social engineering, migration, human rights, media, information society, conflict
resolution, transitional justice, business and good governance.
Indian Institute of Management Kashipuris set up by Ministry of Human Resource
Development, Government of India and belongs to elite leagues of top management
schools called IIMs in India. It has been set up with the objective of imparting quality
management education in all sectors including government ministries, department
and agencies in India and from abroad while sensitizing the participants towards the
needs of the society. The institute offers its flagship two-year Post Graduate Program
in Management (PGPM). The rigorous curriculum seeks to instill a passion for
knowledge and ability to apply that knowledge to real life scenarios. The institute has
launched customized training programs for government officials from all the three
organsexecutive, judiciary and legislative. It also offers Executive Fellow program

Capacity Building Special program
South Asia in general has been home to several conflict situations and India in
particular has to deal with ethnic conflict and insurgencies over the years. Numerous
peace accords have been successfully in the past the country has systematically
evolved various strategies to leverage peace towards socio-economic development.
In order to do so it has gathered a substantial mass of knowledge resources on
capacity building of government agencies and officials who can lead a sustained effort
towards public service focusing on conflict-affected low-income communities who are
ravaged by prolonged warand psycho-social impacts
of violence, specially the
women and children in
conflict zones.
Learning from the effects
of conflict on household
welfare, behavior and
poverty, the Center
designs specific capacitybuilding programs
incorporating new insights
into how people live and
interact in contexts of
conflict and violence, and
how government institutions best support them and mange a post-conflict
administrative recovery initiative.
Through Capacity Building Special Programs, the Center offer professional training in
public administration and management to strengthen a more efficient and equitableservice delivery, with a specific focus on creating an in-country pool of expertise for
trained public servants enriched in latest development management skills and
administrative skills.
Coming from years of practical experience in public administration and service
delivery in critical environments that abounds in the region, the Center adapts its
training programs for the target countries and specific situations. We use our research
findings to help develop policies and practices that strengthen peoples efforts to

Welfare and livelihood security in post-conflict environmentWe conduct need-based and field-based study of post-conflict scenarios to
understand: (a) Adaptability of stakeholders to negotiate impacts of violence
on their livelihoods, wellbeing and security; (b) Potential for re-engineering of
the local institutions and systems to be transformed through processes of
post-conflict reconstruction and (c) Impact of violence on the local economic,social and political environment that may influence the effectiveness of post-
conflict interventions.
Governance, institutional re-engineering for developmentThis research investigates the forms of local governance that emerge in the
midst of post-conflict situations, and how these forms affect the livelihoods of
individuals and communities living in the area.
Long-term human capital outcomes in post-conflict scenarioRecent research has shown that the effects of insecurity and conflict on unborn
babies and young children may be irreversible and affect their welfare
throughout their lives. Yet we know little about what people, communities and
the international community can do to protect children and their mothers. Our
work informs more effective long-term public health interventions and
programming in fragile and conflict affected situations. It provides new ideas
and evidence to give greater traction to policymakers and practitioners in
improving the lives of the most vulnerable.
Synergy between peace and developmentIn recent years development and security have been seen connected closely in
various past cases of reconstruction and reconciliation. Under this theme, we
undertake baseline studies to examine whether there exists a conscious effort
to bring synergies among security administration and development actors in a
given area.

Policy Perspectives in Cyberspace Management
Management of information and communication technology (ICT) based
communication systems, especially with the advent of web-based platforms like social
media and micro-blogs, has come to the center of attention in the recent years. The
fact that any information can be instantly disseminated to tens of thousands of
people, and further have the same information spread exponentially by them, makesdigital media a very powerful tool. Hence, governments, corporate houses and the
academia are expressing the need for a well-grounded research study in this area that
can offer strategic, tactical assistance and recommendations covering the domains of
Information Technology, Telecommunications, and Media Management. With this in
mind, CPPGhas undertaken this study in collaboration with the internal faculty at IIM
Kashipur, on Indias Cyberspace Security, Social Network Monitoring, Government
Communication and Public Relation issues.
Social Media in Protests and Policy Change
In the recent past, across the world, Facebook and Twitter played a vital role in not
only expressing the collective anger of the public, it virtually became the melting pot
for expressing the cumulative anger, frustration and outrage against the failure of the
government in effectively responding to the incident. While political protests social
and political protest movements and the facilitating role of social media has been
debated, studied and discussed in various countries and contexts, the contribution of
a social media mediated protest and its impact on changes in national policy and law
has not been examined critically in the present case. CPPG has undertaken a
comprehensive analysis of existing legal provisions and constitutional safeguards that
exists in India and other countries, the regulatory mechanisms that prevails upon thesocial networks and goes beyond the catalytic role of the social networks in such
protests in order to examine the impact of social networks in legal and policy change
processes.
New Media: Reconstructing Our Ideas of Culture and Society
The understanding of player involvement is inextricably linked to the way the game
interacts with the player and the player interacts with the game through the ludic
interface. Video games as situated cultures have become an intrinsic part of the way
the digital universe is permeating the real world, thereby influencing andreconstructing our ideas of culture and society. CPPGs project on New Media is an
innovative area of research in society and communication that will examine the
changing nature of player involvement in videogames with respect to existing and
emerging technologies of gameplay and the synergies which exist between the ludic
interface and narrative structure of videogames. The element of performativity in
gaming is also crucial to our understanding of how a game unfolds, both in terms of
its ludic specificities and narrative qualities. The idea of the puppeteer is all the more
relevant now, with video game consoles of the eighth generation introducing
gameplay where the player herself becomes the ludic interface.

TRAINING
Managerial Training of Judges of Uttarakhand State (India)Justice Sabharwal, former Chief Justice of Supreme Court of India (2007) in hisarticle My Dream of an Ideal Justice Dispensation System suggested that
introducing case and court managements with other measures are necessary
for speedy and affordable quality justice. He also recommended that the
training needs of judges and judicial staff needs to include court and case
managements besides methods to improve their skills in hearing case, taking
decisions and writing judgments. Thirteenth Finance Commission Report of
Government of India (2009) suggested engagement of professionally qualified
court managers for improving case disposal.
Uttarakhand Judicial and Legal Academy, India commissioned an in-service
training program for the Judicial Officers of the state to provide managerial
and administrative training to the judges of district judiciary. The first batch of
thirty-four judges were trained from 9 to 13 Feb 2014. Thirty-four judges were
trained in the first batch and they enjoyed participatory method of training
conducted by the internal faculty of CPPGas well as external resource persons.
Development Program on Islamic Banking & Finance
Recognizing the growing interest in interest-free banking popularly termed as Islamic
banking in various parts of the world, especially in counters where a large population
of Muslims live, we have launched a special training program on Islamic Banking &
Finance (IBF). The first training was organized in August, 2013 in New Delhi, The
program is the first such executive course offered by a leading management school in
the country on Islamic banking, which is considered the largest alternative financial
system in the world today, growing at double digit growth rates with a presence in 75
countries and a total size of approximately of $2 trillion. IIM Kashipur decided to offer

the programme in view of the huge interest in this subject among various sections and
the growing demand for Islamic finance and banking solutions in the country.
According to Prof Zafar U Ahmad, from Lebanese-American American University,
Beirutattended the program as a Guest of Honor. According to him - The programme
generated substantial interest and the
participants. The search for alternatives toconventional interest-based banking has
raised many questions around the world.
In the aftermath of the global financial
crisis that we encounter today, a number
of alternative ways are being discussed.
Islamic Banking which is basically
interest-free banking has thus attained
global acceptance in many countries.
During the prgaram, the participantswere introduced to key concepts and
principles of IBF including a detailed
overview of the rules governing all IBF
products and their practical applications besides developing an understanding of the
global IBF industry, its key growth drivers, ongoing developments and challenges
faced. Participants were able to identify the relative strengths of the IBF system in
comparison to the conventional interest based system and will have learn about new
growth sectors and opportunities in IBF industry worldwide and in India. The
programme were delivered jointly by IIM Kashipur with their knowledge partner
Infinity Consultants, Bangalore.
Lebanese American UniversityIIM Kashipur Continuing Education
The Lebanese American University (LAU) in Beirut has proposed to conduct its
forthcoming Continuing Education Program (CEP) with CPPG. Led by Prof Zafar U
Ahmad of LAU, the India Immersion Program brings together a number of
stakeholders as follows:

The major aim of the program is to bring to the foreign students the story of growth

womens rights as human rights andspecifically condemn violence against
women. These instruments apply at alltimes in war and peace, in poverty
and wealth, in sickness and health, andthroughout the life cycle. Under allconditions, women have a right tolives of dignity and safety. Today
more than ever we must hold on tothe solid human rights frameworkthat has been built over decades.
Ban Ki-moonUnited Nations Secretary-General
A key challenge facing the overall womens rights scenario in any remote
region like Northeast India is availability of trained lawyers in local courts
to assist the aggrieved women to fight their rights violation cases or
otherwise guard their interests in a dispute. Such legal services,
embracing both individual access to justice and public interest law
transcending individual needs, contribute to the rule of law, good
governance, human rights, empowerment of the poor and poverty
alleviation.
CPPG has been instrumental in producing a resource book that may be used as aWomens Rights Lawyers Handbook or a manual which is readily available for
adoption by law schools to conduct similar programs and also act as a ready-reckoner
for the lawyers, police officers, administrators, corporate human resource managers
and chief executives of organizations. The contents of the resource book contains
training materials used at the training workshop, individual research studies by the
authors and a compilation of some important reference documents from difference
sources. The Book mainly covers issues like social security legislations, free legal aid,
constitutional remedies, marriage laws, separation, divorce, maintenance, offences of
dowry, violence against women, rights at work place, sexual harassment at work place,
Vishaka Guidelinesetc.

The Team
Prof Somnath Ghosh
Professor of Organization Design and Institutional Development specialist
With a Ph. D. from Jawaharlal Nehru University, he was VisitingFellow, School of Industrial and Labor Relations, Cornell
University (USA) where he worked with Professor William
Foote Whyte, the legendary researcher, scholar and author in
Cornells Program for Employment and Workplace System
(PEWS). He has also held regular faculty positions at IIM
Lucknow, Bangalore, Indore; International Management
Institute and Administrative Staff College of India, Hyderabad. He also does
occasional teaching at IIM Ahmedabad, and abroad. His consulting and
institutional development experiences both in the for-profit and development
sector are wide and many. Among his over twenty assignments, he has consulted
in the areas of compensation management, organization design and development,
HR systems and work practice changes.
In the arena of institutional development, he was World Bank consultant for two
of Indias largest public sector organizations, viz. National Thermal Power
Corporation and Coal India on institutional strengthening with respect to
resettlement and rehabilitation (R&R) of project affected people. He was also Lead
Consultant to Development Commissioner (Handicrafts), Government of India, for
Improving Delivery System for Artisans Livelihoods. For British Governments
Department for International Development and Public Health Foundation of India,
he did separate studies with respect to the design and delivery of public health
system in AP. Very recently again, he was World Bank consultant for
Strengthening & Transforming Institutions for Management of R&R for
government of Andhra Pradesh.
Prof Baharul Islam
Chair, Center for Public Policy & Government
Dr K M Baharul Islam has been teaching and researching in
the area of Communication, Development, Information
Technology policy and legal issues for more than two
decades. A senior expert in Communication for
Development (C4D) and ICT for Development (ICT4D), he
has also taken keen interest in educational planning and
management, e-Government strategies, cyberspace
management and telecom regulations. Besides teaching
and research, his professional assignments included development of national
strategic plans for and evaluation of ICT programs in Asian and Sub-Saharan
African countries. Much of Dr Islams recent research is based on his extensive
works with UN agencies. Starting as a Consultant for UNESCO in Cambodia in 1998,
he later worked on ICT Policy, Plans and e-Government Strategies for Sub-SaharanAfrican countries and regional economic groups under the UN Commission for

Africa (UNECA) during 2003-2006. He developed e-Government Strategies and
National ICT plans for several countries. In 2006-2007, Dr Islam served under
UNESCAP, Bangkok to conduct an ICT Access Survey in the Asia-Pacific region. He
was working for African Development Bank as their Mid-Term NICTSP Review
Consultant in Mauritius (2010-11).
He has published widely with more than eight books and 30+ papers/articles to hiscredit. He is a public speaker, debater, TV commentator and communication
specialist. He participated at the BBC World Debate in 2006 that brought him to
international development communication limelight. He has written the chapter
on ICT and Poverty Reduction for the first Encyclopaedia of Digital Governance
published in 2006.
He holds LLM in Telecom and Information Technology Laws from the University of
Strathclyde (UK), MA (English) from AMU, Aligarh. He did his PhD from the Tezpur
University (India) and Post-Doctorate from Asian Institute of Technology (Bangkok)
on new technologies in education. Besides he has also done B.Ed. specializing inEducational Planning and Administration.
Prof Abinash Panda
Associate Professor of HR & Organizational Behavior
Prof. Abinash Panda is a graduate from International
University of Japan (IUJ) and is a Fellow of Management
Development Institute. He also has a Masters degree in
Computer Applications from Regional Engineering College
(currently National Institute of Technology), Rourkela. He
has a rich and varied experience in corporate, academic
and research roles.
Prior to joining IIM Kashipur as a faculty member, he was with Adani group (Adani
Enterprise) as Associate Vice President, Learning and Development. The other
corporate assignments include General Manager, Leadership Development and
Talent Management with Suzlon Energy, Post-Doctoral Research Fellow with Tata
Management Training Centre (TMTC), Pune, and EDP officer with National
Panasonic India Private Limited.
Dr Panda was a faculty member in Organizational Behaviour Area with XLRI School
of Business Management and a Visiting Faculty with IIM, Indore. He was the co-
principal investigator of Tata-CCL joint research projects like Lessons of Experience
(LOE), Bridging Cultural Boundaries (BCB) and Leadership Gap study, conducted in
India.
He has published around more than 40 research papers in various international
and national journals He has also presented a number of papers in various national
and international conferences including Academy of Management.

Dr Athiqul H Laskar

Mr Bhattacharjee brings with him ample experience in defence

Indian defence market and the defence procurement process
qualify him to play a key role in promoting General Dynamics
interests in India.
In addition to his work in the defence sector, Mr. Bhattacharjee is a widely
recognized expert on cyber security and critical infrastructure protection. He has
also been a member of key governmental advisory panels and industry task forces.
He is a well-known columnist and writes and speaks on issues related to security

Sarwar Raza, FCS & LL.B
Legal Trainer and Administrative Reform Specialist
Mr Sawrwar Raza is a Fellow of Institute of Company
Secretaries of India and he practiced as a Company Secretary
(PCS) from 2002 to 2010. He was admitted as an Advocate by
the Bar Council of Delhi in 2010 and since then he is practicingas Corporate Lawyer. As a company secretary he has handled
various matters relating to Companies Act, Income Tax Act,
Service Tax, FEMA, FCRA and various other corporate matters
including incorporation and post-incorporation compliances
of many Limited and Private Limited Companies including LIC Cards Services
Limited.
Presently practicing as Corporate Lawyer he has developed reputation in areas of
Corporate and Commercial Laws, Companies Act, Foreign Exchange Management
Act (FEMA), Taxation Laws, Trademarks, Civil Laws. He represented various casesin Company Law Board, Taxation Tribunals and the High Court. He is an advisor to
Ministry of Finance and advising Specified Undertaking of UTI and UTI group. I also
advises Government of India on effective Corporate Social responsibility. He has
recently incorporated National Financial Holdings Company Limited, a company
wholly owned by Government of India under Ministry of Finance. Mr Raza taught
parts of Legal Aspects of Business course at IIM Kashipur as a Guest Faculty and
presently working on a joint text-book project on Corporate Law with the Institute.
Ms Nandita Roy
Media and Gender Specialist
Ms Roy has worked with National Geographic Channel,
India supervising a team comprising of three production
houses in Calcutta and one in Bombay. She handled
content editing of shows telecast in National Geographic
Channel and Fox Televison and creative head of dubbing
operations in West Bengal. She also taught at the
National University of Juridical Sciences, Kolkata, India.
She is doing a joint PhD at the Department of Media and Communication,
University of Leuphana, Germany and the Department of English, Jadavpur
University, Kolkata, India. She worked on a project entitled The Gender
Implications of the National Knowledge Commission Recommendations. She
worked with UNICEF on policy documents and reports on Education
Ms Roy directed, cinematographed and edited, Voices of Women from Mizoram,
a documentary on womens empowerment in Mizoram, India, 2011. The
documentary was screened at the National Workshop of a collaborative project
on Womens Empowerment and Education conducted by McGill University,
Canada and Jadavpur University. She was the Editorial Consultant for the
documentary on the story of Santhi Soundarajan, India titled Y cant I run? The
documentary was screened at Dialogues, the 5th Annual Calcutta LGBT Film &
