Port of Arrival (POA) - the location of initial cargo arrival, or the first port of arrival. Remote Filing Location (RFL) - the office location of the remote filer that is responsible for preparing the entry and entry summary information. Electronic Invoice Program (EIP) - a system that allows filers to submit invoices electronically. This is a pre-requisite for RLF.

DefinitionsDefinitionsAutomated Invoice Interface (AII) - a system that allows filers to send electronic invoice information to CBP. This information is transmitted using either ABI record formats or the EDIFACT CUSDEC (Customs declaration). When EDIFACT is used, the filer also transmits data that is normally on the CF-3461 for cargo release, as well as the entry summary CF-7501, invoice data, and other government agency data.

Automated Broker Interface (ABI) - is a component of CBP's Automated Commercial System that permits qualified participants to electronically file required import data. ABI is a voluntary program available to brokers, importers, carriers, port authorities, and independent service centers.

Automated Clearing House (ACH) - an electronic payment option that allows participants to pay Customs fees, duties, and taxes electronically, as well as receive refunds of Customs duties, taxes and fees electronically. Designated Exam Site (DES) - the location the filer would like the examination to take place, other than the first port of arrival.

To qualify, a participant must have proven capability to provide electronically, on an entry-by-entry basis, all of the following:

entry; entry summary; invoice information using the Electronic

Invoice Program (EIP); payment of duties, fees, and taxes through the

Automated Clearing House (ACH).

Broker Interface (ABI); Participants must be operational on the Automated

Clearing House (ACH) 30 days before applying for RLF; Participants must be operational on EIP prior to applying

for RLF; RLF participants, other than self-filers, must possess a

National Permit (see 19 CFR 111.19(f)); The remote location(s) to which a prospective RLF

participant wishes to transmit RLF information must have received EIP/RLF training. View the list of RLF trained locations. Additional ports may be added; if you don't see your port contact the HQ Remote Filing Team;

Participants must maintain a continuous bond which meets or exceeds the national guidelines for bond sufficiency;

Eligibility RequirementsEligibility Requirements Only entry type 01 (consumption) and entry type 11

(informal) will be accepted for RLF; Cargo release must be certified from the entry summary

transaction data (EI); RLF participants may not file using paper invoices or

line release for RLF transactions; (Note: EIP participants will be allowed to file Immediate Delivery releases for direct arrival road and rail freight at the land border using paper invoices under Line Release, Border Cargo Selectivity (BCS), or Cargo Selectivity (CS), in accordance with 19 CFR 142.21(a).)

Where available RLF participants must use the Free and Secure Trade (FAST) or the Pre-Arrival Processing System (PAPS) release systems.

Eligibility RequirementsEligibility Requirements RLF Participants must use other government

agency (OGA) interfaces where available. It is the filer’s responsibility to ensure that all OGA requirements are met for each entry filed under RLF. If an electronic interface is not available, contact your local RLF coordinator for possible alternative filing options.

Government contract entries (under Defense Contract Management Area Operations) are NOT allowed under RLF. Most often these shipments involve emergency war material classifiable under HTS 9808.00.3000.

Application ProcessApplication Process Applications must contain the following information: Filer name, filer code, and IR# Name of point of contact, email address, physical

address, telephone number Site(s)name and port code(s) from which RLF

transmissions will originate National permit number (for other than self-filers) Name of port(s) and port code(s) to which RLF electronic

filings will be transmitted Entry numbers of 5 entries filed using the Automated

Invoice Interface (do not choose INVREQ). They must be of varying complexity and demonstrate the ability to make adjustments to entered value, i.e., delivered duty paid (DDP), cost, insurance and freight (CIF), etc.

Application ProcessApplication Process The entries are to be filed locally in a port in which you

are currently permitted. They are not "test" entries. They are actual shipments filed using AII/EIP.

Applications should be submitted via email to remote.filing@dhs.gov, fax at 202.344.1096, or mail to the attention of Remote Filing Team, U. S. Customs and Border Protection, 1300 Pennsylvania Avenue, NW, Room 5.2A, Washington DC 20229.

After an application has been reviewed and evaluated, the applicant will receive an approval or denial letter via email.

An applicant will be permitted to begin filing entries to a remote location upon receipt of a letter from CBP granting approval to participate in RLF.
