REQUEST FOR EXPRESSION OF INTEREST (EOI) for
Co-Development & Co-Production of Unmanned Aerial Systems (UAS)
1.0 BACKGROUND 1.1 Hindustan Aeronautics Limited (www.hal-india.com) is a premier Aeronautical organization in India with capability to design, develop, manufacture and service complete military/ civil aircraft and helicopters. HAL’s activities have been extended to cover India’s space programs as well. 1.2 Ever since its inception, HAL has produced over 3700 aircraft and helicopters ranging from piston engine trainer , modern fighter aircraft, Light and medium Helicopters. Currently HAL is engaged in the manufacture of its indigenously developed Advanced Light Helicopter (ALH), Light Combat Aircraft (LCA) and development of Intermediate Jet Trainer (IJT). HAL has undertaken manufacture of Pilotless Target Aircraft (Lakshya) of Aeronautical Development Establishment’s (ADE) design and has established D-level maintenance facilities for MALE & Tactical categories of UAV’s. 1.3 HAL has established itself as a reputed supplier to major aircraft companies like Airbus, Boeing and is fully equipped with modern manufacturing facilities and equipment required for producing advanced fighter aircraft and medium capacity civil aircraft along with their power plants, accessories and avionics. 1.4 Over the last seven decades, HAL has established cross-functional processes and structures to manage a full portfolio of projects within the Company. With this strength, HAL is now embarking on the challenging task of building cross-enterprise processes and adopting co-development and co-production as integral element of its business model to unleash productivity gains and provide innovative & complete solutions to our customers.
1.5 HAL is also expanding its reach to cover new product lines. One of the Business lines will be UAS’s (Unmanned Aerial Systems) and its variants for Co-development and Co-production to meet the requirement of various Defense Services and Civil customers in the national and international market. As the UAS business in India & other countries is expanding, there is a need for collaboration to face the competitive scenario. 2.0 SCOPE OF THE PROPOSAL 2.1 With the above background, HAL seeks partnership for co-development, co-production and maintenance of fixed wing UASs with Original Equipment Manufacturers (OEMs) having proven capabilities in the design, development, manufacture and maintenance of UASs.

(i) MALE (Medium Altitude Long Endurance) (ii) Short Range Tactical (iii) Mini UASs
3.0 INFORMATION SOUGHT 3.1 Broad technical specifications of UASs proposed to be taken up under this program are given at Appendix-A for your reference and response, against each category. 3.2 The Company /Product information may be furnished as per the format given at Appendix-B.
4.0 SUBMISSION OF RESPONSE 4.1 It is requested that Expression of Interest for co-development & co-production of UASs may be submitted not later than 22-Apr-2013. Only the Original Equipment Manufacturers (OEM) having proven design and manufacturing capability are invited to respond. 4.2 Your response may kindly be forwarded to the following address for further processing:

5.0 SELECTION PROCESS: 5.1 Based on the response, the following further steps will be taken in the selection process of the partner:
Evaluation of the responses to the EOI by HAL as per selection criteria at Appendix-C.
Short-listing of offers under each category.
Invitation to the short listed OEMs for formal presentation which should include presentation on market business potential.
Enter into a MoU with selected partner for each category to form a suitable business model.
Mutually develop a viable business plan.
Entering into contractual agreements after due approvals.

The whole process as listed above is expected to be completed within 6 months from the date of issue of this letter. 6.0 GENERAL CONDITIONS 6.1 It is to be noted that HAL retains the right to withdraw this request at any time without assigning any reason. Your Company shall bear the costs of any efforts and support provided and shall have no rights for compensation arising from cancellation of this request.
6.2 The request and submission of the proposal does not constitute any agreement between HAL and your Company.
6.3 All the technical and commercial information contained within this request will be considered confidential and will not be disclosed to any third party.
