagepathwayprograms.SFUSDhaslearnedalotinrecentyearsabouthowtobestsupportstrongoutcomesforourEnglishlearners,includingrecentimmigrants,andresearchsuggeststhatcontinuedprioritizationoftwo-waydualimmersionprogramsisastrategicinvestmentintheirsuccess.ArecentstudybyStanfordresearchersofSFUSD’spathwayprogramsforEnglishlearnersfoundthat,whilestudentsinEnglishimmersionprogramsperformbetterintheshortterm,overthelongtermstudentsinclassroomstaughtintwolanguagesnotonlycatchuptotheirEnglishimmersioncounterparts,buttheyeventuallysurpassthem,bothacademicallyandlinguistically.Bylateelementaryormiddleschool,ELswhospendtheirelementaryschoolyearsintwo-languageprogramshavetestscores,Englishpro�ciencylevels,andreclassi�cationratesthatare,onaverage,ashighasorhigherthansimilarstudentswhowereinEnglishimmersionclassrooms.ThisstudylookedatSFUSD’sEnglishlearnerstudentsandfollowedtheirprogressover10years.Giventhesestrongoutcomes,Iwillcontinuetoprioritizeinvestmentintwo-wayimmersionprogramsinordertobetterservethedistrict’sELstudents.Fortheseprogramstobesuccessful,wealsoneedtoensureanadequatesupplyofquali�ed
