LAND•Land is viewed as a shared natural resource to

be conserved and cared for with due regard for its effect on society as a whole and for the conditions in which it will be passed on to future generations.

•Land is a property – a private commodity which can be owned, used, bought or sold for personal comfort and profit.

LAND USEIt refers to the manner of

utilization of land, including its allocation, development and

management.

LAND USE PLANNING• It refers to the rational and judicious approach of

allocating available land resources to different land using activities and for different functions consistent with the overall development vision or goal of a particular city.

• It refers to a document embodying a set of policies accompanied by maps and similar illustrations which represent the community’s desired pattern of population distribution and a proposal for the future allocation of land to the various land-using activities.

OBJECTIVES OF LAND USE PLANNING•To promote efficient utilization, acquisition and

disposition of land to ensure the highest and best use of land

•To direct, harmonize and influence discussions and activities of private and public sectors relative to the use and management of lands

•To reconcile land use conflicts and proposals between and among individuals, private and government entities relative to the present and future need for the land

OBJECTIVES OF LAND USE PLANNING

•To promote desirable patterns of land uses to prevent wasteful development and minimize the cost of public infrastructure and utilities and other social services

•To preserve areas of ecological, aesthetic, historical and cultural significance

Concepts Related to Land Use•Reversible Uses

When the inherent features and characteristics of the land have not been considerably altered or modified such that the soil horizon, landform and structure remain intact so that the land can be reverted to its former use or original condition.

•Irreversible UsesWhen land is subject to applications which brought about changes, alteration or modifications so much so that it preempts the original use or it is physically impossible to restore the land to its previous state or condition.

•Multiple Land Uses• Combining multiple land uses, whether

reversible or irreversible, in an orderly and desirable pattern• Land is finite and supply is infinite• Demand is ever increasing• Competition exists• Land is flexible

•Compatible and Incompatible Land UsesSome land uses are innately compatible while others are completely incompatible. Compatible Land Uses can coexist harmoniously and effectively in an orderly management.

•Highest and Best Use of the Land• The use of land which generates the

maximum profit without negative consequences especially on the environment• Land should be used in such manner

consistent with its natural qualities to maximize its productivity and also adhere to the principles of sustainable development

What is CLUP?•Comprehensive Land Use Plan is a

document embodying specific proposals for guiding, regulation growth and development of a city or municipality.

Rationale for Formulation or Revision of a CLUP•To achieve better quality of life•To guide the orderly development of a

city/municipality to promote the health, safety, welfare and convenience of the population

•To promote sustainable development•To preserve special natural features and

environmentally critical areas•To translate socio-economic policies into physical

policies and plans

•To comply with the requirement of Article 41 of the Implementing Rules and Regulations of the Local Government Code 1991 (Sec. 20, RA 7160)

•To provide guidelines for the appropriate use of the natural resources

•To allocate land for settlements, industries and other urban uses on land least suitable for agricultural and farming uses;

•To serve as a basis for reclassifying and converting land•To reflect the changes in the physical, social and

economic characteristics of the community•To incorporate changes in the goals and objectives of

the community
