3 The board approved the FinanceCommittee’s recommendation tosponsor the Judicial InternOpportunity Program in theamount of $1,500.

3 The board approved the recom-mendation of the AuditCommittee to have Miller, Allen& Co. represent the State Bar ofArizona and the ClientProtection Fund during the2005-2007 audits and to author-ize Frank Barriga to sign onbehalf of the State Bar ofArizona.

3 Ms. Schmid reviewed the twoboard reporting forms that hadbeen vetted by the HumanResources Committee andFinance Committee regarding:(1) salaries of those in the LawyerRegulation Department and (2)performance pool reallocation.The board approved both recom-mendations as written.

3 Mr. Frank Lewis, as spokesmanfor the group of members whoare over 70 years of age, reportedon his meeting with Alan Bayhamand Robert Van Wyck regardingtheir concerns with Petition R-05-0034 that was filed with theArizona Supreme Court. The

major points of concern aremandatory CLE and dues for themembers over 70.

3 Jeff Jacobson, President of theYoung Lawyers Division (YLD),reported on the success of theWills for Heroes Program. Hestated that the 100 Club donatedall the laptops to the programand reviewed some of the chal-lenges facing the growth of theprogram.

3 Patrick Black, the incomingPresident from the Arizona AsianAmerican Bar Association,reported on the February 16annual induction activities andthe goals for the upcoming year.

3 The Client Protection FundBoard of Trustees requested theboard to modify the ClientProtection Fund Declaration ofTrust to raise the per-claim capfrom $50,000 to $75,000. GeoffSturr, Treasurer, presented therequest to the board. The boardapproved the request, withAmelia Cramer and BrianChambers abstaining.

3 Robert Van Wyck, Chief BarCounsel, reported that the Kingbrief was filed January 20 andthat the oral argument will be inMarch.

3 Amelia Craig Cramer, Chair ofthe Tucson Building Task Force,gave an update on the findings ofthe task force and the threepotential leases and one propertyfor purchase. She reviewed therental versus purchase analysis.

3 The board voted unanimously toauthorize the Tucson BuildingTask Force to continue negotia-tions with respect to three possi-ble commercial office spacesrentals: 135 W. Council, LaPlacita Village and Rio NuevoProfessional Plaza, as well as toenter into negotiations withrespect to a possible buildingacquisition of 70-80 W. Franklin,with assistance by Ray Hannarepresenting the Scope &Operations Committee.

3 Legislative Update—ChristineThompson, Director ofGovernment Relations, reportedthat by the 12th day of the leg-

islative session, 1,053 bills hadbeen introduced. She distributedthe list of proposed positions onlegislation. Legislation in the“support” category were votedon in a previous meeting.Legislation listed on the handoutin the “oppose” category are billsthat have historically beenopposed by the Bar.

3 President Grimwood reported onthe Minority Bar Conventionand Jo Ana St. George’s requestto list the CMWL as co-sponsorof the panel that is being put onby the National Bar Associationand the American CorporateCounsel Association. The boardsupported the CMWL’s petitionwith two conditions: (1) nofinancial commitment from theState Bar of Arizona; (2) that themodel brochure submitted withthe request be truthful, includingthat all sponsorship reflected onit are in fact in place.

Maricopa County Commission on Trial CourtAppointments

Application Deadline—Monday, April 3, 2006

Purpose: This nonpartisan commission is chaired by the Chief Justice ofthe Arizona Supreme Court. Primary responsibility is to screen, inter-view and select judicial candidates for submission to the Governor forfinal selection to fill judicial vacancies.

Openings: The Board of Governors will nominate one individual toGov. Janet Napolitano to fill the unexpired term of Donna L. Elm(Federal Public Defender’s Office). The four other lawyer–commission-ers are James E. Blair, Jr. (Supervisorial District 1; Senate confirmationpending), Maricopa County Attorney’s Office; Helene S. Fenlon(Supervisorial District 2), Spinelli Corporation; Patrick J. McGroder(Supervisorial District 4), Gallagher & Kennedy; and Jennifer R. Hunter(Supervisorial District 5; Senate confirmation pending), AttorneyGeneral’s Office.

Criteria/Qualifications: Applicants must be active members of the StateBar of Arizona in good standing who have been admitted to practice beforethe Arizona Supreme Court for not less than five years. Candidates mustreside in Supervisorial District 3 and may not be registered Republicans.

Arizona’s Constitution (Article 6, Sections 36C and 41D) provides forethnic and gender diversity on the appellate and trial court commissions.Therefore, the Board of Governors strongly encourages lawyers with eth-nically diverse backgrounds to apply for this opening.

Term: Fill one unexpired term to Jan. 15, 2007, and subsequently servea full four-year term to January 2011.

ABA House of DelegatesApplication Deadline—Wednesday, April 26, 2006

Purpose: Delegates represent the State Bar at the annual and midyearmeetings of the American Bar Association (ABA) House of Delegates.The State Bar reimburses only that portion of delegate expenses relatingto that portion of the House’s agenda that addresses the regulation ofthe profession and improving the quality of legal services.

Openings: Two appointments will be made by the Board of Governors.A board policy states that at least one of the State Bar’s four delegatesappointed by the board shall be an attorney member of the board. Boardmember Jeffrey Willis (Snell & Wilmer LLP, Tucson) has served in thiscapacity for two years and is eligible for reappointment to a second, butfinal, two-year term. Delegate Ernest Calderón (Calderón Law Offices,Phoenix) is also completing a two-year term as a delegate and is eligiblefor reappointment to a second, but final, two-year term.

The State Bar’s two other delegates are Susan C. Villarreal (VillarrealLaw Office, Tucson) and C. Bradley Vynalek (Quarles & Brady StreichLang LLP, Phoenix). Mr. Vynalek is serving as Arizona’s Young LawyerDelegate.

Criteria/Qualifications: Open to active members of the State Bar ofArizona in good standing. The successful candidates must also be ABA

members in good standing throughout their tenures as delegates. Thereis a two-term limit; however, an exception may be made if the delegatedemonstrates leadership within the ABA committees and sections. Eachdelegate should represent a different county (although exceptions havebeen made in the past).

Term: Two years beginning August 9, 2006.

Arizona Foundation For Legal Services & EducationBoard of Directors

Application Deadline—Wednesday, April 26, 2006

Purpose: This working board, which includes public members, providesdirection to Foundation activities, including: the Interest on Lawyers’Trust Accounts (IOLTA) program; grants for indigent legal services andthe administration of justice; and law-related education programs.

Openings: One appointment will be made by the State Bar Board ofGovernors to fill the unexpired term of Christopher J. Littlefield. Mr.Littlefield, formerly with the Dial Corp. in Scottsdale, has relocated out-side of the state of Arizona.

Criteria/Qualifications: Open to active members of the State Bar ofArizona in good standing. Nonlawyers may be considered. The boardmeets approximately eight times per year. In addition, board membersserve on standing Foundation committees.

Term: Fill one unexpired term to December 31, 2007.

City of Tempe Judicial Advisory BoardApplication Deadline—Wednesday, April 26, 2006

Purpose: Recommend to the Tempe City Council the best-qualified per-sons to become city magistrates and to evaluate the performance of, andadvise regarding the retention of, current appointed magistrates.

*Openings: Two appointments will be made by the Tempe CityCouncil. Thomas E. Klobas (Maricopa Legal Defender’s Office,Phoenix) and Brad Tebow (Attorney at Law, Tempe) are completing ini-tial three-year terms on the board, which was formed in 2003.

Criteria/Qualifications: Open to active members of the State Bar ofArizona in good standing who reside in the City of Tempe and who donot hold, or have not held, any contract for professional services withthe City of Tempe in the last five (5) years.

Term: Three years beginning July 2006.

Purpose: The trustees act as custodians ofmonies deposited in the fund, invest thosefunds, and pay claims in appropriate cases.

Openings: One appointment will be madeby the Board of Governors. Geoffrey M. T.Sturr (Osborn Maledon PA, Phoenix) iscompleting a five-year term and is eligiblefor reappointment to a second, but final,five-year term. The other trustees are LarryW. Suciu (Law Offices of Larry W. Suciu,Yuma), Mark D. Rubin (Attorney at Law,Tucson), John G. Balentine (Van O’SteenAttorneys at Law, Tucson) and nonlawyerMaria Hoffman (Maricopa County).

Criteria/Qualifications: Any active orhonorary member of the State Bar ofArizona in good standing who has activelypracticed law or served in a judicial capaci-ty in the State of Arizona for 10 years ormore is eligible for appointment as atrustee. The trustees meet three to fourtimes a year and review more than 100claims annually.

Term: Five years beginning June 2006.

Community Legal ServicesBoard of Directors

Application Deadline—Wednesday,April 26, 2006

Purpose: This board consists of 27 mem-bers, four of whom are State Bar represen-tatives. Powers include establishment ofstandards of eligibility of applicants forlegal services, establishment of standardscovering the scope of legal services to bemade available, and determination of majorprogram policies.

Openings: Two appointments will bemade by the Board of Governors. Gary M.Kula (City of Phoenix Public Defender’sOffice, Phoenix) and Greg Shaw Williams(Robinson & Associates, Glendale) arecompleting six-year terms and are ineligi-ble for reappointment.

Requirements/Restrictions: Open toactive members of the State Bar of Arizonain good standing. The board meets once amonth except in July and August.

Term: Six years beginning June 2006.
