Aim The overall aim of Work Package 3 is to determine strategic aspects for
improving internal and external accessibility in the Amber Coast
region, thus improving the efficiency of logistics services in the region,
and creating seamless transport solutions between the Baltic Sea
Region countries and the neighbours Belarus, Ukraine, Russia, Kazakhstan
and potentially onto the other Central Asian Republics.

Activities in WP3 Activities will include the composing of policy recommendations, actions
plans and strategic guidelines for increasing accessibility in the Baltic
Sea Region and will be supplemented by an exchange programme for
capacity building, involving all partners. The composed materials will
provide valuable inputs for workshops, stakeholder meetings and
conferences held as part of the Amber Coast Logistics project and can also
give important inputs and advice to policy makers at regional and
national authorities within the field of goods transportation.

WP3 Activity 3.1 - Effect of EU regulations on transport organisations/flows Aim: To keep up-to-date with latest EU transport policies and transfer the findings and
updates to project partners on a regular basis through a permanent working group.
Description: As the latest EU regulations on transport organisation and flows have major
impact on the transport agenda, a continuous monitoring of latest relevant EU
policies, mainly EU transport policies, EU cohesion policies and the EU Neighbourhood
Action Plan are important to keep informed about the stages these developments are at.
This activity will ensure that the latest policies are taken into consideration when
communicating and discussing project findings and results with the transport industry.

Activity 3.2 Overview and Tasks Aim: To access potentials for further integrating the countries BY-RU-KZ-UA into
trade relations with EU Description: To analyse potentials for Trade Union countries to further integrate into
trade relations with EU. Activities will include an assessment of current flows of goods, a forecast and a strategy on how to strengthen trade relations in the region. This will be supported by a study of the legal rules governing the system of international road transport in Belarus and developing recommendations for their improvement

Activity 3.3 – Aim and Results Aim: To study various aspects of accessibility seen from five different dimensions:
Physical, Political, Commercial, Technological and Organisational.
Results: Five research papers each focusing on a specific dimension of accessibility
and how this dimensions influence the seamless transport of goods in the BSR. The
papers will be supplemented with comments from stakeholders from the goods transport
industry.

The ability to reach desired services, activities and destinations (collectively called opportunities) – seen as one’s ability to attain desired goods and services; (T. Litman, 2011)
It can be defined in terms of potential (opportunities that could be reached) or in terms of activity (opportunities that are reached); (T. Litman, 2011)
The main 'product' of a transport system, determining the locational advantage of an area relative to all areas (including itself); (TRACC Interim Report, 2011)
Construct of two functions, one representing the objective (activities or opportunities) to be reached and one representing the effort (time, distance or cost) needed to reach them (Bökemann, 1982).

truck, ship, train, plane, etc.)
Refers to physical movement and can be measured in time, cost, etc.
The efficient movement of people and goods that is seen as beneficial, or with a specific
purpose, to reach something;
