IdentifyingandnurturingtalentforthePublicServicehasbeenone of the Singapore Public Service Commission (PSC)’s coreresponsibilitiessinceitsconstitutionin1951.AsSingaporeentersanewphaseofdevelopment,aforward-lookingPublicServicemustcontinuetoadapttothechangingneedsofSingaporeandSingaporeans.
While we continue to find people with suitable capabilitiesandvalues tobringintotheService,PSCremainsmindful thatthereisnosingleformulaordefinitionofwhat‘therightpeople’shouldbe.This iswhy inmysecondOpenLetter I shared thevalueof seekinggreaterdiversity inperspectives,backgroundsandexperiencesforthePublicService.
Growing a diverse talent poolTobuildadiversetalentpool,weneedscholarshipholdersfromavarietyofschoolsandsocio-economicbackgrounds,andwehave tocontinue toensurediversity in theircoursedisciplinesandcountriesofstudy.
The PSC hasmade good progress to this end. In 2013, thePSCcontinueditsoutreacheffortswithkeypartnerstoattractoutstandingstudentsfromdifferentschoolsandsocio-economicbackgrounds. Within the 2013 undergraduate scholarshipcohort, 92 students from 17 schools were represented,including five from three polytechnics and two from thepioneeringgraduatingbatchoftheSchooloftheArts.Amongstthejuniorcolleges,wehavestudentsfromPioneer,StAndrew’sandNanyangreceivingthescholarships.ThePSCalsoawardedthePSCMastersScholarshiptothreerecipientsforpostgraduatestudies,thehighestinthelastfiveyears.

The PSC also recognises talent beyond the academic abilityof our scholarship candidates. In 2013, we awarded our firstPresident’sScholarshiptoarecipientfromtheSingaporeSportsSchool -anotherpositive result foroureffort toensuregreaterdiversityinthePublicService.
2013 also saw new trends in study destinations and coursedisciplines. I am pleased to note that one of our scholarshiprecipients started her undergraduate studies in France, thefirst insevenyears todoso.ThiswasawelcomechangefromtraditionaldestinationsliketheUKorUS.Wewillcontinuetoencourageandsupportscholarshipholderswhowishtostudyinnon-traditionalcountries.ThePSCalsoawarded25scholarshipsforscience,mathematicsandengineeringcourses–thehighestsince2009.ThesearetrendsIhopetoseecontinue,asthePublicServicewillbenefitfromhavingofficerswithacollectivebreadthof subject knowledge and experiences. Ultimately, this willdeliveraPublicServicewhichwillbetterservethediverseneedsandaspirationsofthepeople.
Seeking the right values and attributesWhile we seek to recruit the best talent from differentbackgroundsandexperiences,wehavemaintainedequalfocusontheir intrinsicvalues,attitudesandattributes.These includethecommitment,empathyandintegritytoserveSingaporeandSingaporeans.Wearealsoconsciousofanincreasingneedforpublicengagement skills in the faceofacitizenry thatdesiresgreaterparticipationinpolicydecisions.
One of the key outcomes delivered during the year was therestructuring of PSC’s milestone programmes to place greateremphasis on these areas.We also introduced the PreparatorySeminarasacommonplatformtoinculcatethePublicServiceidentity, values and ethos in newly awarded scholarshiprecipientsacrossthepublicsector.
At the individual level, it is heartening to learn that PSCscholarship holders are increasingly taking time from theirstudiestoservethecommunity.Threeofourscholarshipholdershave initiated independentcommunity serviceand fundraisingcampaigns to raise socialawareness for theunderprivileged inSingaporeandoverseas.Theirgoodworkhasbeenhighlightedbythemedia.
Identifying suitable people will always be an uphill task, butmoresoifwedonothavearobustandreliableselectionsystem.Our close partnerships with the schools complement regularreviewsandenhancementstoensurethattheselectionprocessremainsobjective,robustandagoodassessmentofwhole-personqualities.Thisispivotalinhelpingusidentifyandgroomstudentswith integrity, relevantskill setsandagenuinecommitment toservethenation.Aswecontinueoureffortstoensurediversityinasystemguidedbystrongvalues,wemustalsocontinuetoawardscholarshipstohighcalibreindividualsdeservingofthem. Upholding the integrity of the Public ServiceAnothercoreresponsibilityofthePSCistoupholdtheintegrityoftheService.WeworkwithMinistriesandAgenciestoensurethatpublicofficersconductthemselveshonourablyatalltimes.Doing so entails not just an understanding of the Code ofConductordisciplinaryregulations,butanintrinsicappreciationof thevaluesof thePublicService. For the fewwho fall shortandcommitactsofmisconduct,wehaveinplaceadisciplinarysystemtoensuretheyaredealtwithappropriately.
Thenumberofmisconductcaseshasremainedlow.ThePSChasandwillcontinuetodischargeourroleinupholdingtheintegrityoftheService,anddisciplineerrantofficerswithoutfearorfavour,regardlessofrankorseniority.Indoingso,wehavetomakesurethatthefinaldecisiontakenisfairandbeyondreproach.Hence,it is important that officers accused of misconduct should begivenafairchancetobeheard.
Looking aheadIwouldliketothankmyfellowPSCmembersfortheirinvaluablecounselduringtheyearandthesupportoftheSecretariat.Goingforward,Iamconfidentthatourfoundingvalues,togetherwithourabilitytoadaptandimprove,willserveuswellintothefutureaswe continue to play a critical role in the Singapore PublicService.

THE PUBLIC SERVICE COMMISSION’S ROLEThe functions of the PSC under the Constitution are as follows:
a)Appoint,
b)Confirm,
c)Emplaceonthepermanentorpensionableestablishment,
d)Promote,
e)Transfer,and
f) Dismissandexercisedisciplinarycontroloverpublicofficers*. *The following categories of officers do not fall under the PSC’s purview: Singapore Armed Forces personnel, officers in the Judicial and Legal Services, Police Officers below the rank of Inspector, and daily-rated employees. With effect from 1 Jan 1995, the following personnel functions were devolved to the Personnel Boards in the Ministries:
a)RecruitmentandappointmenttotheCivilServiceexcepttheAdministrativeServiceandAuditingService,
b)Confirmationandemplacementofofficersonthepermanentorpensionableestablishment,
c) AppointmentandpromotionofofficersuptoSuperscaleE1/Grade8(exceptfortheAuditingService),and
d)TransferofserviceamongservicesotherthantransferstotheAdministrativeService. Followingthedevolution,thePSCservesasthefinalappellatebodytoconsiderpromotionappealsagainstdecisionsoftheAppealsBoard. The PSC also retains two key non-constitutional roles: a)AttractandgroomtalentfortheSingaporePublicServicethroughPSCscholarships,aswellascoordinatetheefforts ofscholarship-awardingpublicsectoragencies,and
b)ConsiderthesuitabilityofStatutoryBoardChiefExecutiveOfficers(CEOs)forpromotiontoSuperscaleD/Grade7 and above, and the suitability of officerswith job grades SuperscaleD/Grade7 and above for appointment as StatutoryBoardCEOs.

PSC SCHOLARSHIPS 2013PSCscholarshipshavebeeninplacesince1961.PSCscholarshipholdersarefundedtostudyarangeofdisciplinesatgooduniversitieslocallyandoverseas,andwillserveinthePublicServiceaftercompletingtheirstudies.Inthisregard,PSCscholarshipsprovideopportunitiesforoutstandingyoungmenandwomentoserveSingaporeandSingaporeansthroughacareerinthePublicService. ToensurethatPSCscholarshipholdersareattunedtotheopportunitiesandchallengesfacedbythePublicServiceandtopreparethemtoservethepublic,theyareexposedtoaseriesofdevelopmentalprogrammesduringtheircourseofstudies.TheirtraininganddevelopmentcontinueaftertheyjointhePublicService.

Inselectingcandidates forPSCscholarships, thePSCconsidersa rangeof information fromdifferentsources.Theseinclude thecandidate’scharacter,commitment toserve thePublicService, school reports,psychologist reports,Co-CurricularActivity(CCA)achievements,CommunityInvolvementProgramme(CIP)records,academicresultsandothernotableachievements.TheholisticassessmentofcandidatesservestodetermineiftheyareagoodfitforaPublicServicecareerviathePSCscholarship. In2013,thePSCawardedfivePresident’sScholarships,92PSCscholarshipsandthreePSCMastersScholarships.

Preparatory Course78 newly-awarded PSC scholarship holders attendedthePreparatoryCoursefrom2–15Jul2013topreparethemselves for their role as ambassadors of the PublicService.Thetwo-weekprogrammeallowedparticipantsto gain insights into the values of the Public Serviceand examine the conduct expected of public sectorscholarshipholdersandpublicofficers.Participantsalsolearnt about leadership styles and the principles andchallengesofpublicpolicyformulation.
The Preparatory Course culminated in the PSCScholarshipsAward Ceremony on 23 Jul 2013, gracedbyGuest-of-HonourMrTeoCheeHean,DeputyPrimeMinister, Minister–in-charge of the Civil Service,CoordinatingMinisterforNationalSecurityandMinisterforHomeAffairs.

In2013,thePSCreviewedmilestoneprogrammessuchasthePreparatoryCourseandthePSCScholars’Mid-CourseProgrammetoplacegreateremphasisonvaluesandpublicengagement.TheinauguralPreparatorySeminarwasalsointroducedon9Jul2013toprovideacommonplatformtoinculcatethePublicServiceidentity,valuesandethosinnewlyawardedscholarshiprecipientsacrossthepublicsector.
Strengthening the Values and Ethos of the Public Service

On26Aug2013,120public sector scholarshipholdersengaged Mr Lawrence Wong, Acting Minister forCulture, Community and Youth, and Senior Ministerof State, Ministry of Communications and Informationat theNationalDay RallyDialogue (NDR) Session.Thescholarship holders discussed key national issues raisedin the Prime Minister’s NDR Speech with Mr Wongand gained a better understanding of the importanceof managing expectations, communicating clearly andeffectivelyengagingthepublic.
PSC Scholars’ Mid-Course Programme (PSMP) The PSMP is organised for scholarship holders at theendof their secondyear inuniversity.FromMay toSep2013, 76 second-year PSC scholarship holders internedwith more than 25 public sector agencies. They alsoattended the Developments in Public Policy Seminar(DPPS) to understand perspectives from differentstakeholders in the Public Service and the intricaciesof public policy formulation. Through the DPPS, theyinteractedwith senior public sector leaders, communityleaders and Singaporeans from different backgrounds.They gained firsthand experience in policy formulationandimplementationinpreparationfortheirfutureroleaspublicofficers.
Beyond academic training and the PSC milestoneprogrammes, scholarship holders are encouraged toinitiate or contribute to community service projects.These experiences not only allow them to hone theirskills in teamwork and leadership, but also help themunderstand the challenges and issues facing SingaporeandSingaporeans.
As part of the PSMP, 77 second-year PSC scholarshipholders spent four days with voluntary welfareorganisations,localschoolsandCommunityDevelopmentCouncils to understand issues on the ground facedby different segments of the Singapore society. Thescholarship holders obtained crucial experiences fromthe programme which would benefit them when theyenterthePublicServiceinfuture.ThelistofparticipatingorganisationsforthecommunityinvolvementprogrammeisinTable1.

This will helpbroadentheirperspectivesandstrengthenthefoundationsfortheirfuturePublicServicecareers.

Community Service InitiativesIn particular, the good efforts of three PSC scholarshipholderswerehighlightedbyTheStraitsTimeson17Oct2013,forinitiatingtheirowncommunityserviceprojects:
1. The Ghana Initiative–Startedby2012PSCscholarshiprecipient,MsWooWan Fong, the independent “GhanaInitiative”runstwofundraisingcampaigns–thefirstaimstoprovide impoverishedwomenwith sewingmachines,whilethesecondaimstobuildaschoolinanareatornbypoliticalandtribalconflicts.
2. Project Paradise Falls–2009PSCscholarshiprecipient,MsLoySyeYuet,tooktheopportunitythroughthisservicelearning project to raise awareness on child sexualabuse inSingaporebyconductingpreventioneducationworkshopsinpre-schoolswithalocalNon-GovernmentalOrganisationandbyconsultingexpertstocreatematerialstosupportadultsurvivorsofchildsexualabuse.
3. The Straits Times School Pocket Money Fund (SPMF)– Fundraisingforthiswassupportedby2009PSCscholarshiprecipient,YeoHanLiang,who led in the localpublicityand fund raising efforts for aGobiDesert expedition inJune 2013.Volunteers for the expedition trekked across250kmofdesertterraininChinaoverthecourseofsevendays to raise awareness and funds for the SPMF,whichprovidesfinancialsupporttostudentswhosefamilieshavelessthanS$450amonthpercapitaincome.

Diverse Experiences and OpportunitiesTo ensure that PSC scholarship holders are collectivelyequipped with diverse perspectives and knowledge tonegotiatetheincreasinglycomplexchallengesconfrontingthe Public Service, they are encouraged to seek out adiverserangeofdevelopmentalactivitiesandexperiences.In2013,PSCscholarshipholdersparticipatedinsummerprogrammesandexchangestocountrieslikePeru,Turkey,Russia, Israel, etc. They were also active in taking upinternshipopportunitiesinChinaandSingapore.
Public Sector ProjectsPSC scholarshipholders are encouraged to identify andspearhead projects relevant to the Public Service andSingaporeans. These projects provide opportunitiesfor scholarship holders towork closelywith the PublicServiceandunderstandthecitizens’concernsevenbeforetheystartwork.
In2013,PSCscholarshipholdersworkedwithagenciessuch as the Ministry of Community, Culture andYouth, Ministry of Foreign Affairs, Ministry of NationalDevelopment, Ministry of Trade and Industry, NationalPopulation and Talent Division/Prime Minister’s OfficeandtheNationalYouthCouncilonvariouspublicsectorprojects.
Gap Year ProgrammeTheGapYearprogrammeallowsscholarshipholdersonthePublicServiceLeadershipProgrammetobroadentheirhorizonsbeforetheystartworkinthePublicService.
In 2013, one PSC scholarship holder participated in aGapYear attachment with INTERPOL, in Lyon, France,whileanotherbeganhissecondGapYearattachmentwithMorganStanleySingaporeasananalyst.
Engaging Overseas Scholarship Holders...Singapore SeminarThe Singapore Seminar is an annual conference toengage Singapore Public Service scholarship holdersonkeydevelopments inSingaporeand the larger issuesconfrontingthePublicService.
The 2013 Singapore Seminarwas held in London,UKon 26 Oct 2013. More than 300 scholarship holdersfrom 25 public sector agencies attended the one-dayseminarthemed“AftertheWatershed:WhereWeStandandWhereWe’reHeading”.ThespeakerswereMrKwekMean Luck, Deputy Secretary (Development), PublicServiceDivisionandDean,CivilServiceCollege,DrThiaJangPing,Director(Security&ResilienceProgrammes),TransformationOffice,MinistryofFinance,andAssociateProfessor Simon Tay, Chairman, Singapore Institute ofInternationalAffairs.The2013Seminarhad thehighestnumber of attendees arriving from outside of London,including from countries like France, Germany, theNetherlands,Russia,SpainandSwitzerland, inthepastfiveyears.

In 2013, engagement with local universities andothers around theworld remained integral to the PSC.Besides hosting several visits by university officers inSingapore,wevisiteduniversitiesinEuropesuchasEcolePolytechnique,HECParis,HertieSchoolofGovernance,ImperialCollegeLondon,LondonSchoolofEconomics,Oxford University, Sciences Po Paris and Le Havre,Sorbonne-Paris-Cite,TU Berlin, andUniversity CollegeLondon.WealsovisiteduniversitiesintheUS,includingthose with a strong focus in Science, Technology,EngineeringandMathematicslikeColumbiaUniversity,CornellUniversity,andPrincetonUniversity.Suchvisitsenabled thePSC togaina betterunderstandingof theopportunities available for the development of PSCscholarshiprecipients,includingthoseinlesstraditionalfields and locations.We continued to engage schools,parents and students through meetings, informationsessions,scholarshipfairsandotherplatformstoinformthemaboutopportunitiesinthePublicService.

PSC SCHOLARSHIP HOLDERS – PUBLIC ADMINISTRATIONThePSCawards“Open”undergraduatescholarshipstostudentstoallowthemtopursueavarietyofcareersinthePublicService.Recipientsofthe“Open”scholarshipsarenottiedtoaspecificMinistryattheonset,andwillhavetheirspecificdeploymentdecidedaftergraduation.Theyareofferedtheopportunitytostudyatgooduniversitieslocallyandoverseas,andareeligibleforsponsorshipforaMaster’sprogramme.
PSC “Open” scholarships include the Overseas Merit Scholarship (Open) or OMS (Open), Local-Overseas MeritScholarship or L-OMS (Open), Singapore Government Scholarship (Open) or SGS (Open), and the PSC MastersScholarship.RecipientsoftheOMS(Open)pursuetheirundergraduatecourseoverseas.L-OMS(Open)holderspursuetheir undergraduate course at a local university and are given the option to pursue theirMaster’s programme in agooduniversityinanycountry.SGS(Open)holderspursuetheirundergraduatecourseatgooduniversitieslocallyandoverseas.
ThePSCalsoawardsMastersScholarshipstooutstandingundergraduateswhoareintheirfinalyearofundergraduatestudiesand/orhavestartedworkwithnomorethanthreeyearsofworkingexperienceintheprivate/non-governmentsector.

In2013,thePSCinterviewed30candidatesandfound23suitablefortheAdministrativeService.
Duringtheyear,thePSCconsidered35officersforpromotiontoSuperscaleD/Grade7andabove,includingthoseintheAdministrativeService.Ofthese,32officerswerepromoted.
TherewerenonewappointmentsatSuperscaleGrade9andaboveintheAuditingService,butthePSCconsideredtwoofficersandfoundthemsuitableforpromotiontoSuperscaleGrade9andaboveintheAuditingService.
Appointment and Promotion of Chief Executive Officers of Statutory BoardsThePSCconsidersthesuitabilityofcandidatesforappointmentasChiefExecutiveOfficersofStatutoryBoards,wherethe jobsareatanequivalentgrade toseniormanagementranks in theCivilService (i.e.SuperscaleD/Grade7andabove).ThePSCalsoconsidersthesuitabilityoftheChiefExecutiveOfficersforpromotiontoSuperscaleD/Grade7andabove.In2013,thePSCendorsed12officersrecommendedbytheSpecialPersonnelBoardforappointmentasChiefExecutiveOfficers,andoneChiefExecutiveOfficerrecommendedby theSpecialPersonnelBoard forpromotiontoSuperscaleD/Grade7andabove.
AppealsDuring the year, the PSC saw three further appeals for promotion under the Public Service (Personnel Boards andAppealsBoard)Regulations.TheappealswereturneddownbythePSC.
DisciplineThePSCisvestedwiththedisciplinarycontrolofcivilservantsunderArticle110(1)oftheConstitutionoftheRepublicofSingapore.Civilservantswhomisconductthemselvesaredealtwithunderoneofthethreedisciplinaryprocedureslistedbelow:
a) ThePublicService(DisciplinaryProceedings)Regulations(“theRegulations”),whichdealwithallegedactsofserious misconductbyallcivilservants,aswellasallegedactsofminormisconductbyseniorDivision1officers,b) ThePublicServiceCommission(DelegationofDisciplinaryFunctions)Directions,whichallowsPermanentSecretaries todisciplineotherofficersforminoroffences,andc) ThePublicServiceCommission(PrisonOfficers)(DisciplinaryProceedings–DelegationofFunctions)Directions, whichallowstheDirectorofPrisonstodisciplinejuniorPrisonsOfficersforminoroffences.

Casesunderthelattertwocategoriesarecollectivelyknownasbeingunder“theDirections”.Thedisciplinaryprocessensuresthatofficersaretreatedfairly,regardlessofrankorseniority.
In2013,44newdisciplinarycaseswerereportedtothePSC.Togetherwith46casesthatwerebroughtforwardfromthepreviousyears,thePSCprocessedatotalof90casesintheyear.Ofthesecases,49werecompleted,including24caseswhichwerecompletedundertheRegulationsand20caseswhichwerecompletedundertheDirections.Formaldisciplinaryactionwasnotinstitutedagainsttheofficersintheremainingfivecases.
The threemain types ofmisconduct for cases completed in 2013 under the Regulationswere Immoral Behaviour,Dishonesty/Embezzlement/CriminalBreachofTrust,andNegligence/Inefficiency/Unpunctuality.AbouthalfofthecaseswerecompletedundertheRegulationsin2013involvedDivisionIofficers.AboutoneineverytwoofficersdisciplinedundertheRegulationswasdismissedfromtheserviceattheconclusionofthedisciplinaryproceedingsagainstthem.
