Program History

Quincucirca• 3 hours north of La Paz• Nearby tourist town of Sorata• Supported by farming and tourism• 70 families ~ 400 residents• Speak Aymara and Spanish

• Little infrastructure • Nearby water source • Chronic skin infections and gastrointestinal problems• Community goal: Easily available potable water

The Driving Forces

• Topographical Data • Five alternative water source locations• Three storage tank locations• Water Quality Data

– Coliform– Metals

2010 Assessment Trip

• All examined sources are politically infeasible

• Locate a new source

January 2012 - Sept. 2012

Water Quality Information

Water Quality Information

• Timeline conflict• Quincucirca wants to build intake pipeline this year• EWB-Davis cannot provide designs

Pre-2012 Assessment Trip

• EWB-Davis lays out three options1) - No immediate construction

- EWB Davis assesses for entire potable water system2) - Distribution construction

- Quincucirca works on distribution system- EWB Davis assesses for pipeline

3) - Pipeline construction- Quincucirca works on transmission line- EWB Davis assesses for distribution

Pre-2012 Assessment Trip

• Sept. 2 - Sept. 17• 3 students, 1 mentor

2012 Assessment Trip

• Establish new MOU with community• Determine if EWB-Davis can continue

program• If they began building the pipeline

• Provide engineering suggestions for pipeline• Assess for distribution

2012 Assessment Trip Goals

• The excavation for the storage tank in Quincucirca, with the pipes alongside it.

• Supertubo that was transported to the town meeting house.

• Used GPS to gather information• Worked with community to establish list and

map of houses receiving water

Distribution Assessment

• Rebecca obtaining one of the many GPS points- this one for the meeting house.

Implementation

• Using GPS data:• Assume 5 people per house• Account for community growth• 70 liters/person/day

• Designing• Choose pipe sizes and locations• Place pressure reducers, gate valves

Prior to Implementation

Pre-Departure Plan

• Follow Road• Changing Stakeholders• GPS elevation inaccurate• Materials more expensive than estimate

Mistakes in Design

Implemented Pipeline

• Adapting plans to community concerns• Delays in delivery of materials• Lack of opportunity to complete and pressure-

test the distribution system prior to departure• Extreme topography

Major Challenges

• Reuben, EIA Director, and Anthony carefully crossing the mountain side.

DonorsCommunityEWB-Davis

• Long-Lasting Materials, Locally Obtained• Maintenance Contract• Ownership of Project Locally• Water Management Plan• Additional Capacity for Growth

Sustainability

• Took community surveys on current health conditions, lifestyles, demographics, etc

• Use results to see improvement in health and lifestyles

Surveys

• Diseases• Waterborne• Skin infections• Sick days

• Increased standard of living• Washing• Cooking• Small agriculture

Expected Benefits

• September 2014• Community finishes intake, transmission, and

tanks• Conduct health survey• Ensure system is working and well maintained

• September 2015• Ensure system is working and well maintained• Say goodbye!

Looking Ahead

• More hesitant about implementation order• Direct communication is key• Correct is more important than fast

Lessons Learned

Plan for this year

• No implementation• Monitoring trip in September 2014• 527 (pre-implementation form) January 2013

Open Positions

• Project Manager• PMEL Lead (planning, monitoring, evaluation,

and learning)– WaSHE

• NGO: Focus on education• Operations and Maintenance Manual

• Compiler• Health and Safety• PMEL• Budget• Executive Summary• Schedule• Roles & Responsibilities• Assumptions & Risks• Evaluation Framework

Workshops

• Workshops – work on skills as a team• Ideas:

– Spanish– AutoCAD– Others
