Improving the Certification Process• Limit unnecessary deferrals• Call for help• Review and Interpret• Comment on airman history and findings

– Ensure airman history is complete.• Login to AMCS frequently for updates• Read the Federal Air Surgeon’s Medical Bulletin• Use the NAVAID for the AME Guide• Emphasize MedXpress

AME Program 50Federal AviationAdministration

Improving the Certification Process

• Transmit ALL EXAMS within 14 days of visit

AME Program 51Federal AviationAdministration

New in DMS for AMEs• AMEs will be able to view their information

on training and performance• AMEs will be able to submit updates to their

information through DMS• AMEs will receive and be able to respond to

corrective actions through DMS whereneeded

• AMEs will request renewal of theirdesignation through DMS

51

AME Program 52Federal AviationAdministration

DMS History• Driving Factor: GAO Audit

– Key recommendation: Consolidate all AVS designee systemsinto one comprehensive system = policy and automation

– Measure AVS designee activity across AVS organizations• AVS Order VS 1100.2 (Managing AVS Delegation

Programs)– Establishes the Delegation Steering Group (DSG)– Establishes a common lifecycle approach supporting

harmonization of designee management across AVS offices– Establishes requirements for automation tools to support

designee management across AVS offices• FAA Order 8000.95 (Designee Management Policy)

– Published April, 2014– The DMS tool works in conjunction with this policy

52

AME Program 53Federal AviationAdministration

DMS History• Each service office has legacy applications

which are currently used to managedesignations– AIR: Designee Information Network (DIN)

• NACIP Interface– AFS: Electronic Flight Standards Automated System

(eFSAS), DIN and “other” local systems– AAM: Aerospace Medical Examiner Information System

(AMEIS)• DIWS & AMCS interface with AMEIS will interface with DMS

• All legacy applications will be subsumed by DMS– Designees will be brought into DMS over the next few

years

53

AME Program 54Federal AviationAdministration

Designees and the FAA• Designee – An Individual formally

authorized to perform work on behalf of theFAA– Designees are private citizens working in the

aviation industry, not FAA Employees– Authority (authorizations) are specific to the

designee “type” based on their qualifications– Authority (authorizations) will be issued through a

Certificate Letter of Authority (CLOA) generated byDMS

– Designations are based on a continuing need andability to manage by the FAA.

54

AME Program 55Federal AviationAdministration

DMS Overview• DMS Users

– FAA Employees who manage designees - internal user– Any FAA employee who needs to look-up basic information on

an existing designee– External users – designees and in the case of company

designees, the designated company representative– User access controlled by specific roles assigned in DMS

• DMS will include 14 types of AVS designees– AIR: DMIR, DAR-F and DER– AAM: AME– AFS: DAR-T, DME, DPRE, DPE, Admin PE, APD, TCE, DFEE,

DADE and TCE-FE• Some designees may hold multiple

designations across organizations

55

AME Program 56Federal AviationAdministration

AVS Delegation Order• History

– GAO Audit– AVS Delegation Steering Group– AVS 1100.2

• Required Drastic Revisions To FAA Order 8520.2E FAA Order 8520.2F8520.2G 8000.95– One benefit to you – 3 year designation!

• Mandates Informing All Designees ThatDesignation Is A Privilege, Not A Right And GivingThe Vision And Principles Of Delegation

AMCS and DMS• AMEs do all their medical certification work

in AMCS• AMEs mange their office staff in AMCS• AMEs update their information in DMS at

least once per year, e-mail• AMEs use DMS to communicate with their

Region and request changes in their status• FAA manages AMEs in DMS instead of

AMEIS, a system you never saw
