BOXING AUSTRALIA | ANNUAL REPORT | 2014-15 5
PRESIDENT’S REPORT
Boxing Australia both in
and out of the ‘ring’, if not
achieving all we would
have wished, has had a
successful year.
The Gold medals won by
Shelley Watts and Andrew Moloney and the
Silver medal won by Joe Goodall at the 2014
Glasgow Commonwealth Games provided a
great ‘start’ to our boxer’s ring activities over
the last 12 months.
We have had boxers represent Australia
proudly at the 2014 Elite Women’s World
Championships, the 2015 Men’s Junior World
Championships, the 2015 Women’s Junior and
Youth World Championships, the 2015 Elite
Men’s World Championships, the 2015
Oceania Championships, the 2015
Commonwealth Youth Games and many
international tournaments.
All boxers, coaches and managers of these
teams are thanked for their representation of
Australia. Particular attention should be drawn
to the success of the 2015 Commonwealth
Youth Games Team and its four medallists;
Gold Medallist, Jack Bowen (U52 kg), Silver
Medallist, Tyler Blizzard (U49 kg) and Bronze
Medallists, George Payne (U56 kg) and Jack
Gipp (U69 kg).
Elsewhere in this Report there is detailed
information of the achievements of our
Australian boxers.
Kable Kelleway, after 5 years as CEO of Boxing
Australia has moved to new employment. I and
the Board of Boxing Australia thank him for his
great contribution to the development of our
Sport. Kable often worked 24/7 for Boxing
Australia and the Board wishes him well in his
future sports management career.
Paul Grogan is Kable’s successor as CEO. He is
an experienced sport administrator and the
Board is confident the future management of
our Sport is in competent hands.
The highlight of the year for Boxing Australia
was, of course, the 2015 Australian
Championships hosted at Paradise Point by
Boxing Queensland. It was a large and well
organised tournament conducted in a good
facility. The Board thanks Boxing Queensland
and the Queensland boxing community for
their hospitality and friendship.
Congratulations to the overall most successful
Team at the 2015 Australian Championships,
Boxing Victoria.
Another significant event for Boxing Australia
was its hosting of the 2015 Oceania
Championships at the Combat Centre of the
Australian Institute of Sport. The Australian
Team was the top team at these
Championships and nine of its members
qualified to compete in the Elite Men’s World
Championships.
Out of the ‘ring’ Boxing Australia continues its
mission of development of better governance
of our Sport.
Like it or not we live in a ‘corporate world’ and
must adapt to its requirements. Boxing
Australia is a Company Limited by Guarantee
and must comply with Australian Corporations
Law. As a recipient of over a million dollars
annually in Australia Government/Australian
Sports Commission funding Boxing Australia is
required to meet due corporate governance
standards. It is also the recipient of generous
funding from the Australian Commonwealth
6 BOXING AUSTRALIA |ANNUAL REPORT | 2014-15
Games Association and assistance from it and
the Australian Olympic Committee in athlete
and team development for Commonwealth
and Olympic Games and their international
association Youth Games. With these
organisations, also, Boxing Australia is required
to enter into agreements in regard to its
management of our Sport. And, Boxing
Australia has constitutional obligations to the
International Boxing Association (AIBA) in
regard to its management.
All of the foregoing results in a heavy
administrative workload for Boxing Australia,
both for our small number of staff and for the
Board members. Members of the Board of
Boxing Australia both deliberate on strategic
development decisions for our Sport and then
undertake the roles of unpaid, voluntary
workers in implementing many of the
decisions. For example, preparation of the
Anti-Doping Regulations, the Participant
Protection Regulations, the Technical and
Competition Regulations, the Commonwealth
and Olympic Teams Pathways, all Team
Nomination/Selection Criteria and all of Boxing
Australia’s other Regulations is undertaken by
Board Members.
Accordingly, Members of Boxing Australia’s
Board are required to have the expertise, the
experience and the time to administer and
develop our Sport because we do not have the
luxury of employing more staff to undertake
the work.
The Board members are conscious that due to
our heavy workloads we sometimes may
appear anonymous to our Sport’s community.
However, we are there and if we sometimes
have had our heads down for too long and
have not got out to you please do not hesitate
to contact us either at tournaments or by email
or telephone.
I am pleased to advise that development of
Boxing Australia’s BoxFit fitness program is
greatly advanced. Paul Perkins has been
engaged as the program’s manager and it is
anticipated that under his management it will
be introduced to the Australian market in the
coming year and commence to produce an
income stream for the benefit of our Sport.
However, a particular disappointment to the
Board during the year was the acceptance that
the intended development of the Boxing
Australia IT communication and database
system could not be delivered as expected.
The Board and CEO are currently reviewing an
Australia-wide IT communication and database
system which we intend to roll out as soon as
possible for our Sport.
This communication and database system will
be integral to the future management and
development of our Sport as through it, Boxing
Australia and the Member Associations will be
able to manage their future legal and
corporate obligations and the development of
our Sport.
Some of the benefits envisaged from this
system are that all participants in our Sport can
be directly and immediately advised by the
Board of Boxing Australia or their Member
Association Committee of Management of
opportunities to participate in boxing
development camps, training courses,
upcoming tournaments throughout Australia
and rule changes as well as better convenience
and a record ‘trail’ of monies paid for courses,
insurance, registrations and memberships.
If our Sport is to compete and develop in the
Australian community of the future the ‘horse
and buggy’ days of ‘when I have the time, ad
hoc’ attention to administration will have to be
overhauled. The proposed IT communication
and database system is the intelligent and
work efficient future way.
BOXING AUSTRALIA | ANNUAL REPORT | 2014-15 7
On behalf of the Board I thank Boxing
Australia’s sponsors. In particular, I thank the
Australian Sports Commission, the Australian
Institute of Sport and the Australian
Commonwealth Games Association for their
generous financial and practical support. I
thank, also, the Australian Olympic Committee,
Sting Sports and Signature Mouthguards for
their valued support.
I thank Boxing Australia’s administration staff
for their support; Kable Kelleway for his past
work, and Josh O’Brien, Viv Merrill and Paul
Perkins for their conscientious contributions.
And, of course, the work of our coaching staff,
Kevin Smith, Don Abnett and Jamie Pittman, is
gratefully acknowledged.
Finally, I thank my Boxing Australia Board
colleagues for their many hours of honorary
work on behalf of our Sport.
With best wishes to all in our Sport,
Ted Tanner
President
Boxing Australia Ltd.

MESSAGE FROM THE AUSTRALIAN SPORTS
COMMISSION
The past year has seen considerable success and progress for Australian sport on the world stage, for the Australian Sports Commission (ASC) and our elite sport partners and athletes.
The Government’s 2014–15 investment of nearly $120 million continues to be refined to ensure funding is aligned to sports with the greatest potential to contribute to Australia’s Winning Edge 2012–2022 targets and maximise our chances at success. Since Winning Edge was launched, the AIS re-allocated $20 million of high performance funding among sports and boosted direct athlete funding (dAIS) by $3.6 million or 40 per cent. The Sports Tally 2015 — the annual report card for Australian sports — revealed promising signs as we gear up for the Rio 2016 Olympic and Paralympic Games, while highlighting some of the challenges presented by our performance at the 2014 Glasgow Commonwealth Games. In March the Commission launched Play.Sport.Australia. — our plan to help NSOs build participation in sport and make sure all Australians enjoy its benefits. Sports have the opportunity to attract more than 4.5 million Australians into their communities. It’s
important that we work together to ensure that more Australians, particularly young Australians, participate in sport more often and that we have strong organisations that deliver the products and opportunities Australians want. Some highlights in 2014-15 included:
Personal excellence — The most significant athlete wellbeing program in AIS history, incorporating myAISPlaybook — a new high performance athlete learning and development platform.
AIS Sports Draft — Athletes selected in this fast-tracked development came together at the AIS to share their journeys as they transition to Olympic or Commonwealth Games sports.
AIS Centre for Performance Coaching and Leadership — More than 45 coaches graduated from the centre, providing development and mentoring for our brightest coaches and administrators.
As our attention starts to focus on Rio and the
major events leading up to the Games, I look
forward to the ASC teaming up with your
organisation to help put our athletes in the best
possible position and enhance our chances of
success.

Commonwealth Games in Glasgow, Scotland.
The ACGA provided significant leadership and
assistance to Boxing Australia and the boxing
team in preparation to and our participation at
this event.

CONCLUSION
This is my last CEO’s Report, as I have resigned
post the 2014/15 financial year. It has been an
amazing journey and absolute privilege to
work with Boxing Australia.
I’d like to thank the Board of Boxing Australia
and, in particular, our President Ted Tanner.
Thank you for your leadership, guidance and
assistance throughout the years.
Thanks to our staff in Kevin Smith, Don Abnett,
Josh O’Brien, Vivien Merrill, Paul Perkins and
Jamie Pittman for your efforts and dedication.
Best wishes to Mark Wilson who resigned from
his position late in the financial year. Mark has
made a significant contribution to the
development of our junior and youth boxers.
In the past five years, we have made
considerable progress as an organisation.
Some of the highlights include: governance
reform, constitutional change, trademarking,
combined insurance policies, re-accreditation
of coach and RJ courses, increased social media
and communication, investment into women’s
high performance programs, three world
junior champions, a return to the podium at
the Commonwealth Games, top 8
performances at benchmark events, re-
establishment of National Head Office with
employees, establishment of the AIS Combat
Centre and many more.
While there has been great progress, there is
still a lot of hard work, tough decisions and
relationships to be developed to ensure that
Boxing Australia becomes a sustainable
organisation with capacity and capability.
I will no doubt keep a keen eye on the
organisation’s development and look forward
to it growing from strength to strength under
the leadership of the new CEO and the current
Board.
On a final note, I’d like to thank all the Member
Associations, boxers, coaches, referees &
judges, standing committee members, officials
and volunteers that have not only contributed
to the 2014/15 year, but have made me feel
welcome and provided me with the support,
assistance and knowledge that has aided
Boxing Australia’s strategic and operational
direction.
All the best.
Kable Kelleway
Chief Executive Officer
Boxing Australia Ltd.

DEVELOPMENT REPORT
In 2014/15 Boxing Australia continued to build
off initiatives which commenced the previous
financial year. Another AIBA Star 1 coach
course was held, strengthening our national
coaching pool. The BAL Development Program
grew in its second year and reached more club
boxers and coaches in regional locations.
Work continued on developing the 2014-2018
Sports Development Plan, which will provide a
road map for activity and accountability.
Exciting times are ahead for Boxing Australia,
as the appointment of a Fitness and
Participation Manager occurred in June. The
position will drive the BoxFit course
development which will have major
implications on our participation numbers and
commercial objectives.
PARTICIPATION
Boxing Australia had a small increase (2.4%) in
participation in 2014/15 (1905 registered
boxers) compared to 2013/14 (1860 registered
boxers). Participation relates to competition
boxers. New markets such as the fitness
industry could see participation numbers
increase in large volumes.

BOX’TAG
In the last twelve months Dr. Richard Helmer
has intensively pursued the establishment of a
commercial supply chain for the sensor vests
with the aim of increasing manufacturability
and reducing costs. A supply chain is now
established that is able to produce a laminated
e-stripe sensor fabric vest that was previously
only available from a research organisation.
18 BOXING AUSTRALIA |ANNUAL REPORT | 2014-15
Actions aimed at improving the user-
friendliness of the software component of the
Box’Tag scoring technology have also been
rapidly and successfully implemented.
An educational resource titled ‘Ideas for
Box’Tag Coaches and Athletes’ was recently
created and launched on the interactive
platform ThingLink.
BOXING FITNESS
As part of the Sport Development Plan, BAL has
created the new and exciting position of
Fitness and Participation Manager. The role
will initially assist with the development and
rollout of the Boxing Australia BoxFit course.
Congratulations to Paul Perkins who was
appointed to the role in late June 2015.
The BoxFit course has been specifically
designed for the fitness industry and will
provide personal trainers and group fitness
leaders with the skills and knowledge they
need to successfully plan, deliver and coach
non-combative boxing-specific fitness
sessions. The content for the course has been
developed from Boxing Australia’s high
performance program and includes inputs
from Boxing Australia’s Head Coach Kevin
Smith, and National Development Coach Don
Abnett.
In addition, to assisting with development and
rollout of the Boxing Australia BoxFit course,
the Fitness and Participation Manager will be
investigating ways to significantly increase
participation rates through the introduction of
modified, low-risk forms of boxing.
DEVELOPMENT PROGRAM
The Development Program enjoyed a strong
2014/15 after its launch in late 2013/14.
Regional Development Coaches have now
been appointed in every state/territory, with
each coach given personal training and
development in order to deliver the camps in
line with the national content.
493 boxers and 145 coaches attended
Development Camps in 2014/15.
National leadership and support is provided by
National Development Coach Don Abnett and
National Regional Development Coach Jamie
Pittman.
R&J DEVELOPMENT
Over the past 12 months the RJ Committee has
continued to implement activities, embarked
on a number of new projects, overseen the
conduct of RJ at BAL events, conduct seminars,
and pleasingly, seen the selection of our RJ and
officials to AIBA events. Boxing Australia
Referee & Judges Committee Chair Wayne
Rose has provided an in-depth report later in
this Annual Report.
2014/15 saw an increase in accredited RJs at
national level, while AIBA accredited RJs
remained steady.

REFEREES & JUDGES REPORT
Over the past 12 months the R&J Committee
has continued to implement activities,
embarked on a number of new projects,
overseen the conduct of R&J at BAL events,
conducted seminars, and pleasingly, seen the
selection of our R&J to AIBA events.
1-STAR R&J ACCREDITATION fffffffffffffffffffff
Each Member Association has a trained R&J
who is authorised and provided the resources
to conduct introductory seminars and assess
candidates to Aust 1-Star accreditation level.
Furthermore, where requested, the R&J
Committee assists in the delivery of these
seminars and assessments where necessary.
15 R&J have been assessed to Aust 1-Star level
over the past 12 months.
2-STAR R&J ACCREDITATION ffffffffffffffffffff
The R&J Committee assess R&J to this level at
competitions that are approved, i.e., State
championships. In the past 12 months’ 16 R&J
have been assessed to this level.
3-STAR R&J ACCREDITATION fffffffffffffffffffff
3-Star assessments are conducted during
national championships or selection events
that are considered appropriate. In the past 12
months three R&J have been assessed for 3-
Star accreditation.
R&J SEMINARS & REFRESHERS fffffffffffffffffff
During the previous 12 months the R&J
Committee Chair has conducted four judge
seminars and five refreshers in QLD, NSW, VIC
and SA and the BAL Director, Dave Pike,
conducted one referee seminar in TAS. I am
aware that refreshers where also conducted in
ACT and WA and two judge’s seminars were
conducted in QLD by Terry Kidd.
JUNIOR OFFICIALS DEVELOPMENT SCHEME
This initiative continues to grow with VIC
taking a lead role through support from the
State development coach and NSW having
trained a number of young athletes and
accredited two to 1-Star level. The key is to
retain these young athletes and provide an
alternate outlet during and after their career
ends, and to overcome an aging R&J pool.
R&J AT AIBA INTERNATIONAL EVENTS fffffffff
During this reporting period Australian R&J
have officiated at the OCBC Championships,
European Games, Pacific Games and World
Series of Boxing (WSB).
FUTURE ACTIVITIES ffffffffffffffffffffffffffffff
The R&J Committee see a number of
challenges going forward and will continue to
work with the BAL Board to improve R&J
standards. Some of the identified challenges,
however, not conclusive, are:
Review and rewrite R&J introductory
presentations and refresher
presentations;
Work with the BAL staff to re-energise the
BAL R&J web page;
Attend MA refresher seminars to ensure
standardisation of content;
Align our performance to meet the BAL
Strategic Plan;
Work with BAL to introduce a BAL R&J
Development Coach and implement
strategies.
In closing, I would like to extend my thanks to
the current R&J Committee members, Ann
Tindall, Max Sulejmani, Terry Kidd and Dave
Pike for their support, drive and commitment
over the last 12 months.
Furthermore, I’d like to thank the BAL Board,
CEO, support staff and particularly Dave Pike,
BAL Director of Competition, for their
confidence in me as Chair.

WOMEN’S BOXING REPORT
The year started strongly with the
Commonwealth Games in Scotland where
women competed for the first time. Australia
had representatives in all three weight
divisions. Kristy Harris 51 kg, Shelley Watts 60
kg and Kaye Scott 75 kg. Both Kaye and Kristy
put on strong performances but unfortunately
were defeated in the Quarter Finals. Shelley
went on to win Gold defeating India. This was
an extremely strong performance by the
Australian women.
In August 2014 Youth Men and Women
competed in the Youth Olympics in China.
Caitlin Parker was the only Australian woman.
Caitlin showed great maturity and strength to
win a silver medal.
In November 2014 a team of Australian women
went to the 2014 World Championships in Jeju
South Korea. Lauren Camilleri at 48 kg and
Cherneka Johnson at 54 kg were both
unfortunately defeated in the Preliminary 1/16
round. Both competed strongly. In the
Preliminary round 1/8, both Kristy Harris at 51
kg (against Brazil) and Kaye Scott at 75 kg
(China) were unfortunately defeated despite
very strong performances. In the Quarter
Finals, Shelley Watts at 60 kg was defeated by
Azerbaijan this was one of the best bouts of the
tournament.
Since November 2014, women have competed
at the 2015 Australian Championships. There
were 57 women (36 Elite, 8 Youth, 9 Junior, 4
U/15) who competed at the Australian
Championships.
Women’s boxing is growing in Australia and
across the world. In Australia we are working
to increase the involvement of women in all
areas of the sport. In total there are 30 women
accredited as Referees and Judges. Of these
only three are accredited as Referees – one 3
star Australian, one 1 star – AIBA and one 2 star
- AIBA. There are two accredited as Judges 1
star – AIBA, and another two as 2 star – AIBA.
A lot of work needs to be done to attract
women as Referees and Judges particularly as
Referees.
There are approximately 115 women coaches
accredited in Australia. Of these we have Shara
Romer and Mercedas Taffe who have achieved
an AIBA 2 star and Leisha Vaughan who has
achieved an AIBA 1 star qualification. Whilst
the number of women coaches is increasing we
do need to encourage more women to obtain
their AIBA star ratings. It would be great to
have AIBA star 3 women coaches who can
corner our women at major international
events such as the AIBA World Championships.
There are an increasing number of women
getting involved as administrators. During the
2014-15 year every State Board and the Boxing
Australia Board had at least one women. Many
States have several women on the Boards. This
is a positive development which needs to
continue.
The first ever meeting to discuss development
and growth of women’s boxing was held at the
2015 Australian Championships. This meeting
had a large number of athletes, coaches and
administrators attend. It was an extremely
positive meeting with a number of action
items. Some of these are still being worked on
while others such as the new dedicated
women’s face book page was completed the
day after the meeting. It is hoped that these
meetings will continue to be held and will lead
to greater growth of women’s boxing in
Australia.

MASTERS BOXING REPORT
The major event for Masters boxing was the
2015 Masters Games held in South Australia
from 4 October to 10 October 2015. The
boxing competition was run from 4 October to
6 October 2015 in the main Games arena.
The event saw 173 competitors attend the
general weigh-in on 4 October. The officials,
doctors and administrators worked
exceptionally well to complete the weigh-in
and medicals within the 7.30 am – 10.00am
timeframe. The draw was completed by
12.30pm and the first session commenced at
1.30pm.
There were seven sessions of boxing held
across the three days. There were 116 bouts in
total including 15 special bouts for unmatched
competitors. In addition there were 4
Exhibitions conducted to enable competitors
not matched an opportunity to get in the ring.
The results can be broken down as follows:
Points 3:0 – 53
Points 2:1 – 34
TKO Injury – 7
TKO – 18
WO – 4
Only one boxer received a 30 day restriction
due to head shots. The majority of TKOs were
due to competitors being outclassed. The TKO
Injuries were 2 cuts, 4 shoulder/elbow injuries
and 1 fractured forearm.
The men and women competed ranging in ages
from 35 to 70 years. There were 12 Referees
and Judges who officiated at the Games two
from Victoria, two from NT, one from NSW and
seven from SA. Max Sulejmani was the
Supervisor.
The event was a great success and a testament
to Boxing SA who organised the event. The
athletes seemed to enjoy their time at the
event. The Masters Games organisers were
very impressed by the organisation of the
event and the fact that the feedback from
competitors and spectators was so positive.
The 2015 event saw an increase in competitors
from the 2013 and 2011 events. Masters is
growing across the country. Many States are
now including Masters bouts on their regular
tournaments. Those involved in Masters
boxing are keen to run another major event in
2016 and are looking forward to the Masters
Games in 2017 in Tasmania.

HIGH PERFORMANCE
2014/15 saw Boxing Australia return to the
podium at an Elite benchmark event for the
first time since 2006. 2 Gold medals and a
Bronze at the 2014 Commonwealth Games
were well backed up by pleasing performances
by our Youth boxers on the international stage.
A major milestone achieved in 2014/15 was
the finalisation and implementation of the
2014-2018 High Performance Plan. The plan
will provide Boxing Australia with strategic
direction for our programs through to the end
of 2018, which includes an important home
Commonwealth Games.
An increased importance was placed on the
education and development of home coaches.
As a part of this initiative, more club/state level
coaches were invited into national camps at
the AIS Combat Centre and also given the
opportunity to join teams overseas as an
assistant coach.
HIGH PERFORMANCE
Boxing Australia has continued to provide
opportunities for our categorised athletes to
train and compete at international level
throughout the year. BAL have also given
boxers the opportunity to stay and train at the
AIS for extended periods where they can also
engage with the SSSM staff on site. .
BOXING AUSTRALIA REGIONAL
DEVELOPMENT PROGRAM
The BAL Regional Development Program
continues to be rolled out across the states and
has managed to engage more boxers and
coaches throughout Australia.
The purpose of the program is to identify
athletes earlier in the pathway and expose
more athletes and home coaches to more
standardised technical and tactical skills earlier
in their development phase.
This program is headed up by Don Abnett and
Jamie Pittman.
BOXING AUSTRALIA FUTURES

Futures Coach this year after giving 15 years of
excellent service to Boxing Australia.
AIS COMBAT CENTRE
The boxing facility at the AIS continues to work
in collaboration with Judo, Wrestling and
Taekwondo under the umbrella of the Combat
Centre.
The centre continues to provide a facility for
National and high Performance teams,
financial support for international training
camos at the AIS, financial support for
categorised emerging (Youth) athletes to
access international tours and potential to
build capability through the recruitment of
PhD students to undertake research into
combat specific disciplines.
NATIONAL CAMPS
A number of National Camps were run
throughout the 2014/15 period. The camps
conducted serviced a variety of purposes, but
mainly acted as preparation or selection
camps.

boxers. The team departed for the World
Championships from this camp.
2015 National Junior Camp
A National Junior Camp was held at the AIS
Combat Centre 11-14 June under the guidance

the national training environment and
standards, while also being used as a selection
camp to select a team to an International
Training Camp in Thailand. Our boxers
competed well with Emma Lawson reaching
the Quarter-Final stage.
INTERNATIONAL TOURS
A strategic change occurred in 2013/14 to
focus on smaller teams travelling overseas,
talented youth boxers taking part in
international competition and training camps,
and hosting international countries at home
(within the AIS Combat Centre). In 2014/15
BAL continued to implement this strategy.

commitment required to be a successful elite
boxer.
