AFFIDAVIT OF JOHN T. KRAMER

STATE OF MINNESOTA ) ) ss. COUNTY OF CHISAGO ) John T. Kramer, being first duly sworn on oath, states as follows:

1. I am the Building and Code Enforcement Official for the City of Stacy (“City”) and

make this Affidavit in support of the City Council’s consideration of a Resolution

Ordering abatement of nuisances located at 30427 Forest Boulevard Stacy,

Minnesota.

2. I am a certified building official and have been certified for 38 years. I have served as

Building and Code Enforcement Official for Stacy for 16 years. I was the Building

Official for Chisago County for 20 years.

3. I inspected the property at 30427 Forest Boulevard, Stacy Minnesota (Property”) on

November 11, 2020 and November 17, 2020.

4. I took the photographs of the Property in Exhibits A through I on November 11,

2020.

5. I took the photographs of the Property in Exhibits J through N on November 17,

2020.

6. Exhibit A is a photograph showing junk piled on a trailer including an inoperable

vehicle. Exhibit A also shows a black sport utility vehicle parked on the Property.

7. Exhibit B is a photograph showing a maroon station wagon and white station wagon

parked on the Property.

8. Exhibit C is a photograph showing a black dump truck parked on the Property. The

bed of the dump truck is piled with debris. A trailer piled with junk is located behind

the dump truck. The truck and trailer have been in the same location on the Property

for over three months.

9. Exhibit D is a photograph showing a red tractor that is dismantled and a green pick-

up truck parked on the Property. Junk is piled in the back of the pick-up truck. Exhibit

D also shows junk piled on top of a boat.

10. Exhibit E is a photograph showing wooden debris piled against a red barn.

11. Exhibit F is a photograph showing a yellow pick-up truck parked on the Property.

Junk is piled in the bed of the pick-up truck.

12. Exhibit G is a photograph showing a maroon station wagon. The station wagon is

missing a wheel.

13. Exhibit H is a photograph showing a red tractor that is dismantled parked on the

Property.

14. Exhibit I is a photograph showing a red tractor that is dismantled and green pick-up

parked on the Property. The photograph also shows junk piled on top of a boat.

15. Exhibit J is a photograph showing a bedspring and other junk strewn about the

Property.

16. Exhibit K is a photograph showing an inoperable vehicle and a pile of junk on the

Property.

17. Exhibit L is a photograph showing a red and black pick-up truck. Wooden debris is

piled in the bed of the pick-up.

18. Exhibit M is a photograph showing the hull of a boat with junk pile on it.

19. Exhibit N is a photograph of two inoperable vehicles with junk piled in front of them.
