Since the mid-1990’s, Commerce Lexington Inc. and its predecessor, the GreaterLexington Chamber of Commerce, along with its many partners throughout the commu-nity, have championed the efforts of minority and women-owned businesses. The pro-grams provided by Commerce Lexington’s minority business development departmentcontinue to exceed expectations by offering a level of service that is unmatched in manyother communities.

Minority-owned and women-owned businesses are important segments of our region’ssuccessful economy. In fact, according to the U.S. Small Business Administration, theyoutpace other businesses in terms of growth, while participating in a wide variety ofindustries.

Commerce Lexington Inc.’s Minority Business Development (MBD) program works topromote and sustain the economic growth, development and self-sufficiency of ethnicminority business owners and entrepreneurs. Minority businesses are offered strategicand business planning; procurement assistance; access to lending tools; and the expert-ise of a full complement of economic development professionals.

As I mentioned last year, we launched a Minority Business Accelerator in 2013. Theopportunity has been put in place to assist scalable minority businesses that have thebest opportunity to partner with large entities and companies, and grow jobs throughtheir efforts here in our community. To date, the program has assisted its members withcontracts for over $5 million dollars. We think there are great possibilities for this andother efforts, as we look at growing this roster of businesses and the jobs their activitieswill create.

There are some good reasons that Commerce Lexington Inc. has been named a finalistsfor the Chamber of the Year Award from the Association of Chamber of CommerceExecutives for two consecutive years. Our steadfast dedication to the sustainability andgrowth of all our member businesses; great programs like Business Owners AdvisoryBoard; Member to Member discount program and The Bluegrass Business DevelopmentPartnership that can assist businesses from the start-up phase to growth into a majoremployer. These are all important points, because as the chamber world is certainly get-ting on-board with the development and growth of minority and women-owned busi-ness, your local chamber has been a forerunner since the early 2000’s.

As you read this letter, think of how you as an emerging business owner can take advan-tage of these services and opportunities to create a different and more exciting experi-ence for your business and the people you employ. It’s time to get on-board and reachfor the stars, Central Kentucky.

With the establishment of the award winningBluegrass Business Development Partnership (BBDP), Lexington is a stepahead of most communities in streamlining the process for businessstart-ups. Of special note is the forma-tion and coordination of the Lexington Venture Club which celebrates thesuccess of Lexington’s start-up businesses. The Bluegrass Business Development Partnership also created in2lex,an open-source consortium of entrepreneurs and professionals in thecreative and technology sectors. THE MISSION:The Acce$$ Loan Program’s mission is to provide easier access tothe financing and helpful business advice that you need to start orgrow your business. This program is committed to fostering eco-nomic growth and enhancing business opportunities for minori-ties, women, and small businesses. This innovative program hasbeen responsible for over $12.9 million in financing for the start orexpansion of area small businesses since its inception in 2001.

WHAT IS IT?Commerce Lexington and the area’s leading banks and financialinstitutions have teamed up in the Acce$$ Loan Program toimprove your odds of getting approval for a loan that matches yourbusiness needs. There are no guarantees, but you will know whatyour chances are of securing the credit you desire. The Program willprovide valuable feedback from experts in the lending communityto assist you in putting together a business plan and gatheringinformation that is important to your success.

QUALIFICATIONS:r Your business must be in the Greater Lexington area.r Your business must be for profit.r Pursuing a loan for a business startup, an expansion of your cur-rent business, the purchase of a franchise, or the purchase of anexisting business.r There is a $5,000 loan minimum.r Use of funds must be for working capital, inventory, leaseholdimprovements, and equipment for commercial use only.

Eligible Businesses:

r Shall be a business located in or planning to move to Lexington.r Shall be creating and retaining jobs.r Shall be current with all federal, state, and local taxes.r Shall produce a tradable good or provide a tradable service(whether pre- or postcommercialization).r Average wages for job creation are greater than or equal to thecounty median income.r Shall be authorized to do business in Kentucky.r Retail and Restaurant businesses are excluded.r Certify that but for these incentives, the jobs would not be created.r Shall enter into an agreement with the city for a period of 5-10years.

Targeted sectors include: advanced manufacturing, technology, sharedservice operations, healthcare, or the relocation of primary base of oper-ations to Lexington.

Fund Programs:

r Targeted grant and loan incentive offerings that focus on highpriority industries to create high wage jobs.r Funds can be used as a closing fund for a company or as gapfinancing based upon the needs of the business.r Loans up to $250,000 that can be used for capital expendituressuch as equipment acquisition and building fIt up.r Grants up to $100,000 for worker training and other operatingexpenses.r Incentives may be issued in a larger package at the discretion ofthe Economic Development Investment Board and the UrbanCounty Council.

Application:

r Applications go to the Chief Development Officer and staff forreview and to recommend or not recommend for funding.

-> Comprehensive application and documentation to assist inassessment.-> Application fee to cover administration expenses. Currently setat $250 for 2014. Maximum of $1,000.-> Companies will receive open records protection based on StateOpen Records Statues.

r The Economic Development Investment Board will vote on theapplication recommended by the Chief Development Officer.

-> The board may vote to approve, amend, or deny the applicant.-> The Board will meet monthly and vote on any applicants thathave been evaluated by the Chief Development Officer and internalstaff.

r The Urban County Council makes the final funding decision.r The Chief Development Officer, Board, and appropriate staffcontinues to monitor to incentive recipient for the life of the agree-ment (5-10 years).

-> The recipient will submit reports annually and as requested tothe Board.

At the Commerce Lexington Inc. Saluteto Small Business Awards Luncheon onAugust 28th at Keeneland presented byForcht Bank, Integrated Engineering wasnamed the 2015 Small Business of the Year.The recipient of this year’s MinorityBusiness Award, Integrated Engineeringwas chosen among six different categorywinners as the Small Business of the Year.The company will now have the opportuni-ty to be considered for state and nationalrecognition through the U.S. SmallBusiness Administration.

A professional civil engineering, land-scape architecture, and surveying firmoffering a wide array of consulting experi-ence in various fields of design, IntegratedEngineering is known for its storm-waterdesign expertise. In fact, it is one of onlytwo statewide drainage consultants for theKentucky Transportation Cabinet and oneof only six prequalified storm-water con-sultants for Lexington-Fayette UrbanCounty Government's Division of WaterQuality.

Following his graduation from theUniversity of Kentucky and stints as a proj-ect engineer at two firms in the region,Harsha decided to go out on his own andestablish Integrated Engineering. Some ofits early projects included the Center Court

Project near UK’s campus and TownleyApartments off Leestown Road. A mile-stone moment in the company’s historycame in 2010 when Integrated Engineeringsecured an $8 million dollar FEMA HazardMitigation Grant for the City of Richmond’sWater Street Project.

Steady growth in 2012 and 2013 meantthat Integrated Engineering had to relocateits corporate office to its current locationon Prosperous Place. It was also duringthis time that the company was awarded itsfirst project from the KentuckyTransportation Cabinet as a prime consult-ant.

Harsha credits Integrated Engineering’ssuccess to its strong client relationships,hard work, and key staff additions. Today, ithas grown to 18 full-time employees andone part-time employee, and currentlyholds six engineering design contracts withthe Kentucky Transportation Cabinet. Thefirm has also expanded its municipal andpublic works market area by working onprojects in Georgetown, Louisville,Frankfort, Berea, Northern Kentucky, andmore.

Division co-sponsored an event with Messer Construction. TheEconomic Inclusion event featured three projects, including theLexTran Headquarters building, Shriners’ Hospital for Children,and the UK Academic Science Building. Messer wanted to get themessage out that the over $148,000,000 worth of projects would be

starting soon and that the welcome sign was clear to minority andwomen-owned businesses. We estimated that 48 such companieswere represented at the meeting. There were 67 RSVP’s. CommerceLexington Minority Business Development was proud to be a part-ner for the event.

UK/KCTCS Supplier Diversity EventAn all new supplier diversity vendor event in its second year washosted in late 2014 by the University of Kentucky and KentuckyCommunity & Technical College System (KCTCS). Some 250 busi-ness owners attended the fair that featured many departmentheads and buying staff from the 16 KCTCS branches and theUniversity of Kentucky.

Toyota Opportunity ExchangeToyota Motor Manufacturing, Kentucky celebrated its 25thOpportunity Exchange in Cincinnati, Ohio. The one-and-a-half dayevent offered classes on diversity, small business networking, andthe annual opportunity for Commerce Lexington staff to connectwith Tier-1 and Tier-2 suppliers in Kentucky to share informationon our member businesses. One of Commerce Lexington’s most effective business assistanceefforts is the Business Owners Advisory Board. These groups allowmember business owners to share similar challenges, strategies,and best practices in a confidential, non-competitive environment.

Each group is made up of not more than eight members with simi-lar interests and concerns, but who are NOT in direct competitionwith each other. There is NO CHARGE to participate in this pro-gram, which is open only to Commerce Lexington members. Groupsmeet on a monthly basis for 2-3 hours per meeting, and each groupsets its own meeting dates, times, and location.

Groups are formed on the basis of a variety of criteria, such as mar-ket or industry segment, number of employees, geographic focus,etc. Each group has its own facilitator, who helps the group remainfocused on its objectives, and who acts as a liaison to the BusinessOwners Advisory Board Steering Committee.
