Aadhaar – Mandate
UIDAI issues UID numbers.
• It gives every resident of India, a Unique Identification Number (Aadhaar)
UIDAI offers authentication services.
• It helps an agency offering services to establish the identity of the resident
with biometric or demographic data. The agency offering services can query UIDAI as to whether the UID + biometrics match and an answer in “Yes” or “No” is given by UIDAI. Similarly, a query as to whether UID+ name match can also be made
UID is a financial address.
• UIDAI links UID number with bank account. By advising transfer of money to a particular UID number, the amount is credited to the bank account linked to this UID

What is Seeding
Aadhaar Seeding is a process by which UID of a beneficiary is correctly added to the departmental database. As a result, the database contains details of beneficiary such as name, beneficiary identifier (such as job card no, pension no etc), and UID.

Success Story: Kerala Education dept.

• Kerala Education Department took active interest in
enrolment of all students across the state.
• The software portal Sampoorna was enhanced to
enable collection of Aadhaar and EID.
• Once Aadhaar collection was completed, a GO was
issued to use the student database to determine
teacher-fixation count from 2014 onwards.
• System targeted a total of 34.53 lakh students and
de-duplicated 5.35 lakh records

Impact of the pilot
• Given that the teacher student ratio is 1:25, this
decrease in student count may result in a potential
decrease in the number of teacher posts in future by
around 21,403.
• A GO was issued by the department to use the
updated student database to base teacher-fixation
count from 2014 onwards.
• Notional savings of about Rs.600 cr/ year
• What is APB ? It is a unique payment system implemented by National
Payments Corporation of India (NPCI), which uses Aadhaar number as a central key for electronically channelizing the Government subsidies and benefits in the Aadhaar Enabled Bank Accounts (AEBA) of the intended beneficiaries.

PDS scenario prior to Aadhaar Issue with Beneficiary list:
– Non-existent, duplicate, bogus, migrated families/units
– Absence of master data
– Multiple drives multiplying the no of cards but saturation never achieved
– Lack of proper tracking system
– At certain point, no. of cards exceeded number of households in the state
– As Ration card linked with other social security and health schemes, overall budgetary inflated for the state
Issue with distribution (PDS): • Manual system of distributing Ration- scope for numerous irregularities • Proliferation of bogus cards i.e., cards with no corresponding real beneficiaries. • No mechanism to prevent fake entries in sales register without the cardholder
actually purchasing the ECs. • The closing balances are collected manually and subjectivity involved • Diversion of ECs • Denial of rightful entitlement • Over-pricing • Defeating the very purpose of the PDS

Aadhaar Enabled Public Distribution System (AePDS) is a pioneering initiative to transparently identify the beneficiaries of PDS and to issue them their entitled quota of ration with improved quality of service. This initiative greatly contributes to ‘Targeted Public Distribution System (TPDS) and thus help stoppage of diversion of food grains to others.
Features of AePDS; • Seeding of Ration Card database with Aadhaar numbers
• De-duplication of beneficiaries with Aadhaar
• SMS to beneficiaries on arrival of goods at FP Shop
• Aadhaar On-line Authentication at FP Shop, to conclusively determine the real beneficiary for issuance of ration

What is AePDS ?
• In the 1st phase, 7789 ePoS Devices-cum-Electronic Weighing Machines were installed at 7789 F.P. Shops. •In 2nd phase, 20,810 ePoS Devices-cum-EWMs at 20,810 F.P. Shops. Around 28,000 FP shops are equipped with e-PoS enabled as on today . • e-PoS is equipped with FP and IRIS sensor. •ePoS devices are connected to ePoS server using GPRS/3G Network. • At present, Commodities to Anganwadis also routed throguh e PoS N/W. • Any Family member (unit) can with draw Ration. • Portability : Beneficary can draw rartion from any e – PoS enabled •End t oEnd Digitised solution.

during 1st quarter of 2015-16 due to distribution of E.Cs through

Thus, 11808.385 MTs of Rice, 516.843 MTs of Sugar and 221.869
MTs of Wheat have been saved during 1st quarter 2015-16 due to
distribution of essential commodities through ePoS Devices.
Savings on Kerosene against allotment of 22,224 KL: 1530 KLS
was saved due to Implementation of AePDS System. Thus an
amount of Rs.3.8 Crores per month has been saved on Kerosene
subsidy

Savings per month As a result of Aadhaar Authentication, wages shown as due against bogus or non-existent residents are not getting drawn there by resulting in an average savings of about Rs.20 Cr. per month during the work season
Annual Savings Rs.120-140 crore is the minimum estimated savings in one Financial Year, as MNREGS works are about for 6-7 months a year.
