Evaluation Summary General
Shell Coupling G had dry product staining. The fitting should be removed, a thread sealant applied, and the fitting replaced.
There was a wet product stain on the bottom extension on the southeast side of the tank. If the tank bottom is to be replaced, then no further corrective action is required. If the tank bottom is not to be replaced, the area on the internal cornerweld should be blasted, cleaned and inspected.
The inspection interval is 5 years for external inspections. The next external inspection should be performed by September of 2020.
The inspection interval is 20 years for internal inspections. The next internal inspection should be performed by September of 2035.
Foundation
The tank was surveyed internally. The details of that survey can be found in the Appendix. The settlement data shows the tank to be 0.48 inches out of level with the low point located at or near Survey Point 8 or 93.46 feet counter-clockwise from Survey Point 1. Survey Point 1 was located three feet counter-clockwise from Wwest Manway A, and the survey proceeded counter-clockwise around the tank shell perimeter. The largest out-of-plane settlement was 0.14 inches. A maximum permissible out-of-plane settlement of 0.50 inches was calculated per API-653 Appendix B.3.2.1. None of the survey points exceed this value. No corrective action recommended.
The tank bottom near the shell was inspected for bulges, ridges, sags and edge settlement that might indicate areas of excessive stress. Because the tank shell does not sit on a grade foundation, settlement near the shell was evaluated per API-653, Appendix B, Sections B.3.3 and the associated footnote. The edge settlement at Radials 1, 3, 4, 6, 7 and 8 exceeded 3/8 inches per foot. Radials 1, 6, 7 and 8 were acceptable and did not require corrective action. The tank bottom welds within 13 feet on either side of Radials 3 and 4 and within 5 feet of the shell should be examined using magnetic particle or dye penetrant testing.

There was an excessive amount of vegetation growing around the tank. The vegetation should be removed.
Bottom
An extremely limited visual inspection of the tank bottom was performed to locate topside pits 0.070 inches deep and deeper in the bottom plates and 0.055 inches deep and deeper in the critical zone (within three inches of the shell) for a 5-year inspection interval. Areas of corrosion below the thresholds were found in Bottom Plates 9 and 10. The visual inspection could not be completed due to an excessive amount of dirt and product residue. Consideration should be given to replacing the tank bottom. Alternatively, if the bottom is not replaced, the bottom should be blasted, cleaned, and inspected for topside corrosion. Topside pits with 0.135 inches or less remaining wall (0.070 deep and deeper) outside the critical zone should be repaired. Topside pits with 0.155 inches or less of remaining wall (0.055 inches deep and deeper) inside the critical zone should be repaired.
A Magnetic Flux Leakage (MFL) scan was performed on approximately 92 percent of the tank bottom at a remaining wall threshold of 0.135 inches thick in the bottom plates and 0.155 inches thick in the critical zone (within three inches of the shell) for a 5-year inspection interval. There was corrosion below the thresholds on Bottom Plates 1, 2, 3, 4, 6, 7, 8, 10, 11, 12, 13, 14, and 15. The lowest indication found was 0.070 inches located on Bottom Plate 13. If the tank bottom is not replaced, soilside corrosion areas with 0.135 inches or less of remaining wall thickness outside the critical zone should be repaired. Soilside corrosion areas with 0.155 inches or less of remaining wall thickness inside the critical zone should be repaired.
Ultrasonic Edge Scrubs (UES) were performed on the tank bottom at the 8 survey locations. The thicknesses ranged from 0.100 to 0.270 inches. Corrosion at or below the threshold was found at Radials 2, 6, 7 and 8.
Corrosion areas were found in the critical zone that exceeded 24 inches in length. The bottom plates in these areas should be replaced or a finite element analysis should be performed to better determine the stresses from using oversized repair plates and their acceptability.

An ultrasonic thickness reading was taken at random on each bottom plate. The thickness readings ranged from 0.248 to 0.470 inches.
The flat-bottom sump was 48 inches in diameter and 24 inches deep. The bottom thicknesses ranged from 0.200 to 0.350 inches. The side wall thicknesses ranged from 0.250 to 0.380 inches. There was a band of corrosion with pitting up to 0.110 inches deep located in the side wall 8 inches above the sump bottom.
External Shell
The fill height analysis found that this tank was adequate for continued service. No corrective action is required.
There were minor buckles in the shell. The buckles and their locations should be noted in the tank record.
Internal Shell
There was light, widespread corrosion on the internal shell. The internal shell had isolated areas of corrosion ranging from approximately 0.010 to 0.050 inches deep near the cornerweld. No repair is required.
Inspection of the internal cornerweld was limited due to product residue and dirt. There was corrosion in the visible areas of the cornerweld. Consideration should be given to cleaning and re-inspecting the cornerweld. The areas of corrosion should be weld repaired.
Shell Items B and J did not appear to penetrate the internal shell.
The internal shell had isolated areas of corrosion ranging from approximately 0.010 to 0.050 inches deep near the cornerweld. No repair is required.
The gauge pole supports lacked pad plates on the internal shell. Consideration should be given to installing pad plates on the internal shell under the gauge pole supports.

An extremely limited visual inspection of the tank bottom was performed to locate topside pits 0.070 inches deep and deeper in the bottom plates and 0.055 inches deep and deeper in the critical zone (within three inches of the shell) for a 5-year inspection interval. Areas of corrosion below the thresholds were found in Bottom Plates 9 and 10. The visual inspection could not be completed due to an excessive amount of dirt and product residue.
The internal cornerweld had several areas of corrosion.

The flat-bottom sump was 48 inches in diameter and 24 inches deep. The bottom thicknesses ranged from 0.200 to 0.350 inches. The side wall thicknesses ranged from 0.250 to 0.380 inches. There was a band of corrosion with pitting up to 0.110 inches deep located in the side wall 8 inches above the sump bottom.

A Magnetic Flux Leakage (MFL) scan was performed on approximately 92 percent of the tank bottom at a remaining wall threshold of 0.135 inches thick in the bottom plates and 0.155 inches thick in the critical zone (within three inches of the shell) for a 5 year inspection interval. There was corrosion below the thresholds on Bottom Plates 1, 2, 3, 4, 6, 7, 8, 10, 11, 12, 13, 14, and 15. The lowest indication found was 0.070 inches located on Bottom Plate 13.
Corrosion areas were found in the critical zone that exceeded 24 inches in length.
Ultrasonic Edge Scrubs (UES) were performed on the tank bottom at the 8 survey locations. The thicknesses ranged from 0.100 to 0.270 inches. Corrosion at or below the threshold was found at Radials 2, 6, 7 and 8.

Settlement Evaluation Summary
Grand River Dam Authority contracted with Tank Consultants, Inc. to provide an internal settlement survey for Tank 2 located in Chouteau, OK. The settlement evaluation was per API-653, 5th Edition, November 2014 Appendix B. According to records provided by the customer, the tank was built in 1979 per API-650 construction standard. The tank has a concrete ringwall foundation.
The elevation survey consisted of 8 survey points equidistant around the tank shell perimeter. Survey Point 1 was located at or near the Manway A and the survey proceeded counter-clockwise around the tank shell perimeter.
The settlement data was fitted to an optimum cosine curve using the least squares method and plotted in graph form. The settlement data shows the tank to be 0.48 inches out of level with the low point located at or near Survey Point 8 or 93.46 feet counter-clockwise from Survey
Point 1. The measure of statistical validity (R2) was 0.90 per B.2.2.4.e.
The out-of-plane, or differential settlement, was calculated for each actual survey point's elevation and plotted in graph form. The largest out-of-plane settlement was 0.14 inches. A maximum permissible out-of-plane settlement of 0.50 inches was calculated per Appendix B.3.2.1. None of the survey points exceed this value.
The tank bottom near the shell was inspected for bulges, ridges, sags and edge settlement that might indicate areas of excessive stress. Because the tank shell does not sit on a grade foundation, settlement near the shell was evaluated per API-653, Appendix B, Sections B.3.3 and the associated footnote. One or more radials exceeded the B/R threshold of 0.37 inches/feet. Further engineering analysis was required. The most severe edge settlement was 3.48 inches located at 5 feet from the shell at radial 3. Radial(s) 1, 2, 5, 6, 7, 8 are OK and require no further corrective action. For Radial(s) 3, 4 the cornerweld and all bottom lap welds in the affected area(s) should be examined by magnetic particle testing. Alternatively, a rigorous stress analysis (FEA) could be performed to better determine the stresses and their acceptability without repair or further NDE Examination.
