• Contractor Competency: BAFE SP203 & NICEIC/NAPIT/etc

• Competition: PCR2015 Principles of procurement Reg 18 “The design of the procurement shall not….artificially narrowing competition……. competition shall be considered to be artificially narrowed where the design of the procurement is made with the intention of unduly favouring or disadvantaging certain economic operators”

• Commitment to a single system / medium term investment

Panel Question

Self-testing emergency lights have a higher capital cost compared to traditional fittings. What can Members do at procurement stage to reduce the whole life cost?

Emergency Lighting

Escape Lighting -• Lighting provision to enable safe evacuation of a building in the event of mains

failure • Lighting should be tested and maintained regularly• The most senior person in the building is responsible for all emergency lighting

Test Requirements -

The solutions

• Key Test• Self Test• Central Reporting• Centrally Monitored

There are a number of options available for safe and maintained emergency lighting solutions

Key Test

• Manual Activation• Runs from the battery during every test• Client must perform visual, walk-around test and log all

results• Batteries must be given time to recharge

• Slow• Costly• Labour intensive

Self Test – Good Solution

• Luminaires automatically carry out required testing

• Function testing every 7 days• Annual duration test• Indicator LED indicates last test information• Green LED is good, Red LED indicated a fail• Flash rate determines test mode or fault

type

• Testing is random and uncontrolled• A walk-around visual check is still required• Can still be costly

Central Reporting – Better Solution

• Self test luminaires • Wireless reporting• Indicates current emergency

luminaire status• Indicates fault type

• No walk-around • No scheduling• Test logs must be manually recorded

Central Monitoring - Best

• DALI EM PRO or equivalent Invertors• DALI wiring to control system• Indicates current emergency

luminaire status• Indicates fault type

• No walk-around • Tests are scheduled• Emergency luminaires can be

rationalised for resilience• Fully automated

Summary and Questions

• Key test is slow and labour intensive

• Self test removes the need to witness function and duration testing

• Central reporting removes the need to walk around the floor/building

• Central monitoring schedules full testing regime and provides Realtime feedback

Panel Question

What installation challenges have you faced and what would you do differently with your next project?

Chris Rutter, Contract Compliance Manager at Silva Homes

Existing Stock

• 121 Building with existing Emergency Evacuation Lighting

• In some cases in addition to communal lighting

• 10 Monthly Flicks

• 1 x 6 Monthly 1 Hour Burn (Optional)

• 1 x Yearly 3 Hour Burn

• New Fire Risk Assessor has so far identified

• 115 Blocks that require Emergency Evacuation Lighting

• Estimated how many luminaries required

Testing

• In house DLO complete testing programme

• Little or no capacity for additional testing

• Each block costs £570 per year to test (Internal Charge)

• Many blocks are outside of our core area

• So travel time decreases productivity

• Self Testing & Self Reporting is the future

Cost Benefit

• Each block costs £570 per year

• 115 blocks to install = £65,550 per year to test!!!

• New system has seven year warranty

• Which will save £458,850 over seven years

• This cover virtually all of the cost of the new system

• Lower running costs due to LED technology, will provide a saving

• To be determined

• New system is both communal and emergency lighting

• Microwave controlled sensor

• 10% illumination at night to deter ASB

Other Benefits

• Procured via Fusion21 Framework

• Part of a wider Electrical Programme which includes

• Access Control

• Emergency Lighting

• EICR Testing

• Solar Panel Servicing

• New system is both communal and emergency lighting

• Microwave controlled sensor

• 10% illumination at night to deter ASB

Panel Question

If you had one piece of advice for someone thinking about installing self-testing emergency lighting, what would it be?
