Reaching the skyGlade Thomas decided to measure his sunflower Wednesday because people in the Oregon Road neighborhood were starting to take notice. The verdict? Fifteen feet and still growing. I was expecting something in the range of 5 - 6 feet to add a little colour to my small garden but this is crazy, Thomas said. The guy that delivered the garden soil this spring said it was so good that Id be able to grow rocks in it. Havent managed that yet but have grown some giant mutant sunflowers.

Mayoralty candidate Andy Adams admits to being frustrated by the strife and conflict that has charac-terized city council.
Thats one of the reasons he has decided to run for mayor.
That has been somewhat frus-trating which is part of the reason why I am stepping up, Adams said. Because I think Campbell River can do better. I think the citizens of Campbell River deserve better and they expect a council to operate in cohesive manner, in a professional manner and guide the community. Thats what they elect us for.
Adams did not want to engage in a war of words with the current mayor but he made it clear that if he becomes mayor, he will be focused, positive, professional and credible.
In fact, he said, those will be key-words of his mayoralty.
I will guide council to work together in developing a clear vision of what we want to do and how we are going to get theretogether, he said. We must be focused, posi-tive, professional and credible. I will draw on the strengths and expertise of council, mentor and delegate to enable all members of council to be
contributing members of a team. Council and City Hall must reach
out and engage the community at large, whether it be community groups or individuals to ensure that we grow and prosper.
Adams referred to the deteriorat-ing morale and climate at City Hall with incumbent Mayor Walter Jake-ways history of criticising senior city staff.
We have had significant chal-lenges over the past three years in retaining and recruiting staff due to lack of support and leadership from some of our elected officials, Adams said. As with any organization there is always room for improvement, and a review of structure and roles to ensure that we are providing the best value for tax dollars at City Hall will be done.
The next four years will be the most critical in establishing the vision and future for Campbell River, Adams said.
For years the common phrase has been Campbell River has so much potential, he said. We need a plan and vision on how best to reach that potential. The current boom in building of commercial and residen-tial development, and the infusion of economic stimulus of the $1 billion John Hart Hydro Project and the $300 million Campbell River Hos-pital project (all initiatives of previ-ous councils) will last through 2017. In that four-year window, council must set the foundation for long

The Homalco Indian Band, located just south of Campbell River, has received an additional 826 hectares of land located on Sonora Island and Thurlow Island, just off the east coast of Van-couver Island, as part of an Incremental Treaty Agreement (ITA).
The province intro-duced ITAs in order to accelerate the treaty pro-cess by providing earlier treaty benefits before final agreements can be reached between bands and the government.
According to a press release from the Min-istry of Aboriginal Relations and Recon-ciliation, ITAs build trust among the parties, create incentives to reach further milestones and provide increased certainty over land and resources.
The opportunities these land transfers will create for the Homalco Indian Band through their ITA demonstrate the partnership that the provincial govern-ment and First Nations undertake on the jour-ney towards treaty, said Minister of Aboriginal Relations and Recon-ciliation John Rustad. I
look forward to continu-ing this partnership and to seeing the tourism and forestry businesses of the Homalco flourish
in the future.The three-stage
transfer of the land to Homalco is B.C.s 16th ITA, and will begin with 352 hectares of land at Camelion Harbour, Thurston Bay and Owen Bay as soon as the ITA is signed, followed by 180 hectares of land at Hemming Bay and Crawford Anchorage once Homalco approves their Treaty-in-Principle with the government. Once the final treaty is signed, an additional 295 hectares of land at Young Passage will also be Homalco land.

as key in allowing the band to realize our vision of integrated resource management that will provide long term sustainable jobs and income to our people, according to the government release.
The Homalco band owns and operates Homalco Forestry and Homalco Wildlife Tours, two businesses they hope can grow due to this new deal with the government.
This is a huge step forward in our treaty process and paves the way for a successful treaty with B.C. and Canada.

It will be a very long time before we see this type of stimulus fund-ing in our community and we must maximize the benefits and oppor-tunities that we have
been given. We need to set a plan in place for job creation in indus-try, education, research, healthcare, expanded aquaculture, aerospace, tourism and service sec-tors, or tech and creative industries jobs that will attract people to Camp-bell River and also pro-
vide opportunities for local workers who have had to commute to other regions to reunite with their families.
Adams said his No. 1 goal is to bring stability to Campbell River.
Adams pointed out that there will be at least three new members of
city council after the fall election. He encourages people to consider run-ning.
But he rejected the idea of a slate of candidates saying the community needs the best individu-als to come forward for the benefit of the city.
I do not support the notion of a slate, as a true leader should be able to bring Council together as a strong dynamic team that can move Camp-bell River forward. We need the best commu-
nity minded individuals available, from all politi-cal perspectives whose only agenda is to serve.
The experienced cam-paigner hinted at a pos-sible contentious civic election this year.
There will no doubt be a lot of interesting discussion and rumors throughout the commu-nity between now and election day. Sadly there will also be the nega-tive, false or exaggerated statements that serve no constructive purpose.

Island Health has entered into an agree-ment with the Campbell River Indian Band to use space beside the cruise ship terminal on Tyee Spit as a secondary heli-copter landing pad dur-ing the construction of the new Campbell River Hospital.
We h a v e m a d e arrangements to have BC Ambulance use the airport and also made an agreement with the Wei Wai Kum to use a piece of their land, said Tom Sparrow, chief proj-ect officer, North Island Hospitals Project, told city council Tuesday.
The helipad at the hos-pital will be removed during construction and consequently, a new plan for helicopters is need. The airport will be the
first choice for landing but the agreement with the Wei Wai Kum First Nation provides for a secondary landing pad in the case of fog or some other reason the airport cant be used.
Its actually a wonder-ful site for us, Sparrow said. (We were told) Transport Canada would pass it with full colours.
The hospital project will have to spend about $100,000 to make the site Transport Canada approved with proper lighting and signage.
Coun. Larry Samson wondered if the land-ing pads being further away would be a prob-lem. Sparrow explained that the helipads are not used so much for bring-ing emergency patients
to the hospital. Its used more often to
evacuate people out to Victoria, Nanaimo or Vancouver, so the dis-tance to the hospital is
not such an issue. Patients would have
already been stabilized by then as opposed to emergencies being brought in.

Coun. Larry Samson would like to see down-town parking lots at least cleaned up a little.
You can see parking lots are in bad need of maintenance, Samson said at councils Tuesday meeting.
Samson put forward a motion to have city staff come back with some proposals on what to do with the overall condi-tion of the public parking
lots located downtown. He would like to see everything from simply clearing back overgrown shrubbery to installing new lighting.
He used as an example the public parking lot on Cedar Street where there is only two lights on the lot and a trail coming down from 9th Avenue frequented by a transient population. He submitted pictures of the lot behind Dubeau St. which has bushes and trees encroaching on
the edges of the parking spaces.
I am asking staff to come back with a pro-posal on what we can do to improve our parking lots, Samson said.
His cause was not picked up as enthusiasti-cally by his fellow coun-cillors but they did sup-port the concept in the end.
Coun. Andy Adams asked if it was necessary to do it now.
Perhaps it could be put over to the 2015 bud-
get because some of the potential work could involve a significant cost.
I agree that the just general maintenance can be looked at by staff, Adams said, but subse-quent costly items would need to be dealt with in budget deliberations.
Adams put forward an amendment which was passed to have the pro-posal put over to 2015 financial deliberations.
Samsons amended motion was then passed by council.

With the purchase in May 2013 of the old Elk Falls Mill property, a 400-acre Catalyst Paper industrial site and its adjacent property just north of Campbell River, Quicksilver Resources has set its sights on a Liquefied Natural Gas (LNG) plant, which would cool the natural gas from Quicksilvers Northeast B.C. Horn River Basin sites and other areas for trans-port to Asia.
Expected by Quicksil-ver to be operational by 2021, and at full opera-tion levels by 2024, the operation still has some significant hurdles to take on, however.
Though Quicksilver
has recently applied to the National Energy Board (NEB) for license to export up to 470 mil-lion tonnes of LNG over 25 years, that application itself states that Quick-silver is only at the proj-ect feasibility stage, of their planning, having yet to determine, supply and market participants to develop commer-cial supply and offtake agreements, meaning theyre applying to see if they will be permitted to export the product and whether anyone will buy it from them if they get that permissionbefore they decide they want to produce the product.
They also state on the application that the license sought is meant to cover the operation of the site and transport
of the resource under, a variety of multi-party arrangements, includ-ing but not necessarily limited to, incorporated joint ventures, unincor-porated joint ventures or partnerships, all of which will include the applicant in their overall structure, and that these arrangements are also only in the, searching for potential partner-ships, phase, meaning they dont have the finan-cial resources to go ahead
with the project, and they dont have others on board to make up for that financial shortfall yet.
The natural gas also needs to get to the Camp-bell River facility before it can be processed, which currently is proposed to happen, by a yet-to be determined transporta-tion method, meaning they dont currently have a way to do that, either.
So the NEB export per-mit is just one of many stages of the develop-
ment process.Now that the permit
application is in to see if theyll be allowed to sell the final product to international markets, Quicksilver is waiting on possibly the most crucial step of the process that being the provincial and federal government fig-uring out a taxation and fiscal structure for the LNG industry in general.
Without the tax and fiscal structure in place, you cant get any of these
projects going, accord-ing to Dave Rushford, senior vice president and chief operating officer of Quicksilver, who says that, as of now, theyre focusing their efforts on developing the markets for the prospective prod-uct and continuing the reclamation project on the old mill site.
Catalyst ran a very clean operation, so were not finding any contamination that will delay or prevent any of our development on the site, Rushford said, add-ing that as the reclama-tion process continues, Quicksilver will begin the environmental stud-ies of the surrounding marine environment, as well, so as to have that information thoroughly examined and analyzed
by the time they are pre-pared to put forth a final proposal down the road.
Despite all the possible roadblocks, Rushford and Quicksilver are opti-mistic and enthusiastic about the prospect of a facility at the site.
From our perspec-tive, Rushford said, this is an incredible project for Campbell River, adding that because of the location of the site, little work in relation to the total process will be required to prepare it for an LNG plant, and when you combine that with the plentiful avail-ability of industrially-trained employees in the region, Rushford said the forecast is good for the operation, and they arent considering, at this point, any other sites.

A Fraser Institute study was released Tuesday, showing the share of Canadians income going towards
governments at all levels has risen from 33.5 per cent in 1961 to 41.8 per cent in 2013.
Its important to put the study into context.
The Fraser Institute is a think tank which believes in smaller government, and has steadfastly engaged in many
studies over the years to debunk big government. Some of those studies have been quite useful, others not so much.
The institute also participates in the worldwide Tax Freedom Day event, which marks the day when people begin to work for themselves each year, as opposed to the taxman.
This year, the date in Canada was June 9.All that said, there is no question that some of the
money paid in taxes is not well-spent. While abuses by politicians like Alison Redford or Mike Duffy get the headlines, there are many programs in government of limited or almost no use. One B.C. example is the carbon tax rebate to large corporations, paid by school districts and hospitals with tax dollars.
However, as the Canadian Centre for Policy
Alternatives (the polar opposite to the Fraser Institute) notes, its very difficult to compare 1961 to 2014. Governments provide medicare now there was little spending on health care in 1961. Thats where a lot of tax dollars go.
There are also many more government programs that redistribute funds to lower-income Canadians, including the GST credit and the carbon tax credit in B.C.
Governments certainly have room to cut. A focus on how much taxes we pay as a percentage of income is useful, because taxpayers need to consider whether we get full value for the money we spend each year.

The First Nations Financial Transpar-ency Act (FNFTA) received royal assent in Parliament on March 27, 2013.
It stipulates that First Nations must post basic financial information, includ-ing the remuneration and benefits paid to Chiefs and councilors on the Aborigi-nal Affairs and Northern Development website for public scrutiny to increase transparency.
While the FNFTA, in my opinion, is a good piece of legislation in terms of increasing transparency in how public money is spent (I personally think that all public spending should be immedi-ately posted for public scrutiny), thus far the media, and therefore the public dialogue, has been driven by a knee-jerk reaction of outrage and contempt over the compensation of a select few whose
salaries and benefits have been brought to light by the Acts implementation.
Personally, however, I feel its always important to examine things with some context and depth rather than looking at sheets of numbers and forming opinions based on those numbers alone.
Chief Ron Giesbrecht of the Kwik-wetlem First Nation earned a salary of $84,800 last year. The uproar surround-ing him is that he accepted an approxi-mately $800,000 commission bonus on top of his salary.
That amount was paid to him because of a clause in his contract as economic development officer stating that he would receive a 10 per cent commis-sion on all revenues he produced for the band, which last year included an over-$8-million land deal with the provincial
government. But all the public heard (because they
chose not to listen to the context) was, The Chief of an 82-member band earned almost a million dollars last year?!
Did Chief Giesbrecht embezzle this money from his band? No.
Did he sneak a clause into his contract that would enable him to take advantage of an imminent land sale (that only he knew about at the time) to siphon off a portion of the revenues once it went through? No.
Did he try to hide this bonus after receiving it, contrary to transparency regulations? No.
Heres a better question: would you, personally, accept a contract with your employer that included a clause for
bonuses paid out for bringing economic and financial benefit to the company?
Absolutely you would. In fact, I think more businesses should offer these types of incentives.
After all, Chief Giesbrecht, as the cur-rent example were using, brought more than $8-million in revenue to his band by facilitating that land sale to the gov-ernment.
If you earned $8-million dollars for your bossand make no mistake, Chief Giesbrechts boss is the band itselfwhat would be a reasonable compensa-tion for that?
Considering the whole concept of employment is that services are to be rendered by someone to an employer in order to obtain remuneration repre-

The foundation for an E&N preservation society is already in place, with scores of volunteers already main-taining the rights-of-way from Victoria to Courtney and Port Alberni.
The E&N preservation society could be the umbrella group to operate and maintain the railway, offering live steam excursion; Via Rail passenger operation; a scheduled freight service; and a commuter railway for Greater Vic-toria.
Far fetched? No, as many UK preserved railways success-fully do the same thing.

Robron CentreThere will be no regularly scheduled classes for kindergarten to grade 12 students from September 2 to 5. However, the Continuing Education classroom will be open starting September 2. School-age students and guardians already attending Robron Centre Alternate Programs or the eBlend Home Learning Program will be contacted September 2 to 5 to create their learning plans. Classes for all students in the Alternate Programs (8-12) will begin the following week on September 8. To register for any of the following programs, phone (250) 923-4918 starting August 25.
eBlend Home Learning Program A distributed learning program for students wishing to do their schooling at home. eBlend provides an educational program from Kindergarten to Grade 12 through the collaboration of educators, parents and students. Students come together once a week for Interaction Days at Robron Centre.Matrix and Quiet Zone ProgramsEnrolls students in grades 7 to 12 who are either directed by other schools to attend or due to health or other issues unable to attend a regular school program.
Elm Alternate A.M. & P.M. ProgramsElm Alternate enrolls students between 15 and 18 years of age. Students can be referred to Elm by other secondary schools or students can self refer if they have been out of school for longer than three months.
Registration for New StudentsAll new students must register by Friday, August 29 to be enrolled in their neighbourhood school (provided the appropriate program, space and resources are available). This includes students entering kindergarten or public school for the first time and students who have moved from another school district or to a new school catchment area.
Elementary Schools (Gr. K - 5)Elementary schools will be open for registration starting on Monday, August 25. Contact the school for specific hours. To register for kindergarten, you must provide your childs birth certificate.
Middle Schools (Gr. 6 - 8)Counsellors will be available from Monday, August 25 to Friday, August 29 from 9:00 a.m. to 3:00 p.m. for new registrations. Contact the school to schedule an appointment. There will be a tour of Southgate for any new students on Wednesday, August 27 at 11 a.m. Everyone welcome.Carihi Secondary (Gr. 9 - 12)Counsellors will be available from Monday, August 25 to Friday, August 29 from 9:00 a.m. to 3:00 p.m. for new registrations. Late Enrolling StudentsIn accordance with policy J-19, students who register after Wednesday, August 27 will have their name placed on the school assignment list. Priority will be determined by the date and time the application was received at the schools main office. If the school is not able to accommodate the student, they will be required to attend a nearby school. Late transfer applicants will not have their application reviewed until September enrolments are confirmed.
Cross-Boundary TransfersStudents with approved cross-boundary requests are to attend their approved school, starting the first week of school. Those who have requested a transfer, but have not yet been approved or are on a wait list, are to attend their present school until they receive information on their request (the latest date of notification is September 5). Late requests may be submitted, in writing with the proper form, but students will be added to the wait list and are to attend their present school until notified. Parents are responsible for providing transportation to and from the school they are applying to.
Returning Late from Vacation?Students already registered, but returning late from summer vacation must advise their school, in writing, by August 29 to ensure that they are included in the schools enrolment count. Students not in attendance the first week of school will be withdrawn unless there has been contact with the school.
Class ListsClass lists and school organization will not be finalized before September 8. We ask for your support and patience while this very complex process is completed.

Laichwiltach Learning ProgramAn Aboriginal alternative learning program based on the Circle of Courage for students in grades 10 to 12 that combines academic, life skills and cultural programs.
Robron Junior Alternate ProgramEnrolls students in grades 8 and 9 in a full-time academic program that combines project-based learning, community service, and life skills development in an alternative setting.
Equinox Alternate ProgramA full-time academic program for students in grades 10 to 12 who wish to graduate in an alternative setting with non-traditional academic experiences. Students earn credits for graduation through activity-based learning, community service, and life skills development with the goal of creating a successful transition from school to a career pathway.Continuing EducationContinuing Education offers academic courses to adult students who wish to upgrade skills, complete a high school graduation diploma, or earn prerequisites for college. Continuing Education is open 8:30 a.m. to 3:30 p.m., Monday through Friday, starting September 2.
Literacy CentreThe Literacy Centre offers programs to adults interested in improving their reading, writing, spelling, grammar and math skills. The Literacy Centre is open Monday to Thursday from 8:30 a.m. to 3:30 p.m.
Kindergarten Students: Gradual EntryGradual entry sets students up for success for the rest of their school years as it is designed to ease children into school and allows the teacher opportunity to gather important information about each student to help develop their instructional plan. Schools will advise the parents/guardians of registered students of their dates and times for their gradual entry days.
All Kindergarten students will come to school with their parents for at least one hour on September 2. After the first day of school, Kindergarten students will then come to school in small groups, based on a schedule developed by the teacher. All Kindergarten students will be in regular daily attendance no later than Friday, September 12. Should a family wish a longer gradual entry for their child, parents are encouraged to meet with the childs teacher and the school principal to discuss required adaptations.

Transportation or Boarding AllowancesBus transportation is provided for Kindergarten to grade 5 students living more than 4 km from the nearest school, and grade 6 to 12 students living more than 4.8 km from their catchment area school. Where students live outside walk limits and transportation is not provided within 4 km of the students residence, transportation assistance may be available. Also, where the school district has not provided programs at the students required grade level, a boarding allowance may be available as long as the student is boarding away from the family home to attend an SD72 school. Transportation for Special NeedsSpecial needs routes will be finalized in September and parents will be contacted with information for their child.
Transit Bus ServiceBC Transit passes will be available for purchase through the secondary schools starting in September.
What if the School Bus Doesnt Arrive?Due to unforeseen circumstances, a school bus may be late. Parents should have an alternate plan for their children in the event a bus comes late or does not arrive. If, after 20 minutes, the bus has not arrived, students should return home and phone their school or the Transportation Department at (250) 287-8808 for assistance.
Pick-Up TimesStudents should be at their bus stop five minutes before the scheduled pick-up, however, due to unforeseen circumstances, the bus could be up to 10 minutes late.

Saturday, Aug. 16 is the date for Campbell Rivers first annual music festi-val Rockin The Island.
With 10 All-Canadian bands and artists per-forming, this years talent will deliver an incredible show that all ages will enjoy.
This years headliners are These Kids Wear Crowns!
Were gonna give it a jumpstart / 4, 3, 2, 1, go! / Whats up? / When we get it going no way were gonna stop / And all you need is a spark! sings These Kids Wear Crowns front man Alex Johnson on the huge, pop song that kicked off the full length album Jumpstart. On Jump-start, Chilliwack, BC party core band These Kids Wear Crowns keep the energy going with big, boisterous sing-along electro dance-pop songs, as catchy and engaging as their break-through single, Break It Up.
The 11-song album produced by Matt Squire (3OH!3, Panic At The Disco, Katy Perry), Garth Richardson (Red Hot Chili Peppers, Hed-ley) and Jeff Rockwell (Forever The Sickest Kids) contains the energetic first single, Jumpstart; the electro-heavy Dont Sweat It; anthemic Lifetime; and whirling electro cover of Whitney Hous-tons 80s hit, I Wanna Dance With Somebody.
Standouts from the bands EPs, Skeletons, Break It Up, Oceans and We All Fall Down, are also included.
This whole album is about getting people up off their feet, says front man/co-writer Alex Johnson. Its much more dedicated to dance than our EPs, but still has the same These Kids flavour. It has our famil-iar melodies and sing-a-long lyrics for everyone. Were big on alliteration and repetition and those things make our songs
stand out.We always said that
we wanted our music to have great energy nothing negative. We want everyone in the clubs to get on their feet and dance when they hear our songs played, says bassist/co-writer Alan Poettcker.
The six-piece band, comprised of Alex, Alan, guitarists Joshua Gypsy McDaniel and Joe Porter, synthesist/programmer Matt Vink and drummer Josh Mitchinson, live in a
