To facilitate humanitarian assistance to the people of Iraq.

Mission Statement

• Facilitate host nation Humanitarian Assistance.

• Coordinate HA efforts across the theater of operations.

• Provide Civil Affairsexpertise.

• Assist in thedevelopment of Iraqiprofessional institutions.

Functions

Routine Tasks

Assistance with:

• Registration & visas.

• Movements through Kuwait andthe region to include convoys and ground & air border crossings.

• Resources – including functional team specialties in utilities, agriculture, public health, education, etc.

The HOC is a “one-stop” shop staffed withrepresentatives from the Ministries of Foreign Affairs, Defense, Transportation, Interior and Health for:

• Government Organizations

• International Organizations

• Non-Government Organizations

• Charitable Organizations

• Private donors

Integration

Relationship to CPA

The HOC is an independent facility operated by the Kuwaiti Government, staffed with members of the Coalition. HOC activities complement the four critical areas of interest to the Coalition Provisional Authority:

• Security

• Essential Services

• Government

• Economy

Track Record

• The HOC has run 1,500 missions by land, sea and air through its operations.

• Processed thousands of visas through Immigration for NGOs and contractors with security and border updates and responded rapidly toborder complaints.

• Resources – includingfunctional team specialtiesin utilities, agriculture, public health, education, etc.

• Supported all three Iraqi sectors (British, Coalition and American).

• Financed and sponsoredmajor conferences involving NGOs, contractors, commerce and foreign embassies.

• Austrian Embassy Adopt-A-Hospital program.

• Freedom and Peace Trust mental health donation.

• Itochu – hospital rebuilding, power plant reconstruction (funding through Japanese government).

• Operation Blessing medical supplies and training.

The Kuwaiti Prime Minister and the Minister of Foreign Affairs have

extended and committed the HOC mission with the full support of the

Kuwaiti Government.

Mission Support into 2004

• Enhance liaison between Kuwaiti Ministries and CA professionals.

• Develop relationship with Kuwait and foreign embassies to identify and support theater-level humanitarian assistance.

• Enhance relationships with NGOs and USAID contractors.

• Facilitate and develop relationships with corporate and individual donors in support of Operation Iraqi Freedom.
