2014-2015
Introduction
The Community Seva Centre is a non-
governmental, non-political, non-religious and non- profitable
social service organization serving for the poorest of the poor
in the villages of Ariyankuppam Commune and Karaikal in
Pondicherry UT and Kalvarayan hills in Tamil Nadu since
1993, covering nearly 64 surrounding villages. We are working
for child development from womb to teenage, the immunization, nutrition,
breast feeding, pre-natal and post-natal care are given for mother and child.
CSC is running pre-schools for the development of children below U 5 yrs of
age, 13 pre-schools in Pondicherry and 5 in Kalvarayan hills. School going
children are supported with supplementary education in night study centre, and
summer camps, extra curricular activities, exposure trips, counseling, career
guidance, vocational training, sports materials etc has been provided to
teenagers to shape their future as they deserve. Women are given awareness on
health care, kitchen gardening, and economically empowered through self-help
groups. Nearly 350 SHGs are running under community centre in all the 3
regions and women are linked to banks and markets. Along with this project we
have initiated working for the tribal community at Kalvarayan Hills.
In Kalvarayan Hills, the tribal development is been focused by CSC
through supporting the children in the aspect of education, orphans given
shelter with orphanage and pre-schools to strengthen the ground level
knowledge. The children were been taken out for exposure trips and summer
camps to connect them to the main stream.
The farmers are given awareness about agriculture techniques, terms of
farming, usage of fertilization/pesticides, Rights of tribal and land laws to fight
against exploitation
Old age people are given support with health care, fun clubs and
livelihood activities to be independent and happy in their old age. Awareness
about their human rights, Reservation facilities and laws help all the people to
feel secure and develop.
Vision and mission:
Community Seva Centre is dedicated to
support the tribal who been identified as
ignored/weaker sections of the society with a
holistic, sustainable and diversified approach.
To develop the Socio – economic, Psycho –
Social and educational aspects of tribal
community.
We focus on child development, youth development, women
empowerment and care and support for aged people.
Strengths
Community Seva Centre initiated development in the educational aspect
for the tribal children. We have 5 Creche in different villages. Integrated
Child Developments Schemes been implemented for the child care.
Community Seva Centre commences to endow the awareness on health
and nutrition for the child and women. Now there are improvements in
the health and people are much aware in the prevention methodology.
To strengthen the economic background of the community, CSC has
streamlined women to engross in Self Help Group.
Through loans women are engaged in the Income Generating Activity and
the concept of saving been enlarged for their future security.
Youth Employable Skill training program were a stepping stones for the
youths to think beyond their tradition working nature.
KALVARAYAN HILLS AT A GLANCE:,,,,,,,
I. HISTORY OF KALVARAYAN HILLS;-
Palayathar ruled Kalvarayan hills during ancient
times. These hills were divided into three main
divisions. The south division was ruled by Jadaya
counder Jagirdar. The North division was ruled by
Jagirdar and the central division was ruled by Arya
counder Jagirdar . The people who abide in these hills
are called “Malayalees” (which means people who
abide on hills) “Tribes”. The people paid a tax called
“Jandhayavari” which were paid to the Jagirdars at
the cost of two rupees for two Anna's per month. The
people of these hills belonged to the same
community, other people who belonged to a different
community come from vellimalai and karialoor for
trade purpose to the kalvarayan hills.
During the rule of Mrs.Indira Gandhi there started a movement called
EMERGENCY 1972 which put an end to the Jagirdar’s rule. Their land called
Punal forest was divided into Patta land, Purambok land and forest areas
respectively. People of these areas work hard and are earning by means of
cultivation. Although they get good rains, they are unable to save rainwater for
irrigation purposes, as there is no absorption of rainwater in these hilly areas.
Under these circumstances the cultivation is hindered and is unfortunate for
them.
These hilly tribes lived till 1976 as slaves. Then the government had
taken necessary steps and slowly the civilization is taking place. These people
do not have any transport facilities. Only one bus is hired to these areas, which
take the people down the hills and shall return in the evening. People suffer a
lot and find difficulties even for tea, snacks and food. People face many health
problems such as cholera, vomiting, diarrhea, fever and other diseases such as
sexually transmitted diseases.
Till now, no significant changes have taken place in Vellimalai, Kalvarayan Hills
which consists of 32 villages.

The Kalvarayan Hills is located in the Eastern Ghats range of Eastern coast and
situated diagonally south-east towards Salem in the Villupuram District of Tamil
Nadu.

Existing Programs:
- Awareness programs on education, health, sanitation and nutrition
- Organizing Self-help groups for women empowerment, economical
counseling, and vocational training have been formed.
- Constructing a building and establishing pre-school education at
Thaalvenniur village as a stepping stone for the education.
- Local road construction for easy transport.
- Introducing the concept of land leveling among the farmers.
- Proper dwells construction to the villagers with sanitation.
- Judicial counseling and assistance for the landless laborers.
PRESENT INTERVENTIONS FROM COMMUNITY SEVA CENTRE:
Interventions made:
Only few villages are connected to main road but most of the villages are
very interior at the top of the hill, so insufficient accessibility in
mobilization are in the most of the villages is the setback for
development.
As far as Government concerned there is nominal public transport
connection on roads to few villages makes the tribal to be unaware
about the new developments and less knowledge about the local
availability.
Needed basic groceries and supplements are also not available in the
interior villages. Due to the lack of transport the supplements of
cooperative resources been delayed.
Access to primary health center, primary education, and clean drinking
water are beyond the reach for the tribal community.
Even though Community Seva Centre offers Pre-School education
facilities in villages most of the villagers can’t afford and refuse to send
Their children to school due to their demand in economical background.
No qualified youths/teachers are available for tuition or night study
centre in the villages
Most of the girl children involved in the household works and take care of
their siblings. Boy children graze the cattle in the field and help his
father in earning money in small quantity.
People are not aware about the importance of education, as they are not
accessible to proper education till now.
Health and Sanitation
Hospitals, Primary Health Centers and sub centers are situated at
Mavadipattu, Vellimalai, which are near to Villupuram and the medical
staff is available only in the daytime for 2-4 hours. They are not
functioning effectively in the interior villages.
Tribal people get lack with many health problems such as malnutrition,
cholera, vomiting, diarrhea, fever, Malaria, T.B, RTI, and sexually
transmitted diseases like HIV/AIDS, STDs, and Hepatitis B. These
problems are causing untimely deaths because of inefficient and
insensitive government machineries.
There is no clean and steady water supply in the 120 villages (dwells)
There is no usage of toilets and drainage system.
There is no wastage disposal system.
Low hygienic standard among the people.

Water Status:
So far there are fewer amounts of water resources been available in the
village we work with.
There are few wells where the community fetches water from long
distance.
Nearly 2 –3kms women walk to take drinking water.
There are no proper purification strategy been practiced.
Needs:
1. Overhead water tank.
2. Sub connection of water pipes.
3. Wells in all the villages.
4. Purification of pond in the available
villages.
5. Rain water harvesting methodology.
6. Provide Oil motor for the farmers for their profession.
The water situation now at Kalvarayan Hills.
Majority of the water resources is from the well.
The villages which don’t have well depend on the water which flows
from hills through channels.
The channels water is not that much cleanly for the tribal who live in
lower belt of the hills. Because the people who live in the upper belt of
the hills use that water for washing clothes and bathing.
Ponds were not been cleaned.
For drinking source, the tribals won’t boil the water for purification.
For some extent use same water for drinking & bathing.
The quality of boiled food was not good because of the water available.

Note: In the nearby 24 villages the above mentioned will give you brief in availability
HOUSES:-
More than 75 per cent of the houses are made
of Bamboo. And less than 25 per cent of houses are
made of thatches woods and bricks. Each village
consists of 50 to 60 houses. Some people built their
houses in farmland and look after land daily food.
AGRICULTURE:-
People toiled to make these forests into
lands for civilization. Since, it exits no way for
them to save the rainwater, doing agriculture is
a mirage for them due to lack of irrigation
facilities. Seasonal cultivation crops such as
samai, thenai, rice, tropica, Varagu (grams) are
cultivated here. These crops shall be cultivated for once in a year. Due to the
broker's interference in their cultivation, the people are unable to save
anything. Even they are not able to meet their cultivation expenses. The
people who work as coolies suffer a lot. A man who toils from morning to
evening in a land gets only 50 rupees a day and woman gets only 30 rupees. For
survival reasons, people takeover jobs in the adjoining areas such Erode,
Karnataka and Kerala. They are engaged in doing menial jobs such as quarry
work, building construction (masons/coolies) and labor work in agriculture
fields. Since they do not have much income they borrow money for interest at
the rate of 10%. Finally they are unable to bear the burden of huge interest and
lose their properties to repay the amount.
EDUCATION:-
There is no Pre School (Balvadi) for under five age children. Due to lack
of poverty there is no qualified teachers, the strength is very low. Added to
that, parents are also not able to send their children for education due
financial crisis. Only the Vatapudur village and Arampoondi village have primary
schools. The mileage covered to these areas ranges from 10 kms to 16 kms. The
primary school has no hostel facilities for both children ( Boys &Girls ). But
most of the female children stop their studies and work at home or stay as Baby
sitters. The male children work in forests and graze the cattle. Hence, as for as
studies are concerned the children are unable to continue it. Only one or two
people have completed their degrees and have taken up jobs. Among them, the
Village assistant Mr. R. Picchan's son Mr. Jayaram has done his Bachelor of law
and Bachelor of Arts and is practicing as lawyer.
DISEASES AND MEDICAL PRACTICES:-
Due to Hilly areas, even after digging 100
feet drinking water is not found. Some area
posses hand pumps. Most of the people use well
waters. None of them boil water before
drinking. Hence, people are easily prone to water
bone diseases up to 40%. Generally most of the
people are affected by cold, fever, cough and STD . Particularly most of the
women/ female children are anemia.
Some are suffering from chest diseases. Hospitals and Primary health
Centres are situated at 10 km away , Maavadipattu and not functioning
effectively. Village people complain that the health workers in sub-centre are
irregular. Some people use country drugs (Naturopathy). The Delivery of babies
is done at home itself. Handicaps and mentally retarded people are noticed
very few but anemic babies are found more. The normal weight of the babies
born here ranges form 1.5 kgs to 2.00 kgs. Breast-feeding is practiced.
Superstitious beliefs are more. They believe in ghosts and wicked practices.
They are not aware of certain diseases and they blame the wicked power for it.
They perform poojas and give offerings to the God to get rid of these diseases.
MARRIAGE SYSTEM AND CUSTOMS:-
The female child is married at the age of 12 or 13 years. The male gets
married at the age of 15 or 18 years. They marry their own community people
from the hill areas. Polygamy practice is found more. After the death of her
husband, widow can allow to marry her brother in law. Similarly, a widower can
also marry another women. Some people perform love marriage outside the
hills and come back and settle down at kalvarayan hills.
During ancient times, the male gave six gunny bags of grains and two
hundred rupees as dowry to female. But now people return this procedure to
man by giving dowry for their daughter/sister. They repay this borrowed money
by means of interests and loans and become in-debtors. Only the male has right
for the property. None of the women shall have a share. Due to lack of money
and least of Bread winners the elders/old age people are not taken care
properly. Some people solve the family conflicts among themselves. Whereas,
some people bring to the notice of courts. Village problems are solved by the
head of the village called "Moopar" (Means Village elder). Various problem or
conflicts such as Husband wife problems, property conflicts, land problems and
other family conflicts are brought into notice. At present there exists a problem
among the revenue department and forest department regarding the issue of
Patta /Porumpku land. The family planning programme is not yet implemented
here.
SPORTS, GAMES AND ENTERTAINMENT:-
Since there is no flat ground or
even surfaces the children and youth are
unable to play football or any other
ground games. Through Panchayats a
television box and antenna were
distributed due to electricity and Solar
power technical support is very poor in some villages. But now all these are
not in working condition due to electricity and hence there are no
entertainment activities for these people. Few people owned FM radio and hear
the songs.
RELIGIOUS AND FESTIVALS:-
People here are mostly Hindu. They pray and
worship their family God Mariamman &
Karupusamy. It is pity to hear and state that,
people borrow money for interests to give
offering at Pazhani Temple and Thirupathi
Temple. They celebrate chithirai festival in grant manner and used to collect
money from each household. They offer pigs, goats, cows and liquor to their
God Karupasamy. At present, Kottapudur and Aarrampoondi villages have
church. There is no religious practices taking place but people visit the
churches.
ATTITUDES AND APTITUDES:-
People consume alcohol, smokes beddi and cigar, which are very harmful
for health. They feel and believe that, alcohol helps in relieve the pain of hard
work and as a result they consume more alcohol beyond their income. It
disturbs the normalcy of the individual and the family members.
LIVESTOCK
People rear animals such as goats, cows,
hen and pigs. People built shelter for
animals near their houses. Some people
built shelter on their own lands. Some
people graze their cattle in forests while
others pick ups leaves from the forests
for them.
FOOD HABIT
The main food grains for the people are Varaku, Samai,
Ragai and rice. They rarely take fresh vegetables, meat and
prepare delicious food. They rarely add green leafy and dals.
Therefore, there exits imbalance diet. Thus most of the
women and children are anemic. There is a mixture of both
vegetarians and non-vegetarian
ROAD AND TRANSPORT:
Transport is the major problem in Kalvarayan hills. Only few villages
have bus facilities such as Karialoor, Vellimalai, Serapetu, and
Karunmandhurai. The rest of the villages do not have any transport facilities.
The kilometers between one village and other villages are about 3 kms and 5
kms.
ELECTRICITY:
Most of the Villages there is no electricity in some villages few houses
have one light service system and most of the houses have no electricity
facilities. More over, the strong wind and heavy rain cause frequent electricity
failure.
MARKET:
SANDHAI (weekly market) takes place on every Friday at Vellimalai and
Karmandurai villages. People from surrounding villages come for vegetable and
other things once on all Fridays the market is put in vellimalai and karmanduri.
Purchasing of any valuable articles they have to go to plain areas.
HEALTH AND HYGIENE:
Since, the houses are situated on slopes, rains wash off the garbage or
waste materials. The village has no drainage facilities, which is more important
for protecting of environment and the living places. On the other hand, there
are no proper sanitation facilities and people go for open-air defecation, which
is not safe and hygienic for health. Regarding water, people have no knowledge
over safe drinking water and prey to the water prone diseases.
THRIFT AND SAVINGS:
The habit of savings is zero among the people. Only five villages have self help
groups. Their income is also very low and unable to allocate money for savings
and for future needs.
Living Status:
Each Village consists of approximately 50, it’s
all very small dwellings to provide all the
facilities for the villagers.
More than 75% of the houses are made of
Bamboo and mud. Less than 25 % of houses are
made of thatches woods and bricks.
Villages lack sanitation facilities.
Electricity unsteadily available in more than 50 villages and telephone
connection for even less villages.
Economical Status
A lot of people work as coolies, daily wage laborers in agriculture and
cultivating crop for landlords of near by towns.
Very few farmers own lands but that’s also small holdings without any
fertility or new techniques of agriculture.
Though its hilly area without any suitable plains for agriculture is the
main occupation of the tribal, they practice agriculture with out land
leveling and technical assistance, ancient tools, mono cultures due to
the owner of land, lack of proper irrigation, lack of efficiency among the
farmers is setback for the high yield.
Due to low wages tribal are unable to save anything and they cannot
even meet their cultivation expenses and last in debts.
Money is often borrowed and repaid with high interests of 3% to 20%.
Due to poverty head of the family member migrate to the near by town
and do work for daily wages.
Child care program:
CSC is running 5 Pre-schools as an initiation for the children of
Kalvarayan hills who are very interior and lack the school facility. The children
are also special attention in health and sanitation program. Many extra
curricular activities like, summer camps, exposure trips were arranged for
these children for integrated growth. Orphanage is running for the needed
children.
Crisis Involved.
Physical
As far as education is concerned children go to school by traveling
longer distance. There is no proper mode of transport. The places where the
tribals live are very hilly & steep. The children find very hard walking to
acquire knowledge. Physically they get tired soon.
Mental
Traditionally tribals are not much interested to go for proper education.
There is very much less learning capacity for each individual. Children were
not been motivated by their parents.
Socially: -
Why education for the children or tribals? There is a bid social evil
established for the tribals that there is no need of education for the children
and adults.

The above mentioned table shows that the majority of 22 percentage of
the Respondence give reason that ‘long distance’ is the barrier for the tribals to
learn education and 18 percentage of the Respondence says that their child
should help their father in the occupation sector.

weaving, herbal health and cosmetic products, coir-production,
dairy farming, goat rearing and rabbit rearing), career guidance,
improving market skills, diversifying job perspectives etc,
o Improving agricultural structures with new technical concepts of,
watershed development, soil fertility protection, community
grazing, double crop per year etc,
o Improving water reservoir by water harvesting program.
- Extending Awareness programs on education, about, TB, cancer,
cardiology problems, HIV/AIDS, RCH program etc.

- Streamline the source of development for the children through
education.
- Right Based approach for the education purpose.

- Employment opportunities for the youths in need.

- Sensitizing and supporting the communities in facing the multiple
challenges in socio-economical and health issues
- Encouraging the communities to participate in Development activities
and Implementation of effective and sustainable solutions.
- Implementation of Entrepreneurship Development Program.
- To improve the rudimental structures to meet the basic human needs
- To provide advocacy for the communities concerning legal and
Governmental issues.
THE CONSTRUCTION at KALVARAYAN HILLS
As far as the construction work concerned, it been started in a simple planning.
But day by day the essence and the importance of the building started to
expand. The objective of the construction is to create self sustainable society.
Initial Stage:
As an initial part the Community Seva
Centre started a project to build a centre
for the tribal at Kalvarayan Hills. To say
about the work involvement, it’s a great
effort made by all the human resources to
bring up the construction in a massive.
Kalvarayan Hills is a beautiful hilly area. As far
as the road way concern, it’s a big task for a
four wheeler to reach the spot. But we found
highly committed contractors to construct this
beautiful building by bringing their own
vehicles with sand and other raw materials.
The picture clearly brings a message that
the construction is made in a critical part
of the area. It’s a team work where
construction made. Water resource is a big
goal been achieved by the villagers to
contribute in physical labour by fetching
the water from well and been paid for their labour. We have water well with all
motor facilities but due to the lack of fluctuation in power supply we couldn’t
take the water into tank or storage. Due to the lack of facilities Community
Seva Centre paid more labour for the construction work.
The workers are hardly involved in this
process. They are the villagers who
committed to work in the building
construction work. They all gel with whole
heartedness that the building will belongs
to them who are tribals.
The result of hard work is a huge beautiful
building for the development of the tribal
people. This building is been utilized for the
training purpose, medical assistance, medical
college, school, orphanage, volunteer room and
women development centre.
The building been recognized as a centre for the
medical support and educational centre. There
are sufficient rooms are available for the
different aspect of programmes. The ground
floor consists of small rooms where a medical
centre can be established. In the first floor it
contains big rooms where trainings can be professionally handled.
Credentials of Community Seva Centre: -
The Chairperson of Community Seva Centre is a member of Human Rights
Committee, Government of Pondicherry.
Community Seva Centre is one of the governing board members of the
committee set up for creation of Pondicherry Child Labour rehabilitation
cum welfare society of Government of Pondicherry.
Community Seva Centre is one of the members of State level standing
committee for effective implementation of law relating to bonded labour,
Government of Pondicherry.
Community Seva Centre is constituted as selection committee member by
Social Welfare Department, Government of Pondicherry. For selection of
members to the juvenile Justice Board and Child Welfare Committee
Government of Pondicherry.
Community Seva Centre is holding a position of Vice President-ship in Sarva
Siksha Abhyan Government of Pondicherry.
The Community Seva Centre secretary is the member of state Vigilance
monitoring committee, DRDA, Govt of Pondicherry and Government of India.
Community Seva Centre is also has the membership in girl child abuse
rehabilitation, dept of women and child development, Govt. of Pondicherry.
