MESSAGE FROMTHE MAYORCouncil TermWell the Council term is drawing to a close, and thiswill be the last report from me for the current term.
It has been a pleasure and a privilege to serve theDiamantina Shire Council as Mayorforthe pastfouryears, and I thank everyone for that opportunity.
Like all good relationships it takes more than one tobe successful, and I would like to acknowledge andthank all who have helped to make the past fouryears the success it has been. I have been fortune
enough to stand alongsidetwo very good CEO's whohave made my path easier. I also thank my fellow
Councillors for the help, support and guidance theyhave given me. As you may know two Councillors
are not recontesting this election, Cr Tully and Cr
Barr, and I take this opportunity to wish them wellin their life post Local Government and thank themfor support. Cr Tully has served this Shire for some
27 years, four of those as my Deputy Mayor, a fair
effort in anyone's language.
The administrative staff right across the Shirehave been more than helpful in ensuring the
smooth running of our Shire, thank you all. Last,
but certainly not least, it is the work force of the
Shire who ensure the end result is of the higheststandard. Without the outside workforce nothing
else would matter, they are the backbone of the
Shire and I thank them for all their hard work.
The past month has been very low key as far being
the Mayor is concerned, I and my Council have beenin caretaker mode since the election was officially
called and as such I am limited in what I can do.
Rest assured we have not taken our eye off the ball,
and as you would have seen the Shire continues to
roll along. With a small increase in funds the shire is
ramping up somewhat and calling for some certain
operators.
Optic FibreOn the Optic Fibre front, negotiations on contracts
etc. are ongoing. Route design and approvals willstart early in March, with installation starting aboutthe end of June. For Diamantina this will start in
Boulia and head south. Finish date for Bedourie
is expected about the end of March 2017, and
Birdsville by the end of May 2017. So completion ofthe whole project for the two Shires is by the end ofMay 2017. Hopefully floods and rain will delay thisproject by some months.
Sun SafeLike many in western Queensland, I have had my
skin cancer scare, and have enjoyed some Brisbane
hospitality while I had little bits cut out of me. It wasa wakeup call and I remind all of the importance ofcovering up. Especially the very young and thosenew to the area. I thought I was bullet proof, but it
seems it will eventually happen. Like the Pantene
shampoo ad, were it may not happen overnight but
it will happen.
WeatherWeather wise it seems the early encouraging signs
of a wet season has evaporated. In the Birdsville
area at least, there has not been any activity for thepast month. We have until the end of March or mid-
April for that to turn around otherwise our so called
wet will be only a mirage. With no serious floodingin any of the three western rivers things are not
looking too good anywhere. But we graziers are anoptimistic mob so it'll come good I'm sure.
Bedourie Golf DayLast Saturday I was fortunate enough to attend the
golf day held in Bedourie. History was made thatday in that it was the first time I have ever hit a golfball, quite sure it didn't change my opinion of golf.
Apart from that it was a wonderful friendly day, andI thank and congratulate Trevor "Colgate" Stewart
and his merry band of helpers on a successful day
and evening. The day was to raise funds for Shavefor a Cure, and I believe it did just that. It was 61
years before I played a round of golf and it may wellbe 61 more before I do it again, but all for a good
cause and everyone had an enjoyable day. I would
also apologise to all those who played behind mefor holding them up.

CEO'S CommentThe importance of havinganupto date electoral
roll for the shire cannot be underestimated.
With our small population, it is important thateveryone has their say at Federal, State and
local elections. It is evident that there are
many people (I would say close to 30%) on thecurrent electoral roll who no longer live in the
shire. Many candidates in the current local
government elections mentioned to me that a
lot of the people they asked to nominate themfor the election were not on the electoral roll.
This is very disappointing to hear.
In Queensland voting is compulsory and if youdo not vote you may be fined.
Everyday local, state and federal government
representatives make decisions that affect
you and your local community. Voting is your
opportunity to have a say in electing thepeople or party who will best represent you ingovernment.
It is important that you are correctly
enrolled so that you can vote for your
chosen representative during an election.
Information on enrolment options and
eligibility requirements is available atwww.ecq.qld.gov.au/voters-and-voting/
enrolment.
It would be great to see everyone in the
shire who is eligible to vote, enrolled at theiraddress in the Shire.
In an attempt to make the electoral roll for theshire more accurate, all Council employees
and tenants of Council houses will be gettingan enrolment form/change of address form.
Electoral enrolment forms will be provided tonew and departing employees or tenants of
Council housing. Electoral enrolment forms
are available at the Council office and visitorcentre in Bedourie and the Wirrarri Centrein Birdsville. Council will fax them off to theElectoral Commission for you at no cost.

www.ecq.qld.gov.au has detailed information
on enrolling to vote and you can enrol or
change your enrolment details online.
The Challenge for you:-
1. If you are 18 or older and are not
enrolled to vote, enrol;
2. If you are enrolled to vote, check yourenrolled address. If you are
not enrolled at your current address,
please change your address;
3. If you have changed your name
recently. Eg got married, change your
enrolment details.
4. If you know of people who live in theshire but are not enrolled to vote,
encourage them to enrol.
5. If you manage a station or are an
employer, ensure you staff areenrolled to vote and their electoral
address is changed when they move
into the Shire or depart.
At the end of the day if you choosenot to be enrolled, that's your decision
but you then need to consider whether
you have the right to comment/complain on what government does ordoesn't do within the Shire, State or
Country.

YOUTH COUNCIL-2016This is bit late notice but welcome back to the New Year. Hope you are all readyfor the 10 months that we have left of 2016 because the 201 6 Youth Council crewcertainly is.
We had ourfirst meeting on the 25th of February. Atthis meetingwe appointed newexecutive members. Our new 2016 executives are: Chairperson is Cody Cramer,
Deputy Chair is Makayla Gilby, Secretary is Chloe Smith and our Spokesperson isLeah Kath. The rest of the Youth Council is made up of myself, Bridey Cramer andwe welcomed Zoe Krause as a new member.

Monkees Singer Davy Jones Dies29th February, 2012 : Singer of the popular 60sgroup, The Monkees, Davy Jones died at theage of 66 after suffering from a heart attack.
The popular singer and former teen idolbecame a member of The Monkees in 1966
and starred in The Monkees' television show.
Jones had also acted in a few other television
shows during his career. Later in life he went
back to his first passion of horses and became
a jockey.
On this day in 1 788 the first pardonwas granted to James Freeman by Governor
Arthur Phillip. Freeman had been found guiltyof stealing flour in the fledgling Colony and hispardon was conditional on him becoming the
Colony's public hangman.

BEDOURIE STATE BIRDSVILLE STATESCHOOL NEWS SCHOOL NEWSWe have had an extremely busy start to the yearhere in Bedourie. Not only did we welcome our
new Prep student - Eliana Karra.
Eliana on her first day at School.
Doesn't she look all grown up!
We also welcomed our new Cluster Teacher, Ms
Sarah Wickstead. We now have thirteen students
enrolled in our school. As the weeks have past, we
have also employed a new Teachers Aid (at thispoint in time it is only on a casual basis) to replaceMsAthena. Mrs Denise McLaren has joined our
team, and has slotted very nicely into our school.
Mrs Beardmore, Mrs Tully and Davo are all back
on board expertly fulfilling their roles as well.Don't forget the P&C AGM on Tuesday, 15th Marchat 5pm at the school.

The Queensland Fire and Rescue Service (QFRS) and Duracell are reminding all Queenslanders there isa serious side to April Fool's Day - April 1 is also the day to change all smoke alarm batteries because
only working smoke alarms help save lives.
Diamantina Shire Council urges all residents in the Shire
to change the batteries in your smoke alarms on April 1 st.
IMPORTANT SMOKE ALARM FACTS:Smoke alarm batteries should be replaced withlong-lasting alkaline batteries every 12 months on
April 1
In a rental property it is the tenant's responsibilityto regularly clean, test and change batteries in a
smoke alarm.
Smoke alarms should be tested monthly to see ifthey work by pressing the test button with a broomhandle.
Smoke alarms should be vacuumed every six
months to clean the vents.
Smoke alarms should be installed outside sleepingareas and on each level of a house.
People with a hearing impairment need to bealerted by vibrating pads or a strobe light in theeve nt of a fire.

On behalf of the Bedourie Golf and Leisure Club Iwould like to thank from the bottom of my heartthe volunteers, players, supporters and visitors thatmade our golf day a success. The money raised will
go to support the Leukaemia Foundation, we all
know someone who has been touched by some
sort of cancer either family or friend and to make
a different even if it seem only a small amount it allhelps.

COMMUNITY NEWS - MARCHCOMMUNITY GRANTS PROGRAMApplications in round two of the CommunityGrants Program have now closed. Council
received over 20 submissions across four funding
categories, including several requests for cash
grants in the two externally funded programs:
Regional Arts Development Funding (RADF), andDrought Support Funding.
Those who were involved in preparing applicationsfor this round will know that Council has beenambitious in trying to capture a lot of informationin the one administrative process: grant
applications, requests for Council in-kind support,
requests for Council cash support (ie, sponsorship
and donations), and insurance reimbursements.
In addition to this we have also requested detailsof venue and facility hire requirements to helpus better plan use of Council resources for the
large number of community and commercial
events which happen over the next 6 months. It
is our hope that this application process will proveeasier in the long run than the previous process
of submitting multiple applications, claims, andfacility bookings for the one event.
A few people asked me why they needed torespond to seemingly obvious, or unimportant,
questions, such as ...why their events are in the
community interest? It's absolutely critical toexplain why your events are important and in the
community interest, because that is how we can
demonstrate that Diamantina needs the ongoing
support of external funding programs such as
Drought Support and RADF.
Likewise the question about the clubs own cash
/ in-kind support. This is an opportunity to show
the huge contribution your volunteers are making.
Volunteer hours translate into thousands of dollars
of unpaid labour which should be recognised andvalued. This is really important when seekingcash grants and the information you prepare forCouncil applications can be used for other grantsubmissions too.
The round 2 successful applicants will be publishedin the next edition of Desert Yarns.
I would like to take this opportunity to personallycongratulate all the clubs, community groups and
external organisation's who applied themselves
to this new procedure, and also thank those who
have given us feedback on how the process can be
improved for future rounds.
