• Now: We have learnt the design and various approaches to Impact Evaluation

• Have understanding of the experimental /Non-Experimental methods

Putting Knowledge in to Practice

• Kano CCT as a case study • CCT will commence in Sept 2010• Intervention: Scholarship for girls in grades

4 ,5 and 6 ( lower Basic) from low income families

• Condition : enrolment and attendance • Outcome indicator: increase girls attendance

and completion

“Gold Standard”This is Randomization of schools to benefit from the CCT

Technicalities

1. List of all schools in the target areas2. Randomise in to Treatment and Control

schools 3. Conduct Baseline survey ;

i. Sensitization of schools and communitiesii. Obtain list of eligible girls from schoolsiii. Administer House-hold Surveys to a sample of

eligible girls iv. Check if the Randomisation is valid

Technicalities

v. Program starts in September 2010vi. Parents of Girls receive cash transfer

4. Follow up visits to check enrolment and attendance in treatment and control schools

5. Compare the Difference

How to compare results

• See the difference between the outcomes with and without the program

Test the counterfactual “effect of the CCT on girls enrolment and attendance” to determine changes in the absence of the programme so that the change can be attributed to the program

Challenges and Solutions

Political program interference -Parallel incentives programme by LGAs– Fear of continuity – Delay in the release of funds

Communicate/share the information with the Local Government councils and local communities/stakeholders

2. Attrition: Migration of families

Not much can be done to stop migration, however we can make the follow up just before the migration period

3. Non-compliance of families/communities -early marriage, -schools/parents not willing to cooperate with the IE etc

• 4. Spill-over effect : some families from Control group may send daughters to where the CCT is implemented
