Intelligence collection and surveillance
• Critical elements–Realistic mine threat assessment
–Tailor to likely mine laying process
–Adequate coverage requires high priority
–Begin early
Notification of imminent mining
• Critical elements–Well-defined and achievable mine threat
indicators
–Dovetailed to interdiction plan for rapid response
–Pre-greased ROE
–Begin early

Interdiction and intel evaluation
• Critical elements– Dovetailed to mine threat indicators for rapid
response– Assets available for tracking/destruction; tied with
ROE• Potential targets: land, surface, submarine • Requires short-tether; assets limited by
competing missions• Well-matched, permissive ROE
– Interdiction assets equipped to provide timely intel evaluation
Mine countermeasures
• Critical elements–Well-defined and achievable mine
countermeasures plan, to include force protection
–Asset availability, given competing missions
–Timely dissemination of mine threat areas
Mining
• Critical elements–Well-defined and achievable goals and
mining plan
–Asset availability, given competing missions
–Potential losses (re: Desert Storm)
–Permissive ROE
Fleet initiatives• C2F
– MIW assessment for JTFEXes: GW, HST, ENT; TR (Aug 01)
• Challenges: SOOT MIW operational experience, more realistic exercise scripting (intel, TCS, ROE)
• Develop cross-JTFEX trends/lessons learned
– Expand throughout IDTC, leveraging CCDG-2/ DESRON-26 IDTC initiatives; more focus on ARG
• C3F– MIW assessments for JTFEX to begin with STE in Nov 01
• CNA serving as SOOT, facilitating more realistic scripting
Mainstreaming/transition to organic MCM focus
• Mainstreaming–independent of organic transition– Command structure; signature control/threat awareness– ISR, I&W, ROE, interdiction (land/sea,
air/surface/subsurface), and mining given competing missions
• Needs to span entire IDTC, not just JTFEX, and tie to certification process
• Navy committed to deploy first organic MCM-capable CVBG in FY05 (actual systems available tbd)
• As organic capabilities are realized– Mine reconnaissance, localization, neutralization, clearance,
and avoidance given competing missions; command structure
