1. Opening Prayer – Sharon Simpson, BCMB Executive Committee Member 2. Worship Celebration – Main Street Church 3. Welcome by Main Street Church – Shawn Vandop, Lead Pastor
a. Shawn welcomed the guests on behalf of Main Street Church. He shared how the church leadership recognized a need to teach on prayer, and have been encouraging their congregation to be attentive to what God is saying and then to respond to it. He encouraged the delegates to do the same.
4. Welcome to Jubilee Church – Michael Dick, Moderator and Rob Thiessen, Conference
Minister a. It was noted that Jubilee Church is BCMB’s newest church plant; the name was chosen
to proclaim the message of freedom. Pastor Jonathan Headley shared how meeting in a community school in Maple Ridge has opened doors for them to have conversations with people in their community and invite them to church. Paul Bergen, member of the leadership team at Maple Ridge Church shared about unity among the elders, putting the Kingdom first and following God’s leading.
b. Michael Dick joined Rob Thiessen in welcoming Jubilee Church into the BCMB
Conference. Michael shared Zechariah 4:6 for Jubilee, “Not by might nor by power but by my Spirit, says the Lord.”
5. Message – Dr. Luis Palau
a. Dr. Palau spoke on the Convention theme, “Spirit Empowered Mission” and Acts 1:8, “But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses…” Dr. Palau shared that when he was thinking about coming to share at Convention, he felt that the Lord could use the Mennonite Brethren all across Canada to be in tune with the awakening for the glory of God. He noted that now that he is here, he felt this is the case – God is on the move in Canada. He encouraged the gathering to be faithful in the little things.

a. Michael closed the evening with a blessing from John in Revelation 2:29: “Anyone with ears to hear must listen to the Spirit and understand what He is saying to the churches.”

generation of young, Godly pastors with attitudes of servanthood. He encouraged the delegates to finish well. Dr. Palau read from John 15:1-17 regarding the fruitfulness of remaining in Christ and how we can relish the overflowing life of Christ in us by the fullness of the Holy Spirit.
4. Report from the Conference Minister – Rob Thiessen
a. Rob gave a review of his report, sharing how God had placed this year’s Convention theme of “Spirit Empowered Mission” on his heart, and that his heart for us as churches and MBs is for the Spirit to be working in and through us – that with Him leading us, anything is possible. Rob noted that May 15th is Pentecost Sunday, which is known as the “birthday of the church.” He urged the churches to see it as the day we celebrate the power of God coming into our lives and churches – the event horizon of God’s work on Earth – celebrating how His spirit empowered us and then spread out. He encouraged the delegates to ask the Spirit to use us, and to protect our commitment to the authority of Scripture and Gospel preaching.
Rob also noted the MB legacy of working towards peace, ethics and justice with the
power of the Spirit, and encouraged the delegates to lean into that as a great legacy to leave behind. Watching how churches have stepped out in faith in helping with the refugee crisis and what God is doing through this work has encouraged Rob greatly.
b. He introduced three people who are currently working with their churches to sponsor
and support refugee families: Jenny Toews from Richmond Bethel, James Toews from Neighbourhood Church in Nanaimo and Rick Bayer from Grace Point in Surrey. They each shared about their experiences, and how encouraging it has been to see their church congregations reflect God’s heart in caring for these new families to Canada, and what a blessing they have received in return despite some challenges.
Rob reflected on these stories, and noted that when we do something and step out in
faith, the Holy Spirit meets us. He encouraged the churches to keep doing kingdom work and experience the power of
God – to have a plan in place, to get involved, and to see a need and meet it. He noted that this isn’t doctrine – this is life; and when we are afraid, God replaces our fear with faith. Rob’s prayer is that our churches would be alive with the presence of God that people will come to know Jesus, and that God will be glorified.
5. Report from CBC – Bryan Born, President & Kurtis Kube, Development Officer
a. Brian shared that CBC is determined more than ever to celebrate their identity in Christ, and he and Kurtis shared three key values that are critical at CBC:
• Being Christ-centred – knowing Jesus, knowing His Word, and seeing students land
on the Rock, using CBC as a springboard into spirit-empowered ministry. • Being Kingdom-focussed – acknowledging Christ’s lordship over all, setting a
foundation for the students who go into full-time ministry or missions after their time at CBC, serving the local church, and equipping the students.
• Being world-impacting – working with the community and seeing God move and work in people’s lives. Bryan shared how CBC recently signed a two-year block transfer agreement in partnership with UFV, thanks to the moving of God’s Spirit.
6. Report from MBBS – Bruce Guenther, President
a. Bruce introduced his MBBS team that was present: Brian Cooper - Associate Dean, Eugene Klassen - Development Officer (BC & AB), Keith Reed - Associate Director of Ministry Lift, and Jeff Peters - Director of Advancement.
b. Jeff shared about the Apostle Paul’s encouragement to have endurance in training for
the race of life, and about being empowered by the Holy Spirit in all that we do. They shared that effective mission requires some sort of effective preparation.
It was noted that MBBS has had 78 students over both campuses (Langley and
Winnipeg) this past year, and they have been able to award over $50,000 in bursaries, not including L2L’s matching grant of 25% when a church pays 25%. It was also noted that they are trying to make seminary more accessible by allowing up to two-thirds of their Masters of Divinity to be done on-line. This is helping them keep training opportunities open to leaders across Canada as they plan for the future.
c. Keith shared about Ministry Lift’s non-formal delivery of graduate level teaching,
equipping men and women in their ministry work. This includes conferences, a library of video training, live streaming, and workshops for church staff or congregants to use as a resource.
d. Bruce shared some highlights of his MBBS report, including their goal to double their
capacity in five years and become multi-denominational through partnerships, as well as his transition back into a full-time teaching role.
e. Michael Dick honoured Bruce, expressing thanks and appreciation for all his hard work,
leadership and dedication in the last five years to ensure that seminary education is relevant and effective in our day. Michael noted Bruce’s character of leadership, integrity of heart and love for the conference and seminary. He then prayed over Bruce and MBBS.
7. Q&A
a. Michael Dick opened up the floor for questions regarding the reports from Rob Thiessen, CBC and MBBS, noting the meeting’s Rules of Order on page 42. There were no questions or comments.
8. Prayer – Sharon Simpson 9. Report from Leaders2Learners – Ron Toews, Director
a. Ron read from John 21:6 when Jesus told his disciples to “Cast the net on the right side of the boat…” He shared how God spoke to him about this verse and the command of Jesus to engage differently when walking along side a lot of different people – ‘to fish on the other side’.
Ron noted that L2L uses two ways of coaching: “Coach Me”, which is more about
asking and directing in training others to coach; and “Coach Us” which is training for churches to gain clarity around their mission, working with their data, and helping transitional pastors engage churches. He also noted that L2L willingly steps into church conflict to traffic-in hope – hope that the conflicts won’t be wasted and that the Holy Spirit will enable these churches to be renewed. Furthermore, L2L has been offering churches and individuals help in three other areas: personal refocusing, a weekend seminar to help people listen well for the Holy Spirit; ‘Apex’, a process to help people figure out how God has wired them to make a difference; and the ‘Resonance Seminar’, which was a recently-piloted seminar to help people learn how to finish their
life journey well and discover what kind of leadership development God is calling them to.
Ron concluded by sharing two more key elements of L2L – the great resource of their
website reserve of documents and other resources from churches, for churches; and the discipleship and leadership development training that they offer to churches who do not have an effective discipleship plan.
10. Report from MB Mission – Greg Laing, Mission Mobilizer & Sam Dick, Mobilization
Coordinator a. Greg shared about the latest developments and partnerships of MB Mission, and
talked about their church-planting ministry abroad. He also shared how they are seeing more intentionality in churches about cross-cultural missions in their own communities – how missions from everywhere to everywhere is happening.
b. Sam shared about MB Mission’s partnership with C2C and the local churches to put
on “Awake” weekend events, where churches of varying denominations come together in a unified mission – “awake my soul”, “awake my neighbourhood”, and “awake my world”.
He shared encouraging stories from their Awake event last November of people
doing life and mission together and leading others to Christ. It was noted that the next Awake events will take place in Prince George in August, and in Abbotsford in September. Sam also noted the many sponsorships, partnerships and overseas missions happening in the wake of the Syrian refugee crisis, and how encouraging it is to be involved in that.
c. The MB Mission report concluded with an introduction of a new mission’s family,
Tony and Sarah Brown who have trained in three local home churches – Caribou Bethel, North Langley and Central Heights – as well as at Camp Likely. They shared their calling to go to Panama to disciple and equip young leaders there.
d. Rob Thiessen prayed for Tony and Sarah and their family.

12. Report from the Camp Ministries Committee – Ron van Akker, Associate Conference
Minister a. Ron shared Camp Ministries heart to see children and young adult hearts turned to
the Gospel. He noted his role as Director of Camp Ministries, helping oversee camp ministry alongside the camp directors and committees and shared how Camp Ministries exists as a Christ-centred ministry of the conference.
Ron was encouraged and inspired to share some statistics from the last summer
season at our five camps – Camp Likely, Camp Bob, Stillwood Camp, Gardom Lake Bible Camp, and Pines Bible Camp:
• 5500 children and youth participated in camp last year • 744 kids in BC made a first-time commitment to Christ • 1400 kids made recommitments to Christ, and • 377 staff served at our camps Ron also shared about Camp Ministries Systems Audit that was completed this past
year, producing a recommendation to retool the government and structure of Camp Ministries: that BCMB create a dedicated Camp Society with a unified vision, comprehensive oversight, focused missional and operations oversight, unified development plan, clear lines of authority and accountability, and stronger risk
management. That on-the-ground ministry would consist of local leadership teams working with the camps’ Executive Directors and Camp Directors, bringing greater accountability and collaboration. Ron reviewed the recommended model of a separate Camps Society with the gathering.
b. Ron introduced the five Camp Directors: Rikk Kieft from Gardom Lake Bible Camp,
Les Klassen from Camp Bob, Kate Reid from Camp Likely, Gene Krahn from Pines Bible Camp and Harry Edwards from Stillwood Camp.
c. The gathering heard stories from Rikk and Les about the impacts of camp on children
and their families, and how camp is not just a place to go to, but a place to go out from.
13. Q&A
a. Michael Dick opened up the floor for questions regarding the report from Camp Ministries: Q: Is this restructuring a big shift for the camps? How are you walking it through with
the individual Camp Boards and Directors? A: Ron explained how he met with the Camp Ministries Committee, then the Camp
Board Chairs, then the Camp Directors, and then the Camp Boards, and how they will continue to work it through together.
b. Recommendation #4: That the BC Conference of the Mennonite Brethren Churches, in keeping with the
recommendation of legal counsel, Kuhn and Co., and the findings of a systems audit of camp ministry, establish a Camps Society to provide comprehensive oversight to the camping ministry of BCMB. (M/S/C)
14. Report from C2C BC - Chris Douglas & Ron Leonard, Regional Directors
a. Chris shared how God is doing much work across the province through church multiplication. He noted that when pastors ask about planting a church, they want to make sure they find out their motivations for doing so. He shared the account of Jesus’ ministry in Matthew 4:23 – that Jesus “went”. They want to see people “go” and move beyond the walls of their churches… to go to the least reached places of their cities. They want to see and hear the proclamation of the gospel, because it’s what makes a difference.
Chris noted that Jesus was meeting needs, and they hear about our churches and
people meeting the needs of others, and they want to see lives transformed through that... “So that Jesus’ fame spreads.”
b. Ron talked about kingdom advancement, not only through new churches being
started, but also through churches starting second services, multi-sites, new campuses, etc. He noted that they use the language “church planting” but they include the various multiplying work of established churches in that. He noted that they have partnered with thirty churches, helped with the planting of twenty-five churches in the last three to five years (thirteen of which are MB), are currently working with and equipping five apprentices (four of which are MB), and have seen fifty-three new baptisms out of their church plants this year so far.
Ron clarified that they do not function as C2C for the sake of C2C, but for the sake of
building the conference of MB churches. He concluded his time by sharing that prayer plays a big part in their work; they have 481 prayer partners in BC praying for the church planters, church multiplication, and more ‘workers in the field’, and he encouraged the delegates to become prayer partners.
15. Q&A a. Michael Dick opened up the floor for questions regarding the report from C2C:
Q: In the past, churches were more involved in encouraging young people to go to
seminary to become pastors; now, it seems like they’re looking to individuals to answer the call – where is the church in this call?
A: Ron shared that churches plant churches, C2C doesn’t plant churches – that
churches still have the responsibility to seek, find, and equip people to plant churches.
16. Prayer – Sharon Simpson 17. Report from CCMBC – Willy Reimer, Executive Director
a. Willy shared, “I was moved by Dr. Palau’s words about the MBs and Canada, and how Dr. Palau reaffirmed a previous prophetic word from a gathering of Canadian leaders in 2012.” He felt the Spirit was saying something to us through Dr. Palau:
1. That this is a sacred moment in time – God is on the move! 2. That there is a holy discontent in our leaders wanting God to move in profound
ways, and that these leaders are being moved to repentance for things that divide us.
3. That we will be called to account for what we do in this moment 4. An urging that we would be a lighthouse in this country, raising the flag of Jesus
higher than our MB flag, for God’s glory. Willy asked, “What are we doing to see those things happen?” He noted that it begins
on our knees in prayer, making a plea for God to bring His revival again. He noted that success is defined by our obedience to the Lord, and encouraged the delegates that we are living and serving in amazing days – that across this country, people are asking God to move in our churches and in our nation.
18. Report from C2C National – Gord Fleming, National Director of Church Planting & Len
Penner, Assistant Moderator CCMBC Executive Board a. Gord gave an update on what God is doing in Canada through our family of believers,
and pointed out the need to partner with local churches in order for God’s kingdom to advance – the Lord has called us, His body, to be His hands and feet and extend His kingdom. He shared the need for prayer for more workers in Quebec – the least reached place in all of the Americas.
b. Len shared about an opportunity that started when the US MB group reached out to
MB Mission asking for help with church planting, and were diverted to C2C. He pointed out that the landscape is rapidly changing through the continued growth of ethnic diversity in Canada, therefore requiring a different response.
C2C has been approached by ethnic groups, asking to work together, and he noted
that C2C does not know the cultural differences well, but MB Mission does. The questions have been asked – how can C2C, MB Mission and US MB work together? How do we respond in helping churches reach more people? What is our vision collectively to take this partnership forward? Should they merge together, or does it better serve the Kingdom to have them run separately but complimentary?
Len shared their intent to receive feedback from each of the provinces and then to go
to Gathering with a recommendation for moving forward, all while continuing to put much prayer into it.
19. Q&A a. Michael Dick opened the floor up for questions about the report from CCMBC and C2C
National, noting that the CCMBC Board will be meeting in May, and then a proposal will be brought back to the provincial Executive Boards.
Q: Is this about merging MB Mission and C2C, or partnering with US MB? A: The US MB request led to this new vision of merging MB Mission and C2C. Q: If you are moving across the country to get a read on this, how are you getting the read
and what is the read at this point? A: There have been breakout sessions in other provinces, and the leaders have had
listening ears with the people reporting to them, noting their tone and critical questions. There have been many conversations thus far, as they ask and wrestle with many questions.
Q: The merge feels scary, like we would be losing something; do we become top heavy,
slower, etc.? Can you address some of the cons – the worst things you have thought through about this merger?
A: Len noted that it is not a natural response to say, “Let’s go!” We are evaluating the
negative implications as we partner in a collaborative way moving forward. As we evaluate these pieces and collect ideas from others, we will come up with an analysis of pros and cons. It was noted that anyone that has concerns can feel free to bring them forward for analysis to help them process it. They will be coming back into the provinces to have deeper conversations, as they know more. Willy reminded the gathering that it is important to remember to ask, “What is the Lord saying?”
Q: With C2C’s partnership with multiple denominations, how do the partner churches have
a say? A: The other denominations understand that C2C is MB based.
20. Report from the Nominations Committee – Reuben Pauls, Chair
a. Reuben thanked the team and churches that sent nominations in, and to those who have served on BCMB committees. He then clarified some corrections needed on the ballots, and the delegates completed the ballots.
21. Report from the Pastoral Ministries Committee – Lorraine Dick & Bruce Guenther, Co-
Chairs a. Lorraine shared some highlights of the ministry work of the PMC, including the chance
to interact with a wide range of people, and noted their goal to have all BCMB pastors credentialed within two years of them starting at a church.
She thanked the team, and noted Bruce’s completion of his term on the PMC. b. Bruce noted the connection between the Board of Faith and Life and the Pastoral
Ministries Committee, with BFL representative, Brian Cooper, now on the PMC. He shared their ongoing desire to continue to make the credentialing process better,
noting their revised questionnaire and the incorporation of compulsory attendance of Sacred Trust and PCO. He also noted the new implementations of two credentialing categories – “Provincial”, for pastors who serve within the BC conference in substantial leadership, holding a more thorough knowledge; and “Local”, for pastors who serve within a specific church and ministry role.
Bruce shared that the purpose for these two categories is to enable the BC conference and congregations to recognize and affirm a wider range of pastors who are active while broadening the bandwidth

23. Report from the Management Committee – Denis Federau, former Chair & Rachel
Wiebe from Loewen Kruse CPA a. Denis noted that he had been the chair of the Management Committee, but is now
serving as the Director of Ministry Resources at BCMB. He shared that, thanks to the faithfulness of BCMB churches, the grace of God and the moving of His spirit, we have surpassed our goal of donations this past year. He noted that the Management Committee is here to facilitate ministry for churches and camps by walking with them through such things as mortgage approvals, church closures, church transitions, and insurance claims.
b. Rachel presented the financial reports, noting that there were no concerns from the
review engagement, that BCMB is in a strong financial position, and that the 2015 budget was exceeded.
c. Recommendation #5: That the 2017 income budget for the churches’ support, through their Ministry
Commitment, be set at $1,650,000. (M/S/C) d. Recommendation #6: That the financial statements, prepared by Loewen Kruse Chartered Accountants for

a. Rob affirmed Denis in his new role as the Director of Ministry Resources at BCMB and prayed for him.

a. Michael Dick recognized the BCMB Executive Board members, they seek to give leadership to the conference. He thanked the churches that have released these individuals to serve in such a capacity.
b. Rob Thiessen thanked Michael, recognizing and commending him for his years of
service as Moderator. c. Michael noted the churches that BCMB is releasing, pointing out that it is not out of
failure, but merely time for transition. He encouraged the delegates to remember that these churches have touched lives for eternity.
d. Recommendation #2: That the British Columbia Conference of the Mennonite Brethren Churches release
the following churches from membership:
