BARGE BUNKER BERTH AS PER OISD STANDARD 156 – 2017. TECHNICAL SPECIFICATION
SCHEDULE ‘A’
1.0 SCOPE OF WORK :
The Chennai Port Trust proposes to provide Fire Fighting System for the
New barge bunker berth at oil dock inside the Port premises. In this
connection, budgetary offers are invited for Design, Manufacture, Fabrication,
Supply, Erection, Testing, Commissioning and handing over of the Fire Fighting
Facilities with 2 Nos. Base Monitor (water cum foam) with complete assemblies,
Laying of hydrant pipelines with double headed Hydrants with separate landing
valves between New Pump House to Bunker berth on the new approach
road/trestle to the bunker berth with all complete accessories connecting
existing hydrant pipeline near New pump house. The total system shall be
designed as per and incompliance with OISD 156 norms -2017.
The specification describes certain broad requirements for
guidance to the contractor. Everything may not be fully specified and there
may be modifications required. This however, shall not relieve the contractor
for not completing the work in every aspect and or in accordance with the
modern practice so that the fire fighting system will be completed and will
satisfactorily carry out all the duties specified. The budgetary offer shall be
furnished for the erection and commissioning of fire fighting pipe lines and
Hydrants, etc., The offer should contain full details of the system. The budgetary
offerer may propose modifications if any to the specifications in a separate list
supported by reasons and the Trust will examine the modification for its
consent.
The materials to be used in the work shall be of the best quality to
comply with the requirements explained in the specification and as per the
appropriate Indian Standard specifications and shall be suitable for saline
atmosphere and hazardous area designed to withstand.
The budgetary offerer may quote separately for any other items as extra
which are not specifically brought to the schedule but which in his opinion are
necessary for the proper enhancement in the fire protection system and its
satisfactory operation.

Items not covered under these specifications shall be carried out as per
specifications of the latest local fire officer’s regulations with latest amendments
as applicable in the contract.
Works not covered in this budgetary offer shall be carried out as per
latest relevant Indian standards. In the event of the works not covered by Indian
standards, British / American Standards shall also be followed.
2.0 GENERAL REQUIREMENTS
i. Sea water shall be used as the primary source of water supply for fire
fighting. All the relevant system, sub-systems must be selected based on
compatibility with service conditions. The water based fire fighting systems
for the protection of New bunker berth at oil jetty shall comprise the
following components:
a) Hydrant /base monitor water cum foam system.
b) Painting.
Fire water will be tapped from existing 14” dia hydrant / Tower Monitor line
near new pump house. Schematic line diagram is enclosed.
ii. Hydrant system to be serviced by one dedicated fire line of 10” dia pipe.
iii. 10”/4” pipes shall be internally grid blasted and poly glass flake coated
uniformly to a thickness of not less than 1000 Microns.
iv. New pipes that are Grid blasted and painted to be laid, aligned and
joined by welded flange joints. The edges of the pipes shall be ensured
with bevel configuration for better-welded joints. After every run of
welding, the welded joints shall be ensured free from slag. For welding
works electrodes of E-6013 standard of Advani Oerlikon / L&T /
Lotherme / Honavar shall be used.New pipes are to be laid on the new
approach trestle to bunker berth/bunker jetty area from New Pump
House to Bunker berth with civil/structural supports.
v. Minimum design flow rates and pressures to be achieved at various
locations at New bunker berth as per design philosophy and criteria. The
fire water system should be designed for a minimum residual pressure of
7.0 kg/cm2 at the hydraulically remote point of application in the
terminal.

vi The 2 Nos UL listed water cum foam monitor/ foam monitor shall be
suitable to discharge 2 x 500-750 (variable flow) GPM at 7.0 Kg/cm2
(water/foam) for Base monitor, Design flow rate as mentioned in Clause
4.3.2 of OISD-156 of 2017.
vii. Supply and installation of 100 and 250 mm dia. Pipe (internally grid
blasted Polyster glass Flake coated) for hydrant system.
viii. 63 mm size double headed fire hydrants with 2 separate landing valves.
Fire hydrants to be installed in the fire water network at 30m interval
from new pump house to New bunker berth. Hydrant to be located
minimum distance of 15 mtrs. from periphery of tanker / manifold. i.e.
pipeline trestle area as per OISD 156 standards.
ix All pipes 100 mm and 250 mm shall be internally grid blasted and
polyster glass flake coated to a thickness of not less than 1000 Microns.
x. Pipes shall be painted with epoxy corrosion resistance fire red paint as
per shade 641 of IS:5. as per OISD – 156 Norms.
xi. The pipeline after laying, aligning and welding shall be finally subjected
to Hydro Static Test for a period of not less than 10 hrs. at pressure of 24
kg/cm2. All Equipments, pumps and accessories shall be arranged by
the firm.
i) The Contractor shall be responsible for:
i. Transportation of entire firefighting system components to
erection site, installation, mounting, laying, erection, testing,
successful commissioning and handing over to the ChPT.
ii. Safe custody including insurance during storage, Transit, erection,
testing, and commissioning of all mechanical and electrical
equipment, cables, erection materials and working persons.
iii. During the Warranty period if any breakdown occurs the same will
be informed to the firm through email. The firm should inspect the
site within 24 Hrs from the receipt of information and mobilize
required materials and labour for the work and the breakdown to
be completed with in a reasonable time at free of cost.

3.0 ASSOCIATED PIPING
i) All the new pipes shall be carbon steel as per IS : 3589 / IS : 1239 for
carrying seawater to be used in the system shall be as mentioned in Bill
of Quantities with relevant item having suitable wall thickness. The
Contractors shall provide the required pipe support, specials reducers,
expanders, puddle pipe, fittings, flanges, gaskets, nuts and bolts etc.
Fabrication and inspection of pipelines shall be in accordance with
following codes: BIS-9595, 814, 822, 4853 and 3703. 10% of field weld
joints shall be x-ray tested and if the results are unsatisfactory, the same
has to be removed, re-welded and radiographed to ensure sound weld.
Doubler plates for piping supports shall be provided by contractor for
running the main fire fighting pipelines on approach trestle. The
tenderer as required at his cost shall provide necessary steel clamps,
saddles and support for duct foot bends etc. Suitable support pads to be
provided to the pipelines wherever it rests on the pedestals. The vertical
pipeline to water / foam monitor shall also be properly supported / fixed
by providing suitable steel brackets/clamps and stays etc.
ii) All pipelines to be laid on approach trestle to bunker berth/bunker jetty
area are to be supported by providing steel / R.C.C. saddles with clamps
fittings and fixtures.
iii) All pipes carrying foam compound to be used in the system shall be of
stainless steel 316 grades of suitable schedule and should be
hydrostatically tested to 1.5 times of operating pressure.
iv) Suitable pressure gauges to be provided in the fire water network / foam
injection lines at strategic locations.
4.0 Valves
General
i) All the valves shall be designed manufactured and tested as per the
Indian Standards/ British Standards given in the relevant paragraphs.
ii) All the flanged valves, irrespective of their pressure rating, shall have
flanges to be drilled as per ASTM standard
iii) All valves shall be so designed that the effort/ Torque required to
operate the valve is minimum.

iv) All valves shall be designed for 100% tight shut off condition.
v) All the valves shall be provided with hand wheel. The face of the wheel
shall be clearly marked with the words "Open" and "Close" and an arrow
to indicate the direction for opening/closing.
vi) All flanged valves shall be as per ASME B 16.20 and all gaskets shall be
of metallic with SS316 spiral wounded CAF filler. All studs and nuts shall
be as per ASTM A 193 Gr.B7/194 Gr.2H
All the flanged valves shall be supplied with companion flanges as per
ASTM standard.
A. Gate Valves
All the gate valves shall have mechanical position indicator with
adjustable position stopper and lock to prevent over travel. Gate valves
shall conform to ASTM A 216 Gr. WCB-SS 316 Trim.
Gate valves of size DN 450 and above shall be provided with by pass and
drain arrangement. All the isolation valves of size above manufacture
from forgings.
B. Non Return Valve
All the NRV in water line shall be of approved make and conforming to
class 150. The material composition of the various components of the
valve shall be as under:-

m) Manufacturer's test certificate shall be furnished for the following:
a) Calibration in ascending and descending order at 0, 25, 75 and
100% of the range of the pressure gauge.
b) Over range protection test.
6.0 FIRE HYDRANTS
i) The hydrant system is designed to cater to the fire demand likely at various
areas of New barge bunker berth.
ii) At such locations, suitable corrosion protection as per IS 10221 shall be
provided.
iii) Hydrant and monitor posts shall be spaced at intervals of 30 Meters at jetty
head area and 45 metres in the pipe trestle throughout the length of the fire
line as per OISD 156 – 2017.
iv) Each hydrant post shall be of the type suitable for the installation of two
single headed hydrants with SS 316 L,6 mm thick orifice plates.
v) Each water monitor shall have a gate valve immediately below it, as per
standard practices.
vi) Each hydrant shall be numbered from the pump house towards manifold.
vii) Each equipment used in the system shall comply with TAC requirements in
all respects.
viii) Fire hoses rubber lined woven jacketed complying with Type-B(IS 636)
with coupling SS 316, pair of Male amd female parts complete with
required accessories., Dia 63mm X 15 Mtrs length.

ix) Supply, Installation, Testing and Commissioning of Fire Hose Cabinet
(900 mm x 600 mm x 250 mm deep) made of SS (sheet thickness minimum
3mm) having double opening glazed (3.0 mm thick glass) shutter including
M.S. Structure with necessary locking arrangement by allan key, stove
enameled Fire red finish with " Fire Hose" marked on front, suitable for
housing 2 nos. Hose pipe, 1 No. branch pipe and nozzle spanner with
necessary fixing supports structure angle/channel, plate, nut bolt etc.,.
Painting scheme shall be as per tender painting specification.
x. Fire hydrant shall generally conform to IS: 5290. They should be double
headed hydrant and flow shall not be less than 900 LPM @ 7 kg/cm2 on each
head. This shall be tested to 21 kg/cm2 as per relevant BIS code. The ends
shall be fixed with male & female couplings. Material of construction of
hydrant valve branch pipes and coupling shall be SS: 316 of approved
make. The Hydrants shall be situated at a Height of about 1.5M above the
Ground level. Piping, hydrants has to meet OISD 156 norms – 2017. Double
headed hydrant with two separate landing valves on 4” stand post hydrant
1.4 Mtrs from ground level.
xi. 5” pressure relief valve 2” dia air release valve to be provided.
7.0 FOAM SYSTEM.
i) Supply, installation, testing and commissioning of 2 Nos of 3000 Liters
capacity SS 316 L cylindrical foam tank with inlet, drain, outlet, vent,
overflow, interconnection, mounting leg arrangement , etc., complete.
ii) Supply, installation, testing and commissioning of 2 Nos of UL listed water
cum foam monitor with a capacity of discharge flow of 500-750 GPM
(variable flow) @ 7 kg/cm2.
8.0 Grid Blasting and Painting
i) Painting of all pipelines-structural shall be as per the details given
below:-
Surface preparation : Grit blasting to SA2.5
All the 10”/4” pipes, bends, reducers and T joints, before laying shall
be thoroughly grid blasted to ensure complete removal of rust and

present gray or near white surface and within 4 hours of sand blasting,
surface shall be painted.
All pipes /valves /TS /bends /structures etc shall be painted with two
coat of epoxy primer of 100 Microns each and two coats of final paint of
100 Microns each suitable for corrosion resistance, Heat resistant, and
should be able to withstand higher temperature in case of fire and colour
of fire red paint as per shade 641 of IS:5. as per OISD – 156 Norms.
ii) Only reputed make paint like BERGER / ASIAN / SHALIMAR / GRAND
POLYCOAT / COROMANDAL / SIGMA COATINGS / AKZO NOBEL
PAINTS / JORDON / JENSON & NICHLSON shall be used.
Color Code
a. The colour code of the paint for Foam Pumps, Diesel engine and motors
shall be quarter-gray conforming to shade No. 628 of IS: 1991.
b. Pipelines & pipefitting and hydrants shall be painted in fire red colour as
per shade 641 of IS : 5.
c. Water monitor shall be luminous yellow conforming as per IS : 5.
9.0 GRID BLASTING AND INTERNAL COATING
All pipe lines except foam piping to be grid blasted and internally ployster
glass flake coated to thickness of not less than 1000 Microns.
POWER SUPPLY
The Trust will arrange to provide one 3 phase power supply point for welding,
grinding ,etc., The power consumed will be charged as per the scale of rates
prevailing at the time of execution of contract.
SCOPE OF THE FIRM
1) The firm shall supply all the materials required for the execution of entire
contract and shall produce required material test certificates, guarantee
certificates and etc . for all the supply items.
2) The firm shall arrange for all tools, welding plants with accessories, Gas cutting
set, slings, shackles and all lifting equipment like cranes, pulley blocks,
derrick, trolleys and trailers, etc.
3) The firm shall arrange all the materials and equipment for internal polyster
glass flake coating and external epoxy painting.

4) The firm shall arrange all the equipment required for Grid blasting and for
which get prior permission from Deputy Port Conservator.
6) The firm shall arrange to fabricate required bends, mitre bends, ‘Tee’ joints,
etc. before internal and external coating and then these fittings to be internal
and external coated .
7) The firm shall arrange to pressure test the pipeline by using their own
equipment, men and materials.
8) All the Mechanical, Electrical and civil works required to execute the entire
contract should be carried out by the tenderer inclusive of materials and
labour.
OTHER TERMS AND CONDITIONS
1) The Tenderer’s shall inspect the site and acquaint himself of the working area
before quoting.
2) The firm shall submit their offer as per the enclosed schedule- ‘A1’schedule of
quantities and prices.
3) The necessary fire permit shall be obtained from the Trust Fire officer before
commencing the work.
4) The firm shall arrange necessary essential oil dock entry permit to their
employees.
5) The firm shall ensure that all the safety precautions to be adhered while
working in oil dock.
6) The firm shall authorize any one of their supervisor who will always be
available during work.
7) The firm’s vehicles like van, lorry, cranes etc., should have a spark arrester unit
fitted in the exhaust pipe to work in the hazardous area.
8) The firm shall provide safety equipment like helmet, safety shoes etc., to their
employees while on work.
9) The firm shall ensure that no damage occurs to the pedestal or to the adjoining
pipe lines by any manners and for consequent damage to other adjacent
pipelines, Liability of the same will be levied on the firm.
10) The firm shall carryout the work as specified by the Trust.
11) The firm must ensure compliance of ESI Act, 1948 in respect of labourers
engaged for the above work. The details of employees proposed to be

engaged shall be furnished before commencement of work. The payment to
the firm shall be released only on production of documentary proof for having
paid ESI Employer & Employee Contribution for all the employees engaged for
the work.
12) The firm shall arrange necessary watch and ward for their materials till the
completion of work.
COMPLETION PERIOD
The complete work of supply of all materials and laying of pipelines,
painting, testing, commissioning shall be completed within two (2) months from the
date of the receipt of order.
WARRANTY PERIOD
The work shall be guaranteed for 18 months from the date of acceptance of
work.
PAYMENT TERMS
The payment will be made in stages for supply and installation, within 30 days
from the date of completion and acceptance of the work.
