The ChallengeToday ASEAN is one of the fastest growing economic regions in the world. But unfortunately energyneeds are growing just as rapidly. In fact energy demands for the area through 2030 are projectedto be more than triple between 2005 and 2030.
That is why Renewable Energy 2013 is one of the most important exhibitions of the year. Its a showthat recognizes the problems of limited global reserves of fossil fuel and the unstable price of oil.Now more than ever its essential for ASEAN to strengthen renewable energy development such asbio-fuels clean coal, wind and solar energy as viable options in order to support and sustain
economic and industrial growth.1
The PlanThe ASEAN Plan of Action for Energy Cooperation(APAEC) 2010-2015 covers the energy component of theASEAN Economic Community Blueprint 2015 including theASEAN Power Grid plus continuation of two previous energyplans formulated by the Thai Ministry of Energy.
It is part of the ASEAN Economic Community Blueprint 2015which will help secure reliable energy supplies for the region asquickly as possible.
APAEC 2010-2015 contains strategic programs with some quantitativegoals that are expected to move the region towards greater energy security and strengtheninternational cooperation. This includes dialogue with partners in order to tap their resources andexpertise. The plan recognizes the available facilities of the ASEAN Economic Community and otherinstruments of ASEAN cooperation including t he ASEAN Infrastructure Financing Mechanism whichis designed to make the plan a reality by 2015.
The need to update and expand APAEC 2010-2015 is most timely considering the newdirectives and pronouncements agreed to by the ASEAN leaders and Ministers of Energy toattain the ASEAN Community 2015 and ASEAN Vision for 2020.2
The PowerASEAN Renewable Energy sources accounted for 19% of the worlds total primary energy needs in2005 and are projected to have a share of 18% by 2030. Geothermal, Solar, Wind, Tidal and WaveEnergy are growing faster than any other energy source at an average growth of 6.7% during the2005-2030 period.
During the APEC 2010- 2015 period, renewable energies are needed to increase the diversity ofenergy in order to reduce environmental impact in the ASEAN region. Sensible deployment ofrenewable energy will accelerate the economic and social development of ASEAN member States.It is seen as the right candidate to complement fossil fuel and support sustainable energydevelopment. It is also envisaged that by the end of the Plan, clear policies and responsiveprograms for RE development will be addressed to enhance commercialization, investment andmarket potential of RE technology.3

THAILANDThailand set an ambitious target to increase renewable resources from itscurrent level of 8 percent to 25 percent by 2022. The Renewable and
Alternative Energy Development Plan for 25 percent in 10 Years (AEDP2012-2021) outlines incentive programs including subsidies to promotedevelopments of renewable energy. It also includes the countrys $13 bi llioninvestment to build a smart grid system. The plan specifies that by 2022each renewable resource be increased; solar energy to 2,000 MW from78.69 MW at present, wind energy to 1,200 MW from 7.28 MW atpresent, biomass to 3,630 MW from 1,790 MW, and biogas to 600 MWfrom 159.17 MW. 2022. In addition, energy from municipal waste will beincreased to 160 MW from 25.48 MW at present.
Thailand was one of the first Asian countries with a comprehensive feed-intariff, or adder, program. The program has been in place for six years andgone through successive phases of adjustment, in particular the higher-thanpredicted response by industry in the form of applications submitted forinterconnection. As of December 2011, Thailand has about 8,000 megawatts
of renewable energy projects in the pipeline seeking adder and about 1,000megawatts already connected and selling power to the grid.5
Actual investment in renewable energy in Thailand totaled $700 million in 2011,representing an increase of 320 percent from the previous year.6
BRUNEIThe Brunei Governments Energy White Paper set the ambitious target of a doubling of Bruneis dailyoil and gas production by 2035.7
CAMBODIAThe Rural Electrification by Renewable Energy Policy aims to create an enabling framework for renewable energytechnologies. It will do this by increasing access to electricity in rural areas by achieving a 70% level of householdelectrification with grid quality electricity by 2030.8
INDONESIAIndonesias President has issued a decree establishing a 15 percent t arget for renewable energy production by2025. The Ministry of Energy and Mineral Resources is focused on the countrys extensive geothermal, biomassand hydropower resources as future leading sectors in this area.9
LAOSThe Lao PDR Government aims to increase the share of renewable energies to 30% of the total energyconsumption in 2025. It will also increase the rural electrification coverage area from 70% to 90% by 2020.10
MALAYSIAThe Malaysian government has launched its new feed-in tariff (FIT) system for renewable energy and expects tohave installed more than 3,000 MW of new renewable by 2020. The Energy Commission of Malaysia estimates
that US$23 billion worth of business couldpotentially be generated from these renewableenergy projects from now until 2020.11
MYANMAROn government balance sheets, energy-relatedprojects account for a whopping 83 percent of
foreign investment pledges and total $26.2billion.12
PHILIPPINESA new Philippines Renewable Energy Law (RE law)establishes a supportive policy environment that offers
fiscal and non-fiscal incentives to equipment manufacturerswith the goal of achieving 60% renewable energy generation by
2017. 13
SINGAPOREIn a bid to boost Singapore's clean energy industry, the Sustainable Energy
Association of Singapore (SEAS) will embark on a $1.8 million program to enhance thecapabilities of the sustainable energy industry in Singapore.14
VIETNAMThe Vietnamese government has set a target to increase its renewable energy usage from 5 percent to 11 percentby 2050. The Law on Energy Saving and Efficiency was also issued by the National Assembly in June 2010,
providing many incentives for energy efficiency and conservation as well as cleaner production measures.15
Global investment in RE power and fuels increased 17% to a record$257 billion in 2011. Developing economies made up 35% ofthe total compared to 65% for developed economies4
