The Special Education District Developed Service Delivery Plan will be up for public comment throughout the month of February. The plan can be viewed on the web and at the MCSD Administration Center, Musser Public Library, MCC, and Mississippi Bend AEA 9 at their Muscatine location. Board Goal: Increased innovation of methods and strategies to better meet student needs. Elementary Goal: Increase personal responsibility and leadership capacity of both students and staff. Secondary Building Goals:
• Increase support systems for underserved students. • Research and develop support of standards based grading practices.
Central Middle School During the later part of the second quarter, CMS implemented a process to raise student grades and diminish incomplete work. As we implemented this process mid-year, we’ve made adjustments and continue to adapt to make it user friendly and seamless as an intervention model. Our initial data has been positive, as teachers have met weekly to review student missing work and grades. Interventions are being implemented to meet individual student needs. West Middle School 1st Quarter = We divided our students that were receiving at least one “F” on their report card, in any class, at the end of the quarter into two groups.
Group One – are students that can do the work but are not completing assignments. This group totals 49 students. They were assigned to a study hall 8th period and are being supervised by 4 adults – teachers and para-educators. To date, 11 students have raised their grades to passing.
Group Two – are students identified as needing help with work completion in the core subjects. They may lack general or specific skills needed to complete work. This group totals 90 students.

2nd Quarter = We focused on our 50 students in the MAG program that had at least one failing grade in a Core Subject after the first quarter. These students were assigned to a structured study hall for the rest of the quarter.
Results at the end of the second quarter: 39 of the 50 students that started with at least one “F” in a core class ended the second quarter without an “F” grade in any core class. That is a 78% improvement.

On the Spot Bullying Interventions Step 1: Stop the bullying. Step 2: Support the student who has been bullied. Step 3: To the students who Bullied: Name the bullying behavior and refer to four anti- bullying rules. Step 4: Empower the bystanders with appreciation if they were supportive to the student who was bullied or with information about how to act in the future. Step 5: Impose immediate and appropriate consequences for the student(s) who bullied. Step 6: Take steps to make sure the student who was bullied will be protected from future bullying.
4 Anti- Bullying Rules 1. We will not bully others. 2. We will try to help students who are being bullied. 3. We will try to include students that are left out. 4. If we know someone is being bullied, we will tell an adult at school and an adult at home.

Anti-bullying In-service Summary
The strengths of the meeting were:
Hands on activities were valuable. The small groups were fabulous. Organized effective and presented well. Given opportunity to participate. I am leaving here today with the idea that “school climate” is a significant key in helping dealing w/bullying. Given time to collaborate and hear other teacher’s views. Content was appropriate. Specific language and steps to address bullying. Knowledgeable, Interesting speakers. Good attempt to get everyone on the same page. Ideas we could utilize in the classroom. Getting to look at actual data to draw conclusions. I loved when the speaker said that when you work in a public school, you leave personal biases at the door. Opportunity to brainstorm about ways to improve the atmosphere of the school for students that feel unsafe. Enjoyed having the group made up of the different levels to give an overall picture of the district. Starting at the beginning, not assuming people already knew some info. I felt we learned the definition of bullying, who can be bullies, where and when most bullying occurs in our district.
What additional supports will you need to continue w/anti-bullying efforts?
Strategies on how to prevent bullying. Consequences of the bully. Need to know what to do when the bullying happens and what happens after the paperwork. Time to network w/colleagues to identify & provide support for students being bullied and bullies themselves. More step by step information and examples on how to implement Olweus and the expectations. Learn more about how to stop bullying, identifying the different types of bullying and how to prevent it from
happening again. Clearer definition of actions teachers must take when they perceive someone is being bullied- what steps? Train aides, paras, lunchroom staff, bus drivers, etc. as these are usually the adults in high bullying areas. Training on how to empower those that are being bullied. Having a district-wide program- having a consistent set of guidelines to follow. Well-developed pyramid of intervention from classroom level to administration. Focus on teaching students coping skills, refusal techniques, anti-bullying and respect. Implement a model and use consistently. Training specific to intervening and stopping bullying. Mentoring groups to teach, reinforce and support school rules for bullying.

I leave the recommendation to Mr. Decker and the school board.
These buses do not meet specs in 12 areas. Most important in not having shutters, lighter rated axels,and the 3M Reflective Tape. A value of $1,126 for each bus, or $3,378.
The Difference between the LS and LT is the LT has dual zone heat and air. This option meets specs.
Our bid states that you can supply voluntary alternates if you think you have a better idea thanwhat we spec. Krieger's gave us alternates of AWD full size vans, and a Suburban.
The lowest bid was Mincer Ford for $10,929. But the AWD and 4X4 bids are interesting.

The purpose of the amendment is so we more accurately reflect our budget
authority to our actual spending. The need to amend is due to the reclassification of our lease payments for the 1:1 initiative from the instructional area, where the expenditure was originally budgeted to the total other expenditures area where the lease payments need to be paid. This is not an increase in the budget but a reclassification of where the expenditures will happen. Another reason is the start of the Jefferson school project. These costs were not in the original budget; the architect fees, site studies, and preliminary prep work.

MUSCATINE COMMUNITY SCHOOL DISTRICT AND
MUSCATINE COMMUNITY COLLEGE
This contract is entered into by and between Muscatine Community School District, and the Eastern Iowa Community College District, specifically, Muscatine Community College. It is the mutual desire and intent of the parties of this sharing contract to provide a program in Automotive Technology, and to make the program available to high school students. This Contract is for the 2013-14 academic school year. Conditions of the Contract: Muscatine Community School District agrees to:
1. Pay all instructional costs for the program delivery, including benefits. Instructional costs will be determined at the time of hiring and will be based upon the EICCD hiring guide for 185 days of instructional service, and all benefits.
2. Provide classroom, office, and laboratory facilities, as required. 3. Provide all labor equipment necessary to deliver instruction. 4. Provide enrollment information to the college. 5. Purchase the necessary textbooks, materials, and supplies for students
taking the course for high school credit, including copying of handouts, tests, quizzes, and support materials.
6. Provide appropriate liability insurance coverage for each student enrolled in the program.
7. In collaboration with Muscatine Community College, provide supervision of the instructor.
8. Ensure that the workplace environment is safe and meets all existing workplace safety regulations.
Muscatine Community College agrees to:
1. Provide the instructor to deliver the program. a. All program faculty must meet the necessary certification requirements
for teaching the courses at the appropriate level. b. Faculty will make themselves available for one of the two parent-
teacher conference times scheduled. c. In the event of absence, teachers are required to develop and make
available, up-to-date lesson plans for substitute teachers.
2 Provide up-to-date program curriculum revision in collaboration with Muscatine Community School District administration and faculty.
3. Provide supervision of the instructor in collaboration with Muscatine Community School District.
4. Instructor and program will adhere to a mutually determined yearly calendar and class schedule, mirroring as closely as possible, the calendar of Muscatine Community School District.
5. Provide billing for the services to Muscatine Community School District’s Business Manager.

Statement of Purpose
Basic to the educational process is an environment that is conducive to learning. The community, through the Board of Education, has the responsibility to protect the rights of the students to learn and teachers to teach and to insure the proper operation of the school.
The behavior of the student is the joint responsibility of the student, parent, and school. It is the belief of the Muscatine Community School District that students should be guided into being responsible for their own acts and to recognize the importance and implications of their acts. The majority of the students and parents in this district recognize the necessity for having rules and regulations governing the operation of a school and are perfectly willing to accept the need for it. Unfortunately, however, there are a few students who, on occasion, feel that such rules and regulations do not apply to them. Therefore, the Board of Education, its administration, and staff accept the responsibility to provide a safe school environment where learning can take place and to protect the rights and privileges of all members of the school community.
It is recognized that each teacher is a unique individual and differences in classroom atmosphere may be expected. The rights of teachers to establish this atmosphere, so long as it is not inconsistent with the boundaries of established policy, are upheld. It is considered a major responsibility of staff members to respect the rights of each other and to aid students in understanding and appreciating the variation that may exist.
Just as the individuality of teachers is recognized, the uniqueness of students is also acknowledged and should be demonstrated by fair and proper consideration for personal needs.
The following policy is not designed to be used to deny any student a happy, healthy school experience or to restrict the realization of full potential. It is, rather, aimed at dealing with those incidents and persons who by their acts threaten to be, or are harmful to other persons or property, or are disruptive of the learning environment.

Exceptions or Deviations From This Policy
It is recognized that the corrective action and disciplinary procedures described in the student discipline section are more appropriately designed for secondary grade level. Building principals, or their designees, dealing with K-5 elementary grade level students are granted freedom, if they wish, to use their own discretion in dealing with their disciplinary problems and are not held to the corrective action herein detailed.
Elementary principals are, however, responsible for the safety of the students in their school buildings and on their school grounds. They are expected to deal promptly with their safety and disciplinary problems and to establish, communicate, and require consistent behavioral standards in their schools. A copy of their school's grievance procedure is also required from elementary principals.
Corporal Punishment
Corporal punishment is not permitted (Senate File 52, 1989).
Physical Assault or Attack Against Teachers or Administrators
When attempting to restore or maintain order, teachers and administrators may become involved in conflict situations and activities that sometimes arouse hostile feelings. It is of the utmost importance that they be afforded every possible protection by school authorities.
When a teacher, administrator, or school employee has been physically assaulted or attacked by a student(s), the principal will treat the matter as a physical assault. When under attack, the teacher, administrator, or employee is allowed to physically defend himself or herself as reasonably necessary.

501.06 NON-RESIDENT TUITION
All students except those covered by open enrollment whose parents or guardians are not residents in the Muscatine Community School District are required to pay tuition for the privilege of attending school. The rate shall be the per pupil cost. The superintendent, or designee, shall be responsible for ascertaining the residency of all pupils and collecting the tuition.

Administrative Regulations
SEARCHES IN GENERAL Reasonable Suspicion A search of a student will be justified when there are reasonable grounds for suspicion that the search will turn up evidence that the student has violated or is violating the law or school district policy, rules, or regulations affecting school order. Reasonable suspicion may be formed by considering factors such as the following: (1) eyewitness observations of employees (2) information received from reliable sources (3) suspicious behavior by the student; or (4) although this factor alone is not sufficient to provide the basis for reasonable
suspicion, the student’s past history and school records may be considered Reasonable Scope A search will be permissible in its scope or intrusiveness when the measures adopted are reasonably related to the objectives of the search. Reasonableness of scope or intrusiveness may be determined based on factors such as the following: (1) the age of the student (2) the sex of the student (3) the nature of the infraction; and (4) the urgency of the situation
TYPES OF SEARCHES Personal Searches A student's person and/or personal effects (e.g., purse, bookbag, etc.) may be searched when a school official has reasonable suspicion to believe that the student is in possession of illegal or contraband items or has violated school district policies, rules, regulations or the law affecting school order. 502.7(2) If a pat-down search or a search of a student's garments (such as jackets, socks, pockets, etc.) is conducted, it will be conducted in private by a school official of the same sex as the student and with another adult witness present of the same sex, when feasible. A more intrusive search, short of a strip search, of the student's person, handbags, bookbags, etc., is permissible in emergency situations when the health and safety of students, employees, or visitors are threatened. Such a search may only be conducted in private by a school official of the same sex as the student, with an adult of the same sex present, unless the health or safety of students will be endangered by the delay which may be caused by following these procedures. Locker Searches Inspections -- Although school lockers are temporarily assigned to individual students, they remain the property of the school district at all times. The school district has a reasonable and valid interest in insuring that the lockers are properly maintained. For this reason periodic inspections of lockers is permissible to check for cleanliness and vandalism. Periodic inspections of all or a random selection of lockers may be conducted by school officials in the presence of the student. Any contraband discovered during such searches shall be confiscated by school officials and may be turned over to law enforcement officials. Searches -- The student's locker and its contents may be searched when a school official has reasonable suspicion that the locker contains illegal, or contraband items. Such searches should be conducted in the presence of another adult witness, when feasible. Automobile Searches Students are permitted to park on school premises as a matter of privilege, not of right. The school retains authority to conduct routine patrols of the student parking lots. The interior of a student's automobile on the school premises may be searched if the school official has reasonable and clearly expressed suspicion to believe that illegal, unauthorized or contraband items are contained inside. 502.7 SEARCH AND SEIZURE
The Board of Directors holds all school property in public trust. School authorities may, without a search warrant, search students, student lockers, personal effects, desks, work areas or student vehicles. The search shall be in a manner reasonable in scope to maintain order and discipline in the schools, promote the educational environment, and protect the safety and welfare of students, employees and visitors to the school district facilities.
School authorities may seize any illegal, unauthorized or contraband materials discovered in the search. Items of contraband may include, but are not limited to, nonprescription controlled substances, marijuana, cocaine, amphetamines, barbiturates, apparatus used for controlled substances, alcoholic beverages, tobacco, weapons, explosives, poisons and stolen property. Such items are not to be possessed by a student while they are on school district property or on property within the jurisdiction of the school district; while on school owned and/or operated school or chartered buses; while attending or engaged in school activities; and while away from school grounds if misconduct will directly affect the good order, efficient management and welfare of the school district. Possession of such items will be grounds for disciplinary action including suspension or expulsion and may be reported to local law enforcement officials. The Board believes that illegal, unauthorized or contraband materials may cause material and substantial disruption to the school environment or presents a threat to the health and safety of students, employees, or visitors on the school district premises or property within the jurisdiction of the school district.
It shall be the responsibility of the superintendent, in conjunction with the principals, to develop administrative regulations regarding this policy.

703.7 BIDDING PROCEDURES FOR PUBLIC IMPROVEMENTS
If the estimated cost, as determined by a State of Iowa registered engineer or a State of Iowa licensed architect, of a public improvement is in excess of $100,000 $130,000 or the competitive bid threshold set by Iowa Code Chapter 26 whichever is greater, plans and specifications shall be prepared for formal bidding purposes. The plans and specifications, as prepared by a State of Iowa registered engineer or State of Iowa licensed architect, shall be approved by the Board of Education. The Board of Education shall also set a date and time for a public hearing to receive and open bids for said improvement. A “Notice of Letting” or “Advertisement for Bids” shall be published not less than 20 4 days, but not more than 45 days before the date of bid opening set for receiving bids. The “Advertisement for Bids” shall be published in the “Newspaper of Record” for the District newspaper of general circulation within the district. The “Advertisement for Bids” shall include the time and place for receiving sealed proposals, the general nature of the project, a statement of the requirement for a sealed bid security and the amount of said security, and date and time the proposals shall be opened, and in general terms, when the work must be commenced and completed. The Board shall also set a date and time for a public hearing to receive comments on the plans, specifications, form of contract and estimated cost of the project. Following the public hearing, the Board of Education shall make a decision on the project and make possible Award of Contract. The “Notice of Public Hearing” shall be published more than 4 days, but not more than 20 days before the public hearing. The “Notice of Public Hearing” shall be published in the “Newspaper of Record” for the District newspaper of general circulation within the district. Award of Contract shall be made to the lowest, responsive, responsible Bidder. The Board of Education may shall by resolution award the contract to the bidder submitting the lowest, responsive, responsible bid or may reject all bids received, fix a new date for receiving bids and order publication of a new notice to bidders.
If the engineered cost, as determined by a State of Iowa registered engineer or a State of Iowa licensed architect, of a public improvement is greater than $40,000 $50,000 and less then $100,000 $130,000 or within the competitive quotation threshold for schools with less than 50,000 population set by Iowa Code Chapter 26 whichever is greater, the school district shall make a good faith effort to obtain quotes from at least two contactors regularly engaged in such work.

The school district shall provide a general description of the work, including plans and specifications prepared by a State of Iowa registered engineer or State of Iowa licensed architect, and provide the opportunity to inspect the work site. In the quote, the contractor shall provide the price for labor, materials, equipment and supplies. The district shall designate the time, date, place and manner for filing quotations, which may be received by mail, facsimile, or electronic mail. Approved quotations shall be recorded in meeting minutes and quotations approved outside a meeting of the Board of Education shall be included in the minute of the next meeting of the Board of Education. The contract shall be awarded to the contractor submitting the lowest, responsive, responsible quotaton or the district shall reject all quotations. If the project is less than $40,000 $50,000 or the minimum competitive quotation threshold for schools with less than 50,000 population as set by Iowa Code Chapter 26 whichever is greater or if the work is deemed emergency in nature, or is repair or maintenance work performed by school district employees, no formal quotations or bidding procedure is required. The “Estimate of Cost” of a public improvement shall include the cost of labor, materials, equipment and supplies, but excluding architectural or engineering design services or inspection. A “Public Improvement” is a building or construction work that which is constructed under the control of the school district and is paid for in whole or in part with funds of a governmental entity. “Repair or Maintenance” work is the preservation of a public facility so that it remains in sound and proper condition, including minor replacements and additions as necessary to restore the public facility to it’s original condition with the same design.
