Summary description of projectThe proposed project is an update to all elements of the Estacada Transportation System Plan. The City’s current TSP was developed more than a decade ago, adopted in 2007. While parts have since been updated (e.g. by the 2011 Estacada Downtown and Riverside Area Plan and the 2018 Active Transportation Plan), much remains out-of-date and not informed by recent analyses (2019 Economic Opportunity Analysis; 2019 Housing Memo) nor by changes in population, development, and land use plans. A full TSP update will allow the City to address gaps in existing plans as well as identify and plan for the community’s emerging needs, preferences, and goals.

Eligibility requirements
Applications are reviewed on a pass/fail basis on each of the following three requirements.
Applications found to not meet each of these requirements will not be scored against the award criteria and will not be awarded a grant.
1. Clear transportation relationship
A proposed project must have a clear transportation relationship and produce transportation benefits. A project must entail analysis, evaluation and selection of alternatives, development of implementation actions, and public involvement that results in a long range transportation plan, land use plan, or other product that addresses a transportation problem, need, opportunity, or issue of local or regional importance.

2. Adoption of products to meet project objectives
A proposed project must include preparation of an adoption-ready product or products that lead to a local policy decision and that directly address the project objectives, such as a transportation system plan, comprehensive plan amendment, land use plan, code amendment, implementation program, or intergovernmental agreement. Projects are expected to include adoption hearings (or equivalent) by the governing body or to prepare products which will be adopted as part of a larger project.

3. Support of local officials
A proposed project must clearly demonstrate that local officials, both the primary applicant and any co-applicants, understand the purpose of the grant application and support the project objectives. Award criteria
Criterion 1: Proposed project addresses a need and supports TGM objectives (up to 40 points)
The project clearly and effectively addresses a local or regional transportation or transportation-related land use issue, problem, need, or opportunity and will achieve one or more of the TGM objectives.

Explain how your proposed project addresses a need and supports TGM objectivesThe 2007 TSP was developed more than a decade ago. While some elements have since been updated, much remains outdated and not informed by recent analyses or public input, nor by changes in population, development, and plans. A full update will address gaps in existing plans and identify emerging needs and goals.
The City's 2019 EOA Advisory Committee identified priorities for development patterns in the city. Further public engagement showed widespread support for those patterns and resulted in the creation of six new commercial, mixed-use, and residential zones (Ord. 2019-005 adopted in March). While the associated
traffic impact study did find that the City’s TSP provides for sufficient capacity to accommodate those changes, the study did not provide opportunity for public input on what would make the transportation system more accessible, efficient, comfortable, or safer for all users. While the current TSP may suffice to accommodate anticipated development, it no longer holistically reflects the changing needs, preferences, and vision of the people of Estacada.
This project supports these TGM Objectives:
1) Provide transportation choices:
1.1 This project will allow the City to improve connectivity among the various networks that provide transportation options in Estacada, including roadways, sidewalks, bike lanes, multi-use paths, and transit. It will support future land uses by ensuring reflecting the significant changes to the Comp Plan, zones, and code that have occurred since the current TSP was adopted.
1.2 Deliverables include recommendations for appropriate, strategic, and cost-effective siting, design, and management of transportation facilities and services.
1.3 The City is committed to creating an inclusive, welcoming, and equitable environment for all. This commitment includes ensuring that underserved communities or people with limited options are engaged meaningfully, early, and throughout the process; prioritizing needs of vulnerable groups and those with fewer options such as seniors, people with disabilities, youth, non-native English speakers, People of Color, those with low income; and applying an equity lens throughout all project stages to ensure the needs and priorities of underserved groups are meaningfully addressed in project outcomes.
1.4 A recently updated element in the TSP is the 2018 Active Transportation Plan, which identifies improvements and connections needed to support pedestrian, bicycle, and transit options throughout the City. Though recent, that plan did not account for this year's changes in Comp Plan designations applied to 400+ acres of land in the UGB. A full update will allow the City to build upon the needs, priorities, and treatments identified in the 2018 AT Plan so as to better align with and support the newly planned land uses and development patterns anticipated following the establishment of those six new zones.
3) Support economic vitality and growth:
3.1 Neighborhoods and centers thrive when residents, workers, and visitors can move within and between them safely, easily, and by their mode of choice. The Plan will identify facilities to connect existing and planned residential areas to commercial nodes, downtown, recreation, parks, and employment centers, encouraging walkability and other strategies that reduce vehicle miles traveled while supporting local community and economic development.
3.2 The TSP will evaluate and provide for needed improvements in and around the industrial campus and downtown to support employee and freight access; and will identify opportunities to improve connectivity and access to and between employment centers for all modes.
3.3 This project will allow the City to consider impacts and opportunities associated with increased residential densities newly allowed following state-mandated code amendments and community-initiated zone changes. The TSP will plan for transportation facilities supportive of compact development that allows residents, students, workers, and visitors to get where they need to go safely, efficiently, and by their mode of choice.
4) Save public and private costs:
4.2 This project will save costs by identifying needs, goals, and implementation tools the City will use to guide investments for a well-connected transportation system offering efficient movement of people and goods, reduced vehicle miles traveled, and better access to jobs, education, services, and fun. Active transportation, compact development, and transit help to reduce vehicle trips, demand for parking, wear on infrastructure, and need for roadway capacity.
5) Promote environmental stewardship:
5.1 The Plan will identify strategies to reduce VMT, reduce greenhouse gas emissions in accordance with the Carbon Policy EO 20-04, and capture opportunities and solutions to facilitate or encourage energy efficiency.
Criterion 2: Proposed project is timely and urgent (up to 25 points)
The application demonstrates timeliness and urgency. The project is needed now to:
address pressing local transportation and land use issues
make amendments to local plans or regulations necessitated by changes in federal regulations, state requirements or regional plans
make amendments to local plans or regulations necessitated by changes that were not anticipated in previous plans, including growth or lack of growth, changes in land-use patterns or changes in available funding
build on, complement or take a necessary step toward completing or implementing other high priority community initiatives, including Governor's Regional Solutions Team priority
resolve transportation or land use-related issues affecting the project readiness of local, regional or state transportation projects for which funding is expected to be obligated within the near future

Explain how your proposed project is timely and urgentThe City of Estacada’s existing TSP was completed in 2007. At 13 years old, it no longer fully captures the transportation needs of this growing City and its changing vision for future development.
As the City moves forward now with the implementation of the six new zones mentioned above, the annexation of significant swaths of land, and the development of hundreds of new homes, Estacada finds itself at the front end of a major growth spurt. The City is also a participant in the development of the Clackamas County Transit Development Plan identifying current and future transit needs and opportunities throughout the region. The City seeks to make the most of this opportune moment by revisiting, refining, and expanding upon all elements of its outdated TSP in order to appropriately plan for the development patterns now expected to occur in the not-too-distant future, and to facilitate needed transit connections between Estacada and regional destinations throughout the county and beyond.
Criterion 3: Proposed project approach is reasonable (up to 20 points)
The application demonstrates a clear approach to achieving the expected outcome and includes consideration for adoption. Where substantial coordination with other local, regional, and state planning
efforts will need to occur, the mechanisms and responsibilities for the coordination are clear.

Explain how your proposed project approach is reasonableThe City will coordinate with TGM staff and project consultants to establish scope, work plan, deliverables, timeline, and equitable public involvement plan. The project is expected to take 14-16 months from kick-off to adoption.
Task 1: Public Involvement (City, Consultant)Months 1-16- City to recruit a Stakeholder Group (SG) representing a diversity of interests, actors, and perspectives within the Estacada community, including historically underrepresented groups (e.g. Black, Indigenous, and People of Color (BIPOC), Limited -English Proficiency (LEP), LGBTQ+, people with disabilities) to provide input throughout the project, assist in applying equity lens throughout, evaluate fulfillment of equity objectives, and identify work-plan revisions needed for unfulfilled equity objectives;- City and consultant will utilize public events, online communication, focus group meetings, and news media outlets to inform and involve the public throughout the project;

Explain how proposed project sponsor is ready and capableThe City of Estacada is prepared to begin coordination with TGM staff on project statement of work and consultant selection as early as October, 2020. Estacada’s City Planner, Taylor Campi, will serve as the project manager and is supported by the City Manager, Economic Development Manager, Public Works Director, and Clackamas County Planner Ben Blessing. The project proposal is supported by the Estacada City Council and the City has committed to budget staff support to the project as needed if awarded. Estacada’s 2018 Active Transportation Plan and 2011 Downtown Riverside Area Plan are both products of the City’s successful performance on previous TGM projects and testaments to the community’s readiness to engage in planning for their future.
