Preamble WHEREAS the Constitution of Canada pro-vides that every individual is equal before andunder the law and has the right to the equal pro-tection and benefit of the law without discrimi-nation and that everyone has the freedom ofconscience, religion, thought, belief, opinion,

expression, peaceful assembly and associationand guarantees those rights and freedomsequally to male and female persons;

AND WHEREAS the Constitution ofCanada recognizes the importance of preserv-ing and enhancing the multicultural heritage ofCanadians;

AND WHEREAS the Constitution ofCanada recognizes rights of the aboriginal peo-ples of Canada;

AND WHEREAS the Constitution ofCanada and the Official Languages Actprovide

that English and French are the official lan-guages of Canada and neither abrogates norderogates from any rights or privileges ac-quired or enjoyed with respect to any other lan-guage;

AND WHEREAS the Citizenship Act pro-vides that all Canadians, whether by birth or bychoice, enjoy equal status, are entitled to thesame rights, powers and privileges and are sub-ject to the same obligations, duties and liabili-ties;

AND WHEREAS the Canadian Human Rights Actprovides that every individualshould have an equal opportunity with other in-dividuals to make the life that the individual isable and wishes to have, consistent with the du-ties and obligations of that individual as amember of society, and, in order to secure thatopportunity, establishes the Canadian HumanRights Commission to redress any proscribed

3. (1) It is hereby declared to be the policyof the Government of Canada to

(a) recognize and promote the understand-ing that multiculturalism reflects the culturaland racial diversity of Canadian society andacknowledges the freedom of all members of

Canadian society to preserve, enhance andshare their cultural heritage;

(b) recognize and promote the understand-ing that multiculturalism is a fundamentalcharacteristic of the Canadian heritage andidentity and that it provides an invaluable re-source in the shaping of Canadas future;

(c) promote the full and equitable participa-tion of individuals and communities of allorigins in the continuing evolution and shap-ing of all aspects of Canadian society and as-sist them in the elimination of any barrier to

that participation;(d) recognize the existence of communitieswhose members share a common origin andtheir historic contribution to Canadian soci-ety, and enhance their development;

(h) foster the recognition and appreciation ofthe diverse cultures of Canadian society andpromote the reflection and the evolving ex-pressions of those cultures;

(i) preserve and enhance the use of lan-guages other than English and French, whilestrengthening the status and use of the offi-

cial languages of Canada; and(j) advance multiculturalism throughoutCanada in harmony with the national com-mitment to the official languages of Canada.

(a) ensure that Canadians of all origins havean equal opportunity to obtain employmentand advancement in those institutions;

(b) promote policies, programs and practicesthat enhance the ability of individuals andcommunities of all origins to contribute tothe continuing evolution of Canada;

(c) promote policies, programs and practicesthat enhance the understanding of and re-spect for the diversity of the members ofCanadian society;

(d) collect statistical data in order to enablethe development of policies, programs and

practices that are sensitive and responsive tothe multicultural reality of Canada;

(e) make use, as appropriate, of the languageskills and cultural understanding of individu-als of all origins; and

The Minister, in consultation with otherministers of the Crown, shall encourage andpromote a coordinated approach to the imple-mentation of the multiculturalism policy ofCanada and may provide advice and assistancein the development and implementation of pro-grams and practices in support of the policy.

the foregoing, may(a) encourage and assist individuals, organi-zations and institutions to project the multi-cultural reality of Canada in their activities inCanada and abroad;

(b) undertake and assist research relating toCanadian multiculturalism and foster schol-arship in the field;

(c) encourage and promote exchanges andcooperation among the diverse communitiesof Canada;

(d)

encourage and assist the business com-munity, labour organizations, voluntary andother private organizations, as well as publicinstitutions, in ensuring full participation inCanadian society, including the social andeconomic aspects, of individuals of all ori-gins and their communities, and in promot-ing respect and appreciation for the multicul-tural reality of Canada;

(e) encourage the preservation, enhance-ment, sharing and evolving expression of themulticultural heritage of Canada;

(f) facilitate the acquisition, retention anduse of all languages that contribute to themulticultural heritage of Canada;

(g) assist ethno-cultural minority communi-ties to conduct activities with a view to over-coming any discriminatory barrier and, inparticular, discrimination based on race ornational or ethnic origin;
