The Regional Director has the honour to submit to the Regional Committee
the Proposed Progr anme and Budget Estimates for the vJeste:m Pacific Region
for 1955.
It will be seen that budgetary estimates are given for the years 1953,
1954 and 1955, with a detailed break-down of the various cost elements for
each individual project.
The amounts listed under 1953 represent expenditures already incurred
an::l estimated additional requirements for the remainder of this year.
The budget for 1954 is based upon the approval given by the Sixth World
Health Assembly, with minor adjustments as requested by the individual
Governments concerned. It should be noted that some of the projects
preserrted as part of the Proposed Programme ani Budget Estimates for 1954 at
the Third Regional Committee Meeting have had to be omitted due to the
reduction of Technical Assistance Funds expected to be provided in 1954.
This reduction has made it necessary to finance with Regular Funds some of the
projects which originally were included under Technical Assistance.
The proposed projects for individual countries in 1955 are in conformity
with requests received from Governments. Activities shown under· the heading
of "Inter-Country Programmes" have either been requested by one or more
Governments or represent proposals submitted by the Regional Dirtctor for
the consideration of the Regional Committee.
The main sources from which projects ar.e expected to be financed are
grouped as Regular, Technical Assistance and Other EXtra-Budgetary Funds.
The implementation of projects for 1955 financed from Regular Funds,
will be subject to whatever decision may be taken by the Seventh World
Health Assembly on the size of the effective working budget for 1955 as
proposed by the Director-General. Should the Assembly approve a worldng

budget lor,ver than that proposed by the Director-General it will be necessary
to postpone the implementation of projects considered to be of a less urgent
nature. It may be neCE!SSary to re-arrange priorities when the decision of
the Assembly is known.
The extent to which Technical Assistance projects for 1954 and 1955 can
be implemented will depend on tho total amount of funds being made available
to the World Health Organization under the United Nations EXpanded Programme '
of Technical Assistance for Economic DGvelopment of Under-Developed Countries.
BGcause of the financial difficulties experienced in connection with the 1953
programme these proj a::ts have boon listed under priorities 1, 11 and 111.
The total cost of priority 1 projects is the amount which may be expected if
contributions remain at tho present level. Tho implementation of priority
11 and 111 projects is subject either to savings being found in projects listed
under priority 1 or in projects listed under Regular Funds or to an increase
in Technical Assistance contributions.
The column headed 110thor Extra-Budgetary Funds" represmts amounts
expected to become available from other international arrl/or bilateral
sources. Amounts vlhich have cD.roady beon allocated by the UNICEF :Ex:ecut ive
Board have be0n marked with an asterisk.
Wherever information has bo.en supplied, tho estimated amounts of Govern-
mont contributions towards implementation of projects have been shown under
tho relevant year ani prcject. Should further information become available,
appropriate adjustments idll be made in the final docummt.
The Proposed Programme and Budget Estimates for 1955 will, after having
boon considered by the Regional Connnittoo, be transmitted to the Director-
General for subsequent submission to the Thirteenth Session of the Executive
Board and the Seventh World Health Assembly.

Funds for 1954 have boon reduced by approximately :!Pl7 ,5oo.oo, as compared
with tho figures contained in Official Records No. 44. Host of the decrease
was in Tocl~~ical Assistance Funds, tho purpose being to roduco administrative
costs. Allocations for 1955 wore si.milDrly reduced. In order to moot these
requirements, it has proved necessary to take tho follo-vJing stops:
1. Certain posts formerly financed by Technical Assistance Funds
have been transferred to Regular Funds, includinc; one
international post.
2. Five posts vrill bo eliminated from the Regional Office
establishment during 1954.
3. The provision for duty travel has boon reduced for 1954 as well
as for 1955.
Tho loss of posts at this stage of dovolopmont of tho Regional Office
is a serious sot-back, as is also tho reduction in tho provision for duty
travel, particularly since tho RO(~ion has recently boon enlarged by tho
addition of several territories.
It is to be hoped that tho financial situation of the Organizationyull
permit before long tho re-establishment, of these positions and tho addition
of necessary now ones.

Provision has uoon made for a regional advisor on public health
administration and one secretary.

BRUNEI
MALARIA AND INSECT CONTROL - TA I
Assistance in the control of malaria in this country will be provided
in 1955 as an extension of the malaria pilot project in Sarawak.
COOK ISLANDS
VENEREAL DISEASES AND TREPONEMATOSES
Yaws is endemic in the Cook Islands and nearby Pacific territories.
Provision has been made for the treponematoses control demonstration
team proposed for Fiji and Western Samoa to visit the Cook Islands for three
months in 1955 as part of a combined operation against the diseaso. The
team will assist in initiating and operating the programme in the Cook
Islands.
It is anticipated that equipment and supplies will be obtained from
Other Extra-Budgetary Funds.

Provision has been made for the extension throughout 1955 of the malaria
control programme resumed in 1953. One fellovrship for twelve months is also
requested for 1955, together 1-vith a small amount for supplies.
CHINA ( TII.TivAN )
TUBERCULOSIS
T11borculosis is one of tho greatest health problems in Taiwan. In the
last four ye~s a considerable advance has been made in tuberculosis control,
with large-scale tuberculin testing and BCG vaccination.
In order to develop this project into a fully integrated tuberculosis
control progrmnmc, tho Government plans to strengthen the Taipei Tuberculosis
Control Centro and to make it tho headquarters of tuberculosis control in
Taiwan.
This will be the main training centro for tuberculosis personnel for the
whole island. Tho laboratory and X-ray services will also be strengthened
at both provincial and local levels.
vJHO is requested to provide a tuberculosis specialist, a bacteriologist,
and an X-ray technician throughout 1955, to assist in developing these
activities.
Two fellowships for six months each are also requested for the snmo year,

together with an runount for equipment and supplies.
VENEREAL DISEASES MID TREPONENJI.TOSES
This is a continuation and extension of the project approved in tho
programme and budget estimates for 1953. Tho operations, which are duo to
start in 1953, consist of a venereal disoaso control demonstration project
in a selected area, as originally envisaged, plus an island-vddo project to
eradicate venereal disease among pregnant v.romon, nursing mothers and
children, as subsequently requested of UNICEF by the Goverrunont.
In view of the extent and importance of tho enln.rgod progrn.mmo, it is
considered necessary to increase tho originn.l personnel to include a veno-
reologist, a sorologis t, a public health nurse and a health educator, ell
for a period of two years.
One fellmvship for twelve months and one for six months are also
requested for 1955.
It is anticipated that equipment n.nd supplies will be obtained from
Other Extra-Budgetary Funds.
PUBLIC HEALTH 1\.DHINISTRli.TION Assistance in Improvement of Quarantine Service
Thoro are thirteen quarn.ntil1IG stn.tions in Taiwn.n. Those include one
intornationa1 air n.nd two international maritime quarantine stations. In
viei-r of tho increase in comnDrce n.nd travel, tho Govorrunont has found tho
existing services inadequc:;te and has requested \'J}IQ assistance in the
operation of an in-service training course. It is proposed to send tho

senior quarantino officer in Taiwan, who is to be responsible for tho
in-service training course, to inspect the quarantine services of neighbouring
countr::ii..es and territories.
Provision has thorofare been made for a fellowship for six months in
1955·
Vital and Honl th Stntistics
Development in tho field of vital and hoDlth statistics in Taiv.ran has
been slow because of a shortage of trained personnel. WHO has been asked to
assist n government office:rr to study modern systems of centralized statistical
services.
Provision has therefor o been made for a fellowship for twelve months
in 1955.
Mill'ERNAL AND CHILD HElLLTH - TA I
Provision has been made for the addition in 1955 of a nutritionist to
the maternal and child henlth team now operating in Tniwan. The position
has been recommended by a specinlist of the Food ani Agriculture Organization
and provision is considered justified since the improvement of diet ani
better usc of local foodstuffs form an important part of the teaching of
health in this country.
M.CNI.' AL HELITH
A shortage of trained mcntnl health peFSonnol has added to the serious-
ness of the problem now existing in Taiwan.

The national health administration plans to initiate training courses
in mental heaLth for physicians working in the provincial hospit<l.ls, health
centres and stations, and those in private practice~ ard for medical nnder
graduates using the National TaivJan University Medical College and the
provincial mental hospital. wBo has been asked to provide, in 1955, a
short-te.nn consultant who' will, for a period of six months, give lectures,
conduct ward ronnds and advise on the type of work that can be undtrtaken
at the WHO/UNICEF-assisted maternal and child health demonstration project
now in operation in Taichung.
ENVIRONMENT ilL SANITATION - TA II 1954 & Rill in 1955
This is a modifica'::.ion of the project approved in the programme and
budget estime>,tes for 1954. Environmental sanitation is one of the greatest
health probloos in Taiwan. A two -year pro gramme is envisaged, providing
far one short-term consultant and two public health engineers. The con-
sultant would make a programme study during four months of 1954, for which
year one fellowship for t1-relve months is requested. Tho two public health
engineers would assist, for a period of at least one year, beginning in
1955, in planning, organizing, and setting-up operational procedures and
a training programme. Provision has boon made for two fellowships for
twelve months each in 1955, together >vith an amonnt for equipment ani
supplies •
.Assistance has also been requested for a ttvo-year environmental sanita
tion project which would demonstrate modern and economical procedures in

errvironmontnl sanitation on a problem to be chosen after consultation with
the public health engineering consultant in 19.54. .It is anticipated that
this project would .require a public health engineer in addition to tho
personnel listed above. Provision has also been made for an amount of

FIJI
VENEREAL DISEASES AND TREPON»1ATOSES

asked to assist. It is proposed to p.rovido an export on treponematoses, a
serologist, and a nurse, to train local personnel and to assist in initiating
and operating a control programme which may servo as the training certro for
neighbouning territories.
It is intended that this team should also initiat o mass campaigns in
Wostorn Samoa and the Cook Islarrls. Op.:J.rating for six months of 1955 in
Fiji, and for tho remaining six months in the other two tcrritories, tho
team would be c:tble to review and evaluate progress in each area, v.rith tho
possibility of future extension of tho work.
It is ~rrti.cipat od that equipment and supplies will be obtained
from Other Extra-Budgetary Funds.
OTHER EDUCATION AND TRAINI1G PROJECTS Medical Education
A central medical school in Fiji was established in 1881 and since that

time has gradually expanded its activities to the extent that today, many
categories of health workers throughout the South Pacific have received all
of their training in this institution.
The principal instruction has been in the form of a 4-year course for
Assistant Medical Practitioners. In 1951, a 5-year course for Assistant
Medical Officers was commenced. In order to strengthen the teaching faculty,
the Organization has been requested to furnish a lecturer in anatomy a~d
phy3iology to remain for approximately two years, and a lecturer in chemistry,
physics and biology who would remain for one year, both starting in 1955.
Provision has also been made for a fellowship for twelve months in 1955,
together with a small amount for supplies.
Education and Training_(Radio12.g;y)
Although tuberculosis is prevalent in Fiji, no qualified radiologist is
available there or in the surrounding territories, nor is there a specialist
to interpret chest films. A fellowship has therefore been requested to
enable a medical officer of the Fijian Government to complete the second
year of a course in radiology. The course is of two years' duration and
the Fijian Govermnent will pay all costs for the first year and travel
costs for the second year. WHO is asked to pay the stipend only of a
fellowship for twelve months in 1955.

MALARIA AND INSECT CONTROL FellowshiP - TA III
HONGKONG
Malaria is still a public health problem in Hongkong, particularly in
the New Territories where it is responsible for considerable morbidity and
is interfering with agricultural development.
It is proposed that a local medical officer employed in the Government's
anti-malarial organization visit nearby countries to study anti-malarial
measures ar:d gain further experience in malariology in general .
Provision has therefore been made for a fellowship for four to six
months in 1955.
MENTAL HEALTH Assistance to Men:~2.1 H<2.Ql2)-ta],
Facilities for thn care of mental patients are at ·present inadequate
in Hongkong and the Government is planning to erect a new hospital for this
purpose. It is proposed to provide in 1955 fellowships for one year each
to two physicians and one nurse who will, after training, form the nucleus of
the staff of the projected new hospital.
JAPAN
PUBLIC HEALTH ADMINISTRATION Fellowships in Various Fields - TA III
WHO has been asked to provide fellowships in 1955 in various fields
of public health. It is proposed to furnish:

One fellowship for six months on the revision of pharmacopoeia
and formulary.
Two fellowships for six months each on tho standardization of
biologics and antibiotics.
One fellowship for six months on hospital construction.
One fellowship for three months on .the re:torga.niza.tion of vital
statistical services.
NURSING
Thoro are 141 schools for tho training of clinical nurses, midwives,
and public health nurses in Japan. The number of teachers available for
those training facilities is grossly inadeq~cte and improvement is needed
in the preparation of nurse teachers.
It is planned to establish an educational institution for the training
of teach<.Xs in tho above three categories. Tho duration of the cmrsc of
study will probably be one year. Preparatory planning now under way will
be continued by the Govarnmm t in 1954. Provision has boon made for 1955
to provide, as part of a three-year project, one nursing edu:::ation consultant,
three fellowships for twelve months each, and a small amount for supplio s.
MI\.T ffiNAL AND CHilD HEALTH .. TA III
Provision is made in 1955 for three fellowships in connexion with a
project for tho core of prEmature infants that was initiated in 1953. Tho
fellowships are for six months each to provide training for positions on the
administrative level in the maternal and child health section of the Ministry

of HeJlth and Welfare, in a Prefectural Health Centre, ard. in the proposed
training centre for the care of premature infants.
Poliomyelitis arrl. Rehabilitation of, Crippled Children ' -
This proj oct was approved for 1952 and 1953. The Government has
requested its continuation into 1954 with ~VHO providing the services of a
short-term consultant on occupational theraP,Y for 2 months.
MENTAL HEALTH J~,ssistanco to tho National Institute of Mental Health
This proj oct was approved in the programme and budget estimates for 1953.
A tvHO short-term consultant visit Erl Japan in 1953. He assisted in the
survey of needs ond existing f a::ilities, in the selection of candidates for
ltJHO fellowships ani in tho formulation of the list of supplies to be provided
by tVHO.
Assistance has not been requested for 1954 but for 1955, when the ltJHO
follows will return to Japan, provision has boon made for a fellowship for
throe months together with an amonnt for supplies.
ENVIRONMENI'li.L SJINIT AT ION Assistonco to Environmentml Sanitation Centre - TA III
Diseases in Japan susceptible to control by environmental sanitation,
especially enteric infections and infestations, represent a significant
proportion of tho total morbidity and mortalityo
Tho Government.. of Japan has requested assistan:: e for a proposed
Environmental Sanitation Centro 1-1hich will serve both for development, of now
methods for disease control and in training professional ani sub-professional

personnel.
It is proposed to assist the Government by providing two experts in
environmental sanitation for two year~ beginning in 1955. Provision has
also been made for two fellowships for twelve months each for the same year,
together with an amount for equipment and supplies.
GENERAL STATEMENT
The WHO/UNKRA Health Planning Mission's report and recommendations have
been accepted.
The Government has decided to implement, among others, the following
three recommendations of the Planning Mission:
1. Health Demonstration Centre- National Model Health Unit;
2. Rehabilitation of the National Institute for Prevention of
Infectious Diseases;
3. Initiation of a tuberculosis pilot project.
· It is expected that UNKRA will provide the required buildingG, or funds
for rehabilitation of same, international personnel and imported equipment
and supplies. VVHO has offered its advice and assistance, including
assistance in personnel recruitment.
It is proposed that WHO furnish the required fellowships connected with
the three projects.

TUBERCULOSIS - TA III
This project was strongly recommended by the WHO/UNKRA Health Planning
Mission. It is expected that UNKRA will assist in the establishment of a
Tuberculosis Centre and will also provide a team of international experts.
WHO has offered to assist in recruitment of personnel.
It is therefore proposed to provide the required three fellowships
for twelve months each in 1955.
ENDEMO-EPIDEMIC DISEASES Assistance to National Institute for the Prevention of Infectious Diseases
The National Insti~ute for the Prevention of Infectious Diseases under-
takes the investigation of epidemic and endemic diseases, research, training
and vaccine production in Korea and is being considered as the nucleus of the
projected school of hygiene. The 1iHO/UNKRA Health Planning Mission consi-
dered this institute an important keystone of the public health service and
recom~ended its rehabilitation and strengthening.
It is therefore proposed to provide the required three fellowships for
twelve months each in 1955.
It is expected that UNKRA will furnish the required international
personnel and equipment and supplies.
PUBLIC HEALTH ADMINISTRATION Health Demonstration Centre - National Model Health Unit
The WHO/UNKRA Health Planning Mission recommended the reorganization of
the public health dispensaries, so that ultimately about 370 of them will
function a3 health units in rural and semi-urban areas in the country,
WP/RC4/7 page 17
each serving from 50,000 to 70,000 population. It is also recommended.that a
national model health unit staffed by international experts and their national
counterparts, and serving a comparatively larger population, be established
near Seoul.
It is therefore proposed to provide the required three fellowships, two for
twelve months and one for six months, in 1954.
It is expected that UNKRA will provide the international personnel,
equipment and supplies required for the model health unit.
LAOS
NURSING
This io a continuation and extension of the fellowships project
approved in the programme and budget est~nates for 1953 and 1954.
Provision has been made for three fellowships for six months in 1954
and four fellowships for twelve months in 1955.
MALAYA
TUBERCULOSIS
This project was approved in the programme and budget estimates for 1954.
Provision is made for its continuation into 1955.
NETHERLANDS NEW GUINEA
TUBERCULOSIS-TA III

Tuberculosis is one of the most prevalent diseases in Netherlands
New Guinea.
WHO has been asked to assist in the strengthening of tuberculosis
control services.
Provision has been made for a fellowship for twelve months in 1954.
NEW ZEALAND
NURSING
WHO has been asked to provide in 1955 one fellowship for twelve months
to e;nable a public health nurse to study at Toronto University and also
observe educational programmes in the U.S.A. and Great Britain in preparation
for succession to a more senior posts.
NORTH BORNEO
MALARIA A1m INSECT CONTROL 1954 1955
Malaria Pilot Pro.i ect-TA II I
Malaria is hyperendemic in the rural areas of North Borneo and is one
of the most important public health problems of the territory.
A four-year project has been designed to assist the Goverronent in
obtaining the information necessary in planning a long-range malaria control
programme; in determining the most effective and economical means of controlling

malaria in the territory; in training local personnel; and in planning the
expansion of the malaria control programme in the light of experience gained.
Provision has therefore been made under TAED for an international
team, composed of a malariologist and an entomologist, for 1954 and 1955,
together with an amount for equipment and supplies.
ENVIRONMENTAL SANITATION - TA I
The Government of North Borneo is engaged in a considerable programme
of reconstruction of war-damaged urban communities. The rehabilitation of
these communities is fundamental to the future economic development of the
country.
It i0 essential for immediate and future needs of the areas that water
supplies and sewage disposal be carefully planned and expertly designed eo
as to meet modern public health criteria. The Government of North Borneo has
requested assistance in such planning and designing.
It is proposed that WHO should provide a short-term consultant in
public health engineering to visit North Borneo for a period of four months,
commencing in 1953, to atudy and evaluate the problems and produce specific
recommendations for their solution.
The detailed development following such recommendations as are
approved by the Government vrill be aided by the provision of two public health
engineers, both to begin a two-year period late in 1953.
Provision has also been made for a fellowship for twelve months in
1954, together with an amount for equipment and supplien.

NURSING
TRUST TERRITORY OF THE PACIFIC ISLANDS
The inadequate quantity and generally poor quality of nursing services
constitute oneof the most serious obstacles to medical and public health
work in the Trust Territory. A school for.the training of nurses and auxiliary
personnel has recently been established and the Government plans to organize
a midwifery teaching programme for selected nurses who in turn will work with
indigenous midwives to improve delivery practices and infant care.
Following a Government request, provision has been made for a midwifery
tutor in 1955 together with five fellowships for twelve months each in the
same year, and a omall amount of equipment and supplies.
OTHER EDUCATION AND TRAINING PROJECTS Medical Education
As in other Pacific territories, much of the medical work is done

allowing the study of methods of control of important diseases in countries
faced with tho same problems as those of Papua and New Guinea.

New Guinea to visit several such adjacent countries.
HBALTH IDUCi'"TION OF THE PUBLIC
Halaria is one of the important public health problems in Papua and New
Guinea, and in order to ~chieve control, it is considered essential to enlist not
only the support but also the willing assistance of the people concerned.
Provision has therefore boon made for a health educator in 1954 and 1955.

TUBERCULOSIS - TA II·
WHO has been asked to provide one fellowship for twelve months in 1955
to help supply the additional trained staff required for the increased number of
tuberculosis clinics planned by tho Government of the Philippines.

WHO has been asked to help strengthen the leadership of a Philippines
~ational six-year programme in health education. The necessary training in the
~ubject cannot be provided in the Philippines. Provision has therefore been
~nade for a fellowship for twelve months in 1955.
~~~IRONMENTAL SANITATION - TA III
The Philippines is faced with serious problems of environmental sanitation,
lboth in rural areas where fundamental problems of water supply and excreta 1
<(iisposal must be solved, and in growing urban communities with high population
<jtenni ties and increasing industrialization.
There is a scarcity of trained public health engineers and expansion
<bf activities in this field is proposed.
The Government has requested assistance in the form of a public health
tmgineer who will act as adviser in the field of environmental sanitation for 1954.
!~nvironmenta:r. ,Sanitation Fellgwship - TA III
The training ~f sanitary inspectors in the Philippines has been handicapped
by the lack of properly qualified teaching staff.
WHO has therefore been asked that a fellowship for six months be awarded

for observation and study in 1955 of modern methods of sanitary inspection and
of training procedures for sanitary inspectors.
School for Public Health Engineers
The Republic of the Philippines, with a population of approximately 20 mill~ons,
has n total of about 40 public health engineers, the great majority of whom have
had no advanced training.
Adequate facilities exist for undergraduate training of public health
engineers in the Philippines, but, at present, advanced training can only be
obtained abroad. There is, in fact, no university in the Western Pacific Region
with such facilities.
WHO has been asked to assist in the establishment of a post-graduate course I
of study in public health engineering. The University of the Philippines, which
has both a School of Engineering and an Institute of Health, plans to initiate
such a course.
Assistance would be in the form of two public health engineers to assist
the faculties of the above mentioned institutions for a minimum period of two
years, beginning in 1955, in planning, organizing and operating such a course of
study. Provision has been made for one fellowship for twelve months, together
with an amount for equipment and supplies.
OTHER EDUCATION AND TRAINING PROJECTS Medical Education - TA II and III
Most of the doctors in the Philippines graduate from privat~~edical schools. J
WHO has been asked to assist in ~trengthening these schools. Firstly, an expert
in medical education would study the systems in operation. and would make recommenda
tions for their improvement. Professors in anatomy~ physiology and pathology

would be stationed in the medical schools of the Manila Central University ani
the Far Eastern University, to assist for two years, commencing in 1955, in
teaching and in the conduct of research work. Provision has also been made
for six fellowships for twelve months each for the same year, together with
an amount for equipment and supplies.
WESTERN SAMOA
VENEREAL DISEASES AND TREPONEMATOSES Tre2onematoses Control
Yaws is endemic in Western Samoa and nearby Pacific territories.
Provision has been made for the treponematoses control demonstration
team proposed for Fiji to visit Western Samoa for three months in 1955, and
later the Cook Islands, as part of a combined operation against this
disease. The team will assist in initiating and operating the programme in
Western Samoa.
It is anticipated that equipment and supplies will be obtained from
Other Extra-Budgetary Funds.
MENTAL HEALTH Psychiatry
There are no physicians in Western Samoa who have specialized in
psychiatry. The Government plans to send a Samoan Medical Practitioner for
study at a mental hospital in a Pacific country where conditions are similar
to those of Srunoa. Provision has therefore been made for a fellowship
for six months in 1955.

The Government has requested assistance in arranging a refresher course
for Samoan Hedical Practitioners. Tho subjects selected, ophthalmology and
dermatology, are of importance in the islands.
It is asked that consultants be provided for a short period in 19.5.5
to teach approprinte ophthnlmolo[ical techniques and to lecture on the
diagnosis and treatment of common skin conditions.

Tho Organization has assisted tho Government in the fields of nursing
education, malc~ia and tuberculosis control and, to a lesser extent, in
health education, ophthalmology and hospital architecture. No survey of the
health needs of tho country has been undertaken and it is felt by the Government
that both international assistance and its mm plans might \vith advantage be
altered and correlated if tho country -vras surveyed and a long-term plan prepared
under \vhich priorities vJOuld be accorded and targets sot for each year of the plan.
Provision has thorofare been made for one public health physician and one
administrative assistant in 19.54, together with an amount for equipment and
supplies.

This project was approved in the programme and budget estimates for 19.53
and 1954. In order to strengthen the child guidance aspects of the work,
the Government here requested a psychiatrist and a psychologist in addition
to a psychiatric social worker. It has boon found unnecessary to recruit the
senior adviser previously planned for. It is anticipated that UNICIF will
assist 1orith supplies.
NURSING - TA I
This is a continuation of' the project approved in the programme and
budget estimates for 1954 with tho additional provision of a nurse educator
in orthop2Ddic nursing.
VIETNAM
MATERNAL AND CHILD HEALTH
This project was originally provided for in 1952 and 1953, but was
postponed at the request of the Government.
It is now proposed to implement the project and provision has therefore
been made for recruitment of a medical officer and a nurse for 1954 and 19.5.5,
together with one fellowship for six months in each of these years.

ENDEMO-EPIDEMIC DISEASES Trachoma - TA II
INTER-COUNTRY PROGRAMMES
The incidence of trachoma is high in many countries of the Region.
ProviGion has therefore been made for a short-term consultant in 1954
to train local personnel in its diagnosis, classification and treatment and to
assist in the organization of control campaigns. It is anticipated that equipment
anu supplies will be obtained from Other Extra-Budgetary Funds.
NURSING Nursing Seminar
The Nursing Education Seminar held in China (Taiwan) in 1952 provided the
first opportunity for nurses throughout the Region to work together, to exchange
ideas, and to study and practice recently-developed methods and techniques
of proven value. This method of working and studying together is one of the
most effective and economical ways in which WHO can give leadership to nursing
development. Reports received indicate that the benefits obtained reach far
beyond the 26 participants who attended.
The first Seminar is considered to be but the beginning of a long-term
educational plan for the development of nursing and nursing education within
the Region.
Participants in the Nursing Education Seminar proposed for 1955 would include
nursing ~chool administrators, hospital nursing directors and supervisors, as well
as nurse-teachers, since, if progress is to be made in nursing education, it is
imperative that nuch personnel have cow~on educational goals for nurses and an
understanding of each other's problems. It is intended that the discussions will
be bilingual and French-speaking nurses will be included.

Nursing Education Consultant - TA 1954 1955 III II
Governments throughout the Region require more nurses with better
education and training in order to strengthen the basic health services, and
develop the preventive aspects of nursing, essential for economic development.
Further, one of the main goals of WHO assistance is to prepare nurses for
local leadership.
The present stages of social and economic development of many countries
of the Region necessitate the training of auxiliary nursing personnel in
order to staff essential health services.
The need for evaluation of successful demonstration projects in order that
the experience gained may be made available to other Governments, for main-
taining contact with Seminar participants and for dealing with an increasing
number of Government requests, requires the services of ~nursing education
consultant ,
It would be more productive and more economical to obtain the services of
such a consultant than to recruit separate consultants for isolated projects.
Provision has therefore been made· under Inter-country Programmes for
nursing education consultants for 1954 and 1955 •
. HEALTH EDUCATION OF THE PUBLIC Regional Health Educatiop Conference
It is essential that all public health and medical personnel should under
stand the principles of education processes in order that they may employ
the most effective means of enabling people to accept and practice modern health
concepts.

There have beeo rapid advances in recent years in the development of the
behaviour sciences and it is therefore proposed that a regional working
conference of three weeks' duration, bringing together representative health
workers to exchange information and to study recent developments in health
education of the public, be held in 1955.
OTHER EDUCATION AND TRAINING PROJECTS Statistics Training Course - TA II
Following a reque3t received, it is proposed to provide in 1955 a short-
term consultant on vital and health statistics to visit French-speaking countries,
to advise on the establishment of statistical services, to lecture to under-
graduate medical students and to conduct, in a suitable centre, a training
course for persons engaged in statistical services.
Provision has been made in the same year for ten fellowships for three
weeks eacb.
