Annual Report CY 2010
Executive Summary
The Extension Services of the Central Bicol State University of Agriculture had shown
even more renewed dynamism in 2010 after its conversion into a university in the later part of
last year.
The streamlined programs of the Extension Services Division were implemented to meet
the mandate of the Division which is to develop extension delivery models for the effective
transfer of appropriate technologies in agriculture and industrial technology. Additionally, the
different institutes and campuses of the University initiated and undertook parallel extension
activities involving the faculty and students, thus resulting to more dynamic extension services of
the University. Two (2) new employees were hired to assist in the implementation of extension
programs / projects and activities (PPAs). Faculty Extensionists were designated as Program
Heads to assist the Extension Director in ensuring effective development and implementation of
the four core programs of the University Extension Services. The Extension Operations Manual
was finalized and served as the guiding document in the execution of all extension PPAs.
With six(6) Graduate programs and four (4) Undergraduate programs which must pass
Level III re-accreditation of AACCUP, the University’s curricular offerings have to meet
accreditation criteria in 10 areas, including extension. Motivated by this challenge, the
University became more aggressive in its extension undertakings which were documented and
packaged in preparation for the AACCUP visit. The concerted efforts of the institutes concerned
and the Extension Services Division paid off when the Extension area, along with the other
criteria, was given a passing score.
The success of the ten (10) programs in getting its Level III re-accreditation inspired the
Extension staff to perform better than expected, hence fortifying program implementation.
Linkages were strengthened and new ones were established and developed, additional financial
resources flowed in and the Extension Program Heads, Coordinators and staff became more busy
and active in the performance of their respective tasks. All of these contributed to the
accomplishments of the Extension Services Division which are included in this annual report.
The report does not only present the accomplishment of the Extension Services Division
but includes, among others, the extension endeavors of the various institutes and campuses of
CBSUA. It is divided into five parts: Part 1 covered Extension Modality Development and
Implementation; Part II included report on Technology Packaging and Transfer; Part III reported
on Continuing Education and Training; Part IV contained reports on Technical Expert Services
and Special Projects; and Part V presented the extension activities of different institutes and
campuses of the University.

Extension Services Division
Vision
The extension program of CBSUA envisions improvement in the quality of life of the
men and women clients with enhanced capacity for adaptation to changes in climate and the
environment.
Mission
The CBSUA Extension program is committed to improve systems and practices in the
service areas by building capacities of clients for food security, technology development,
enterprise development, disaster risk management and public safety, functional literacy and
instructional development, and strongly promoting gender equality.
Goal
Increase clients’ productivity and capacity to adapt to changes in the environment
through appropriate technology transfer models, extension delivery services and community
development schemes for greater appreciation and application of science and technology in
agriculture and allied fields towards improvement in their quality of life.
General Objective in the Conduct of Extension Service
Develop appropriate technology transfer models and community development schemes
for greater appreciation and application of science and technology to improve productivity and
ensure food security amidst climate change.
Specific Objectives of the Extension Services Division
To build capacity, improve productivity and ensure food security of the men and women
clients, the University shall:
1. Develop and implement technology transfer models and community development
programs;
2. Provide holistic continuing education projects to enhance capability of faculty,
students and clients;

3. Develop knowledge products for techno transfer to enhance agricultural productivity
and competitiveness;
4. Implement special projects and provide consultancy services for special groups of
clients;
5. Establish linkage with relevant agencies, organizations and private sectors (both local
and international);
6. Increase participation of faculty and students in extension and community services;
7. Perform participatory M&E activities with LGUs, NGOs, and other relevant agencies
to ensure efficiency and effectiveness of extension programs; and
8. Enhance interface of the four mandated functions.

I. EXTENSION MODALITY DEVELOPMENT AND IMPLEMENTATION
A. Techno Gabay Program
The Techno Gabay Program (TGP) is a modality
developed by PCARRD and is being implemented by
BCARDD member institutions, including CBSUA to bring
science-based information and technology services to end-users
in the agriculture, forestry and natural resources (AFNR)
sectors.
To deliver its mandate, the TGP is framed with four
interrelated modalities: the Farmer’s information and
Technology Services (FITS); Farmer-Scientist Bureau (FSB) or
Magsasaka Siyentista (MS); Information, Education and
Communication (IEC) strategies; and Information and
Communications Technology (ICT).
The CBSUA, as partner member agency, aims to fill the
gap for a sustained supply of research-based information and
technical support to FITS Centers. It also aims to strengthen
capability of FITS centers by enhancing Research and
Extension services through its pool of experts.
For 2010, the University through the Extension Services
Division, succeeded in establishing additional seven (7) FITS
centers in the province of Camarines Sur. Currently, CBSUA is
now managing 10 FITS Centers. FITS Center launching
activities include Orientation of FITS-TGP as an extension
modality, signing of the Memorandum of Agreement between
PCARRD, BCARRD, CBSUA and the concerned LGU and
technology forum. Launching activities were participated in by BCARRD officials, CBSUA
officials, LGU Officials and staff and the farmers.

The Municipal Agriculturists or Municipal Agricultural Officers of the concerned LGUs
serve as FITS Center Managers. Each Center has a
designated Magsasaka Siyentista (MS) selected from among
the progressive farmer-clients of the municipality to model a
science and technology-based farm project which showcase
beneficial agricultural technologies of the chosen focus-
commodity to other farmers. Of the seven (7) FITS Center
launched in 2010, five (5) has already designated its MS.

Table 3 shows the trainings conducted under the TGP in 2010. These are the Trainings on
Organic Rice Production, Organic Fertilizers and Pesticides, Biological Pesticide and Insecticide
Making and Vermicomposting which were provided to the farmers of Ocampo, Camarines Sur in
May 16 and June 18, respectively. The three-day Training on Basic Information and
Communication Technology for FITS Center staff of Camarines
Sur and Camarines Norte was also conducted on September 6-8
in collaboration with the Camarines Norte State College and
BCARRD (Table 9). Other coordination activities and relevant
meetings were also conducted as part of the regular activities of
the program.

Through the TGP FITS, the University also facilitated the release by BCARRD of
computer units with printers, internet connectivity, digital cameras and cellular phones to
Ocampo, San Fernando and Bula, Camarines Sur. This enabled them to get connected to various
technology sources throughout the country and to directly inquire to scientists about agricultural
problems confronting them.
B. Rainforestation Cum Livelihood Program
The Rainforestation Program entitled “Mt.Asog Rainforestation Program: A Showcase of
Silvopasture Model in Iriga City” is an extension modality crafted by the CBSUA through its
Extension Services in close collaboration with the Graduate School and other institutes of the
University. It is funded through the NEDA-PEP. This is a complementary project to the on-going
rainforestation initiative of LGU Iriga in Mt. Asog. The goal is to rehabilitate and protect the
forest ecosystem of Mt. Asog, at the same time address the livelihood needs of the farmers living

within its critical slopes. The project has these major components: tree nursery and plantation
establishment and provision of livelihood support for abaca production for handicraft-making
and breeder goat-raising for milk and chevon.
A total of thirteen (13) families/farmer-
cooperators from five(5) barangays of Iriga City, namely:
San Nicolas, Sta. Elena, Sto. Domingo and Santiago, are
involved in the program. Each farmer-benefactor is
engaged in developing a 2-hectare rainforestation site
within their respective farms. They are also recipients of
the livelihood support for abaca and goat production.
For 2010, the following major accomplishments
were realized in partnership with the local government of
Iriga City:
Awarded 24 pregnant does and 4 bucks to the farmer-cooperators of the project. First
batch was distributed on March 29, 2010 and the last batch was delivered in July
2010. Each barangay received an allocation of 1 buck and 6 doe s.
Conducted the Abaca Production Training for the farmer-cooperators in July 2010 at
Sta. Elena, Iriga City (Table 9) in partnership with the Fiber Industry Development
Authority office in Camarines Sur.
Distributed 5.400 abaca suckers to farmer-cooperators in July 20 10.
Distributed 240 bags of organic fertilizer for abaca
last August 6 and 9, 2010.
Distributed feeds and biologics for goats from
April to August 2010.
Established the rainforestation farms of the
farmers-cooperators from July to December 2010.
Regular coordination and relevant activities were also
conducted. Worth mentioning were the periodic meetings of
the project team with Iriga City Mayor Madeleine Alfelor-
Gazmen and City Agriculturist Edwin Lapuz on March 12 and 29, 2010 to discuss project
updates and counterparts. Another meeting between the project team and LGU-Iriga represented
by the City Agriculturist and City Planning and Development Officer was held in August 25,
2010 for regular updating of project activities. A monitoring
visit was conducted on the abaca and goat components last
November 5, 2010.
Updates and initial data on the survival and mortality
of goats were gathered from the farmer cooperators and
barangay officials interviewed during the visit. It was reported
that only one buck is remaining out of 4 bucks dispersed and
16 does out of 24. There are also 19 surviving kids. The
present number of goat stocks is 36.

After the monitoring visit, a meeting with the City Veterinarian and City Agriculturist
was held to follow up the cause of death and the necropsy reports of dead stocks. As reported,
the major cause of mortality was the heavy rains between August to December 2010.
C. Bayan – Anihan Project
The Bayan-Anihan (BA) is a Gawad Kalinga (GK) initiated project aiming to eradicate
hunger and to empower the poor through food security. During the first national roll-out of
Bayan Anihan in 2009, CBSUA was tapped as the academe partner in the implementation of the
project in 19 different GK Villages (25 modules) in Camarines Sur. In
its initial implementation, 19 faculty members and 90 combined
Agronomy, Horticulture and Agricultural Extension majors were
distributed by team to the sites. Since then, CBSUA had been actively
involved in BA through the Institute of Agricultural Sciences and
Environmental Management (IASEM) as one of its extension delivery
services.
For 2010, the University continued to provide trainings to the
GK beneficiaries through the IASEM and the Extension Services
Division (ESD). IASEM faculty and students conducted the re-
training of households about the BA program in the old and new GK
Villages in the province of Camarines Sur. Technical assistance on
the methods of crop management in terms of pest control and fertilizer management were
provided directly by the students during the Summer 2010 Field Practice program and
continuously done throughout the year by the faculty coordinators. Aside from the cultural
management practices, formulation of botanical pesticides and compost making, other trainings
to provide alternative livelihood to women in the GK sites were provided like training on
preparing dish washing liquid, fabric conditioner, and powdered-laundry soap. A Faculty In-
Charge was assigned in each GK Village.
During the second national roll-out of the project in 2010, additional sites outside of the
GK villages were identified in the province. As the SUC representative in the Bayan-Anihan
Power 5, the University was again tapped to provide technical and training assistance to selected
communities in the municipalities of Ocampo, Bula, Nabua, and Pili, Camarines Sur in
coordination with the provincial government of Camarines Sur and the concerned municipal
LGUs.
Initial activities conducted during the second roll-out were two trainings conducted in
July 2010: the BA Power 5 Training held on July 9-10, 2010 at CND Hall, CBSUA and the BA
Trainers’ Training in July 11, 2010 at Albay PDCC Conference Hall, Legaspi City. The latter
was for the pool of deputized BA Trainers in Bicol which include selected trainers from the
University. After these, a series of community trainings on BA Technology for the new sites
were successively conducted by the IASEM and ESD (Table 10).

D. Barangay Sisterhood
The project “Transcending Poverty and Violence Through Barangay Sisterhood and
GAD sourcing” was implemented since 2006 by the University in partnership with the UP
Center for Women Studies Foundation, Inc., (UPCWSFI), the Philippine – Australia Community
Assistance Program (PACAP), and the LGUs of Del Gallego and Pili. The project aimed at
capacitating women who are victims of violence -- mentally, emotionally and economically -- for
them to make informed decisions in coping with violence. The project has two major
components – capacity building through trainings/seminars, and livelihood development.
As a result of the intervention, the recipients were organized into women’s cooperatives:
SICOMA or Sinuknipan-Comadaycaday Women’s Cooperative in Del Gallego and SCILCO or
Santiago Community Involvement on Livelihood Cooperative in Pili, both in Camarines Sur.
The cooperatives were capacitated to manage their own livelihood projects which were put up
from the seed money provided by the project.
Despite project termination in 2008, the University continued providing technical
assistance to these cooperatives. As a sustainability mechanism, the project was institutionalized
by the University GAD program in 2009. Thereafter, continuing education activities were
provided through the Graduate School to increase the groups’ capabilities in cooperative
management. The status of the cooperatives is continuously monitored.
In August 2010, CBSUA facilitated a meeting of these cooperatives with their respective
local chief executives. A meeting between the Mayor of Pili and SCILCO was held in August 9,
2010. The mayor was updated on the status of the cooperative and the assistance needed by the
cooperative to sustain its project. The local chief executive committed to provide a small area in
the Pili Public Market to serve as a display center of products
of SCILCO as well as support the expansion of market of the
coop’s handicrafts like involving them in trade fairs and similar
commercial activities. The meeting was attended by 30
participants, 6 males and 24 females.

executive gave her commitment
to strengthen the Gender and
Development (GAD) activities
in her municipality. For a start, a training on GAD Planning and Budgeting was requested for
the proper utilization of the municipal GAD Fund. Fourteen (14) female participants attended the
meeting.
For the continuous operation of these women cooperatives, the Graduate School made
them as a social laboratory of its students taking Masteral and Doctoral degrees. In August 21,
2010, the SCILCO Planning Meeting was facilitated by selected Graduate Students. It was

participated in by 16 males and 30 females. The Graduate School supports the two women
cooperatives in making small business plans for livelihood and other income generating
opportunities.

II. TECHNOLOGY PACKAGING AND TRANSFER
Popularization of mature technologies in various forms like print, broadcast, techno
forums, and other strategies create greater awareness and interest about the technologies among
clients and has been proven through time to be an effective tool in technology transfer. The
Extension Services Division optimized the use of these popularized media strategies.
A. Radio Program
Agrikultura asin Iba Pa: Aramon ta! is a specialized magazine-type radio program offered
by Central Bicol State University of Agriculture and aired live every Saturday and Sunday from
5:00 to 6:00 a.m. by the Bicol Broadcasting System - DWLV. Its format is divided into four
segments namely: Agri-Bareta, Agri-Kaaraman, Agri-Forum, and Agri-Sikat. It is hosted by an
extension staff with members of the faculty as resource speakers.
Agri-Bareta is a 15-minute segment that gives information on different agricultural-
related news or events – local, national or international – that happened during the week and can
affect Bicol’s agricultural sector. Selected students from CBSUA served as side
correspondents/reporters.
Agri-Sikat is a special portion within Agri-Bareta which features Filipino and Bicolano
farmers, agriculturists, scientists, technologists, and entrepreneurs, etc. who have developed and
adopted technologies that significantly contributed to agricultural development. This comes in
the form of news or recorded testimonial.
Agri-Kaaraman is a 5-minute segment which tackles new information, trivia and
interesting agricultural practices in and outside of the country.
Agri-Forum is a 25-minute segment that covers specific topics about agriculture
technologies appropriate in Bicol as well as other information that can significantly affect the
region’s agriculture sector . It followed a syllabus which was developed based on identified
training needs of Bicolano farmers. It includes an in-depth discussion of a chosen topic with an
expert from CBSUA and other agencies and organizations serving as resource persons.

B. Knowledge Management and Publication
Print materials on mature technologies were produced as primers and techno-guides and
disseminated to communicate the technologies effectively and efficiently to farmers and other
clients to facilitate adoption of these technologies. Some print materials accessed from other
agencies but with limited copies were also reproduced and disseminated. These materials were in
the form of leaflet, pamphlets, and flyers.

C. Other Strategies
The University Extension Services also capitalized on other strategies such as exhibits to
create greater awareness and interest on appropriate agriculture technologies in Bicol. Regional
exhibits and trade fairs were joined by the University to promote its products and technologies.
CBSUA in-house exhibits conducted during special occasions and celebrations were also
maximized.

III. CONTINUING EDUCATION AND TRAINING
A. Education and Training Programs
The Continuing Education and Training Program covers the dissemination and diffusion
of appropriate technologies and information to clients through short term trainings and courses,
technology demonstration and non-formal education. The strategy primarily intends to enhance
the knowledge and skills of farmers about farming and other livelihood technologies.
Continuing education and training activities were
either initiated by the Extension Services Division or by
an institute or campus. Each institute / campus has its
own extension activities which are participated in by the
faculty and students.
Activities under the program are categorized into
agriculture technology, vocational and technical, and
professional development trainings.

IV. TECHNICAL EXPERT SERVICES AND SPECIAL PROJECTS
A. Special Projects
1. Collaborative Research, Development and Extension Service (CRDES)
The CRDES program is a collaborative endeavor with UPLB that was started in the last
quarter of 2009. The Memorandum of Agreement
between Regional Partners was finally signed on
February 9, 2010 in Villa Caceres Hotel, Naga City.
The signatories were the CBSUA, Camarines Norte
State College, Sorsogon State College, Bicol
University, the Provincial LGUs of Camarines Sur,
Camarines Norte, Sorsogon and Albay, UPLB, DA-
BAR, and DA-RFU5. As one of the program’s
regional partners, CBSUA is tasked to monitor and
evaluate the sites and provide technical expertise to
the project partners and cooperating farmers.
Technical experts from the various institutes of the
University has been pooled for these tasks.
At its initial phase, the program focused on FIELDS – fertilizers, irrigation, extension,
Loans, Dryers, and Seeds support services of DA – implementation assessment, Quick Response
Studies and Technology Demonstration.
The Quick Response Studies was conducted until July 2010 and involved focus group
discussions and key informants interview of key players in the implementation of FIELDS. The
respondents included farmers, seed growers and representatives from the Provincial Agriculture
Office, NFA, DA, and NIA, among others. The assessment surfaced the problems that they met
in the delivery of the different program components relevant to agricultural production process.
Technology Piloting at CBSUA. The seed production component using the Balanced
Fertilization Technology was established in a one-hectare farm inside the CBSUA Main Campus
with Prof. Felipe Laynesa of IASEM serving as the Project In-Charge. Seed production aimed to
augment the availability of good quality seeds for farmers. The farm was established in
September 2010. The farm inputs and other production cost were provided by the CRDES
program on its first phase. The first cycle was harvested last December 2010 with a yield of 60
cavans per hectare. Low yield was due to heavy rains and extreme weather condition that
resulted to lodging of standing crop. A corresponding 25% school share was remitted to the
Production Division and the income derived from the seed production project was used for the
succeeding cropping season.
Monitoring and evaluation of the six technology demonstration farms for rice in Nabua,
Camarines Sur were regularly conducted. These farms were established late last year to
demonstrate mature technologies developed by CRDES partner agencies as well as to determine

the most suitable rice farming technology in the province. Technologies demonstrated were
organic rice, balanced fertilization and nutrient manager. Progress of the techno-demos were
regularly conducted and concerns of the farmer-cooperators such as pest infestations and
germination problems were addressed. Harvesting of the individual techno-demo farms in
different sites started in March 2010 and continued until April 2010. Crop cut sampling for the
computation of the estimated yield per hectare was done in each of the sites. Documentation of
the individual farms was also carried out.

Mapping of the location of farms of the 60 respondents using the Geographic Information
System (GIS) for the Baseline Survey was completed in June 2010.
Another major activity realized was the provincial round table discussion held last July
13, 2010 where the FIELDS assessment result was presented. Validation of the result was also
carried out during the activity. Participants included representatives of the identified key players.
The result of the first phase served as the basis for planning the second year of implementation
where the program management re-focused its project components.
The CRDES program re-focused its components on the second year of implementation.
The second phase focused on seed system improvement, extension delivery system, and re-
planning of the Provincial Rice Self Sufficiency Plan. Under the seed system improvement are
the following components: establishment of seed diagnostic laboratory in CBSUA, seed
demonstration study, and the continuation of the seed production project within the University.

In line with the redirection, fund was transferred to CBSUA amounting to Php 539,181.00 for the
implementation of the project components from July 2010 to June 2011 covering the profiling
and documentation of seed demonstration study, seed diagnostic laboratory establishment,
personnel and professional services, supplies, communications and travel.
Under the Seed system improvement, a seed demonstration study was conducted to show
the advantage of using certified seeds to increase farm productivity and income. The study was
partnered with the Community Participatory Action Research (CPAR) project of BIARC and
was conducted in two CPAR sites – Ocampo and Sipocot towns. Each site has a group of
farmer-cooperators with an aggregate area of 10 hectares of farmland devoted for seed
demonstration. Ocampo has 10 farmer-cooperators who established their demonstration farms
by end of July 2010 and started harvesting last December 2010. Sipocot has 15 farmer-
cooperators who started late their first cycle in December 2010 and are expected to harvest by
March 2011.
An activity under the Extension delivery system
component is the establishment of seed diagnostic laboratory
(SDL) in the SUC which would augment the role of National Seed
Quality Control Services (NSQCS). The SDL is located in a room
in the Research Division. A number of important laboratory
supplies were acquired while other important equipment is yet to
be procured the following year. Reference materials given by
UPLB were placed in the KM at the Research Division while
others were transmitted to the FITS centers.
The DA-RFU 5 through the Bicol Integrated Agricultural Research Center facilitated the
conduct of the Training workshop on Updating the Provincial Rice Situationer of Bicol Region
which is the Phase I of the Provincial Rice Self Sufficiency Re-Planning. The training was
conducted last December 16-19, 2010 at the Villa Caceres Hotel, Magsaysay Avenue, Naga City.
It was attended by Research and Extension coordinators from the seven (7) SUCs of Bicol
Region, six (6) PLGUs thru the Office of the Provincial Agriculturist (OPAg) and some selected
MLGUs. Being a partner SUC situated in Camarines Sur, CBSUA research and extension
coordinators helped in updating the current situation of the rice industry in the Region. The
second phase (Re-Planning phase) of this activity was scheduled on the following year.
2. Dairy Enterprise Development
Generally, the technical Assistance program
aims to develop and enhance the capability of the
Alliance/Federation of Dairy Producers in
Camarines Sur to manage their cooperatives,
enhance their entrepreneurial competencies, and
enhance their technical competence in dairy product
development and marketing.

The Carabao-based Enterprise Development: Technical Training on Care and
Management on Dairy Carabao was conducted from January 25-26, 2010 at the CBSUA
Training Center. Experts from the Philippine Carabao Center served as resource persons.
The benchmark study on the socio-economic conditions of the recipients and non-
recipients of the Dairy Buffalo Project was conducted in February 2010 in Pili and Sipocot,
Camarines Sur which were the chosen areas in the province for project implementation. The
benchmark report was submitted to PCC in April 2010.
3. Disaster Risk Management
Since the University pioneered the offering of the Master of Science in Disaster Risk
Management in June 2008, partnerships have been established with various organizations in the
forefont of disaster risk reduction and management work locally and internationally.
Partnerships are with the Center for Disaster Preparedness – Training and learning Circles,
UNDP South South Cooperation, Asian Disaster Preparedness Center, the International Research
and Development Center and UN Food and Agriculture Organization have been developed.
Local partnerships were also developed particularly with the Typhoon Preparedness Center,
LGU – Labo, Calabanga, Buhi, Guinbatan and Gubat, the Albay Public Safety and Emergency
Management Office (APSEMO), the Center for Initiatives and Research on Climate Change
Adaptation (CIRCA), PhilVolcs, and DA-RFU V, among others.
Through these partnerships,
the University was able to participate
in various trainings, workshops,
symposia and fora on CBDRM in the
Philippines and abroad. Some of these
involvements were the participation of
the University, through Dr. Cely S.

evaluation of the Community Based
Disaster Risk Management – Training
and Learning Circle (CBDRM – TLC)
organized by the Asian Disaster
Preparedness Center in Bangkok,
Thailand on January 13-16, 2010 and in the National Consultation on the Partnership and
Resource Mobilization Strategy for the ASEAN Agreement on Disaster Management and
Emergency Response (AADMER) Draft Work Programme for 2010-2015 at Hotel
Intercontinental, Ayala Avenue, Makati City on March 1-3, 2010. The University, through Atty.
Marito T. Bernales, Dr. Cely Binoya and Prof. Petronilo Munez, Jr. also participated in the
Climate Change Adaptation Conference held at the Sofitel Philippine Plaza Hotel on March 15-
16, 2010 and in the Forum Involving People with Disabilities and Older Persons in CBDRM on
March 17, 2010 organized by UP-College of Social Work and Community Development and
CBDRM-TLC.

Municipal Strategic Planning Workshop in Buhi, Camarines Sur.
In April, the University was represented in the 2nd
South – South Citizenry Based
Development Academy on Community Based Disaster Risk Reduction held in Banda Aceh,
Sumatra, Indonesia last April 4-12, 2010 by no less than the University President Atty. Marito T.
Bernales together with the Extension Director Dr. Cely S. Binoya. With their participation, the
University committed to host the 3rd
Academy to sustain the process of learning. In November
22-26, 2010, CBSUA organized and hosted the 3rd
South – South Citizenry Based Development
Academy, with the theme “Harmonization of Disaster Risk Reduction and Climate Change
Adaptation at the Local and Community Level”. It was realized in collaboration with UNDP-
Special Unit for South-South Cooperation in Bangkok, Thailand; the International Development
Research Centre (IDRC) in Singapore, and Center for Disaster Preparedness - Training and
Learning Circle in UP Diliman, Philippines, and other partners. The 3rd
SS-CBDA was attended
by 116 participants coming from the countries of Malaysia, Thailand, Pakistan, India, Maldives,
Malta, Bangladesh, Canada and the Philippines (Table 11).
The University has also organized several other trainings and seminars on DRR and CCA
and implemented through the UN-FAO Project and GAD (Table 9 and 11).
4. Strengthening Capacities for Climate Risk Management and Disaster
Preparedness in the Philippines (Bicol)
This project is being carried out by the University in partnership with the Food and
Agriculture Organization of the UN, Department of Agriculture, PAGASA and Bicol University.
Upon approval of the Administrative Council and the BOT, a Letter of Agreement (LOA) was
signed by the President in October 2009. This LOA flowed in an amount of Php 932,000 to the
College through the CBSU Development Organization Inc., the NGO arm of the University.
Based on the LOA, CBSUA shall assist the
project during a period of 20 months upon
signature. The tasks of CBSUA include the
following: a) carry out an in-depth Situation
Assessment including a study of the Disaster Risk
Management (DRM ) system in the Bicol Region
with a specific focus on the agriculture sector
policies and organizations in the selected project
provinces and pilot municipalities; b) deliver
training for provincial and municipal level DA
technicians and disaster coordinating councils on
concepts and approaches of DRR, including
operational aspects for natural hazard (typhoons,
flood and drought, landslides) risk prevention, impact mitigation and preparedness measures in
the agricultural sectors; c) guide the preparation process of municipality DRR plans for the
agriculture and fishery sectors, and d) advise on gender mainstreaming into the overall process of
project implementation and project products. The project is serving three (3) LGUs in three(3)
selected provinces in Bicol, namely: Buhi for Camarines Sur, Guinobatan for Albay and Gubat
for Sorsogon.

For 2010, the University organized and conducted the following trainings to the project
partners and recipients: Early Warning Systems, Damage and Needs Assessment and
Community-Based Disaster Risk Management last February 9- 13 and Gender Integration and
Harmonization in DRM last March 10-11. Dr. Cely S. Binoya and Prof. Petronilo Muñez served
as resource speakers of these trainings. The Project also organized the Disaster Risk Reduction
Quick Response Team (DRRQRT) for the extension activities of the project. The team is headed
by Prof. Rita Talay with Prof. Ligaya Tango, Prof. Flordeliza Valenzuela and Dr. Yolanda
Agawa as sub-team Coordinators for Albay, Sorsogon and Camarines Sur areas, respectively.
Series of Barangay and Municipal Strategic Planning Workshops on Integrating DRM in
Agriculture and Fisheries were conducted in the three (3) project sites from October 13 to 15,
2010 with FAO Consultant Dr. Satendra Singh as Consultant, and Prof. Petronilo Munez and Dr.
Cely Binoya as local resource persons and the DRRQRT members as facilitators. The same
workshop but at the regional level, was conducted last October 19-20, 2010 at Macagang Resort
in Nabua, Camarines Sur (Table 9). All trainings were implemented in partnership with the
Extension Services Division.
5. Rural Micro Enterprise Promotion Project (RuMEPP)
RuMEPP is a project implemented in partnership with the Department of Trade and
Industry. It is designed to help answer the needs for developing less expensive products using
available raw materials in Camarines Sur, involving
selected micro entrepreneurs (MEs) in identified LGUs
to achieve business growth. RUMEPP’s specific agenda
were for these MEs to have their products enhanced,
increase product variants, and in general, improve
product marketability.
The University was tapped as partner agency in
the implementation of the project having the technical
experts in the field of product development and
microenterprise development. The Institute of
Economics and Management and the Institute of
Engineering and Technology (IET), through its Department of Food Technology, provided the
pool of experts particularly in the trainings on food product development. The Extension
Services Division provided supervisory and logistical support services.
Project activities focused on the product development and enhancement of handicraft
utilizing indigenous materials, development of processed food products, product clinic, and
enhancement of processed food products’ marketability trainings and similar activities were
accomplished in 2010 (Table 10). Other accomplishments are enumerated below:
1. Development Program for Handicraft Products Utilizing Indigenous Materials
Training on Sewing of Lasa and Karagumoi conducted in San Rafael, Lagonoy on
June 29 and December 2, 2010 with 31 participants.

Gainza, Camarines Sur with 55 participants.
2. Product Clinic and Development of Processed Food Products
Processing and Sensory Evaluation of several products, such as vinegar, bagoong,
patis, pinangat, puto tabla and binamban were conducted from October 22 to
December 19, 2010 in the municipalities of Milaor, San Fernando & Magarao. There
were 60 female participants.
3. Enhancement of Handicraft Products
Training on the Conversion of Agas into Fashion Accessories was conducted on
September 22 -23, 2010 in GK Libmanan, Libmana Camarines Sur. It was attended
by 21 female participants.
Training on the Conversion of Corn Husk for Christmas Decor was held on
November 23-24, 2010 in Tigaon, Camarines Sur with 18 participants.
Presentation of Prototypes (3 new prototypes of corn husk products) was held on
December 7, 2010 in Tigaon. It was attended by 10 participants.
4. Enhancement of Processed Food Products’ Marketability
Processing of Tilapia Products was conducted on January 25 and December 6, 2010
at the Fishlanding Port in Bato Camarines Sur and CBSUA Food Tech Laboratory
and was attended by 22 participants.
Meat Processing held on January 26-27, 2010 at the CBSUA Food Tech Laboratory
and attended by 30 participants
Processing of Jams and Juices was held on January 28, November 30 and December
13, 2010 in the CBSUA Food Laboratory. It was attended by 29 female participants.
Processing of Pilinut Cookies with Fruit Flavors was conducted on November 26,
2010 in Gogon, Camaligan with 8 participants.
Processing of Confectionaries held on December 17, 2010 at the CBSUA Food Tech

Extension System through Knowledge Management that was held last September 6-11, 2010 in
New Delhi, India. During the meeting, Dr. Binoya
presented technical papers on: Key concepts of
Knowledge Management (KM), APO KM framework
and its application in Agricultural Extension System;
Technological, Institutional and Organizational Settings
for Promoting KM Application in Agricultural
Extension System: Case of the Techno-Gabay Farmers’
Information and Technology Service Program in the
Philippines; and Applying KM Process in Establishing
an Organic Agriculture Model Farm in Labo, Camarines
Norte, Philippines.
As the Executive Director of the Asia Pacific Association of Educators in Agriculture and
Environment (APEAN), Dr. Binoya was again invited to attend the 3rd Edition of the
Association Day ITB Asia 2010 which was held in Suntec Singapore International Convention
and Exhibit Center in October 20-22, 2010. In this event, association peers from around the
world, mainly from Asia, had the opportunity to discuss common issues and explore new ideas in
events organizing.
Some new linkages were initially built through the seminars, conferences and other
activities where the University, through the Extension Services Division, had been invited or
represented. Among them are with the Asian Disaster Preparedness Center when the University
participated in the evaluation of the accomplishments of the CBDRM – TLC and in the National
Consultation on the Partnership and Resource Mobilization Strategy for the ASEAN Agreement
on Disaster Management and Emergency Response (AADMER) Draft Work Programme for
2010-2015; and the Congressional Commission on Science and Technology and Engineering
(COMSTE) during the Climate Change Adaptation Conference 2010 (Table 12).
Other partners in extension service are the various institutes and campuses of the
University.

V. EXTENSION ACTIVITIES OF OTHER INSTITUTES AND CAMPUSES
The different institutes of the University also initiate their own extension activities in
coordination with the University Extension Service. This is an approach to ensure that the
interplay, complementation and harmonious balance of the four mandated functions of
instruction, research, extension and production are well articulated in their operation. The Dean

The IASEM, through its Crop Science Department, served as the focal institute in the
engagement of the University as the partner SUC of Gawad Kalinga in the implementation of the
Bayan Anihan Program in the province of Camarines Sur. Selected faculty members served as
Faculty In-Charge of Bayan-Anihan Farms in both GK and non-GK sites. They provided
technical expertise as resource persons during trainings as well as in the monitoring of the BA
Farms.
D. Institute of Economics and Management
The IEM was the lead institute in the implementation of the Rural Micro Enterprise
Promotion Project (RuMEPP) which was funded by the Department of Trade and Industry. All
faculty members of the institute were involved in the implementation of the activities which are
reported in Table 10.

G. Graduate School
The Graduate School conducted extension activities participated in by regular and
affiliate faculty and students. Each curricular offering has its own extension activity. The
Doctoral and MS Programs in Agriculture have their own extension banner program ”Adopt a
Mountain” with MT Asog Rainforestation Cum Livelihood as the extension area. The Doctoral
and MS Programs in Development Education and Agricultural Extension and Education,
respectively, have the ”Adopt A School” with Bula National High School, Rodriguez High
School and Sta Clara College as extension sites. The MS in Resouce Management, on the other
hand, has its ”Adopt A Cooperative/Women’s Organization” with Santiago, Pili and Del
Gallego, Camarines Sur as extension Sites.
For the ”Adopt A School” Program, a Seminar Workshop on Teaching Methodologies:
ICT-based Instruction was conducted last October 28-29, 2010 for high school teachers of Bula
National High School in Bula, Camarines Sur.
