Infrastructure Management Plan • City of Dallas transportation system over 11,700

lane miles of roadways and over 1,400 miles of alleys

• City has prepared a 5-year Infrastructure Management Plan (IMP) for it’s roadway assets

• Staff will work with Council to incorporate other non-technical considerations

• Ensure the streets and alleys are maintained:

• Effectively – Treatments that meet the street needs at the right time

• Efficiently – Multi-Contractor coordination, utility coordination, economies of scale

• Transparently – What funds are being used and where, what maintenance is schedules and where, what funding is needed do to meet the City goals, how the department is doing in achieving the goals

Purpose of the IMP

• Historically – Maintenance type and priority determined annually using Pavement Condition Index (PCI) & street type

• Today - Holistic approach identifying maintenace over a 5-years based on Overall Condition Index (OCI) and its degradation curve

• Staff anticipates refinements in future years. 4

Methodology Used to Develop the IMP

• The OCI methodology identifies street repair projects using the following weighted criteria:

• Pavement Condition Index – 60% weighting are assigned an industry standard index calculated from field collected pavement distress data.

Rideability – 40% weighting factor based on the International Roughness Index (IRI)

• Roadway Functional Classification – streets are grouped into classes according to the character of service they are intended to provide

based on population census data

• Traffic Counts – cost considerations in future years

• After identifying street maintenance projects based on OCI’s, the specific repairs are determined using the PCI’s and Functional Classification for each street

• The City utilizes eight repair methods for asphalt and concrete pavements based on decision matrix
