I understand you are seeking individuals to serve as special magistrate to theManatee County Value Adjustment Board. I am very interested in serving in thisimportant role and provide the following for your consideration.
I have been appraising real estate in Florida for over 25 years. I am president of areal estate appraisal company that has done appraisals throughout Florida, with afocus on Tampa Bay.
My qualifications are attached for your review. Some of the more pertinentqualifications include my extensive experience serving as a special magistrate (since1991). I have been honored to serve as special magistrate in several counties, toinclude Manatee County. I ask that you look to my past job performance as the mostimportant gauge of my qualifications. I have worked closely with the Clerk’s office,and counsel to the value adjustment board, in the various counties in which I haveserved (listed in my qualifications which follow). I welcome any comments yourclerk or counsel may provide you on my past job performance.
My experience includes the appraisal of tangible personal property (TPP), as well asreal property. Throughout my appraisal career I have been asked to separate thevalue of real property from tangible personal property and/or business value. Inshort, my TPP experience is a function of appraising complex properties that includecomponents of both TPP and real property. Examples would include concrete batchplants, hotels/ motels, time share resorts, restaurants, etc. To further my educationand qualifications in this area I successfully completed Machinery and EquipmentValuation (ME201), a course offered by the American Society of Appraisers (ASA).In short, I meet the requirements set forth in the law to hear both tangible personalproperty, and real property issues for the Value Adjustment Board. This may allowmore convenient scheduling, accommodating both real property and tangiblepersonal property hearings on the same day, before the same special magistrate.

Motels and hotels in particular, may file on both the real property and tangiblepersonal property accounts.
The law governing the value adjustment board process has continued to evolve overthe years. Training for special magistrates is now required for special magistrates andis provided by the Florida Department of Revenue. I completed the training last yearand will take all additional training, as it becomes available. Additionally, I haveattended numerous training sessions by various experts, notably county attorneys andprivate attorneys specializing in ad valorem tax issues.
If hired, I will prepare well-supported recommendations to the proper legalstandards, based on the statutes, administrative code and pertinent case law. In short,I will do the best job possible and you will be very pleased you selected me for thisimportant position.
