The Iowa City Community School District has a rich athletic tradition that sees student participation as high as 60%. ICCSD understands that a student’s education doesn't end in the classroom, it is bolstered by lessons learned while being a part of an athletic team. Each of ICCSD's schools is a leader in their athletic conference and have created a system of success for other school districts to emulate.
The Iowa City Community School District is a PK-12 school district operating schools in the Johnson County, Iowa communities of Coralville, Hills, Iowa City, North Liberty and University Heights. The District's three junior high schools and two high schools provide athletic competition as a part of the Iowa High School Athletic Association.
BLDD Architects, Inc. was retained by the School District to provide a physical needs assessment of the existing indoor and outdoor athletic facilities, compare the existing athletic facilities to verify program equity, and conduct user input meetings to develop a comprehensive athletic facility program for both the junior high and high schools.

The ICCSD is in the first stages of implementing their Facilities Master Plan, which includes the process of planning and constructing a new high school. In an effort to ensure that the District appropriately plans the athletic facilities associated with this new facility, they undertook a five-month process to develop this Athletic Facilities Study. With input from the District's junior high and high school administrators and coaches, this study was created to support the current and future athletic programs mission of continued success.
The purpose of this study is to serve as a reference to the ICCSD's Superintendent, Board of Education and Athletic Administration in understanding the current and future needs of their athletic programs. The data utilized in this study was obtained during the review of existing facilities, user group meetings and athletic facility best practices. The data collected as a part of this study is crucial to the continued success of the District's athletic programs.
During the review of the District's junior high and high school athletic facilities, a physical needs assessment was performed. This assessment focuses on identifying infrastructure issues and program deficiencies. In each case, costs for each item are identified and categorized by facility.

The District identified Scott Kibby, Athletic Director (West High School), Terry Coleman, Athletic Director (City High School), and Jeff Wieck, Junior High Athletic Director to facilitate communications between BLDD and each user group. These District representatives were also key in performing the physical needs assessment and provided data relevant to their athletic programs, athletic facilities and the athletic department goals.

Prior to surveying the athletic facilities, an initial kick-off meeting was held on January 14, 2014 to discuss the District's goals and expectations of this study. A review of each of the athletic programs provided at the junior high and high schools was performed. A brief explanation of each athletic facility, its positives and negatives was presented by School District staff. The minutes for this meeting and the District's staff that attended can be found in appendix a - supplemental Information.
On March 10 and 11, 2014, each of the indoor and outdoor athletic facilities at each junior high and high school were surveyed for physical deficiencies in building and field components such as infrastructure, life safety, accessibility, mechanical, electrical, plumbing, technology and site issues. These deficiencies were then categorized by priority and a cost for improvement. The District's Athletic Directors for each facility accompanied the survey crew.
The information gathered during the survey of the physical deficiencies was combined into the Physical needs assessment, found in section 8 - Physical needs assement.
Items identified as: PRIORITY A items are considered Urgent and should be addressed within the upcoming year. PRIORITY B items are considered Necessary and should be addressed within the next two to five years. PRIORITY C items are considered Recommended to be addressed within six to ten years. PRIORITY D items are other Capital Improvements necessary to meet the requirements of the athletic program.
Totals for each building and each priority are provided. Most items identified are PRIORITY D items. Thus, each of these items can be considered by the District and then implemented as the school district sees fit.

During this process, junior high and high school administrators, coaches, trainers and staff were invited to participate in an online survey. The intent of the survey was to elicit responses from each individual qualified to provide input for each sport provided by the District. The survey requested that responders indicate the pros and cons of the athletic facilities they use and provide tangible and intangible programming requirements for those facilities.
The information gathered by the online survey can be found in appendix B - survey responses.

On April 9, 2014, BLDD Architects met with Scott Kibby, Terry Coleman and Jeff Weick to review the results of the physical needs assessment and online survey. The result of this meeting was the creation of the Athletic Facility Program. This Program identifies each of the sports as provided by the District and provides detailed design requirements of the facility intended to accommodate each sport. The completed Athletic Facility Program can be found in section 7 - athletic Program.

In an effort to help the District easily identify the inequities between athletic facilities, an Athletic Facility Program Matrix was created. This Matrix identifies each sport and then compares each of the District's facilities and to the baseline (Athletic Facility Program). Found in section 6 - Program matrix.
Items highlighted in: GREEN are items that meet the program baseline. RED are items that do not meet the program baseline. YELLOW are items that are not easily changed based on existing conditions in comparison to the program baseline.

(1) These facilities do not have bathrooms or
concession buildings. (2) These facilities do not have tracks or specific field
events. Track practices are held in the parking lots and grass areas. Currently, the junior highs hold three track meets at City High School and six at West High School (these are large events).
b) Interior: Gymnasium – require (4) practice spaces/courts.
2) North Central Junior High School a) Exterior
(1) Practice field north of parking lot is not irrigated. (2) This is the smallest site of the junior high
schools/limited space for football games and practices.
(3) Van Allen Elementary – Site is located to the north. There is lots of space available for ‘field growth’ at this site (would need to provide access across ravine).
b) Interior (1) Gymnasium – Bleachers are too small for an all-
school assembly. (2) Utilize N. Liberty Rec Center for extra practice space

(1) Site lacks a fire/ring road. (2) There is a long jump pit located at end of sidewalk
(poor condition). (3) Practice field north of gym is the only field not
irrigated.
b) Interior (1) Wrestling room is not adequate. (2) Adequate gym/practice space. (3) Practice gym is not a wood floor (not used for
competitions).
4) South East Junior High School a) Exterior
(1) All fields are irrigated. (2) Field space is barely adequate. Future land may be
lost with the railroad track underpass construction project.
b) Interior (1) Gymnasium space is not adequate (‘new’ gym is
acceptable). Practices are currently also held in the cafeteria (not to be considered in the future).
(2) Wrestling room is adequate.
B. High Schools 1) General Comments
a) Exterior
(1) General lack of storage for outdoor athletic
materials. (2) General lack of parking for athletic events. (3) The Owner does not consider utilizing off-site
facilities as an equity issue. However, the facilities being utilized should be equal.
(4) Signage/way-finding – Direct people to the appropriate field, parking, etc.
(5) Provide paved access roads to athletic facilities (remove gravel roads).
(6) Provide pedestrian lighting along access roads.

to host graduation. The District currently utilizes facilities at the University of Iowa.
(5) The Owner would like to consider an indoor jogging track (elevated?).
(6) Athletic facilities should be able to be isolated/secured from the rest of the building for competitions and practices.
2) City High School
a) Exterior
(1) Baseball
(a) Competitions are currently held at Mercer Park
(next to South East Junior High). (b) The Owner is constructing a 60’ x 80’ building to
accommodate baseball practices (hitting).
(2) Tennis – courts will most likely be displaced by future additions to the building. If that is the case, it is expected that tennis would remain on-site.
(3) Softball (a) Subsurface drainage is inadequate. (b) The Owner is considering utilizing Mercer Park
for softball (in lieu of on-site facility).
(4) Football (a) The Owner has replaced the home-side
bleachers and concession building (recently). (b) Visitor bleachers are old and in poor condition
and are located too close to the track. (c) ADA parking is limited. (d) Visitor toilet building is old and in poor condition. (e) The Owner would like to consider a synthetic
turf field.

(2) Practice Fields
(a) There are drainage issues along property line
(fields do not have positive drainage). (b) Irrigation – large fields are provided with an old
irrigation system. No irrigation on other two practice areas.
(3) Softball Field (a) Field is adequate. (b) Need more spectator seating.
(4) Baseball Field
(a) Field is very good. (b) Need more spectator seating. (c) Lack easy access to toilet facilities.
(5) Tennis – courts will most likely be displaced by
future additions to the building. (a) Surface is in poor condition. (b) Fencing is 45 years old/in poor condition.

(1) Locker rooms – too small. (2) Competition gym – adequate. (3) Practice gym – too small, lack of storage. (4) Weight room – inadequate – poor location. (5) Wrestling room – barely adequate. (6) Cardio/Aerobics room – size is adequate, but room
access is not acceptable.
4) Tate High School – This facility is required to provide physical education. Currently, there are no athletic programs at this facility.
5. Next Steps – BLDD will initiate a follow-up meeting with David Dude and Duane VanHemert to discuss next steps, schedule, etc.
