David is the Principal of Rager Management Consulting, LLC following 40 years of experience at the local government level. Prior to consulting,
David was CEO of SD1, the wastewater and storm water utility for three counties of Northern Kentucky. Prior to his position at SD1, David served for 17 years as the CEO of the Greater Cincinnati Water Works. While at Cincinnati, he worked to create a high-performance organization using strategic business planning processes that included employee work teams, regular customer surveys, and focus groups for insight into service delivery.

David has served on the Board of Directors for the American Water Works Association (AWWA) in a variety of roles. From June 2012 to June 2016, David served as AWWA Treasurer. He has also served as chair of the Water Utility Council, chair of the Board of Trustees for the Water Research Foundation, a member of the International Council, and President of the Board of Directors for the Association of Metropolitan Water Agencies. He has served on the Board of the National Association of Clean Water Agencies and is a member of the Water Environment Federation.
David received his Bachelor of Science from the University of Cincinnati and his MBA from Xavier University. David lives in Cincinnati with his wife Susan. Their daughter Theresa is a biology and pre-med student at Boston College.

President of Hughes & Stuart Marketing, Melanie has served as an elected board member of a water and wastewater utility, and holds an MBA from Old Dominion University, Virginia, USA.

CHRIS LARSONIn 2001, after spending six years as an environmental consultant (including two years in Hawaii), Chris started working in the drinking water industry as a water treatment engineer with Miles Jensen at Bonestroo. Shortly after joining Bonestroo, Chris joined AWWA and gave his first
presentation at the MN Section AWWA Annual Conference at Cragun’s Resort in Brainerd in 2002.
Chris had the opportunity to join the MN Section of the Manufacturers/Associates Council (MAC) in 2007. In 2008, Chris Glassing, the Competitions Committee Chair, was looking for someone to help start a pipe tapping competition at the MN Section AWWA Annual Conference. Chris Larson volunteered to chair the competition. The first pipe tapping competition was held at the Annual Conference in Duluth in 2010. Since 2010, the MN Section has sent nine pipe tapping teams to compete at AWWA ACE. Working with the pipe tapping competition has been very rewarding for Chris due to the significant volunteerism and contributions required from the pipe tapping team and competitors.
In 2015, Chris had the opportunity to join the Association (National) AWWA MAC. As a member of the Association MAC, Chris worked on several AWWA Policy Statements and helped select speakers for the Water Industry Luncheon at ACE. In 2016, Chris became the MN Section AWWA MAC Chair. As MAC Chair, Chris helps coordinate the exhibit hall, competitions, and other events at the MN Section Annual Conference.
Chris holds his Bachelor of Science in Environmental Engineering from Michigan Technological University. Chris earned his Masters of Science in Civil Engineering from the University of Minnesota in 2007 after attending school part-time while working at Bonestroo and HR Green.
Chris has been employed as a water project manager at Short Elliott Hendrickson Inc. (SEH) since 2010. During his water career, Chris has managed all aspects of more than a dozen water treatment projects in Minnesota from conceptual design through construction. One interesting water treatment plant project component included tunneling a sewer under the wall at the Minnesota Correctional Facility in Stillwater.
Chris has also worked on regional metro area water studies with Metropolitan Council Environmental Services. These studies include the NE Metro Feasibility Study that evaluated water supply options for the communities in the White Bear Lake area and the Washington County Municipal Water Coalition Feasibility Study that includes communities currently dealing with PFAS contamination.
Chris and his wife LeAnne live in Forest Lake with their two boys Gabriel (7) and Samuel (6). They enjoy spending time outdoors at their hunting property and attending the boys Little League games. Chris is also blessed with two older children Alana (20) and Brent (19) and a grandson Noah (1).
As Chair, Chris’s primary objective would be to grow membership and increase engagement from existing members. Chris will focus on increasing the diversity of AWWA membership from groups that are currently underrepresented.
CHRIS VOELTZChris started with the City of Saint Peter as an apprentice water/wastewater operator in October 1989. Over the course of time, he became a certified operator and eventual advanced to his current position as Water Foreman in 2001 and for the past 18 years has served
in that capacity. As the leader of an outstanding group of operators
Chris has been at the pinnacle of many changes. His staff handles all duties with Water Treatment and Water Distribution. In 2008, Chris and his co-workers supervised the construction from start to finish of a three‑year, $18 million Water Systems improvement project that transitioned Saint Peter’s water treatment process from traditional iron and manganese removal to also include membrane filtration using reverse osmosis.
Chris continues to be actively involved with the Minnesota Section and for the past 18 years has been serving on the Southwest Section School Planning Committee, serves on the MNAWWA Philanthropic Committee and was the chairperson for three years.
Chris also has served on the MNAWWA Board of Directors as the Public Affairs Chairperson for three years.
Chris lead other volunteers to create and run the Water For People concert, which recently held its 11th concert this past April. Being an avid golfer, Chris has also donated many hours to assist the spring golf tournament which held its 14th event this past May; both events contribute financial proceeds benefitting The Water Equation and Water For People.
If elected Section Chair, Chris’s primary objective would be to actively seek additional engagement and participation in MNAWWA activities from the members who are certified operators. Chris has greatly benefitted from networking at different functions that feels it is the best way to meet new people, learn and share experiences. In turn, Chris believes that these networking opportunities help grow our Association.
Chris and his wife Kristine have been married for 16 years and live in Saint Peter; they have three daughters Molly (15), Callie (13) and Abby (12). They enjoy spending time at their daughters’ tennis, hockey, softball and dance events.
For Chris, it is an honor and privilege to be considered for the positon of Section Chair.

BERT TRACYCurrently I serve as the Business Unit Manager for Metropolitan Council Environmental Services (MCES) Interceptor Services Business Unit. My responsibilities are managing the interceptor collection system maintenance in the Seven County Metro
area. The interceptor infrastructure system consists of 640 miles of interceptors, 61 lift stations and 188 metering stations.
I began my career in Utilities/Public Works in 1979 working for the City of Minnetonka as a Utility Maintenance Operator. Since that time, I worked my way through management first as a Utility Foreman, Utility Superintendent, Public Works Superintendent for the City of Oakdale and Eight years as the Public Works Maintenance Manager for the City of Golden Valley.
I attended St. Cloud Technical and Community College, where I received a certificate in Water and Wastewater Treatment and Technology. I also completed the Public Works Leadership Academy, Public Works Certificate Program, and Midwest Regional Water Utility Management Institute. I hold a Class A Water Supply System Operator License from MDH and a Class S-A Collection System Operators License from MPCA.

If elected as the MN Section Director, I would utilize the opportunity to represent our Section, and to continue the work of our past Section Directors on the importance of maintaining strong relationships between the MN Section and the Association, and improving membership benefits in AWWA.
ERIC VOLKEric Volk is the Public Works Superintendent for the City of New Brighton. At New Brighton he leads an outstanding crew that is responsible for the maintenance of water treatment and distribution, sanitary sewer collections, storm water conveyance, street maintenance, and fleet
management. Eric has worked in public works for nearly 18 years, with 15 of those years in the water and wastewater industry. In his new role at New Brighton he has the privilege of overseeing a new state of the art water treatment plant that is designed to remove 1,4-Dioxane. This type of design is only utilized by seven water treatment plants in the country. Through his GI Bill, Eric has earned his Public Works Certificate, Associates in Business, and is working towards his Bachelors in Business Administration with a Minor in Human
Resource Management in May of 2020. He holds a Class A Water Supply System Operator License, and Class S-B Wastewater Treatment Facility Operator Certificate.
Currently, Eric is serving as the Section Chair for the Minnesota Section of the American Water Works Association. As Section Chair, he has focused on training, both water and wastewater, for the members of the Section. He has been involved with the development and implementation of the highly successful Professional Operator Development Program. Eric serves as the AWWA Veterans Liaison for MNAWWA, and served as the Technical and Education Council Chair. He has served as President for the Suburban Utilities Superintendent Association (SUSA) and is also a member of the Minnesota Street Superintendents Association (MSSA).
Eric looks forward to having the opportunity to continue his service to the section as the Section’s Director.

The Minnesota Section AWWA Conference provides licensed operators with Direct Contact Hours. Professional Engineers can obtain PDHs for professional license renewal based on attendance of sessions.
Attendees who require PDHs should be aware of the following information about proof of credits and audits:
According to the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geosciences, and Interior Design (AELSLAGID), normal renewal forms only require the total number of PDH or CEU hours attended. They don’t require proof unless audited. The audit rate for AELSLAGID is approximately 2% of all applicants (in 2012, they audited 278 people).
If audited, the Audit Committee then requires the applicant to provide:• Proof of attendance
(usually by registration form + receipt)• Information on the sessions/training they attended (this
can be a certificate with total number of PDHs/CEUs printed on it, or a conference bulletin with the session

FULLER AWARDGeorge Warren Fuller was a capable engineer, an inventive technician, a skilled negotiator, a loyal citizen, and an inspirational leader who believed in the organization and assembly of technical and professional men and devoted himself fully to the advancement of their associations and societies to the end that they serve better through planned action and cooperation. Last year’s recipient was Uma Vempati. THOMPSON AWARDThe Leonard N. Thompson Award is made annually to a section member who typifies the standards of excellence that were emblematic of Thompson’s contributions to the Section and the water supply industry. Last year’s recipient was Bert Tracy. MERITORIOUS SERVICE AWARDThe meritorious service award recognizes special performance in one or more of the following areas: continuous compliance with public health standards in finished water; consistent and outstanding contribution to plant maintenance; development of equipment or process modifications to provide for a more efficient or effective treatment; special efforts in the training of operators; special acts not directly related to water system operations, but which demonstrate dedication to
the public beyond the normal operating responsibilities; consistent and outstand-ing contribution or operation and/or maintenance of distribution lines, pump stations, and reservoirs. Last year’s recipient was Randy Kloepper. JON EATON EXCELLENCE IN VOLUNTEERING AWARDThe purpose of this award is to recognize a MN AWWA member who is exemplary in volunteering their time to the Minnesota Section through active participation in programs or service on a committee, council or district. The most recent winner of this award was Brian LeMon. DAVID B. MORRIS SCHOLARSHIPMN AWWA’s David B. Morris Scholarship Fund is used to support education through scholarships that help advance the technol-ogy needed for providing safe drinking water to the people of Minnesota. In a broader sense, it encourages more young people to become involved in the profes-sional and technical needs of the industry. Your gift, in any amount, is appreciated. It benefits not only the individuals receiving scholarships, but it serves and advances the future of the water works profession as well.
All gifts to the David B. Morris Scholarship Fund will remain in trust with only the proceeds earned being distributed to support appropriate candidates studying in any field beneficial to the water supply industry of Minnesota.
The primary objective is to progres-sively increase the endowment so that scholarships can be expanded in the following areas: vocational technical training in operations, professional studies in science or engineering, and advanced studies or applicable research in water-related areas.
Specific recommendations on ap-propriate programs or recipients will remain the responsibility of the Section’s Scholarship Committee. ANDREW SULLIVAN AWARD FOR OUTSTANDING LEADERSHIPThis award is named for Andrew Sullivan, who was honored for Outstanding Leadership in Developing "Liquid Assets Minnesota," a local follow-up documentary film to the national Liquid Assets program, which highlighted issues related to infrastructure in drinking water, wastewater, and stormwater. The program calls attention to the vital need to maintain infrastructure and the investments needed to do so. Mr. Sullivan spearheaded the effort to make this a local Minnesota initiative and in doing so, showed incredible initiative and Leadership. This award is intended to honor individuals who demonstrate such qualities.
The most recent winner of this award was Carol Kaszynski, for her dedication and effort in advancing STEM programs.
