Enclosed please find a report on the results of the soil sampling programcompleted at 120 Mill Street, Dublin, Pennsylvania by BCM Engineers Inc.(BCM). The sampling program was conducted in accordance with BCM's July,1987, Revised Hydrogeologic Investigation Plan (HIP). In the report, theresults of the soil sampling program are presented and discussed, and thelocations for the two groundwater monitoring wells are proposed. Instal-lation of two monitoring wells following the completion of the soil sam-pling program is consistent with the HIP.

1.0 INTRODUCTION
This report presents the results of the soil sampling program conductedby BCM Eastern Inc. (BCM) at 120 Mill Street, Dublin, Pennsylvania(site). The soil sampling was conducted in accordance with BCM's July1987 Revised Hydrogeologic Investigation Plan (HIP) which was designedspecificaly for this site. The HIP was submitted to the PennsylvaniaDepartment of Environmental Resources (PADER) on July 9, 1987, and wasapproved by PADER on August 27, 1987. Upon completion of the Soil VaporSurvey (SVS) and PADER approval of the proposed soil boring locations,BCM implemented the soil sampling portion of the HIP on December 21,1987. The HIP also specified the installation of a minimum of twogroundwater monitoring wells following the completion of the soil boringprogram. Proposed locations for these wells are included in this docu-ment.

2.0 PURPOSE OF SOIL SAMPLING PROGRAM
The purpose of the soil sampling program was to locate trichloroethene(TCE) contaminated soil which could potentially be the source of TCEfound in the groundwater in the vicinity of the site. Results from thepreviously conducted SVS, which were submitted in a letter from BCM toPADER on November 18, 1987, indicated five locations where soil contami-nation might be encountered. As was proposed in BCM's November 18, 1987,letter, soil borings were conducted and soil samples were collected inthese locations. Soil samples retained for chemical analysis were ana-lyzed for volatile organic compounds (VOCs) by United States Environ-mental Protection Agency (EPA) Analytical Methods 601 and 602.

3.0 SOIL SAMPLING METHODOLOGY AND QUALITY ASSURANCE/QUALITY CONTROL
Soil samples were obtained by conducting five soil borings at the loca-tions shown in Figure 1 using the hollow-stem auger method. Samples werecollected using a 2 inch outside diameter split-spoon. Prior to eachboring all down hole equipment was steam cleaned, and all sampling equip-ment was decontaminated according to the procedures outlined in the HIP.All soil borings conducted at the site were sampled continuously and wereextended until bedrock was encountered. BCM's onsite geologist visuallyinspected all split-spoon samples, scanned all split-spoon samples with aHNu photo ionization detector (HNu) (Table 1), maintained a detailed logof each boring (see Appendix A), and collected soil samples for chemicalanalysis.
A minimum of two soil samples for chemical analysis were obtained fromeach boring. The two split-spoon samples with the highest HNu readingswere selected to be sampled. Sufficient sample was collected from each Isplit-spoon to completely fill the laboratory-prepared sample jars. In |addition to the soil samples, a trip blank, field blank and field dupli-cate were prepared. All samples were delivered to and analyzed by BCM'sLaboratory Division in Norristpwn, Pennsylvania. Chain-of-custody docu-mentation is included in Appendix B.

4.0 ANALYTICAL RESULTS

0.98 mg/kg. The TCE concentrations and thlT depth intervalsbelow grade from which samples were collected are presented on the Sam-pling Location Map (Figure 1) adjacent to their respective sampling loca-tions. Analytical results for the samples collected from each boring,including parameters other than TCE, are summarized below. Toluene,methylene chloride, 1 ,1 ,1-trichloroethane and vinyl chloride were de-tected in one or more of the QA/QC blanks (field, trip, and methodblanks). Sample analytical results for those compounds which were de-tected at concentrations less than three times the detected concentrationin the corresponding blank have not been included in the summary.
Soil boring SB-1 was sampled from the 1.5 to 2.0 and 5.0 to 5.5-footintervals below grade. Analytical results from sample SB-1/1.5-2,0 indi-cate a TCE concentration of 0.02 mg/kg and a tr c o] of]ojl cff!iQt ne con-centration of 0.04 mg/kg. Analytical results for SB-1/5.0-5.5 indicate a
^toluene concentration of 0.07 mg/kg (toluene was also reported in thelaboratory method blank at a concentration of 0.01 mg/kg).
Soil boring SB-2 was sampled from the 4.0 to 6.0 and 6.0 to 8.0-footintervals below grade. Analytical results for SB-2/6.0-8.0 indicate aTCE concentration of 0.02 mg/kg.
Soil boring SB-3 was sampled from the 5.5 to 6.0 and 6.5 to 7.0-footintervals below grade. Analytical results for SB-3/6.5-7.0 indicate aTCE concentration of 0.11 mg/kg.
Soil boring SB-4 was sampled from the 1.5 to 2.0 and 8.0 to 9.0-footintervals below grade. A duplicate of the 8.0 to 9.0-foot sample wascollected and -<as labelled SB-4A/8. 0-9.0. Analytical results forSB-4/8.0-9.0 indicate a TCE concentration of 0.82 mg/kg. Analytical re-sults for SB-4A/8. 0-9.0 indicate a TCE concentration of 0.98 mg/kg, a
concentration of 0.02 mg/kg, and aroetjiene concentration of 0.43 mg/kg.
Soil boring SB-5 was sampled from the 1.5 to 2.0, 6.0 to 6.5 and 9.0 to9.5-foot intervals below grade. Analytical results for SB-5/1.5-2.0indicate a TCE concentration of 0.03 mg/kg, a 1 ,4-dichlorobenzene concen-tration of 0.25 mg/kg, a 1 ,1-dichloroethane concentration of 0.04 mg/kg,an ethyl benzene concentration of 0.40 mg/kg, a toluene concentration of0.33 mg/kg, a trans-1 ,2-dichloroethene concentration of 0.09 mg/kg and avinyl chloride concentration of 0.32 mg/kg (toluene and vinyl

chloride were reported in the method blank at concentrations of 0.01mg/kg and 0.02 mg/kg respectively). Analytical results for SB-5/6.0-6.5indicate a TCE concentration of 0.03 mg/kg, a 1,3-dichlorobenzene concen-tration of 0.51 mg/kg, a chlorobenzene concentration of 0.04 mg/kg, anethyl benzene concentration of 0.14 mg/kg, and a toluene concentration of0.15 mg/kg. Analytical results for SB-5/9.0-9.5 indicate a TCE concen-tration of 0.14 mg/kg, a 1,3-dichlorobenzene concentration of 0.10 mg/kg,a 1,4-dichlorobenzene concentration of 0.04 mg/kg, an ethyl benzene con-centration of 0.13 mg/kg, and a toluene concentration of 0.09 mg/kg(toluene was also reported in a blank (see above).
Analytical results for the trip and field blanks are presented in Table 2of Appendix C, and analytical results for the field duplicate are pre-sented in Table 1 of Appendix C. All of the soil samples were analyzedwithin allowable holding times. The laboratory duplicate results wereconsistant with acceptable limits for soil samples, and the percentrecoveries of matrix spikes range from 85 to 72 percent which is consis-tant with soil spike analysis. Analytical results for the laboratorymethod blank, duplicate and spike are included in the BCM LaboratoryReports (Appendix D).

5.0 SUMMARY OF RESULTS AND CONCLUSIONS
Table 2 provides a summary of the volatile organic compounds reported ineach of the soil samples analyzed. The total volatile concentrations foreach sample are also included in Table 2. These totals do not includecompounds which have been attributed to laboratory contamination. Com-pounds attributed to laboratory contamination were found in a blank(s) atconcentrations no less than one-third the concentration found in the sam-ples. Concentrations of compounds being attributed to laboratory con-tamination have "B" flags immediately following their reported concentra-tions (see Table 1).
The analytical results indicate that high levels of TCE contaminationwere not present in the soil investigated. The borings were located inareas which showed the highest SVS concentrations. Therefore, we do notbelieve the soils investigated are presently contributing to the contami-nation found in the groundwater.

6.0 RECOMMENDATIONS FOR ADDITIONAL WORK
In a further attempt to locate the source or sources of groundwater con-tamination, the installation and sampling of two groundwater monitoringwells is recommended. This recommendation is consistent with the HIP.The proposed well locations are shown on Figure 1. Monitoring Well No. 1will be located in the vicinity of soil boring SB-4, where the highestTCE concentration in the soil was reported, and MW-2 will be located inthe vicinity of soil boring SB-1, presumably on the upgradient side ofthe site.
As outlined in the HIP, the groundwater monitoring wells will be instal-led to a depth sufficient to sample the shallow bedrock aquifer. It isestimated that the depth of each well will be approximately 50-80 feet.Groundwater samples collected from these wells will be analyzed for vola-tile organic compounds by EPA Method 601. The procedures for sampling,equipment decontamination, QA/QC and handling of possible contaminatedwater and drill cuttings are presented in the HIP.
Consulting firms other than BCM intend to install groundwater monitoringwell(s) at the site. These firms represent previous owners of the siteand are conducting independent groundwater investigations. The approxi-mate location of one proposed groundwater monitoring well, which may beinstalled by one of the consultants, is depicted on Figure 1. In orderto avoid duplicative efforts, the data obtained from this well will beused in BCM's investigation. A BCM geologist will be on-site during thedrilling, installation, and sampling of the well to provide consistency.The well will also be sampled independently by BCM.
